MINtITES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD FEBRUARY 18, 1958, AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the
minutes of the meeting of February 4, 1958 be approved as written
and submitted. Motion carried.
Special Counsel John W'. Shenk, III appeared before the
City Council and made a verbal report on demand on the City of
Vernon filed by City of Los Angeles, Department of Public Works,
Bureau of Accounting, for total sewage disposal charges due for
the period February 1, 1946 to June 30, 1957, inclusive, in the
amount of $684,555.76. Mr. Shenk referred to Vernon Resolution No.
1889 - I~ Resolution of the City of Vernon concerning the present
relationship of the City of Vernon and the City of Los Angeles with
regard to sewage disposal, requesting a statement of policy from
Los Angeles with regard to Vernon's participation in the Los Angeles
Sewer System and a proposal by the City of Vernon to cease using and
participating in the Los Angeles Sewer Systemlt, and referred to the
Los Angeles City Public Works Committee report which was adopted
by the Los Angeles City Council on September 4, 1957. Mr. Shenk
quoted a section of said report, to-wit: "Upon a mutually satis-
factory determination by qualified experts of the remaining useful
life of the Hyperion Treatment Plant and submarine tube as built
prior to 1956, the City of Vernon would be entitled to refund the
equitable portion of its contribution to the capital construction
cost, less any amount then due the City of Los Angeles from the City
of Vernon".
Communication from Ross Winter Company with reference to
procuring a license to operate a scrap metal business at 2149 E.
37th Street, was read.
Mr. Joseph Winter appeared before the City Council relative
to this matter. He was advised that the property in question was not
in the HJunk Yards" zone and, therefore, the City Council could not
grant said license.
Mr. Winter inquired as to the possibility of obtaining a
zone variance for this property, and was informed that the property
owner could petition for a zone variance.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 711 receive a third and final reading by title. Motion carried.
Ordinance No. 711 - An Ordinance of the City of Vernon
establishing rates for the sale of water in said City and repealing
all ordinances in conflict therewith, was read for a third and final
reading by title.
It was moved by Malburg, seconded by Mailliard, that

"Proposed Rules and Regulations for the City of Vernon
Water Departmentll, were discussed. (Presented to the City Council
at meeting of February 4, 1958, for study.)
It was moved by Anderson, seconded by Poxon, that the
"Proposed Rules and Regulations. for the City of Vernon Water Depart-
ment", as presented to the City Council at the meeting of February
4, 1958, be approved and adopted effective July 1, 1958. Motion
carried.
Communication from F. A. Ziemer, Chief Deputy City Clerk,
recommending that Lon S. Herman be advanced from Public Utilities
Accountant Grade 4 to Grade 3, effective March 1, 1958, as he will
have satisfactorily completed his probationary period, was read.
It was moved by Malburg, seconded by Poxon, that the
recommendation of Chief Deputy City Clerk Ziemer be approved.
Motion carried.
Communication from Bob Miller requesting a license to
conduct a business of retail selling men's furnishings at 3050
Leonis Blvd., was read.
It was moved by Anderson, seconded by Poxon, that the
request of Bob Miller be approved and license granted. Motion
carried.
Communication from Robbins Aviation, Inc. requesting a
license to conduct a business of manufacturing and distribution of
aeronautical equipment, dehydration equipment and valves, at 2350
East 38th Street, was read.
It was moved by Poxon, seconded by ~~lburg, that the
request of Robbins Aviation, Inc. be approved and license granted.
Motion carried.
Communication from Santa Fe Machine Works, Inc. requesting
a license to operate a general machine shop at 2344 East 38th Street,
was read.
It was moved by Anderson, seconded by Malburg, that the
request of Santa Fe Machine Works, Inc. be approved and license
granted. Motion carried.
Communication from John B. Moore and Charles H. McGovern
requesting a license to conduct a law business at 5600 Santa Fe
Avenue, was read.
It was moved by Anderson, seconded by Malburg, that the
request of John B. Moore and Charles H. McGovern be approved and
license granted. Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
recommending that Walter Straus and Son, Inc. be granted a license

