The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Malburg, that minutes
of the meeting of September 17, 1957 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids submitted for the furnishing and delivery, to the
City of Vernon, of one portable air compressor and accessories, in
accordance with Specifications No. 215.
It was moved by Anderson, seconded by Poxon, that the Clerk
be instructed to open and read the bids submitted. Motion carried.

It was moved by Poxon, seconded by Malburg, that the bids
submitted for the furnishing and delivery, to the City of Vernon, of
one portable air compressor and accessories, in accordance with
Specifications No. 215, be referred to the Engineering Department
and the City Attorney for checking and report. Motion carried.
It was moved by Anderson, seconded by Poxon, that
Ordinance No. 706 receive a third reading by title. Motion carried.
Ordinance No. 706 - An Ordinance of the City of Vernon
consenting to abandonment in place of certain industrial lead tracks
and appurtenances, repealing a portion of Ordinance No. 130 and
approving an agreement relating thereto, was read for a third and
final reading by title.
It was moved by Poxon, seconded by Mailliard, that
Ordinance No. 706 receive and pass a third reading and be adopted.

for the Extended Los i\ngeles Area, was presented.

Communication from Hrand Sahakian requesting a permit to

It was moved by Malburg, seconded by Poxon, that the request
of Hrand Sahakian be referred to the Director of Sanitation with power
to act. Motion carried.
Communication from Captain S. E. Hogan requesting pernlis-
sion to rent one of the municipal houses to be constructed on Fruitland
Avenue, was read.
It was moved by Poxon, seconded by l~derson, that the
request of Captain S. E. Hogan be received and filed for future
consideration. Motion carried.
Communication from R. H. Bockhacker, Police Chief, requesting
that an Ordinance be adopted providing for one-way traffic south in
the first alley west of Santa Fe Avenue, between 37th and 38th Street,
was read.
It was moved by Poxon, seconded by Anderson, that the request
of the Police Chief be approved. Motion carried.
Ordinance No. 707 - An Ordinance of the City of Vernon
regulating traffic on the first alley west of Santa Fe Avenue between
37th and 38th Streets in the City of Vernon, was read in full for a
first reading.
It was moved by Poxon, seconded by Anderson, that Ordinance
No. 707 receive and pass a first reading. Motion carried.

Communication from R. H. Bockhacker, Police Chief, recom-
mending that B. M. Waller be advanced from Patrolman Class 4 to Class
3, effective October 1, 1957, as he will have satisfactorily completed
his probationary period on that date, was read.
It was moved by Malburg, seconded by Mailliard, that the
recommendation of the Police Chief be approved. Motion carried.
Communication from Mr. C. W. Lemons, Power Sweeper Operator,
requesting that he be considered for one of the city-owned houses
when one is available, was read.
It was moved by Anderson, seconded by Poxon, that the

consideration. Motion carried.
Communication from R. H. Bockhacker, Police Chief, requesting
permission to employ Mr. Francis G. Gwynn, Jr., as Policeman Class 4
effective October 1, 1957, pending the outcome of physical examinati~n
and further investigation, was read. (Replacement for Officer W. M.
Rheaume who resigned September 20, 1957.)
It was moved by Malburg, seconded by Mai11iard, that the
request of the Police Chief be approved. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, submitting Specifications No. 207
covering asphalt concrete pavement resurfacing and appurtenances in
Soto Street south of Fruitland Avenue and north of south City Boundary,
recommending that said Specifications be approved and that advertising
for bids be authorized, was read.
It was moved by Poxon, seconded by Malburg, that the recom-
mendation of Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, be approved. Motion carried.
Resolution No. 2086 - A Resolution of the City Council of
the City of Vernon approving Specifications No. 207 for the construc--
tion of asphalt concrete pavement resurfacing and appurtenances in
Soto Street south of Fruitland Avenue and north of the south City
boundary, in the City of Vernon, and determining the general prevailing
rate of per diem wages, was read.
It was moved by Poxon, seconded by Malburg, that Resolution
No. 2086 be approved and adopted. Motion carried.

Resolution No. 2087 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for the construction of asphalt concrete pavement

and north of the south City boundary, in the City of Vernon, in
accordance with Specifications No. 207 of said City and Engineering
Department Drawings No. A4-1396 and A4-1421, was read.

Resolution No. 2088 - A Resolution of the City Council of
the City of Vernon requesting the State Board of Equalization to

It was moved by Anderson, seconded by Malburg, that
Resolution No. 2088 be approved and adopted. Motion carried.

Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, with reference to notice from the
State of California, Department of Public Works, of their intention
to relinquish portion of state highway, was read.
The City Attorney made a verbal report with reference to
the abovementioned matter.
It was moved by Anderson, seconded by Poxon, that the matter
relative to the intention of the State of California, Department of
Public Works, to relinquish a portion of state highway to the City of
Vernon, be referred to the City Attorney for further study and report.
Motion carried.
Communication from John B. Moore, Administrative Assistant,
transmitting two copies of the appraisal of Robbins Little on real
estate at 26th and Soto Streets, City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that
appraisal of Robbins Little on real estate at 26th and Soto
City of Vernon, be received and filed for future reference.

Engineers of the City of Vernon, advising that in accordance with
authority granted by the City Council on September 17, 1957, Abel C.
Garcia has been employed as Laborer, Grade 3, Water Department,
effective October 1, 1957, was read.
It was moved by Malburg, seconded by Mailliard, that
employment of Abel C. Garcia as Laborer, Grade 3, Water Department,
effective October 1, 1957, be approved. Motion carried.
Communication from Air Pollution Control District thanking
the officials of the City of Vernon for acquainting Vernon industries
with the requirements of the October 1 ban on refuse burning, was read.
It was moved by l~lburg, seconded by Poxon, that communi-
cation from the Air Pollution Control District be received and filed.
Motion carried.
Communication from Bissinger & Co. requesting a permit to
conduct a business of processing hides at 2811 Sierra Pine Avenue,
was read.
It was moved by Poxon, seconded by Anderson, that the request
of Bissinger & Co. be referred to the Director of Sanitation with
power to act. Motion carried.
Report of activities of the Police Department for the period
September 16-30, 1957, inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that report of
activities of the Police Department be received and filed. Motion
carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, advising that four quotations have
been received for one and one-half ton cab and chassis, with seven
wheels, and recommending that authority be granted for the purchase

of the Ford Motor Company truck from Downtown Ford Sales, low bidder,
in the amount of $1,966.64, was read.
It was moved by Malburg, seconded by Mailliard, that the
recommendation of Mason, Muntz & Associates, Consulting Engineers of
the City of Vernon, be approved. Motion carried.
Resolution No. 2089 - A Resolution of the City Council of
the City of Vernon authorizing the purchase of one 1958 Ford cab and
chassis from Downtown Ford Sales, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2089 be approved and adopted. Motion carried.

Communication from Robert S. Stone, Director of Sanitation,
requesting permission for Mrs. RachelW. Richter and himself to
attend the First Annual western Occupational Health Conference, in
Los Angeles, on October 4, 5 and 6, 1957, with an expense allowance
of $17.50 and $13.00 respectively, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Director of Sanitation be approved. Motion carried.

requesting authority to make the following advancements, effective

Resolution No. 2090 - A Resolution of the City Council of
the City of Vernon approving Mutual Aid Agreement between said City
and various other cities and county territory in the 1st Regional
District of the State of California, Civil Defense Region, was read.
It was moved by Poxon, seconded by Anderson, that Resolution
No. 2090 be approved and adopted. Motion carried.

Resolution No. 2091 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a contract with Mason,
Muntz & Associates for the preparation of plans and specifications

City Hall Grounds, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2091 be approved and adopted. Motion carried.

Resolution No. 2092 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a contract with
Mason, Muntz & Associates for the rehabilitation of the exterior of
the present old portion of the City Hall and Fire Station, was read.
It was moved by ~mlburg, seconded by ~~illiard, that
Resolution No. 2092 be approved and adopted. Motion carried.

Resolution No. 2093 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a contract with
Mason, Muntz & Associates for the preparation of plans, specifications

four new three-bedroom houses on Fruitland Avenue, at Pumping Plant
No.3, and one new three-bedroom house and relocation of existing
two-bedroom house on Vernon Avenue, at Pumping Plant No.2, in the
City of Vernon, was read.

Communication from Swift and Company requesting a permit
to haul rubbish from their premises located at 3750 Jewel Avenue over
the public streets to an authorized dump or incinerator outside the
City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that the request
of Swift and Company be approved and permit granted. Motion carried.
It was moved by Anderson, seccnded by Poxon, that the City
Attorney be instructed to draft an amendment to those portions of
Ordinance No. 236 relative to rubbish hauling permits. Motion carried.
Communication from John B. Moore, Administrative Assistant,
transmitting, in duplicate, a letter of 4~erican Potash and Chemical
Corporation, dated September 20, 1957, containing an offer to purchase
the Soto Street dump for a total net price of $85,500 cash at close
of escrow to the City of Vernon and accompanying their offer with a
check in the amount of $5,000.00, was read.
It was moved by Anderson, seconded by Malburg, that, as a
basis for making a counter-proposal to American Potash and Chemical
Corporation, the Engineering Department be instructed to prepare an
outline showing the portion of the Soto Street dump property that
might be disposed of and showing the portion that might be acquired
for street purposes. Motion carried.
Communication from V. R. Poxon, Assistant City Attorney,
recommending that claim of George Miller for a refund of balance due
on deposits for excavation permits in the amount of $1,303.12 be
allowed, was read.
It was moved by Anderson, seconded by Poxon, that the recom-
mendation of the Assistant City Attorney be approved and that claim of
George Miller Construction Company in the amount of $1,303.12 be
allowed. Motion carried.

