The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Malburg, that the minutes
of the meeting of October 1, 1957 be approved as written and submitted.
Motion carried.
The Clerk announced that this was the time and place for
opening of bids submitted for the construction of asphalt concrete
pavement resurfacing and appurtenances in Soto Street south of
Fruitland Avenue and north of the south City boundary, in the City of
Vernon, in accordance with Specifications No. 207.
It was moved by Poxon, seconded by Malburg, that the Clerk
be instructed to open and read the bids submitted. Motion carried.

It was moved by Poxon, seconded by Malburg, that the bids
submitted for the construction of asphalt concrete pavement
resurfacing and appurtenances in Soto Street south of Fruitland
Avenue and north of the south City boundary, in the City of Vernon,
in accordance with Specifications No. 207, be referred to the
Engineering Department and the City Attorney for checking and report.
Motion carried.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 707 receive a third reading by title. Motion carried.
Ordinance No. 707 - An Ordinance of the City of Vernon
regulating traffic on the first alley west of Santa Fe Avenue between
37th and 38th Streets in the City of Vernon, was read for a third and
final reading by title.
It was moved by Anderson, seconded by poxon, that Ordinance
No. 707 receive and pass a third reading and be adopted. Motion
carried.

Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, submitting tabulation of the bids
received for the furnishing and delivery of one portable air compressor
and accessories in accordance with Specifications No. 215, and recom-
mending that contract be awarded to Smith Booth Usher Company, Division
of Western Machinery Company, for the bid price of $4,230.00, was read.

City of Vernon, be approved. Motion carried.
Resolution No. 2094 - A Resolution of the City Council of
the City of Vernon accepting the bid of Smith Booth Usher Company,
Division of Western Machinery Company, for the furnishing and delivery
of a portable Air Compressor and accessories in accordance with
Specifications No. 215 of the City of Vernon, was read.
It was moved by Malburg, seconded by Poxon, that Resolution
No. 2094 be approved and adopted. MOtion carried.

Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, recommending that Mr. Robert H. King,
Sanitary Engineer, be authorized to attend the 38th Annual Conference
of the California Section of the American Water .t~orks Association
in San Jose,California, October 29 to November 1, 1957, inclusive,
with an expense allowance of $150.00, was read.
It was moved by Anderson, seconded by Poxon, that the recom-
mendation of Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, be approved. Motion carried.
Communication from Earl S. Rickabaugh, Assistant Sanitary
Engineer, submitting his resignation from the Engineering Department,
effective at the close of business October 11, 1957, was read.
It was moved by Poxon, seconded by }~lburg, that resignation
of Earl S. Rickabaugh, Assistant Sanitary Engineer, be accepted.

Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, requesting authority to advance
Francis W. Sumner from Engineer's Aide Grade 3 to Grade 2, effective
October 16, 1957, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, be approved. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, requesting that Francis \~. Sumner
be granted $50.00 per month instead of the present $30.00 per month
when using his own motor vehicle in the service of the City, effective
October 16, 1957, was read.

