19571119 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD NOVEMBER 19, 1957, AT nV"o 0 t CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by poxon, seconded by Anderson, that minutes of the meeting of November 5, 1957 be approved as written and submitted. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, advising that C. O. Sparks, Inc. and Mundo Engineering Co. have completed the construction of asphalt concrete pavement resurfacing in Leonis Boulevard, from Pacific Boulevard to Downey Road, in accordance with Specifications No. 214, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the contract, was read. It was moved by Poxon, seconded by Malburg, that the recom- mendation of Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, be approved. Motion carried. Resolution No. 2105 - A Resolution of the City Council of the City of Vernon accepting the construction of asphalt concrete pavement resurfacing in Leonis Boulevard from Pacific Boulevard to Downey Road in accordance with Specifications No. 214 of said City, was read. It was moved by Poxon, seconded by Malburg, that Resolution No. 2105 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mai11iard, Malburg, Poxon Noes: None Absent: None Resolution No. 2106 - A Resolution of the City Council of the City of Vernon petitioning Congress to enact at the 1958 session the necessary legislation authorizing the Secretary of Commerce to more equitably apportion funds to the several states for construction and completion of the National System of Interstate and Defense Highways, was read. It was moved by Poxon, seconded by Mai11iard, that Resolution No. 2106 be approved and adopted. Motion carried. Resolution No. 2107 - A Resolution of the City Council of the City of Vernon accepting the furnishing of a portable air compressor in accordance with Specifications No. 215 of said City, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2107 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mail1iard, Malburg, Poxon Noes: None Absent: None Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, submitting bids for a utility body for the Ford Motor Company one and one-half tone cab and chasis which has been ordered for use of the Water Department, and requesting authority to purchase the utility body and equipment from The Jumbo Equipment Company of California for the sum of $1,332.94 including sales tax, was read. It was moved by Poxon, seconded by Malburg, that the request of Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, be approved. Motion carried. Communication from F. A. Ziemer, Chief Deputy City Clerk, requesting authority to advance Rosanne G. Dee from Typist, Switch- board Operator Grade 3 to Grade 2 effective December 1, 1957 as she will have satisfactorily completed her probationary period on that date, was read. It was moved by Poxon, seconded by Malburg, that the request of the Chief Deputy City Clerk be approved. Motion carried. Communication from F. A. Ziemer, Secretary of the Planning Commission, transmitting Resolution No. 2 of the Planning Commission of the City of Vernon entitled, "A Resolution of the Planning Commission of the City of Vernon disapproving the establishment of a setback line along 25th and 26th Streets in the City of VernonH for consideration in accordance with Section 3 of said Resolution, was read. It was moved by Mai11iard, seconded by Malburg, that the recommendation of the Planning Commission be accepted. Motion carried. Communication from L. C. Husted, Fire Chief, recommending that Captain F. H. Colvin, who is in charge of the Fire Prevention Bureau, be given the title of Fire Marshall in line with the recom- mendations of the National Board of Fire Underwriters, was read. It was moved by Poxon, seconded by Mai11iard, that the recommendation of the Fire Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to purchase one electric typewriter (IBM) for the use of the Fire Department Secretary, was read. (Approximately $475.00 for a new machine and approximately $325.00 for a rebuilt machine.) Husted, Fire Chief, requesting permission to purchase one desk and one chair for the use of the Fire Prevention Office at an approximate cost of $270.00, was read. It was moved by Mai11iard, seconded by Malburg, that the request of the Fire Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to purchase nine (9) salvage covers for a total cost of $308.07, was read. It was moved by Poxon, seconded by Malburg, that the request of the Fire Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to purchase two gasoline-powered chain saws for use of the Fire Department in ventilating work at the scene of an emergency at an approximate cost of $510.40 for both saws, was read. It was moved by Poxon, seconded by Mail1iard, that the request of the Fire Chief be approved. Motion carried. Communication from Clay C. Fesperman requesting permission to operate an additional lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of Clay