to conduct a wholesale meat business at 3261 East 44th Street, was
read.
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Director of Sanitation be approved and license
granted walter Straus and Son, Inc. rIDtion carried.
Communication from Saf-T Trailer Hitch Co. requesting a
license to conduct a business of assembling trailer hitches at
5320 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by l/Ialburg, that request
of Saf-T Trailer Hitch Co. be approved and license granted. ~IDtion
carried.
Communication from Garrett Freightlines, Inc. advising
that the improvements on Bandini Blvd. have been completed in
accordance with the contract between Garrett and the City of Vernon,
and requesting the City Council to accept these improvements and
release them from the Faithful Performance Bond that they have with
the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Garrett Freightlines, Inc. be referred to the Engineering
Department for investigation and report. Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for month of December,~ 1957, was read.
It was moved by t1alburg, seconded by Poxon, that report
of the Consulting Electrical Engineer be received and filed. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, recom-
mending that Lease Agreement between the City of Vernon and Motor
Sergeant A. E. Chrisman for one 1955 Harley Davidson Motorcycle,
Engine #FL1673, be renewed effective as of December 6, 1957, was read.
It was moved by Poxon, seconded by Mailliard, that the
recommendation of the Police Chief be approved and that said Lease
Agreement be renewed. Ivlotion carried.
Communication from R. H. Bockhacker, Police Chief, recom-
mending that Lease llgreement between the City of Vernon and Eotor
Officer C. A. Shepard for one 1955 Harley Davidson Motorcycle,
Engine #55FLl045, be renewed effective as of December 6, 1957, was
read.
It was moved by Poxon, seconded by }~illiard, that the
recommendation of the Police Chief be approved and that said Lease
Agreement be renewed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, recom-
mending that Lease Agreement between the City of Vernon and Motor
Officer R. D. Linke for one 1957 Harley Davidson Motorcycle, Engine
#57FL395l, be renewed effective as of January 23, 1958, was read.
It was moved by Poxon, seconded by rlailliard, that the
recommendation of the Police Chief be approved and that said Lease

Report of Health Department activities for the month of
January 1958, was presented. (Copy to each member of the City
Council.)
It was moved by Poxon, seconded by Malburg, that report
of Health Department activities be received and filed. Motion carried.
Communication from Charles L. Long Plumbing Co. applying
for refunds on excavations for receipts Nos. 20730 dated 4/23/53 for
~124.00, 20842 dated 6/11/53 for $24.16, and 21007 dated 8/13/53 for
$29.60, was read.
The Engineering Department presented statements dated
February 14, 1958, showing certain charges against said deposits.
Said statements show a refund due of $16.00, $16.54 and $24.60
respectively on said deposits, making a total of $57.14.
It was moved by Poxon, seconded by Mailliard, that the
Charles L. Long Plumbing Company be granted a refund or $57.14 in
accordance with statements prepared by the Engineering Department.

Communication from J. S. Colton, Building Engineer, with
reference to request of Sealite, Inc. that Sealite Joint Caulking
Yarn be accepted and approved for use in the City of Vernon, reporting
that the 'Ilestern Plumbing Officials Association, of which the City
of Vernon is an active member, has not given its approval for the use
of this material in place of that specified in its Uniform Plumbing
Code, was read. Building Engineer recommended that the City of Vernon
concur with the decision of the Research Committee of theVJestern Plumb-
ing Officials Association and withhold approval.
It was moved by Malburg, seconded by Poxon, that the recom-
mendation of the Building Engineer be approved and that the City of
Vernon withhold its approval of Sealite Joint Caulking Yarn for use
in the City of Vernon. Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
with reference to proposed rabies control program for the City of
Vernon, submitting copies of proposed contracts for the furnishing of
animal control services, one from the Southern California Humane
Society and the other from the Los Angeles County Pound Department,
and submitting proposed rabies control ordinance for the implementation
of the contracts, was read. (Copies of all documents to each member
of the City Council.)
Communication from V. R. Poxon, Assistant City Attorney,
advising that the City Attorney's Office has studied both contracts
received with reference to furnishing animal control services in
connection with the establishment of a rabies control program, and
that either contract meets with the legal requirements of the
Department of Health, State of California, was read.
It was moved by Anderson, seconded by Poxon, that the City
of Vernon enter into a contract with the County of Los Angeles for
furnishing animal control services; that the City Attorney be
instructed to draft a resolution authorizing the execution of said
contract; that the City Attorney be instructed to draft a rabies
control ordinance to implement said contract; and that communication
from the Assistant City Attorney be received and filed. Motion
carried.

Report of activities of the Police Department for the
period February 1 - 15, 1958 inclusive, was presented.
It was moved by Nalburg, seconded by Pm;:on, that the report
of activities of the Police Department be received and filed. Motion
carried.
Communication from J. S. Colton, Building Engineer, recom-
mending that Specifications No. 216 and drawings for the construction
of municipal housing and Specifications No. 217 and drawings for the
rehabilitation of the City Hall, Fire Station No. 1 and Pumping Plant
No.1, as prepared and submitted by ~1ason, Muntz & Associates,
Consulting Engineers, be approved, was read.
It was moved by Malburg, seconded by r1ailliard, that the
recommendation of the Building Engineer be approved. Motion carried.
Resolution No. 2134 - A Resolution of the City Council of
the City of Vernon approving Specifications No. 216 and Plans Nos.
B-15-1458 consisting of eight (8) sheets, for the municipal housing,
Fruitland and Vernon Avenues, Vernon, California, and determining
the general prevailing rate of per diem wages, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2134 be approved and adopted. Motion carried.