Communication from County of Los Angeles, Office of the
Sheriff, notifying the City of Vernon that, effective October 1,
1957, the rates covering care of city prisoners in the Los Angeles
County Jail will be $2.99 per male prisoner and $7.42 per female
prisoner, was read.
It was moved by Mai1liard, seconded by Malburg, that communi-
cation from County of Los Angeles, Office of the Sheriff, be received
and filed. Motion carried.
Communication from Los Angeles County Road Department
submitting a summary of the City of Vernon's Aid to Cities account
with said Department as of July 1, 1957, was read.
It was moved by Mai11iard, seconded by Poxon, that communi-
cation from Los Angeles County Road Department be received and filed.
Motion carried.
Communication from State Board of Equalization advising
that actual cost for 1956-57 of sales and use tax administration was
1.65%, was read.
It was moved by Malburg, seconded by Mai11iard, that communi-
cation from State Board of Equalization be received and filed. Motion
carried.
Communication from The Metropolitan Water District of
Southern California addressed to Central Basin Municipal Water District
submitting a breakdown of the estimated cost of the proposed service
connection on the Palos Verdes feeder at Vernon Avenue and Alameda
Street for the City of Vernon, was read.
It was moved by Anderson, seconded by Mai1liard, that the
Mayor and the City Attorney contact Central Basin Municipal Water
District relative to water service from the abovementioned connection
and that upon approval by the ~myor and the City Attorney to do so,
a check in the amount of $50,000.00 be forwarded to Central Basin
Municipal Water District for the construction of said service
connection. Motion carried.
Communication from Kieckhefer-Eddy Division of Weyerhaeuser
Timber Company requesting a permit to conduct a business of warehousing
and selling paperboard shipping containers at 4555 Everett Avenue,
was read.
It was moved by Anderson, seconded by Malburg, that the
request of Kieckhefer-Eddy Division of Weyerhaeuser Timber Company
be referred to the Fire Department with power to act. Motion carried.
Communication from J. A. Venezia, Deputy City Clerk,
requesting that his name be added to the waiting list for the rental
of one of the city-owned houses, was read.
It was moved by Anderson, seconded by Poxon, that the request
of Mr. J. A. Venezia be received and filed for future consideration.
Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on the operation of the electrical system by Southern California
Edison Company for the month of July 1957, was read.

It was moved by Poxon, seconded by Mai1liard, that report
of Carl A. Heinze, Consulting Electrical Engineer, be received and
filed. Motion carried.
V. R. Poxon, Assistant City Attorney, made a verbal report
on Resolution No. CP-336 of the Public Utilities Commission of the
State of California allocating, from the Crossing Protection Fund to
the City of Vernon, an amount equal to one-fourth of the city's
share of the cost but not to exceed a maximum amount of $1,400.00
in constructing grade crossing protection referred to in said
resolution at Crossing No. 3A-4.2, the intersection of Fruitland
Avenue and track of the Union Pacific Railroad Company in Los Angeles
County.
It was moved by Anderson, seconded by Poxon, that the City
Attorney be instructed to find out what amount other participating
jurisdictions received from the Crossing Protection Fund in connection
with the construction of grade crossing protection at Crossing No.
3A-4.2, and to make a report to the City Council of said findings.
Motion carried.

permission to employ Mr. Albert Edward Palen, Jr. as Policeman Class 4,
effective October 16, 1957, pending the outcome of physical examination
and further investigation, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief be approved. Motion carried.
Councilman Malburg made a verbal report stating that, in
accordance with action taken at the meeting of the City Council on
September 17, 1957, he had contacted Mr. G. A. Anderson with reference
to withdrawing his resignation as City Clerk, and that Mr. l\nderson
informed him that he had applied for his retirement pension effective
October 1, 1957. .
It was moved by Malburg, seconded by Poxon, that the
resignation of G. A. Anderson as City Clerk be accepted with regret.