C. Fesperman be referred to the Director of Sanitation with power to act. Motion carried. Communication from California State Chamber of Commerce ex- tending an invitation to attend the Third Southern California Conference on Elimination of Air Pollution to be held Thursday, November 21, at the Los Angeles Ambassador Hotel under the joint auspices of the State Chamber, the Air Pollution Foundation, and the Los Angeles County Air Pollution Control District and Board of Super- visors, was read. It was moved by Anderson, seconded by Malburg, that communi- cation from the California State Chamber of Commerce be received and filed. Motion carried. Communication from the State of California, Department of Finance, Local Planning Office, transmitting the first issue of Planning References, a convenient way to find references to recent magazines and pamphlets, was read. It was moved by Malburg, seconded by Poxon, that communi- cation from the State of California, Department of Finance, Local Planning Office, together with first issue of Planning References, be received and filed. Motion carried. Communication from Mrs. Ellen M. Bremer and Sid E. Parker Boiler Mfg. Co., Inc. requesting the abandonment of the 12' wide x 132' long alley adjoining Lots 5 and 6 of A1dine Tract - Block Division No. 1 on East 37th Street, and make equal division to the adjoining property owners, were read. I I 11/19/57 It was moved by Anderson, seconded by Poxon, that the requests of Mrs. Ellen M. Bremer and Sid E. Parker Boiler Mfg. Co., Inc. be denied. Motion carried. Communication from Troy Industrial Products with reference to railroad cars blocking off the rear entrance to their building located at 2249 East 38th Street, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Poxon, that communi- cation from Troy Industrial Products be referred to the Police Department and the Engineering Department for investigation and report. Motion carried. Communication from R. H. Bockhacker, Police Chief, recom- mending that Officer E. W. Harper be suspended from duty, without pay, on November 12 and 13, 1957, for disobedience of orders, was read. It was moved by Poxon, seconded by Mai11iard, that the recommendation of the Police Chief be approved. Motion carried. Communication from Linde Company requesting a permit to haul rubbish from their premises located at 2305-2315 East 52nd Street over the public streets to an authorized dump or incinerator outside the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of Linde Company be approved and permit granted. Motion carried. Report of the activities of the Police Department for the period November 1 - 15, 1957, inclusive, was presented. It was moved by Malburg, seconded by Mai11iard, that the report of activities of the Police Department be received and filed. Motion carried. Communication from V. P. Kelley, Deputy Director of Sanitation, requesting permission to take one week of his vacation commencing November 21, 1957 and one week commencing December 9, 1957, was read. It was moved by Poxon, seconded by Anderson, that the request of Deputy Director of Sanitation Kelley be approved. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, submitting Specifications No. 218 for the furnishing and delivery of a boom type mobile crane and accessories, and recommending that said Specifications be approved and advertising for bids be authorized, was read. It was moved by Poxon, seconded by Mai11iard, that the recommendation of Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, be approved. Motion carried. Resolution No. 2108 - A Resolution of the City Council of the City of Vernon approving Specifications No. 218 for the furnishing and delivery to the City of Vernon of a boom type mobile crane, and accessories, was read. It was moved by Poxon, seconded by Mai11iard, that Resolution No. 2108 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mai1liard, Malburg, poxon Noes: None Absent: None I I 11/19/57 Resolution No. 2109 - A Resolution of the City Council of the City of Vernon directing the giving of notice inviting sealed proposals or bids for the furnishing and delivery to the City of Vernon of one boom type mobile crane and accessories in accordance with Specifications No. 218 of said City, was read. It was moved by Mai11iard, seconded by Malburg, that Resolution No. 2109 be approved and adopted. Motion carried. Poxon, Assistant City Attorney, with reference to certain parcels of property owned by the Light and Power Department and the Water Department of the City of Vernon which have been improved with roadways and in some cases sidewalks, recom- mending that these properties be posted with signs bearing the following inscription: "Private property permission to use revocable at any timeil, and recommending that the subject properties be barricaded for a period of 24 consecutive hours at least once every year and the general public be barred from its use, was read. It was moved by Anderson, seconded by