19571203 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD DECEMBER 3, 1957, AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, . VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, poxon COUNCIL ABSENT: None The meeting was called to order by ~yor R. J. Furlong. It was moved by Poxon, seconded by Malburg, that minutes of the meeting of November 19, 1957 be approved as written and submitted. Motion carried. Mr. Charles H. Hittson of the Mechanical Foundries Division of Food Machinery and Chemical Corporation appeared before the City Council for the purpose of ascertaining if there would be any objection to the manufacture of magnesium castings at their plant located at 4545 Pacific Boulevard. Mr. Hittson was advised to submit a complete report of the operations involved in the proposed manufacture of magnesium castings in order that the City Attorney and the Fire Department could have an opportunity to study the matter. The Clerk announced that this was the time and place for opening of bids submitted for the furnishing and delivery of a boom type mobile crane and accessories in accordance with Specifications No. 218. It was moved by Poxon, seconded by Malburg, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bid: Smith Booth Usher Company $ 14,950.00 - less trade-in allowance of one 1952 General Motors Corporation Truck 6 Cylinder Model F-352-24 Serial No. P-29l5, Platform (Stake) with crane. It was moved by Poxon, seconded by Anderson, that the bid submitted for the furnishing and delivery of a boom type mobile crane and accessories in accordance with Specifications No. 218 be referred to the Engineering Department and the City Attorney for checking and report. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, submitting Specifications No. 219 for proposed asphalt concrete pavement resurfacing approximately 2" thick in Washington Boulevard west of Downey Road, and recommending that said Specifications be approved and advertising for bids be authorized, was read. Resolution No. 2110 - A Resolution of the City Council of the City of Vernon approving Specifications No. 219 for the construction of asphalt concrete pavement resurfacing in Washington Boulevard west of Downey Road, in the City of Vernon, and determining the general I I 12/3/57 prevailing rate of per diem wages, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2110 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Resolution No. 2111 - A Resolution of the City Council of the City of Vernon directing the giving of notice inviting sealed proposals or bids for the construction of asphalt concrete pavement resurfacing in Washington Boulevard west of Downey Road, in the City of Vernon, in accordance with Specifications No. 219 of said City, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2111 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noe s : None Absent: None Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, advising that Kermit Bergen resigned as Chainman, Grade 1, effective at the close of business November 15, 1957, was read. It was moved by Anderson, seconded by Malburg, that the resignation of Kermit Bergen be accepted. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, requesting authority to employ Eugene M. DeFrank as Chainman, Grade 3, effective November 20, 1957, to replace Kermit Bergen, was read. It was moved by Poxon, seconded by Malburg, that the request of Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, be approved. Motion carried. Communication from Los Angeles County Boundary Commission advising that the City of South Gate has filed a proposal with the Secretary of the County Boundary Commission for the annexation of terri- tory known as 12th Addition Territory Annexation, was read. It was moved by Malburg, seconded by Mailliard, that communi- cation from Los Angeles County Boundary Commission be received and filed. Motion carried. Communication from The Cleveland Twist Drill Co. requesting a permit to haul rubbish from their premises located at 2301 East 38th Street over the public streets to an authorized dump or incinerator outside the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, that the request of The Cleveland Twist Drill Company be approved and permit granted. Motion carried. Communication from Mineral Pigments Corporation requesting a permit to conduct a business of warehousing and selling chemical products at 4608 East 50th Street, was read. It was moved by Poxon, seconded by Malburg, that the request I I 12/3/57 of Mineral Pigments Corporation be referred to the Fire Department for investigation and report. Motion carried. Communication from R. H. Bockhacker, Police Chief, reporting on the Police Department's investigation of the complaint of Troy Industrial Products that motor vehicles and railroad cars were blocking off the rear entrance to their building located at 2249 East 38th Street, was read. It was moved by Poxon, seconded by Mailliard, that communi- cation from the Police Chief be received and filed. Motion carried. Communication from Western Oil and Gas Association expressing its appreciation for the courtesy and consideration which it was extended during the preparatory work on the recently enacted fire prevention code, was read. It was moved by Poxon, seconded by Anderson, that communication from Western Oil and Gas Association be received and filed. Motion carried. Communication from G. G. Skalsky, Assistant Director of Civil Defense, recommending that the City Council approve the purchase of a Civil Defense radio at an approximate cost of $410.00, plus tax, to be operated on the 145,500 KC frequency, Area-to-City Net, was read. (Matching funds are available for units meeting Federal Civil Defense Administration Certification.) It was moved by Poxon, seconded by ~~illiard, that the recom- mendation of the Assistant Director of Civil Defense be approved. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, transmitting original letter dated November 21, 1957 from Southern California Edison Company relative to rate options, Schedules A-7, PA-l and PA-2, for electric current for the various city-owned water wells and pumping plants, together with printed copies of the several schedules and copies of proposed contracts which the City is asked to sign, was read. It was moved by Poxon, seconded by Mailliard, that the matter relative to rate options for electric current for the various city- owned water wells and pumping plants, as submitted by Southern California Edison Company, be laid over. Motion carried. Report of the activities of the Police Department for the period November 16-30, 1957, inclusive, was presented. It was moved by Anderson, seconded by Malburg, that the report of the activities of the Police Department be received and filed. Motion carried. Communication from Howard C., Leslie F. and Elizabeth E. Meredith requesting a permit to operate the cafe located at 5819 Alcoa Avenue under the name of Piccadilly Cafe, formerly known as the Klickety Klock Cafe, was read. It was moved by Poxon, seconded by Anderson, that the request of Howard C., Leslie F. and Elizabeth E. Meredith be approved and permit granted. Motion carried. I I L, 12/3/57 Communication from L. C. Husted, Fire Chief, requesting authority to purchase two (2) thirty-five (35') foot extension aluminum ladders at an approximate cost of $765.44, was read. It was moved by Anderson, seconded by Poxon, that the request of the Fire Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to advance D. W. Perkins, R. W. Beaudette, W. J. Eaton, H. D. Scdoris, T. D. Seager and X. J. Padilla from Hosemen Grade 4 to Grade 3 effective December 1, 1957, as they have satisfactorily completed their probationary period, was read. It was moved by Malburg, seconded by Mailliard, that the request of the Fire Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, advising that the Textile Supply Company has decided not to occupy the building at 2039 E. 38th Street, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the Fire Chief be received and filed. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, recommending that the Engineering Department be authorized to purchase the necessary paint and other materials and to paint the warehouse, yard office, garages and similar corrugated iron buildings used by the City and located in the City Hall Yard, was read. (Paint and other material approximately $200.00 - work to be done by existing City employees.) It was moved by Poxon, seconded by Anderson, that the recom- mendation of Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, be approved. Motion carried. Communication from State of California, Department of Public Health, advising that in accordance with new provisions, Section 1901.2, 1920 and 1921, of the California Health and Safety Code, the existence of rabies in Los Angeles County has been determined to constitute a public health hazard, and that after consultation with and in accordance with the approval of the Rabies Advisory Committee of Region I, the California State Department of Public Health hereby declares said County to be a rabies area within the meaning of Section 1901.2 effective December 2, 1957, was read. (California State Department of Public Health requests that each local governing body inform said Department, through the local health officer, on or before January 20, 1958, as to the action each is planning to take to implement and carry out the local program of rabies control required by Section 1920 of the California Health and Safety Code.) Mr. Robert S. Stone, Director of Sanitation, distributed copies of a proposed rabies control ordinance to the members of the City Council for study. It was moved by Poxon, seconded by Malburg, that the request of the State of California, Department of Public Health, be laid over to allow the Health Department sufficient time to investigate the most feasible method of establishing a local program of rabies control. Motion carried. <) I I 12/3/57 Communication from Torre Safety Devices Co. requesting a permit to conduct a business of manufacturing and distributing safety devices intended for use on trucks and trailers at 2820 S. Alameda Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Torre Safety Devices Co. be approved and permit granted. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to purchase a camera for the use of the Police Department, at an approximate cost of $286.20, was read. It was moved by Mailliard, seconded by Poxon, that the request of the Police Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, advising that four quotations have been received for one new 1958 model truck chassis with cab for use of the Fire Alarm Division of the Fire Department, and requesting that authority be granted to purchase said vehicle from Downtown Ford Company, the low bidder, at a total cost of $1,679.44 including taxes, was read. It was moved by Anderson, seconded by Poxon, that the request of the Fire Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to employ Ronald Hieronymus as Hoseman, Grade 4 (probationary), effective December 1, 1957, subject to satisfactory result of physical examination, was read. (Robert Lee wbiles, whose employment was approved November 19, 1957, is going into business for himself.) It was moved by Poxon, seconded by ~~lburg, that the request of the Fire Chief be approved. Motion carried. Communication from Ludwig Engineering offering their services in the performance of civil and sanitary engineering work to the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from Ludwig Engineering be received and filed for future refer- ence. Motion carried. Resolution No. 2112 - A Resolution of the City Council of the City of Vernon accepting an easement from The Atchison, Topeka and Santa Fe Railway Company for four inch water line at East 46th Street between Seville Avenue and Soto Street in the City of Vernon, was read. It was moved by Malburg, seconded by Poxon, that Resolution No. 2112 be approved and adopted. Motion carried. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for month of September, 1957,was read. It was moved by Poxon, seconded by Anderson, that the report of the Consulting Electrical Engineer be received and filed. Motion carried. . 'i), }~ I I 12/3/57 Chief Deputy City Clerk Ziemer requested authority to increase the amount of the petty cash fund by $50.00 for use of the City Clerk's office. It was moved by Poxon, seconded by Anderson, that the request of the Chief Deputy City Clerk be approved. Motion carried. R. J. Furlong, Chairman of the Finance Committee, reported verbally that said Committee had studied the feasibility of using the number of employees as a basis for fixing the rates of license tax, and that said Committee recommended the adoption of an ordinance on this basis. It was moved by Poxon, seconded by Anderson, that the City Attorney be instructed to draft a license ordinance in accordance with certain specific recommendations of the Finance Committee. Motion carried. The following excavation applications, all having approval of the Engineering Department, were presented: Application 21515 - So. Calif. Edison Co. to replace pole in E/s Downey Road N/o Bandini Blvd. Application 21516 - So. Calif. Water Co. to repair main in W/s Santa Fe Ave. at 38th St. Application 21517 - Owens-Illinois Glass Co. to clean sewer in Soto Street. Application 21518 - Dave Weyler Chevron Service to abandon sewer connection in private property at 1929 E. 48th St. It was moved by Anderson, seconded by Poxon, that Excavation Applications numbered 21515 to 21518 inclusive be filed and permits granted. Motion carried.
