HINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTE:MBER 17, 1957, AT TWO O'CLOCK

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of September 3, 1957 be approved as written and sub-
mitted. Motion carried.
The Clerk announced that this was the time and place for
hearing of all persons interested in or objecting to proposed adoption
of the Fire Prevention Code mentioned in Ordinance No. 704.
The Mayor asked if there was anyone present who wished
to be heard or object to the proposed adoption of the Fire Prevention
Code mentioned in Ordinance No. 704. No objections were heard or
made, whereupon it was moved by Poxon, seconded by Anderson, that
Ordinance No. 704 receive a second reading in full. Motion carried.
Ordinance No. 704 - An Ordinance of the City of Vernon
regulating conditions hazardous to life and property from fire and
explosion; establishing a Bureau of Fire Prevention, providing
Officers therefor and prescribing their powers and duties by the
adoption by reference of HFire Prevention Code, 1956 Editionil, as
recommended by the National Board of Fire Underwriters as amended
by this ordinance, and repealing all ordinances or parts of ordinances
in conflict herewith, was read in full for a second reading.
It was moved by Poxon, seconded by Y~illiard, that Ordinance
No. 704 receive and pass a second reading. Motion carried.

It was moved by Anderson, seconded by Malburg, that Ordinance
No. 704 receive a third reading by title. Motion carried.
Ordinance No. 704 - An Ordinance of the City of Vernon
regulating conditions hazardous to life and property from fire and
explosion; establishing a Bureau of Fire Prevention, providing Officers
therefor and prescribing their power~ and duties by the adoption by
reference of I'Fire Prevention Code, 1956 Edition", as recommended by
the National Board of Fire Underwriters as amended by this ordinance,
and repealing all ordinances or parts of ordinances in conflict here-
with, was read for a third and final reading by title.
It was moved by Poxon, seconded by Malburg, that Ordinance
No. 704 receive and pass a third reading and be adopted. Hotion carried.

Communication from City of Los Angeles transmitting a copy
of their City Engineer's report concerning the policy of the City of

Los Angeles with regard to the participation of the City of Vernon
in the Los Angeles sewer system and a proposal by the City of Vernon
to cease using and participating in the said sewer system, was read.
(Copy of report to each member of the City Council)
John W. Shenk, III, Special Counsel, appeared before the
City Council and commented on report of the City Engineer of the City
of Los Angeles relative to Vernon sewage disposal.
It was moved by Anderson, seconded by Poxon, that the
report of the City Engineer of the City of Los Angeles relative to
Vernon sewage disposal be referred to Special Counsel Shenk, the
City Attorney and the Engineering Department for further study and
report. Motion carried.
Communications from Robert S. Stone, Director of Sanitation,
F. A. Ziemer, Chief Deputy City Clerk, the Engineering Department
and the City Attorney's Office with reference to request of Consolidated
Chemical Industries, Division of Stauffer Chemical Company, for a
permit to conduct a business of collecting, separating and processing
for shipment raw materials consisting of junk bones, green bones,
hide trimmings, sheep trimmings, hooves and horns, at the northwest
corner of Sierra Pine Avenue and Bandini Boulevard, on property owned
by the Stauffer Chemical Company, were read. (Matter was laid over
at meeting of 9/3/57 pending reports from Engineering Department and
the City Attorney's Office)
It was moved by Poxon, seconded by Anderson, that permit
be granted to Consolidated Chemical Industries, Division of Stauffer
Chemical Company, to conduct their business at the northwest corner
of Sierra Pine Avenue and Bandini Boulevard, subject to compliance
with recommendations enumerated in letter from Director of Sanitation
dated August 27, 1957. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, advising that C. O. Sparks, Inc.
and Mundo Engineering Co. have completed the construction of asphalt
pavement resurfacing in Santa Fe Avenue from Pacific Boulevard to the
south city boundary in accordance with Specifications No. 213, and
recommending that the work be accepted and that authority be granted
to pay for same in accordance with the terms of the contract, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of Mason, Muntz & Associates, Consulting Engineers of
the City of Vernon, be approved. Motion carried.
Resolution No. 2081 - A Resolution of the City Council of
the City of Vernon accepting the construction of asphalt pavement
resurfacing in Santa Fe Avenue from Pacific Boulevard to the south
city boundary in accordance with Specifications No. 213 of said City,
was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2081 be approved and adopted. Motion carried.