Poxon, that the recommendations of the Assistant City Attorney be approved and that the Engineering Department be instructed to post said properties. Motion carried. Communication from Mike McConahay requesting a permit to conduct a real estate business at 2627 S. Soto Street, was read. It was moved by Anderson, seconded by Poxon, that the request of Mike McConahay be approved and permit granted. Motion carried. Communication from Textile Supply Co., Inc. requesting a permit to conduct a business of garnetting of cotton felt, shredding of textile fibers, and the spinning of synthetic sewing threads and yarns at 2039-41 E. 38th Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Textile Supply Co., Inc. be referred to the Fire Department for investigation and report. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting authority to erect Boulevard stop signs at certain enumerated inter- sections on Pacific Blvd. in accordance with City Ordinance No. 696, was read. It was moved by Anderson, seconded by Poxon, that the request of the Police Chief be approved. Motion carried. Communication from Haskins & Sells, Certified Public Accountants, transmitting six copies of each of their reports, dated September 20, 1957, on examination of the various funds of the City of Vernon for the year ended June 30, 1957, and an examination of the cash balances as of June 30, 1957 and cash receipts and disbursements for the year then ended, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Poxon, that the I I 11/19/57 reports of Haskins & Sells, Certified Public Accountants, be received and filed. Communication from The Metropolitan Water District of Southern California advising that the City Council, on or before the tenth day of December, 1957, may declare its intention to payout of its municipal funds the whole or a stated percentage of the amount of taxes to be derived from the area of The Metropolitan water District of Southern California lying within the City of Vernon, as such amount of taxes shall be fixed in August, 1958, by resolution of the Board of Directors of The Metropo1itan~~ater District of Southern California, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Poxon, that communi- cation from The Metropolitan Water District of Southern California be referred to the Finance Committee. Motion carried. Communication was read from L. C. Husted, Fire Chief, requesting permission to employ the following men as Hosemen Grade 4 (Probationary), effective December 1, 1957, subject to satisfactory result of physical examination: Kriste, John Raymond Hudson, Lloyd Lee Barr, Van Martin Clark, Logan David Kelly, Jack Thomas Fretwell, Barry Burt Stickel, Jerome Frederick Stevenson, Thomas Grant Whiles, Robert Lee It was moved by Poxon, seconded by Malburg, that the request of the Fire Chief be approved. Motion carried. Communication from Edna Kiger and Alice Patridge requesting a permit to operate the snack bar in the U.S. Rubber Plant, 2801 E. 46th Street, under the name of A. & E. Food, was read. (Formerly operated by Nationwide Food Supply.) It was moved by Poxon, seconded by Anderson, that the request of Edna Kiger and Alice Patridge be approved and permit granted. Motion carried. Communication from Blatt Distributing Co. requesting a permit to operate a wholesale distributing business of toys and house- wares at 2454 E. 27th Street, was read. It was moved by Malburg, seconded by Mai11iard, that the request of Blatt Distributing Co. be referred to the Fire Department with power to act. Motion carried. Communication from Chemical & Pigment Co. requesting a permit to conduct a business of selling chemical products at 4608 E. 50th Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Chemical & Pigment Co. be referred to the Fire Department with power to act. Motion carried. I I 11/19/57 Communication from Golden Wool Company submitting a certified check in the amount of $10,000.00 to show their good faith in completing the project of installing a 12lt sewer line in Sierra Pine Avenue, approximately 460 feet long, more or less, in accordance with standards of the City of Vernon and subject to the approval of the City Council, which will replace the 8" sewer line now in said street, was read. It was moved by Poxon, seconded by Mai11iard, that certified check in the amount of $10,000.00 submitted by Golden Wool Company be accepted in lieu of a faithful performance bond pending the execution of a formal contract and their submission of a faithful performance bond in proper form. Motion carried. lIWarrant Register No. 1011 covering claims and demands presented during the period November 1-15, 1957, which includes Demands Nos. 1065 to 1161 (both inclusive) totaling $24,505.71 (accounting period November 16-30, 1957), was examined and audited. It was moved by Poxon, seconded by Mailliard, that llWarrant Register No. 10" be approved and payment authorized for Demands Nos. 1065 to 1161 inclusive, with no exceptions. Motion carried.
