IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that the minutes of the meeting of February 18, 1958 be approved as written and submitted. Motion carried. Communication from James M. Montgomery, Consulting Engineer, transmitting Addendum No. 1 to Specifications No. 208 for furnishing materials and equipment for transmission mains and rate- of-flow control piping, was read. (Addendum No. 1 required to clarify the method of operating the rate-of-flow control valve.) (Copies of said Addendum were sent to each prospective bidder on February 24, 1958, via first class mail by James M. Montgomery, Consulting Engineer.) In response to inquiry by the Assistant City Attorney, all bidders present stated that they had received copies of Addendum No. 1 to Specifications No. 208. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, recommending that Addendum No. 1 to Specifications No. 208 be approved by the City Council prior to opening of bids, was read. It was moved by Anderson, seconded by Poxon, that the recom- mendation of Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, be approved. Motion carried. Resolution No. 2140 - A Resolution of the City Council of the City of Vernon approving Addendum No. 1 to Specifications No. 208, dated February 24, 1958, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2140 be approved and adopted. Motion carried. It was moved by Malburg, seconded by Poxon, that the Clerk be instructed to open and read the bids submitted. Motion carried. It was moved by Malburg, seconded by Poxon, that the bids submitted for the furnishing of materials and equipment for trans- mission main and rate-of-flow control in connection with the construction of facilities for obtaining water from Metropolitan Water District of Southern California, in accordance with Specifi- cations No. 208 and Addendum No. 1 to Specifications No. 208, be referred to the Engineering Department and the City Attorney for checking and report. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, advising that Garrett Freightlines, Inc. has completed in a satisfactory manner certain improvements in Bandini Boulevard in accordance with Specifications No. 190, and recommending that said work be accepted by the City of Vernon and that Garrett Freightlines, Inc. be so advised, was read. Resolution No. 2139 - A Resolution of the City Council of the City of Vernon accepting the improvement of Bandini Boulevard from the Vernon City boundary 102 feet east of the center line of Downey Road to the west line of the Bureau of Power and Light right- of-way 996 feet easterly, in accordance with Specifications No. 190 and Engineering Drawing No. A3-ll96 of the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that Resolution No. 2139 be approved and adopted. Motion carried. Communication from Owen Amrine requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Malburg, that request of Owen Amrine be referred to the Fire Department with power to act. Motion carried. Communication from Bill Cummins requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Malburg, that the request of Bill Cummins be referred to the Fire Department with power to act. Motion carried. Communication from W. C. Guillaume requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Malburg, that the request of W. C. Guillaume be referred to the Fire Department with power to act. MOtion carried. Communication from Salvador DeLaTorre requesting a license to operate Mel's Cafe located at 2909 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Poxon, that the request of Salvador DeLaTorre be approved and license granted. MOtion carried. Communication from Art R. Rogers requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of Art R. Rogers be referred to the Director of Sanitation and the Fire Department with power to act. MOtion carried. Communication from Southern California Edison Company requesting a license to conduct a business of distribution and sale of electric energy at 4314 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Poxon, that the request of Southern California Edison Company be referred to Special Counsel, Darling, Shattuck and Edmonds. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, requesting authority to advance Macario Sanchez from Laborer Grade 4 to Grade 3, effective March 1, 1958, as he has satisfactorily completed his six months probationary period, was read. It was moved by Poxon, seconded by Malburg, that the request of Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, be approved. MOtion carried. Communication from Commercial Plating Corporation commending the Fire Department for an exceptionally fine job in fighting and I I 3/4/58 subduing rain water that flooded their plant during the rain storm on February 19, was read. It was moved by Poxon, seconded by Anderson, that communi- cation from Commercial Plating Corporation be received and filed. Motion carried. Communication was read from R. H. Bockhacker, Police Chief, recommending the following advancements effective March 16, 1958: C. A. Foster from Policeman Grade 4 to Grade 3 G. W. Wilcox from Policeman Grade 3 to Grade 2 T. D. Kusch from Assistant Painter Grade 3 to Grade 2 It was moved