of Mason, Muntz & Associates, Consulting Engineers of the City of

Engineers of the City of Vernon, requesting authority to advance
William H. MOrrison from Engineering Clerk Grade 4 to Grade 3,
effective October 16, 1957, as he has satisfactorily completed his
six month probationary period, was read.
It was moved by Poxon, seconded by Malburg, that the request
of Mason, Muntz & Associates, Consulting Engineers of the City of
Vernon, be approved. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, submitting a detailed report on
condition of city-owned houses, and recommending that authorization
be granted tO,do or to have done the work necessary to correct the
defects due to normal wear and tear, was read. (Copy sent to each
member of the City Council.)
It was moved by Poxon, seconded by Malburg, that the recom-
mendation of Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, be approved. Motion carried.
Communication from Vincent P. Kelley, Deputy Director of
Sanitation, requesting that his vacation- leave be postponed
indefinitely, was read.
It. was moved by Anderson, seconded by Poxon, that the request
of Vincent P. Kelley, Deputy Director of Sanitation, be approved.
Motion carried..
Communication from Vincent R. Poxon, Assistant City Attorney,
transmitting an insurance policy submitted by the Central Manufacturing
District, Inc. in the amount of $300/300,000.00 bodily injury and
$300,000.00 property damage covering the razing by fire of a building
owned by C.M.D., and recommending that said policy be accepted, was
read.
It was moved by Anderson, seconded by Poxon, that the recom-
mendation of the Assistant City Attorney be approved and policy be
accepted. Motion carried.
Communication from Food Giant Markets requesting a permit
to operate a private warehouse at 4707 District Blvd., was read.
It was moved by poxon, seconded by Anderson, that the
request of Food Giant Markets be referred to the Director of Sani-
tation with power to act. Motion carried.
Communication from Meehleis Steel Company requesting a permit
to conduct a steel business at 5400 Alcoa Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the request
of Meehleis Steel Company be approved and permit granted. Motion
carried.
Communication from Central Basin Water Association extending
an invitation to attend the next regular meeting of the Board of
Directors at the Huntington Park Elks Club on November 7, 1957, was
read.

cation from Central Basin Water Association be received and filed.
Motion carried.
Communication from Mr. C. H. Mailliard requesting permission
to occupy one of the city-owned houses when one is available, was read.
It was moved by Poxon, seconded by Anderson, that the
request of.Mr. C. H. Mailliard be received and filed for future
consideration. Motion carried.
Report of the activities of the Police Department for the
period October 1 - 14, 1957, inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that the
report of the activities of the Police Department be received and
filed. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
requesting authority to advance Rachel W. Richter from Public Health
Nurse Grade 4 to Grade 3, effective October 16, 1957, as she will have
satisfactorily completed her probationary period on that date, was
read.
It was moved by Malburg, seconded by Poxon, that the request
of C. E. Nemethi, M.D., Health Officer, be approved. MOtion carried.
Communication from vi. R'. Davis, dba Russ & Jonnie' s
Industrial Catering, requesting a permit to operate an additional
lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the request
of W. R. Davis, dba Russ & Jonnie's Industrial Catering, be approved
and permit granted. Motion "carried. .
Communication from LaBrea Gifts requesting a permit to
conduct a business of retail selling of gifts and housewares at 4536
District Blvd., was read.
It was moved by Anderson, seconded by Poxon, that the
request of LaBrea Gifts be approved and permit granted. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting
permission to advance J~ E~ Anderson from Hoseman Grade 2 to Grade 1,
effective October 16, 1957, was read.
It was moved by Poxon, seconded by Malburg, that the request
of the Fire Chief be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting
authority to purchase two thirty foot extension aluminum ladders at
an approximate cost of $696.80, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, submitting
letter of resignation from Fireman F. J. Terry, and recommending that
said resignation be accepted. effective October 6, 1957, was read.

