MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTEMBER 3, 1957, AT TWO O'CLOCK
P. M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meetings of August 20 and 27, 1957 be approved as written and
submitted. Motion carried.
Communication from County of Los Angeles, Office of the Tax
Collector, transmitting a list of properties that have been tax deeded
to the State of California because of delinquent taxes, and suggesting
that an investigation be made of any of these properties located in
the City of Vernon to determine if any are needed for public use
purposes, was read.
It was moved by Poxon, seconded by Malburg, that communication
from County of Los Angeles, Office of tbe Tax Collector, together with
list of tax deeded properties, be referred to the Engineering Depart-
ment for investigation and report. Motion carried.
Communication and report from R. H. Bockhacker, Chief of
Police, witb reference to a traffic accident involving Motorcycle
Officer U. L.White, was read. (Police Chief reported verbally that
Officer 'White passed away August 31, 1957 as a result of injuries
received in said accident.)
It was moved by Poxon, seconded by Anderson, that communi-
cation and report from the Police Cbief be received and filed. Motion
carried.
Police Chief Bockhacker made a verbal request for authority
to retire the badge of Officer White, deceased, and to have same
mounted on a plaque and presented to the widow of Officer white.
It was moved by Poxon, seconded by Anderson, that the request
of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Cbief, requesting
that, due to the deatb of Motor Officer Uhlen Leroy \Vbite, Lease
Agreement dated June 17, 1957 between the City of Vernon and Officer
White be terminated as of the close of business August 31, 1957, was
read.
It was moved by Poxon, seconded by Malburg, tbat the request
of the Police Cbief be approved and that Lease Agreement be terminated.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, transmit-
ting letter of resignation from Police Officer Gale F. Wilson, and
recommending that said resignation be accepted as of the close of
business September 15, 1957, was read.
It was moved by Malburg, seconded by Poxon, that the recom-

mendation of the Police Chief be approved and resignation of Officer
Gale F. Wilson be accepted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, requesting
permission to employ Mr. Charles A. Foster as Policeman Class 4,
effective September 16, 1957, pending the outcome of physical examina-
tion and further investigation, as a replacement for Officer Gale F.
Wilson, was read.
It was moved by Anderson, seconded by Poxon, tbat the request
of tbe Police Chief be approved. Motion carried.
Report of activities of tbe Police Department for the period
August 16 - 31, 1957, inclusive, was presented.
It was moved by Malburg, seconded by Poxon, that report of
activities of the Police Department be received and filed. Motion
carried.
Communication from Harold A. Barnett, Consulting Engineer,
requesting authority to employ Macario Sanchez as Laborer, Grade 4,
effective September 3, 1957, as a replacement for Emilio Valentine,
was read.
It was moved by Malburg, seconded by Mailliard, tbat the
request of Consulting Engineer Barnett be approved. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
transmitting letter from Francisco Bravo, M.D. advising that the
period of disability of F. M. Perez, Laborer, is estimated to be
until November 1, 1957, was read. (Consulting Engineer recommended
that Mr. Perez be granted leave of absence with his regular pay to
October 31, 1957, inclusive.)
It was moved by Anderson, seconded by Poxon, that the recom-
mendation of Consulting Engineer Barnett be approved. Motion carried.
Communication from Jack J. Lipsbin requesting a permit to
operate a guard service in the City of Vernon, was read. (Stationary
guards to be placed in various plants located in the City of Vernon.)
It was moved by Poxon, seconded by Malburg, that the request
of Jack J. Lipshin be referred to tbe Police Department with power to
act. Motion carried.
Communication from Southern California Service Station
Association requesting that the City of Vernon enact a gasoline price
sign ordinance, and transmitting a proposed ordinance, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Southern California Service Station Association be received
and filed. Motion carried.
Communication from William T. Bonneau, dba. Hi-Grade Food
Distributors, Inc., requesting a permit to operate an additional lunch
truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that request
of William T. Bonneau, dba. Hi-Grade Food Distributors, Inc., be
referred to tbe Director of Sanitation with power to act. MOtion
carried.