Resolution No. 2135 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed

Plans Nos. B-15-1458 of said City, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2135 be approved and adopted. Motion carried.

Resolution No. 2136 - A Resolution of the City Council of
the City of Vernon approving Specifications No. 217 and Plans Nos.

Station and Pump Plant #1 of the City of Vernon, and determining the
general prevailing rate of per diem wages, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2136 be approved and adopted. Motion carried.

Resolution No. 2137 be approved and adopted. Motion carried.

Petition from General Petroleum Corp. and C. & T. Corp.
requesting that the City of Vernon vacate the portion of East 30th
Street, in the City of Vernon, east of the A T & S F Railway Co.
right-of-way, was read. Petitioners warrant that they will pay any
and all reasonable engineering, legal and advertising costs incurred
by the City of Vernon.
It was moved by Anderson, seconded by Poxon, that the City
Attorney be authorized to obtain a preliminary title report on the
property involved, and that said petition be received for further
study. Motion carried.
Communication from Sweeney Insurance Agency requesting a
license to conduct a general insurance business at 5600 Santa Fe
Avenue, was read.
It was moved by Anderson, seconded by Paxon, that request
of Sweeney Insurance l~ency be approved and license granted. Motion
carried.
Communication from Arthur J. Samuels, M.D. requesting a
license to conduct the business of physician, internal medicine and
diseases of the blood, at 2600 Leonis Blvd., was read.
It was moved by Y~lburg, seconded by Anderson, that the
request of Arthur J. Samuels, M.D. be approved and license granted.

Communication from Fibreboard Paper Products Corp.
expressing their appreciation for the commendable manner in which
the Vernon Police Department recently helped them solve a very
troublesome problem, was read.
It was moved by Malburg, seconded by Mailliard, that communi-
cation from Fibreboard Paper Products Corp. be received and filed.
Motion carried.
Communication from Jules H. Adams, Chairman, advising that
at a recent meeting of the majority of property owners of Tract 6056,
which is entirely surrounded by the City of Vernon, being roughly
from Packers Avenue on the south to 44th Street on the north and
extending from Downey Road to Alcoa Avenue, a committee was appointed
to contact the City Council of the City of Vernon in order to ascertain
if it were feasible for this area to be annexed by the City of Vernon,
was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from Jules H. Adams be taken under advisement, and that the
Building Department, Engineering Department, Police Department, Fire
Department and the Health Department inspect the area involved and
make written recommendations to the Administrative Assistant as to

what improvements should be made by the property owners of Tract
6056 to conform with City of Vernon standards. ~k. Adams to be
notified of action taken by the City Council, and the Administrative
Assistant to report to the City Council as soon as he has received
the recommendations of the various departments. Motion carried.
Communication from Vernon Sanitation and Maintenance Co.,
Inc. requesting a permit to haul rubbish from their premises located
at 4322 Alcoa Avenue over the public streets to an authorized dump
or incinerator located outside the City of Vernon, was read.
It was moved by .~nderson, seconded by Poxon, that the
request of Vernon Sanitation and Maintenance Co., Inc. be referred
to the Director of Sanitation with power to act. ~IDtion carried.
Conmunication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, submitting print of Drawing No.
A4-l479 showing a proposed 50 foot strip of land for use as a public
street from the southerly boundary of 26th Street and extending
southerly approximately 826~ feet, and submitting an approximate
estimate cost of improving this property for street purposes based
on three different types of construction, was read. (Copy to each
member of the City Council.)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, be received and filed for future reference. Motion
carried.
The City Attorney read a letter, dated February 18, 1958,
addressed to Raymond R. Hails, Attorney for Stauffer Chemical
Company, with reference to the present intention of the City of
Vernon to make certain improvements on a strip of land that Stauffer
Chemical Company is contemplating dedicating for street purposes.
It was moved by Anderson, seconded by Malburg, that the
~~yor be authorized to sign said letter, dated February 18, 1958, as
read, and that same be sent to the Attorney representing Stauffer
Chemical Company. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, dated February 14, 1958, with
reference to establishing street car safety zones on Santa Fe Avenue
from the north City boundary to Pacific Boulevard and on Pacific
Boulevard just easterly of Santa Fe Avenue, recommending that all
the safety zones be for single car capacity, except on Pacific
Boulevard, which should be for two car capacity, and recommending
that at the approach end of the safety zones, three cast iron
traffic buttons be installed, each with red reflectors, was read.
It was moved by Poxon, seconded by Malburg, that the
Engineering Department be authorized to install street car safety
zones in accordance with recommendations outlined in letter of
Mason, Muntz & Associates, Consulting Engineers of the City of
Vernon, dated February 14, 1958, and that the City Clerk's Office
write a letter for the City Council to Los Angeles Transit Lines
requesting permission to install a safety zone on their property on
Pacific Boulevard just easterly of Santa Fe Avenue, said letter to
be signed by ~myor Furlong. The Engineering Department to prepare
drawing and furnish print of same for forwarding to Los Angeles
Transit Lines. Motion carried.