mendation Qf the Fire Chief be approved and resignation of Fireman
F. J. Terry be accepted. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, recommending that as new trucks are
purchased or existing trucks are repainted by the Engineering
Department, they be painted in accordance with Delux 93-6578 DuPont
Car Paint, a yellow paint, was read.
It was moved by Malburg, seconded by Poxon, that the recom-
mendation of Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, be approved. Motion carried.
Report of Health Department activities for the month of
September, 1957, was presented. (Copy sent to each member of the
City Council.)
It was moved by Anderson, seconded by Poxon, that the report
of Health Department activities be received and filed. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, submitting a sketch consisting of two
sheets @RoWing a proposed bulletin board for legal notices, and recom-
mending atlthority be granted to make and erect said bulletin boards
in the sidewalk area at the northwest corner of 38th Street and Santa
Fe Avenue and at the northeast corner of Pacific and Leonis Boulevards,
was read.
It was moved by Malburg, seconded by Poxon, that the recom-
mendation of Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, be approved. Motion carried.
Communication from Harandy's requesting a permit to operate
a restaurant, delicatessen and cocktail bar at 4902 South Boyle Avenue,
was read.
It was moved by Poxon, seconded by Anderson, that Harandy's
be granted a permit to operate a restaurant, delicatessen and cocktail
bar at 4902 South Boyle Avenue, subject to compliance with the
requirements of the Director of Sanitation. Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of the electrical system by Southern California Edison
Company for the month of August, 1957, was read.
It was moved by Poxon, seconded by Malburg, that the report
of COIBulting Electrical Engineer Heinze be received and filed. Motion
carried.
Communication from L. C. Husted, Fire Chief, requesting that
the classification of G. E. Foster be changed to read Captain Grade 3
instead of Captain Grade 4, effective October 1, 1957, to correct an
error in the Chief's letter dated September 27, 1957, and approved by
the City Council on October 1, 1957, was read.
It was moved by Poxon, seconded by Anderson, that the request
of the Fire Chief be approved and classification of G. E. Foster be
changed to read Captain Grade 3, effective October 1, 1957. Motion
carried.

Resolution No. 2095 - A Resolution of the City Council of
the City of Vernon appointing R. P. Moore, as City Clerk of the City
of Vernon, to fill the unexpired term of Gilbert A. Anderson, now
retired, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2095 be approved and adopted. Motion carried.

Resolution No. 2096 - A Resolution of the City Council of
the City of Vernon authorizing the execution of an Agreement between
the Board of Supervisors of the County of Los Angeles and the City
of Vernon for purchase of tax delinquent land from the State of
California for street purposes, was read.
It was moved by Poxon, seconded by Anderson, that Resolution
No. 2096 be approved and adopted. Motion carried.

Resolution No. 2097 - A Resolution of the City Council of
the City of Vernon honoring Gilbert A. Anderson upon his retirement
as City Clerk of the City of Vernon, was read.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, Gilbert A. Anderson has been a faithful
employee of the City of Vernon since April 1, 1923; and
l~S, on February 21, 1950 said Gilbert A.
Anderson was appointed City Clerk of said City and has
continuously held that office to the date of his retirement
on October 1, 1957; and
WHEREAS, the City Council of the City of Vernon
wishes to extend their sincere appreciation for the excel-
~ent work so capably and unselfishly given to the City
Government and residents of said City, always in the best
interests of the City and the inhabitants thereof; and
WHEREAS, the City Council of the City of Vernon
desires to place upon its official records a resolution of
appreciation for the fine and faithful service rendered by
Gilbert A. Anderson, as an employee and as City Clerk of
said City.
NOW, THEREFORE, BE IT RESOLVED:
Section 1: That we, the City Council of the City
of Vernon cause this resolution to be spread upon its minutes
and directs that a copy thereof be delivered to Gilbert A.
Anderson.

Communication from the State Board of Equalization with

inspect the sales and use tax records of said Board pertaining to
the sales and use taxes collected for the City of Vernon, advising
that an independent contractor, such as Haskins & Sells, does not
qualify as a tax collector or his duly authorized deputy or employee,
was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from the State Board of Equalization be laid over until the
next meeting to permit further study and consultation with Haskins &
Sells relative to this matter, and that the City Attorney be
instructed to draft a new resolution relative to inspection of the
sales and use tax records of said Board as such records pertain to
the City of Vernon, leaving a blank space for naming the authorized
deputy or employee of the City of Vernon to make said inspection.