Resolution No. 2082 - A Resolution of the City Council of
City of Vernon approving Specifications No. 215 for the furnish-
and delivery to the City of Vernon of one portable air compressor
accessories, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2082 be approved and adopted. Motion carried.

Resolution No. 2083 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for the furnishing and delivery to the City of

It was moved by Anderson, seconded by Malburg, that
Resolution No. 2083 be approved and adopted. Motion carried.

or Salvation1" prepared by Charles F. Waite, Los Angeles Bureau
Copley Newspapers, was presented.
It was moved by Malburg, seconded by Anderson, that copy
of a report entitled "Incorporation Fever: Hysteria or Salvation',!1
be received and filed. Motion carried.
Claim of George Miller for a refund of balance due on
deposits for excavation permits in the amount of $1,303.12, was read.
It was moved by Poxon, seconded by Anderson, that the
claim of George Miller be referred to the City Attorney for checking
and report. Motion carried.
Communication from Corps of Engineers, U. S. Army, advising
that the maintenance forces have moved equipment into the Vernon area
and that operations are now in progress to correct the existing
conditions to alleviate mosquito breeding in the Los Angeles River,
was read.
It was moved by Malburg, seconded by Poxon, that the City
Clerk be instructed to write a letter to be signed by Mayor Furlong
to Colonel C. T. Newton thanking him for the prompt action taken
by the Corps of Engineers, U. S. Army, in correcting the existing
conditions to alleviate mosquito breeding in the Los Angeles River.
Motion carried.

Engineers of the City of Vernon, submitting three quotations received

for reconstructing some of the existing fence and to construct new
fence around Lots 13, 14 and 15, Martha Tract, on north side of
55th Street, recently purchased by the City for dump purposes, and
requesting that authority be granted to the Engineering Department
to issue purchase order to Mills Fence Company (low bidder) to do
the work at a cost of $1,417.00, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, be approved. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, submitting a draft of a proposed
license agreement between City of Vernon and General Petroleum
Corporation for the construction of an eight inch steel pipeline
five feet south of the north property line of the City of Vernon
dump grounds easterly of Soto Street and northerly of Los Angeles
River, and recommending that the City Council authorize the execution
of the license agreement in conformity with draft and Drawing No. A4-l453,
subject to approval by or changes to be made by the City Attorney, was
read. (Pipeline was constructed with permission of the City of Vernon
in August 1952)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, together with a draft of a proposed license agreement
between City of Vernon and General Petroleum Corporation, be referred
to the City Attorney and the Fire Chief. Motion carried.
Communication from Fields Freight Inc. requesting a permit
to conduct a trucking business at 4339 Fruitland Avenue, was read.
It was moved by Poxon, seconded by Anderson, that request
of Fields Freight Inc. be approved and permit granted. Motion carried.
Communication from the City of Downey transmitting a copy
of Downey Resolution No. 146 for the mutual aid agreement for fire
protection, and requesting the City Council of Vernon to adopt a
similar resolution, was read.
It was moved by Poxon, seconded by Y~lburg, that communi-
cation from the City of Downey together with their Resolution No. 146
be referred to the City Attorney for drafting a similar resolution
providing for reciprocal mutual aid for fire protection. Motion carried.
Communication from Mr. Robert H. King requesting permission
to rent one of the municipal houses to be constructed on Fruitland
Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Mr. Robert H. King be approved. Motion carried.
Communication from Mr. Vincent P. Kelley requesting
permission to take his annual vacation leave commencing October
14, 1957, was read.
It was moved by Malburg, seconded by Anderson, that the
request of Mr. Vincent P. Kelley be approved. Motion carried.