by Mailliard, seconded by Malburg, that the recommendations of the Police Chief be approved. Motion carried. Report of a General Test Check Audit of the accounts and records of the MUnicipal Court of the San Antonio Judicial District for the fiscal year 1956-57 in accordance with the requirements of Section 71383 of the Government Code, submitted by the Office of Auditor-Controller, County of Los Angeles, was presented. It was moved by Mailliard, seconded by Malburg, that the report of a General Test Check Audit of the accounts and records of the Municipal Court of the San Antonio Judicial District for the fiscal year 1956-57 be received and filed. MOtion carried. Communication from Vernon Sash & Door Co., Inc. requesting that they be permitted to enter into an agreement with the City of Vernon for the payment of delinquent 1957 license taxes similar to the agreement between said company and the City of Vernon for payment of delinquent license taxes for the calendar year 1956, was read. (Section 6 of Ordinance No. 598 provides that the City Clerk, with the authority of the City Council first had and obtained, may enter into such an agreement.) It was moved by Anderson, seconded by Poxon, that the City Clerk be authorized to enter into an agreement with Vernon Sash and Door Co., Inc., in accordance with the form prepared by the City Attorney, for payment of delinquent business license taxes provided that all of the pertinent provisions of Section 6 of Ordinance No. 598 are complied with. Motion carried. Communication from Bernadine Broadwater of the C M D Cafeteria requesting that she be permitted to enter into an agreement with the City of Vernon for the payment of delinquent 1957 license taxes similar to the agreement between her and the City of Vernon for payment of delinquent license taxes prior to 1957, was read. It was moved by Poxon, seconded by Anderson, that the request of Bernadine Broadwater of the C M D Cafeteria be laid over to the next regular meeting. Motion carried. Communication from R. H. Baker & Company, Inc., 2244 East 37th Street, advising that Leeper's Wood Turning Company, 2228 East 37th Street, is creating a fire hazard by allowing wood dust to escape from its premises, was read. I I 3/4/58 It was moved by Poxon, seconded by Mailliard, that communication from R. H. Baker & Company, Inc. be referred to the Health Department with a recommendation that said Department contact the Air Pollution Control District relative to obtaining a possible solution for this problem. Motion carried. Communication from Theo. Hamm Brewing Co. advising that it is desirous of drilling a well on its property located on the south side of 51st Street, and requesting permission to run a 10n water main from the well, under 51st Street, to their main property on the north side of said street, was read. (Pipe to be of specifi- cations approved by the City Engineering Department and pipe to be located at a depth approved by the City of Vernon.) It was moved by Anderson, seconded by Poxon, that the request of Theo. Hamm Brewing Co. be referred to the Engineering Department and the City Attorney for drafting a license agreement. Motion carried. Report of the activities of the Police Department for the period February 16 - 28, 1958 inclusive, was presented. It was moved by Anderson, seconded by Poxon, that the report of activities of the Police Department be received and filed. Motion carried. Communication from Torre Safety Devices Co. requesting a refund in whole or part of the $25.00 license fee paid for the calendar year 1958 as they moved out of the City of Vernon on February 25, 1958, was read. It was moved by Anderson, seconded by Malburg, that the request of Torre Safety Devices Co., for a refund in whole or part of the $25.00 license fee paid for the calendar year 1958, be denied and that said company be so advised. Motion carried. Communication from National Can Corporation requesting a license to conduct the business of warehousing of metal cans at 4608 Alcoa Avenue, was read. It was moved by Anderson, seconded by Poxon, that the request of National Can Corporation be approved and license granted. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, recommending that the preliminary drawings for widening the 26th Street Bridge as submitted by Moffatt & Nichol, Inc., Consulting Engineers, be approved, and payment of $1,200.00 for same be authorized, was read. It was moved by Malburg, seconded by Mailliard, that the recommendation of Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, be approved. MOtion carried. Resolution No. 2141 - A Resolution of the City Council of the City of Vernon approving preliminary drawings to widen the 26th Street Bridge, and authorizing payment of twelve hundred dollars to Moffatt & Nichol, Inc., Consulting Engineers, was read. It was moved by Malburg, seconded by Mailliard, that I I 3/4/58 Resolution No. 2141 be approved and adopted. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, submitting a cost estimate of $900.00 for relocation of the fence belonging to Stauffer Chemical Company in connection with the proposed fifty foot street southerly from 26th Street on the westerly property of Stauffer Chemical Company, was read. It was moved by Anderson, seconded by Mailliard, that communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, be received and filed for future reference. Motion carried. Communication from County Sanitation Districts of Los Angeles County transmitting a copy of a resolution adopted by the Board of Directors of County Sanitation District #1 of Los Angeles County approving and ordering immediate termination and cancellation of a contract for refuse collection entered into between the City of Vernon and said District, was read. It was moved by Poxon, seconded by Malburg, that communi- cation from County Sanitation Districts of Los Angeles County, together with copy of a resolution adopted by the Board of Directors of County Sanitation District #1 of Los Angeles County, be received and filed. Motion carried. Communication from Theo. Hamm Brewing Company requesting a license to conduct a brewery business at 2080 E. 49th Street, was read. It was moved by Anderson, seconded by Poxon, that the request of Theo. Hamm Brewing Company be referred to the City Attorney's Office. Motion carried. Communication from Howard-Price Company requesting a license to conduct a business of repairing generators and starters at 2601 S. Soto Street, was read. It was moved by Poxon, seconded by Malburg, that the request of Howard-Price Company be approved and license granted. Motion carried. Communication from R. H. Bockhacker, Police Chief, submitting four quotations received from dealers relative to the purchase of one police car, and recommending that the Police Department be authorized to purchase one vehicle from the Downtown Ford Sales at a price of $1,945.00 plus sales tax, was read. It was moved by Anderson, seconded by Mailliard, that the recommendation of the Police Chief be approved. Motion carried. I I 3/4/58 Communication from Rachel W. Richter, Public Health Nurse, requesting that she be considered as a tenant for one of the city- owned houses on Furlong Place when one becomes available, was read. Public Health Nurse Richter presented a second letter making a specific request for authority to move into the premises now occupied by Mr. and Mrs. Jack Wallace, when, and if, same becomes vacant. It was moved by Poxon, seconded by Malburg, that communi- cations from the Public Health Nurse be received and filed for future reference. MOtion carried. Communication from V. R. Poxon, Assistant City Attorney, with reference to petition of General Petroleum Corporation and C. & T. Corporation for the vacation of a portion of 30th Street, was read. It was moved by Poxon, seconded by Malburg, that the City Attorney be authorized to institute proceedings to vacate all that portion of 30th Street, formerly Joy Street, as shown on the Day Star Tract Map, easterly from the westerly line of the railroad right- of-way as shown thereon, in accordance with the provisions of petition of General Petroleum Corporation and C. & T. Corporation warranting that they will pay any and all reasonable engineering, legal and advertising costs incurred by the City of Vernon in this matter. Motion carried. Communication from Mason, Muntz & Associates, Consulting Engineers of the City of Vernon, with reference to request of The Flintkote Company for permission to install a l2...inch diameter cast iron water line across 52nd Street at a point approximately 500 feet east of Alameda Street, transmitting a proposed form of License Agreement between the City of Vernon and The Flintkote Company for said installation, together with Engineering Drawing No. A4-l480, and recommending that a License Agreement be executed, was read. It was moved by poxon, seconded by ~~illiard, that the aforementioned matter be referred to the City Attorney for drafting a License Agreement and a resolution authorizing the execution of said agreement. Motion carried. Communication from Robert S. Stone, Director of Sanitation, requesting authority to employ Mr. Richard W. Hilton as Sanitarian Grade 2 effective April 1, 1958, was read. It was moved by Poxon, seconded by Malburg, that the request of the Director of Sanitation be approved. Motion carried. Communication from the members of the Vernon Fire Department expressing their appreciation for the newly adopted work schedule which has been put into effect in the Fire Department, was read. Communication from Los Angeles County Flood Control District transmitting a copy of the Storm Drain Deficiency Report submitted by said District to the Board of Supervisors on February 25, 1958, was read. Communication from Los Angeles County Board of Supervisors transmitting a certified copy of a resolution adopted by said Board on February 25, 1958, declaring a portion of Downey Road a part of the County System of Highways and requesting the consent of the City of Vernon to its improvement, was read. Resolution No. 2142 - A Resolution of the City Council of the City of Vernon consenting to and approving the acts of the Board of Supervisors of the County of Los Angeles, State of California, in adopting a resolution declaring Downey Road within the City of Vernon as part of the County System of Highways of said Los Angeles County, was read.