Communication from L. C. Husted, Fire Chief, recommending
that authority be granted to install underground gasoline storage
tanks for the use of the Fire Department at an approximate cost of
$776.00, was read. (Tanks and 'pumps to be loaned by the oil company
from whom the Fire Department purchases the gasoline, and may be
purchased outright at some future date if so desired.)
Discussion was held with reference to including facilities
for the use of the Police Department in these installations. The
Fire Chief stated that facilities for the use of the Police Department
could be included for a nominal addition to the original cost of
$776.00 as quoted.
It was moved by Poxon, seconded by Anderson, that authority
be granted to install underground gasoline storage tanks for the use
of the Fire Department and the Police Department. Motion carried.
Communication from the Los Angeles County Flood Control
District, with reference to preparation of a preliminary report of
existing storm drain deficiencies, requesting that the City of Vernon
inform their office, not later than January 1, 1958, the location and
estimated cost of storm drain systems (other than those already
financed) currently required in Vernonj was read. (A meeting will be
held at the District headquarters, 2250 Alcazar Street, on Thursday,
October 24, 1957, at 2:00 o'clock for the purpose of discussing the
engineering features of the projects and to resolve questions which
may arise.)
It was moved by Poxon, seconded by Anderson, that the
Engineering Department be authorized to attend the abovementioned
meeting, and that the City Attorney and the Engineering Department
be authorized and instructed to contact Mason, MUIltz & Associates,
Consulting Engineers, for the purpose of preparing a form of agreement
for engaging them to prepare a report, in accordance with instructions
contained in communication from the Los Angeles County Flood Control
District dated October 14, 1957, outlining the location and estimated
cost of storm drain systems (other than those already financed)
currently required in the City of Vernon. Motion carried.
Copy of an order instituting investigation on the State of
California Public Utilities Commission's own motion for the purpose
of establishing a list of railroad grade crossings of city streets
or county roads most urgently in need of separation, as contemplated
by section 189 of the Streets and Highways Code, was read. (Any city,

county, or city and county desiring to have a particular crossing or
crossings considered as a possibility for inclusion in the first
annual list to be established pursuant to section 189 of the Streets
and Highways Code, should send to the Commission, within twenty days
after receipt of a copy of this order, the original and one copy of
a letter request for such consideration, setting forth certain
information.)
It was moved by Poxon, seconded by Anderson, that copy of
an order instituting investigation on the State of California Public
Utilities Commission's own motion for the purpose of establishing
a list of railroad grade crossings of city streets or county roads
most urgently in need of separation, as contemplated by section 189
of the Streets and Highways Code, be received and filed. Motion
carried.
A general discussion was held with reference to revising
Ordinance No. 598 pertaining to licensing, for the purpo se 0 f revenue
and regulation, certain kinds of business authorized by law and
carried on in the City of Vernon, and fixing the rates of license
tax upon the same.
It was moved by Anderson, seconded by Poxon, that the
abovementioned matter be referred to the Finance Committee for
studying the feasibility of using the number of employees as a basis
for fixing the rates of license tax, and for making recommendations
to the City Council relative to a possible revision of Ordinance No.
598. Motion carried.
Discussion was held with reference to the possibility of
reimbursing the Bandini Sewer Association for monies expended on
sewage facilities.
It was moved by Anderson, seconded by Poxon, that the above-
mentioned matter be referred to the City Attorney and the Engineering
Department for study and report, and that they be authorized to contact
the Bandini Sewer Association if necessary. Motion carried.

It was moved by Poxon, seconded by Malburg, that IIpayroll
Warrant Register No. 3A" be approved and payment authorized'for
Warrants Nos. 14 to 18 inclusive, with no exceptions. Motion carried.
"\-larrant Register No. 8 Il covering claims and demands
presented during the period October 1-15, 1957, which includes Demands
Nos. 821 to 930 (both inclusive) totaling $74,571.20 (accounting period
October 16-31, 1957), was examined and audited.
It was moved by Poxon, seconded by Malburg, that Ilvlarrant
Register No. 81l be approved and payment authorized for Demands Nos.
821 to 930 inclusive, with no exceptions. Motion carried.
There being no further business to come before the meeting,
it was moved by Malburg, seconded by Poxon, that the meeting adjourn.