Communication from Mr. Vincent P. Kelley requesting that
his name be placed on the waiting list for rental of one of the
city-owned houses, was read.
It was moved by Malburg, seconded by Mailliard, that
communication from Mr. Vincent P. Kelley be received and filed for
future consideration. Motion carried.
Communication from Nr. Leland R. .Heaver tendering his
resignation as Area E Coordinator to allow a professional man to
develop the Area to top levels as provided in AB-12l2, was read.
It was moved by Malburg, seconded by Mailliard, that the
City Clerk be instructed to write a letter in the name of the City
Council thanking Mr. weaver for the service performed for the cities
in Area E, Vernon included, and commending him for a job well done.
Motion carried.
Report of the activities of the Police Department for
the period September 1 - 15, 1957, inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that the
report of the activities of the Police Department be received and
filed. Motion carried.
Communication from Thomas A. Batson, Insurance, offering
a service to the employees of the City of Vernon in exchange for
permission to offer each employee an opportunity to add to their
own personal life insurance program on a payroll deduction basis,
was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Thomas A. Batson, Insurance, be referred to the Employees'
Insurance Committee. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, submitting three quotations
received for the construction of a six foot woven-wire fence to
enclose the incinerator facilities in the rear of the City Hall,
and recommending that authority be given the Engineering Department
to issue purchase order to Coast Wire Fence Company, the low bidder,
in an amount of $305.00, for said construction, was read.
It was moved by Anderson, seconded by Malburg, that the
recommendation of Mason, Muntz & Associates, Consulting Engineers of
the City of Vernon, be approved. Motion carried.
Report of Health Department Activities for month of August,
1957, was presented. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that report
of Health Department Activities for month of August, 1957 be
received and filed. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, requesting authority to increase
the number of employees of the Water Department by one laborer,
and requesting authority to employ a man as Laborer, Grade 3 or
Grade 2, as soon as one is available to fill this position, was
read.

It was moved by Anderson, seconded by Poxon, that the
requests of Mason, Muntz & Associates, Consulting Engineers of
the City of Vernon, be approved. Motion carried.
Communication from G. G. Skalsky, Assistant Director
of Civil Defense, advising that an order has been placed with the
State of California Disaster Office for two Federal Surplus Property
Jeeps at an estimated cost of $90.00 each to be used for Civil
Defense and/or disaster purposes, was read.
It was moved by Anderson, seconded by Malburg, that the
action taken by the Assistant Director of Civil Defense be approved.
Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
requesting authority to attend a conference sponsored by the State
Health Department of directors of sanitation from local health de-
partments at Asilomar, California, September 18 - 20, 1957, with
an expense allowance of $30.00, was read.
It was moved by Anderson, seconded by Malburg, that
request of the Director of Sanitation be approved. Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
transmitting a report of a rodent control survey recently conducted
by the Health Department, and advising that a meeting has been
called for September 18th in the Council Chambers of a representative
group of Vernon businessmen to discuss means of combatting the
rodent problem, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Director of Sanitation, together with report of a
rodent control survey, be received and filed. Motion carried.
Communication from G. A. Anderson submitting his resignation
as City Clerk, effective October 1, 1957, was read.
It was moved by Mailliard, seconded by Poxon, that Council-
man l~lburg be appointed as a delegate to contact Mr. Anderson with
reference to withdrawing his resignation. Motion carried.

Resolution No. 2084 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a contract with Moffatt
& Nichol, Inc., Consulting Engineers, for the preparation of construct-
ion plans and specifications to widen 26th Street Bridge, in the City
of Vernon, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2084 be approved and adopted. Motion carried.

Communication from Breo Freeman, Architect, advising that
remaining work to be done under contract in accordance with Revised
Specifications No. 187 has been completed, and recommending that
Thomas F. Smith be paid the sum of ~1,000.00 which is the balance
due him, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of Breo Freeman, Architect, be approved. MOtion carried.
Resolution No. 2085 - A Resolution of the City Council
of the City of Vernon authorizing the payment of One Thousand Dollars
($1,000.00) to Mr. Thomas F. Smith as balance due under Specifications
No. 187 of said City, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2085 be approved and adopted. Motion carried.

Communication from J. J. Stanley, Temporary Chairman of
the Credit Union for City Employees Committee, requesting permission
to have a meeting in the Council Chambers after 4:30 PM at some
future date so that Mr. J. Alderson, Representative of the California
League of Credit Unions, can explain the benefits of such an organ-
ization and to answer any questions, was read.
It was moved by Poxon, seconded by Malburg, that the
request of J. J. Stanley, Temporary Chairman of the Credit Union
for City Employees Committee, be approved. Motion carried.

