COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Malburg, seconded by Mai11iard, that the minutes of the meetings of January 21 and 28, 1958 be approved as written and submitted. Motion carried. Joint report relative to cross-connection control submitted by the Water, Building and Health Departments, dated January 2, 1958, outlining the responsibilities of each of the three City Departments in the proposed program, together with a tentative method of operation for the establishment of an adequate cross-connection control program for the City of Vernon. (Laid over at meetings of 1/7/58 and 1/21/58.) Communication from John B. Moore, Administrative Assistant, -dated January 31, 1958, submitting additional information on costs and other factors involved in proposed cross-connection control program, was read. (Copy of all papers to each member of the City Council.) It was moved by Mai11iard, seconded by Poxon, that a cross- connection control program be established in accordance with joint report submitted by the water, Building and Health Departments, dated January 2, 1958, and report submitted by the Administrative Assistant, dated January 31, 1958; and that the Health Department be authorized to advertise for an additional Sanitarian and to purchase inspectiona1 equipment and additional office equipment and supplies necessary to efficiently perform its duties under said program. Motion carried. Demand on the City of Vernon filed by City of Los Angeles, Department of Public Works, Bureau of Accounting, for total sewage disposal charges due for the period February 1, 1946 to June 30, 1957, inclusive, in the amount of $684,555.76, was presented. It was moved by Malburg, seconded by Mai11iard, that demand filed by the City of Los Angeles, Department of Public Works, Bureau of Accounting, for total sewage disposal charges, be referred to Special Counsel John W. Shenk, III for a report. Motion carried. Communication from Victau1ic Inc. requesting a license to conduct a business of warehousing and selling flexible mechanical pipe couplings and pipe fittings, at 4201 District Blvd., was read. It was moved by Anderson, seconded by Poxon, that the request of Victaulic Inc. be approved and license granted. Motion carried. Communication from Thommie Jeans Auto Repair requesting a license to conduct a business of repairing automobiles and trucks at 3267 E. Washington Blvd., was read. It was moved by Poxon, seconded by Malburg, that the request of Thommie Jeans Auto Repair be approved and license granted. Motion carried. f I I 2/4/58 Communication from Sealite, Inc. requesting that Sealite Joint Caulking Yarn be accepted and approved for use in Cast Iron Soil Pipe Plumbing installations and for sewer lateral installations in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of Sealite, Inc. be referred to the Building Department for investi- gation and report. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, recommending that y~. David D. Grayson, Assistant Engineer, be authorized to attend the Western Industrial Survival Conference at the Ambassador Hotel, Los Angeles, on March 5 and 6, 1958, as a representative of the Engineering Department, and that he be reimbursed for the cost of one ticket in the amount of $17.50 and be authorized a nominal expense account for incidentals, was read. Communication from G. G. Skalsky, Assistant Director of Civil Defense, requesting permission to attend the Western Industrial Survival Conference at the Ambassador Hotel, Los Angeles, on March 5 and 6, 1958, and requesting that he be reimbursed for the cost of one ticket in the amount of $17.50 and that he be authorized a nominal expense allowance for incidentals, was read. It was moved by Poxon, seconded by Anderson, that ~k. Grayson and Mr. Skalsky be authorized to attend the~~estern Industrial Survival Conference; that the City of Vernon purchase two tickets in the amount of $17.50 each, one for Mr. Grayson and one for Mr. Skalsky; and that an expense allowance for incidentals, not to exceed $10.00 each, be authorized. Motion carried. Communication from the League of California Cities, Los Angeles County Division, advising that the Directors of the Los Angeles Division of the League will meet with the committee on lILos Angeles Metropolitan Area Government Study Commissionil at three o'clock p.m. on February 6th, in the Assembly Hall (Room #115) in the State Building, 217 West First Street, Los Angeles, and requesting that only one representative be sent from each city, and that the one representative be the authorized Director or Alternate Director, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the League of California Cities, Los Angeles County Division, be received and filed; and that Alternate Director Malburg be designated as the representative of the City of Vernon to attend the aforementioned meeting. Motion carried. Copy of Application of Los Angeles Transit Lines, a corporation, Metropolitan Coach Lines, a corporation, and Glendale City Lines, Inc., a corporation, before the Public Utilities Commission of the State of California, for authority to adjust rates, was presented. It was moved by Poxon, seconded by Malburg, that copy of the aforementioned Application before the Public Utilities Commission of the State of California, be received and filed. Motion carried. Communication from Joe's Catering Service requesting a license to operate an additional lunch truck in the City of Vernon, was read. ~ I I 2/4/58 It was moved by Malburg, seconded by ~~illiard, that the request of Joe's Catering Service be referred to the Fire Department with power to act. Motion carried. Communication from State of California, Department of Public Works, Division of Highways, advising that the quarterly allocation of gas tax funds to the City of Vernon for the period ending December 31, 1957, is $331.20, based on a