Communication from Vincent R. Poxon, Assistant City Attorney,
with reference to claim of Acme Electric Welder Company for a refund
of a portion of business license tax, recommending that the refund be
granted provided that the City Council specifically state that this
action should not be taken as a declaration of policy by the City of
Vernon with respect to disputed tax matters, either of this or any
other nature and specifically sales and use taxes, and that the City
Council should reserve to itself the prerogative to determine each
individual case upon its own set of circumstances, was read.
It was moved by Poxon, seconded by Anderson, that a refund
of $95.34 be granted to Acme Electric Welder Company with a stipulation
that this action should not be taken as a declaration of policy by
the City of Vernon with respect to disputed tax matters, either of
this or any other nature and specifically sales and use taxes, and
that the City Council reserves to itself the prerogative to determine
each individual case upon its own set of circumstances. MOtion carried.
Communication from Vincent R. Poxon, Assistant City Attorney,
with reference to request of Garrett Freightlines, Inc. for an extension
of time for the performance of the contract existing between the City
and Garrett for the improvement of Bandini Boulevard, recommending that
if the City Council desires to extend the time for performance of the
contract for the improvement of Bandini Boulevard that a new bond in
the amount of $35,000 be required, was read.
It was moved by Anderson, seconded by Poxon, that Garrett
Freightlines, Inc. be granted an extension of time to January 1, 1958,
for performance of the remaining portion of the contract between the
City of Vernon and Garrett Freightlines, Inc. provided that a new
faithful performance bond, in the amount of $35,000, covering the
remaining improvements to be made in Bandini.Boulevard, be posted by
Garrett with the City of Vernon within fifteen days from September 3,
1957. Motion carried.
Communications from Robert S. Stone, Director of Sanitation,
and F. A. Ziemer, Chief Deputy City Clerk, with reference to request
of Consolidated Chemical Industries, Division of Stauffer Chemical
Company, for a permit to conduct a business of collecting, separating
and processing for shipment raw materials consisting of junk bones,
green bones, hide trimmings, sheep trimmings, hooves and horns, at
the northwest corner of Sierra Pine Avenue and Bandini, on property
presently owned by the Stauffer Chemical Company, were read.
It was moved by Anderson, seconded by Poxon, that the request
of Consolidated Chemical Industries, Division of Stauffer Chemical
Company, be laid over pending reports from Mr. Robert H. King, Sanitary
Engineer, and from the City Attorney. Motion carried.
Communication from The Arco Company requesting a permit to
conduct a business of warehousing and selling of heavy duty maintenance
paints at 4754 East 49th Street, was read. (This application super-
sedes and cancels their application to locate at 2348 East 38th Street.)
It was moved by Poxon, seconded by Malburg, that request of
The Arco Company be approved and permit granted. Motion carried.
Franchise Report from Union Oil Company on Franchise
Ordinance No. 585 for period ending June 7, 1957, together with check
in the amount of $108.87, was read.

It was moved by Anderson, seconded by Malburg, that Franchise
Report from Union Oil Company be received and filed. Motion carried.
Communication from Bell Meat Packing Company requesting a
permit to conduct a meat processing business at 3137 East Vernon
Avenue, was read.
It was moved by Poxon, seconded by Malburg, that request of
Bell Meat Packing Company be approved and permit granted. Motion
carried.
Communication from Richards Mfg. Co. requesting a permit to
conduct a business of manufacturing and assembling portable lamps and
shades at 4383 Fruitland Avenue, was read.
It was moved by Anderson, seconded by Poxon, that request of
Richards Mfg. Co. be approved and permit granted. Motion carried.
Communication from Southern California Planning Congress
inviting the City of Vernon to join their organization, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Southern California Planning Congress be received and
filed. Motion carried.
Communication from the City of Downey requesting use of the
City of Vernon's 1000 GPM LaFrance pumper engine for a three-month
period from September 3, 1957, and advising that they will be willing
to pay whatever rental is necessary and to assume all responsibility
in connection with this equipment, was read.
It was moved by Anderson, seconded by Poxon, that the request
of the City of Downey be approved with a stipulation that a sum of
$1.00 rental fee be charged the City of Downey and that the City of
Downey furnish the City of Vernon with a Certificate of Insurance
protecting the City of Vernon from damages while this equipment is
in possession of the City of Downey. Motion carried.
Communication from George F. Bradbury, dba. Avalon DeLuxe
Catering Co., Inc., requesting permits to operate two additional lunch
trucks in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that request
of George F. Bradbury, dba. Avalon DeLuxe Catering Co., Inc., be
referred to the Director of Sanitation with power to act. Motion
carried.
Communication from John B. Moore, Administrative Assistant,
with reference to the Annual Conference, League of California Cities,
to be held in San Francisco September 22-25, 1957, advising that an
allowance of $175.00 for each representative of the City of Vernon
attending said conference has been authorized in the 1957-58 budget,
and that a $10.00 deposit has been made for each representative on
hotel accomodations, leaving a balance of $165.00, was read.
It was moved by Anderson, seconded by Malburg, that authority
be granted for advance payment of $165.00 to those City representatives
attending the conference. Motion carried.