Communication from L. C. Husted, Fire Chief, requesting
permission to accept an offer from the Vernon Rotary Club to finance
a dinner for the members of the Vernon Fire Department in appreciation
for the work done in the building of the Boy Scout Building, was read.
(Finances to be supplemented by other contributions and any money
remaining to be turned over to the Vernon Firemens' Association)
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, with reference
to recommendation of the National Board of Fire Underwriters that
the City of Vernon endeavor to connect our water system with that of

the City of Huntington Park, recommending that the Engineering
Department be instructed to make an inquiry from the City Engineer
of the City of Huntington Park regarding the advisability of such
a connection at Slauson Avenue and Santa Fe Avenue, and also one
at Boyle Avenue and Slauson Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
Engineering Department be instructed to make an inquiry from the
City Engineer of the City of Huntington Park relative to the above
mentioned connections in accordance with the recommendation of the
Fire Chief. Motion carried.
Communication from Lou Canale, dba R-Bow Foods, Inc.
requesting a permit to operate an additional lunch truck in the City
of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that request
of Lou Canale, dba R-Bow Foods, Inc. be referred to the Director
of Sanitation with power to act. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, with reference to parcel of land
that has been tax deeded to the State of California because of
delinquent taxes, recommending that the City acquire this parcel
in order to have sufficient right-of-way across this parcel for
future bridge construction, was read.
It was moved by Anderson, seconded by Poxon, that the
City Attorney be instructed to draft a resolution for the acquisition
of the abovementioned parcel. Motion carried.
Communication from Mr.W. E. Ross requesting permission
to take his annual vacation leave commencing September 30, 1957,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of Mr. W. E. Ross be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, request-
ing authority to send Officers C. J. Allen, R. D. Tisdale and T. L.
Lamar to the next recruit training class to be held at the Los
Angeles County Sheriffs' Department Academy, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, advis-
ing that Mr. H. Parker of the County Road Department reported that
the County Road Department, the Public Utilities Commission and
the Railroad Company are eager to improve the traffic situation at
the intersection of Slauson Avenue and the east roadway of Alameda
Street by requiring all south-bound traffic on the east roadway of
Alameda Street to turn right, was read. (Police Chief has no
objection to this plan)
It was moved by Poxon, seconded by Anderson, that the
Police Chief be authorized to notify Mr. H. Parker of the County
Road Department that said plan meets with the approval of the City
Council. Motion carried.

Communication from J. S. Colton, Building Engineer, request-
ing permission to send Deputy Building Inspector ~~lkemus to the
Western Plumbing Officials Association Annual Business Conference at
Long Beach during parts of the daily sessions on September 25, 26 and
27, 1957, with an expense allowance of $20.00, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Building Engineer be approved. Motion carried.
Communication from Wayne M. Rheaume submitting his resigna-
tion from the Police Department effective as of the close of business
on September 20, 1957, was read. (Police Chief recommended that
resignation be accepted)
It was moved by Anderson, seconded by Malburg, that the
resignation of Wayne M. Rheaume from the Police Department be accepted
in accordance with the recommendation of the Police Chief. Motion
carried.
Communication from Haskins & Sells, Certified Public
Accountants, submitting an estimate of their charges to review the
records of the State Board of Equalization, Sacramento, California,
for the purpose of obtaining certain information as to the sales
tax revenues allocated to the City of Vernon by the State of Calif-
ornia, with total charges not to exceed $2,000.00, was read.
It was moved by Anderson, seconded by Poxon, that the
proposal submitted by Haskins & Sells, Certified Public Accountants,
be approved, and that the City Attorney be instructed to draft a
resolution requesting the State Board of Equalization to permit
Haskins & Sells, Certified Public Accountants, as representatives
of the City of Vernon, to examine all sales and use tax records
of said board pertaining to sales and use taxes collected for the
City of Vernon pursuant to contract between the City of Vernon and
the State Board of Equalization under the uniform local sales and
use tax law. Motion carried.
Communication from Sid E. Parker Boiler Mfg. Co., Inc.
requesting permission to haul rubbish from their premises located
at 2035 E. 37th Street over the public streets to an authorized
dump or incinerator outside the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that request
of Sid E. Parker Boiler Mfg. Co., Inc. be approved and permit
granted. Motion carried.
Case No. 5979 - itInvestigation to establish rules and
procedures to facilitate administration of 1957 amendment of Vehicle
Code sections 576 and 576.5, relating to requirement that certain
motor vehicles must stop at railway grade crossingsn - before the
Public Utilities Commission of the State of California, was presented.
It was moved by Poxon, seconded by Anderson, that Case
No. 5979 before the Public Utilities Commission of the State of
California be referred to the City Attorney and the Police Department
for study. Motion carried.
Communication from Public Utilities Commission of the State
of California transmitting a certified copy of Resolution No. CP-336
of said Commission allocating, from the Crossing Protection Fund to
the City of Vernon, an amount equal to one-fourth of the city's share