population of 432, was read. It was moved by Poxon, seconded by Malburg, that communi- cation from the State of California, Department of Public Works, Division of Highways, be received and filed. Motion carried. Communication from State of California, Department of Public Works, Division of Highways, dated January 28, 1958, with reference to submitting a budget of the estimated expenditures of gas tax funds for the ensuing fiscal year, was read. It was moved by Poxon, seconded by Malburg, that Chief Deputy City Clerk Ziemer be instructed to notify the State of California, Department of Public Works, Division of Highways, that the City of Vernon desires to accumulate all funds accruing from the gas tax allo- cation to cities during the fiscal year ending June 30, 1959. Motion carried. Report of the activities of the Police Department for the period January 16 - 31, 1958, inclusive, was presented. It was moved by Anderson, seconded by Poxon, that the report of the activities of the Police Department be received and filed. Motion carried. Franchise Report of the General Petroleum Corporation on Franchise Ordinances Nos. 80, 299 and 532 for year ending October 31, 1957, together with check in the amount of $32.44, was read. (Last year $33.46) It was moved by Malburg, seconded by Mailliard, that Franchise Report of the General Petroleum Corporation be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, advising that M. A. deRuyter will have satisfactorily completed his six months probationary period, and recommending that he be advanced from Police Officer Grade 4 to Detective Grade 4, effective February 16, 1958, was read. It was moved by Poxon, seconded by Anderson, that the recom- mendation of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to send Detectives J. C. Jordan and L. F. Ely to Palm Springs to attend the regular quarterly meeting of the Southern California Burglary and Safe Burglary Investigators on February 7, 1958 at 7:30 P.M., with an expense allowance of $20.00 each, was read. It was moved by Anderson, seconded by Poxon, that the request of the Police Chief be approved. Motion carried. 1 I I 2/4/58 Resolution No. 2127 - A Resolution of the City Council of the City of Vernon terminating an agreement with the County Sanitation District No. 1 for the control of the collection and disposal of refuse in the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2127 be approved and adopted. Motion carried. It was moved by Poxon, seconded by Mailliard, that Resolution No. 2128 be approved and adopted. Motion carried. Montgomery, Consulting Engineer, transmitting plans and specifications covering the purchase of materials and construction of facilities for obtaining water from the Metropolitan Water District of Southern California, was read. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, recommending that Specifications No. 208, as prepared by Mr. James M. Montgomery, Consulting Engineer, for the furnishing of materials and equipment for transmission main and rate-of-flow control in connection with the construction of facilities for obtaining water from Metropolitan Water District of Southern C,:'.lifornia, be approved and that authority be granted to advertise for bids, was read. It was moved by Poxon, seconded by Anderson, that the recom- mendation of Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, be approved. Motion carried. Resolution No. 2129 - A Resolution of the City Council of the City of Vernon approving Specifications No. 208 for furnishing materials and equipment for construction of facilities for obtaining water from Metropolitan Water District of Southern California, was read. It was moved by Poxon, seconded by Anderson, that Resolution No. 2129 be approved and adopted. Motion carried. Resolution No. 2131 - A Resolution of the City Council of the City of Vernon approving Specifications No. 209 for the construction of transmission main and rate-of-flow control piping for obtaining water from Metropolitan Water District of Southern California, and determining the general prevailing rate of per diem wages, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2131 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Malburg, that Resolution No. 2132 be approved and adopted. Motion carried. Nykodym as Pumping Plant Operator, Grade 4, effective February 10, 1958, as a replacement for Mr. Weeks in accordance with minutes of the adjourned regular meeting of the City Council held on January 28, 1958, was read. It was moved by Anderson, seconded by Poxon, that the request of Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, be approved. Motion carried. Communication from Pacific Metal Cutting Company requesting a license to conduct a business of cutting metal bars, tubing and etc., to customers' specifications, at 2229 East 38th Street, was read. It was moved by Poxon, seconded by Anderson, that request of Pacific Metal Cutting Company be approved and license granted. Motion carried. Communication from the Office of the Los Angeles County Tax Collector, with reference to Agreement No. 1057 for the purchase of one parcel of tax delinquent real property, advising that the property .