original and five copies of a survey dated August 26, 1957, which
compares the cost of remodeling Fire Station No. 1 against a new
utility-type fire station at another location in the City of Vernon,
was read.
It was moved by Anderson, seconded by Poxon, that Fire
Station Justification Survey submitted by Mason, Muntz & Associates
be received for study. Motion carried.
Communication from Jack Looper requesting permission to
paint the living room, dining room and hallway in city-owned house
located at 4324 Furlong Place, and to make any electrical repairs that
are necessary, was read.
It was moved by Anderson, seconded by Poxon, that Mr. Looper
be authorized to paint living room, dining room and hallway at 4324
Furlong Place subject to approval of the Engineering Department as to
quality and color of paint; that Mr. Looper be authorized to make any
necessary electrical repairs; and that the Engineering Department be
authorized to make any other repairs necessary and to do any other
painting necessary. Motion carried.
The Engineering Department made a verbal report on the
condition of the iIOlympic CottagesH located on the rear of the City
Hall property.
It was moved by Malburg, seconded by Anderson, that the
Engineering Department be authorized to make an expenditure of
approximately $170.00 to make necessary repairs to said "Olympic
Cottagesll. Motion carried.
News item in the Huntington Park Daily Signal with reference
to border taxes, was read.
It was moved by Poxon, seconded by Anderson, that the City
of Vernon contact a competent accounting firm and request them to
submit a proposal to the City Council for engaging their services to
make an examination and an analysis of the sales and use tax records
of the State Board of Equalization in Sacramento so that the City of
Vernon can evaluate their finances from this source. Motion carried.
Communication from Central Basin Municipal Water District,
addressed to Mayor R. J. Furlong, with reference to Metropolitan Water
District of Southern California Resolution 5034 authorizing construc-
tion of a service connection on the Palos Verdes feeder at Vernon
Avenue for service to the City of Vernon and stating that the estimated
cost of the installation with a Venturi meter was estimated to be
$50,000.00, was read. (Central Basin Municipal Water District advises
that a check in the amount of $50,000 should be forwarded by the City
of Vernon to said Central Basin Municipal Water District and upon
receipt thereof The Metropolitan Water District of Southern California
will be requested by the Board of Directors of said District to
proceed with preparation of plans and construction of the service
connection in accordance with terms and conditions set forth in
Metropolitan Resolution 5034.)(Laid over at meeting of August 27, 1957.)
It was moved by Anderson, seconded by Poxon, that the City
Clerk's office, in conjunction with the Engineering Department, be
instructed to write a letter for the City Council to the Central Basin
Municipal Water District requesting a detailed statement of the items

included in the $50,000.00 estimated cost of said installation,and
requesting information as to why the existing 20-inch flanged top
outlet at Station 683 . 40 is not suitable for the proposed
connection. Motion carried.
Communication from Namesake Towns Association was referred
to the City Council by the Vernon Chamber of Commerce.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Namesake Towns Association be received and filed. Motion
carried.

of the Engineering Department, were presented:

It was moved by Mailliard, seconded by Malburg, that

It was moved by Mailliard, seconded by Poxon, that Building
Applications numbered 21336 to 21346 inclusive be filed and permits
granted. Motion carried.
"Warrant Register No.51t covering claims and demands presented
during the period August 16 - 31, 1957, which includes Demands Nos.
486 to 590 (both inclusive) totaling $9,890.14 (accounting period
September 1 - 15, 1957), was examined and audited.
It was moved by Poxon, seconded by Malburg, that ttWarrant
Register No. 51t be approved and payment authorized for Demands No.
486 to 590 inclusive, with no exceptions. Motion carried.
There being no further business to come before the meeting,