of the cost but not to exceed a maximum amount of $1,400.00 in con-
structing grade crossing protection referred to in said resolution
at Crossing No. 3A-4. ~ the intersection of Fruitland Avenue and
track of the Union Pacific Railroad Company in Los Angeles County,
was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Public Utilities Commission of the State of California,
together with certified copy of their Resolution No. CP-336, be re-
ferred to the City Attorney for investigation and report. Motion
carried.
Ordinance No. 706 - An Ordinance of the City of Vernon
consenting to abandonment in place of certain industrial lead tracks
and appurtenances, repealing a portion of Ordinance No. 130 and
approving an Agreement relating thereto, was read in full for a first
reading.
It was moved by Poxon, seconded by Anderson, that Ordinance
No. 706 receive and pass a first reading. Motion carried.

Ordinance No. 706 - An Ordinance of the City of Vernon
consenting to abandonment in place of certain industrial lead tracks
and appurtenances, repealing a portion of Ordinance No. 130 and
approving an Agreement relating thereto, was read for a second reading
by title.
It was moved by Poxon, seconded by Malburg, that Ordinance
No. 706 receive and pass a second reading. Motion carried.

Representatives from Harandy's Restaurant located at 4902
So. Boyle Avenue appeared before the City Council and requested an
extension of time to meet the basic requirements for approval by
the Health Department for the issuance of a permit to operate a
restaurant in the City of Vernon. Robert S. Stone, Director of
Sanitation, recommended that Harandy's Restaurant be given an addit-
ional two weeks to meet said basic requirements.
It was moved by Poxon, seconded by Anderson, that Harandy's
Restaurant be granted a conditional permit for two weeks to allow
them time to meet the basic requirements of the Health Department.
Motion carried.
The following excavation applications, all having approval
of the Engineering Department, were presented.
Application 21347 - HAll Brass Foundry to construct 2 drive-
way aprons, depr. curb. and full side-
walk at 2052 E. Vernon Ave.

lIPayroll vJarrant Register No. 2A" covering payroll for the
period August 16-31, 1957, which includes Warrant No. 19 drawn on
Citizens National Trust & Savings Bank of Los Angeles, and Warrants
Nos. 8 to 12 (both inclusive) drawn on the First National Bank of
Vernon, totaling $72,133.78, was examined and audited.
It was moved by Poxon, seconded by Mailliard, that llPayroll
Warrant Register No. 2AH be approved and payment authorized for
Warrant No. 19 drawn on Citizens National Trust & Savings Bank of
Los Angeles, and Warrants Nos. 8 to 12 inclusive, with no exceptions,
drawn on the First National Bank of Vernon. Motion carried.
"Warrant Register No. 611 covering claims and demands pre-
sented during the period September 1 - 15, 1957, which includes
Demands Nos. 591 to 685 (both inclusive) totaling $19,405.02 (account-
ing period September 15 - 30, 1957), was examined and audited.
It was moved by Poxon, seconded by Mailliard, that lIWarrant
Register No.6" be approved and payment authorized for Demands Nos.
591 to 685 inclusive, with no exceptions. Motion carried.
There being no further business to come before the meeting,
it was moved by Poxon, seconded by Malburg, that the meeting adjourn.