~ i,~ I I 2/4/58 is not now eligible to be sold by their Office as the taxes were paid in full on January 15, 1958, was read. (Parcel No. 554, Tract No. 275, 1.58 acres - Agreement authorized by Resolution No. 2096.) It was moved by ~~lburg, seconded by Mailliard, that communi- cation from the Office of the Los Angeles County Tax Collector be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, advising that Officer D. A. Hoffman has tendered his resignation to be effective as of the close of business on February 15, 1958, and recommending that said resignation be accepted, was read. It was moved by Poxon, seconded by Anderson, that the recom- mendation of the Police Chief be approved, and that resignation of Officer D. A. Hoffman be accepted. Motion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for month of November, 1957, was read. It was moved by Malburg, seconded by Mailliard, that the report of Consulting Electrical Engineer Heinze be received and filed. Motion carried. Communication from Walter Straus and Son requesting a license to conduct a wholesale meat business at 3261 East 44th Street, was read. It was moved by Malburg, seconded by Mailliard, that request of Walter Straus and Son be referred to the Director of Sanitation for investigation and report. MOtion carried. Communication from ~~son, Muntz & Associates, Consulting Engineers, submitting Specifications No. 216 for the construction of Municipal Housing, was read. It was moved by Poxon, seconded by Mailliard, that Specifi- cations No. 216 be referred to the Building Department for checking; and upon approval of said Specifications and plans by the Building Department, that the City Attorney be instructed to draft a resolution approving Specifications No. 216 and a resolution directing the giving of notice inviting sealed proposals or bids. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers, submitting Specifications No. 217 for the rehabilitation of the City Hall, Fire Station No. 1 and Pumping Plant No.1, was read. It was moved by Malburg, seconded by Mailliard, that Specifi- cations No. 217 be referred to the Building Department for checking; and upon approval of said Specifications and plans by the Building Department, that the City Attorney be instructed to draft a resolution approving Specifications No. 217 and a resolution directing the giving of notice inviting sealed proposals or bids. Motion carried. Ordinance No. 711 - An Ordinance of the City of Vernon establishing rates for the sale of water in said City and repealing all ordinances in conflict therewith, was read for a second reading by title. It was moved by Anderson, seconded by Malburg, that Ordinance No. 711 receive and pass a second reading. Motion carried. Ayes: Anderson, Furlong, Mai1liard, Malburg, Poxon Noes: None Absent: None Each member of the City Council was presented with a copy of ItProposed Rules and Regulations for the City of Vernon Water Departmentlt for study and possible adoption at the next regular meeting. Said Rules and Regulations were prepared in accordance with the recommendations of the Finance Committee as submitted to the City Council at the meeting held on December 17, 1957. Mayor Furlong read a communication that he had received from the Committee of Mayors of the Cities of Los Angeles County submitting a copy of the Statements of Principles of the Feather River Project Association and the Southern California Water Coordinating Council, and urging that the City Council of the City of Vernon adopt the enclosed resolution endorsing said Statements. Thirty-two copies of said resolution to be sent to Sacramento in care of State Assembly- man Carley V. Porter, Head of the Los Angeles County Delegation of State Assemblymen, for distribution to the representatives in the State Capitol. It was moved by Mail1iard, seconded by Poxon, that the City Attorney be instructed to draft a resolution endorsing the Statements of Principles with respect to State Wide Water Development adopted by the Feather River Project Association and the Southern California Water Coordinating Council; and upon adoption, that thirty-two copies be sent to State Assemblyman Carley V. Porter. Motion carried. Mr. Robert S. Stone, Director of Sanitation, reported verbally that he had obtained contracts from both the County of Los Angeles and the S.P.C.A. for performing the necessary services in connection with a local program of rabies control, and that he would present same at the next regular meeting of the City Council with his recommendations. R. H. Bockhacker, Police Chief, made a verbal request for permission to swear in another Police Matron. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief be approved. Motion carried. Mr. John B. Moore, Administrative Assistant, reported verbally that Stauffer Chemical Company has proposed to deed a fifty ~ I I 2/4/58 foot strip of land to the City of Vernon for street purposes, without charge, provided that the City of Vernon will improve the street and will move a cyclone fence belonging to Stauffer, all at no cost to Stauffer. The proposal is contingent on the City of Vernon acquiring certain real property in the vicinity of Soto and 26th Streets for municipal purposes. This fifty foot strip is located on the easterly boundary of the property that the City of Vernon is in the process of acquiring, and extends from 26th Street to the southerly line of the property to be acquired. Mr. Moore stated that the Stauffer Chemical Company desired a letter of intention from the City of Vernon relative to this proposal as a guide to Stauffer in future planning. It was moved by Poxon, seconded by Anderson, that the aforementioned matter be referred to the City Attorney for a report. Motion carried. The following excavation applications, all having approval of the Engineering Department, were presented: Application 21629 - Western Gillette Div., Western Truck Lines to construct curb, gutter, drive- way aprons, etc., in S/s 28th St. E/o Santa Fe Ave. Application 21630 - So. Calif. Edison Co. to install ground on pole in S/s Vernon Ave. E/E Alameda St. Application 21631 - So. Calif. Edison Co. to install one pole and anchor in N/s 30th St. E/E Santa Fe Ave. Application 21632 - United Steel Workers Local 1549 to remove driveway and construct curb in S/s 49th St. W/o Hampton St. Application 21633 - Western Gillette Div., Western Truck Lines to construct two catch basins in 28th St. It was moved by Poxon, seconded by Malburg, that Excavation Applications numbered 21629 to 21633 inclusive be filed and permits granted.