Communication from L. C. Husted, Fire Chief, requesting
permission to purchase one Chiksan deluge gun at an approximate cost
of $1,960.00, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting authority to employ Luis A. Espinoza as Police Officer
Grade 4, effective March 1, 1958, pending physical examination and
investigation, as a replacement for Officer Hoffman who resigned,
was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Police Chief be approved. rmtion carried.
Communication from L. C. Husted, Fire Chief, requesting
authority to purchase a 25-pound keg of moth balls at a cost of
$10.00 to be placed at the City Hall building in an attempt to rid
the premises of pigeons, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of the Fire Chief be approved. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, submitting a copy of ':Report No. 2
of the City Engineer, City of Los Angeles" adopted by the Board of
Public Works of the City of Los Angeles on February 5, 1958, relative
to proposal that the City of Los Angeles abandon its interest in the
sewer in Santa Fe Avenue between the north City boundary of the City
of Vernon and 37th Street, upon the condition that the City of Vernon
construct a new sewer in Santa Fe Avenue between the above limits,
at its own expense, and transfer ownership thereof to the City of
Los Angeles, was read. (Copy to each member of the City Council.)
It was moved by Poxon, seconded by Anderson, that communi-
cation from Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, together with ltReport No.2 of the City Engineer,
City of Los AngelesUl, be referred to Special Counsel John . Shenk, III
and Ludwig Engineering, Consulting Engineers, for a report, with
special attention to be given to item No. 4 in iiReport No. 2 of the
City Engineer, City of Los Angeles!!. Motion carried.
Communication from Public Management Research Institute
advising that it has compiled a Public Purchasing Manual and that
same is now available at a cost of $3.50 per copy, was read.
It was moved by Anderson, seconded by Malburg, that the
City Clerk's Office be authorized to purchase one copy of the Public
Purchasing Manual. Motion carried.
Communication from Ray Roemer Co. requesting a license to
conduct the business of manufacturers representatives at 2856 Leonis
Blvd., was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Ray Roemer Co. be approved and license granted. Motion
carried.

license to conduct a business of manufacturing miscellaneous fire
fighting equipment and plumbing supplies at 2856 Leonis Blvd., was
read.
It was moved by Poxon, seconded by Mailliard, that the
request of Potter-Roemer, Inc. be approved and license granted.

Re?olution No. 2138 - A Resolution of the City Council of
the City of Vernon approving Memorandum of Agreement for Accumulation
of the Gas Tax Allocation to Cities, was read.
It was moved by Poxon, seconded by Malburg, that Resolution
No. 2138 be approved and adopted. Motion carried.

Communication from Electrical Products Corporation proposing
to furnish and install a double-faced, horizontal electric sign in
steel and applied lighted tubing, approximately 5~' by 2~', center-
mounted on one pole perpendicular to Santa Fe Avenue, with the word
"POLICE;! and an arrO\v underlining same facing inboard to the building,
for a price of $490.00 plus sales tax, was read.
It was moved by Poxon, seconded by JYlailliard, that
authority be granted to purchase sign in accordance with proposal
submitted by Electrical Products Corporation, dated February 13, 1958.

It. H. Bockhacker, Police Chief, made a verbal request for
authority to obtain cost quotations relative to purchasing one police
car.
It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief be approved. Motion carried.

"Payroll Warrant Register No. 711 covering payroll for
the period-of Januar.y, 1958., which includes Demands Nos. 39 to 45
(both inclusive) drawn on the First National.Bank of Vernon, totaling
$119,353.58, was examined and audited.
It was moved by Poxon, seconded by Mailliard, that Itpayroll

Nos. 39 to 45 (both inclusive), with no exceptions. Motion car~ied.

examined and audited.
It was moved by Poxon, seconded by Mailliard, that t~arrant
Register No. 16u be approved and payment authorized for Demands Nos.
1762 to 1862 (both inclusive), with no exceptions. Motion carried.
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Malburg, that the meeting
adjourn. Motion carried.
