MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 18, 1958, AT TwO 0 I CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Malburg, that the
minutes of the meeting of March 4, 1958 be approved as written and
submitted. Motion carried.
Resolution No. 2148 - A Resolution of the City Council of
the City of Vernon approving Addendum No. 1 to Specifications No.
216 for Municipal Housing at Fruitland and Vernon Avenues, in the
City of Vernon, was read.
It was moved by .Anderson, seconded by Poxon, that Resolution
No. 2148 be approved and adopted. Motion carried.

The Clerk announced that this was the time and place for
opening of bids for the Municipal Housing, Fruitland and Vernon,
Vernon, California, in accordance with Specifications No. 216 and
Plans Nos. B-15-1458 of said City.
It was moved by Mailliard, seconded by Malburg, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

It was moved by Poxon, seconded by Mail1iard, that the
bids submitted for the Municipal Housing, Fruitland and Vernon,

namely Mason, Muntz & Associates, the Building Engineer and the
City Attorney for checking and report. Motion carried.

It was moved by Malburg, seconded by Mai1liard, that the
bids submitted for the rehabilitation of the City Hall, Fire Station
and Pump Plant iftl, in accordance with Specifications No. 217 and
Plans Nos. B-15-l459 consisting of five (5) sheets and B-15-1460
consisting of three (3) sheets, of said City, be referred to the
Architect, namely Mason, Muntz & Associates, the Building Engineer
and the City Attorney for checking and report. Motion carried.
Communication from James M. Montgomery, Consulting Engineer,
dated March 11, 1958, submitting a tabulation and analysis of the bids
received on March 4, 1958 for furnishing materials and equipment for
Transmission Main and Rate-of-F10w Control Piping in accordance with
Specifications No. 208, and recommending that Southern Pipe and
Casing Company, Division of U. S. Industries, Incorporated be awarded
contract under Alternate Schedule I-B, that Grinnell Company of the
Pacific be awarded contracts under Schedule II, III and IV, and that
B.I.F. Industries Incorporated be awarded contract under Schedule V,
was read. (Total amount of contracts $67,041.67 less discounts.)
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, recommending that contracts be
awarded per the recommendations outlined in letter from James M.
Montgomery, Consulting Engineer, dated March 11, 1958, with reference
to furnishing materials and equipment in accordance with Specifications
No. 208, was read.
It was moved by Poxon, seconded by Mai1liard, that contracts
be awarded in accordance with the recommendations outlined in letter
from James M. Montgomery, Consulting Engineer, dated March 11, 1958.
Motion carried.
Resolution No. 2147 - A Resolution of the City Council of
the City of Vernon accepting bids for the furnishing of materials and
equipment for transmission main and rate-of-f10w control piping in
accordance with Specifications No. 208 and Addendum No. 1 to said
Specifications, heretofore approved by the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that Resolution
No. 2147 be approved and adopted. Motion carried.

Communication from Bernadine Broadwater of the C M D
Cafeteria requesting that she be permitted to enter into an agreement

with the City of Vernon for the payment of delinquent 1957 license
taxes similar to the agreement between her and the City of Vernon
for payment of delinquent license taxes prior to 1957, was read.
(Laid over at meeting of March 4, 1958.)
It was moved by Anderson, seconded by Poxon, that the City
Clerk be authorized to enter into an agreement with Bernadine
Broadwater of the C M D Cafeteria, in accordance with the form
prepared by the City Attorney, for payment of delinquent business
license taxes provided that all of the pertinent provisions of
Section 6 of Ordinance 598 are complied with. MOtion carried.
Communication from John B. MOore, Administrative Assistant,
with reference to proposed annexation, Tract 6056, Packers Avenue
and vicinity, was discussed. (Laid over at meeting of March 4, 1958.)
The Clerk read a letter, dated March 4, 1958, addressed to
Mr. Jules H. Adams, with reference to proposed annexation, Tract 6056,
Packers Avenue and vicinity.
It was moved by Anderson, seconded by Poxon, that the
Mayor be authorized to sign said letter, dated March 4, 1958, and
that same be sent to Mr. Jules H. Adams. Motion carried.
Communication from the California Highway Commission
transmitting a copy of a resolution, adopted on February 26, 1958,
restating procedure relative to adoption of freeway locations, was
read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the California Highway Commission, together with copy of
a resolution adopted on February 26, 1958, be received and filed.
Motion carried.
Communication from State of California, Department of Public
Works, Division of Highways, transmitting copies of a reprint entitled,
IlCalifornia Highways --- 1957", a concise factual report on the
California Highway program during the past year, was read. (Copy to
each member of the City Council.)
It was moved by Anderson, seconded by Poxon, that communi-
cation from State of California, Department of Public Works, Division
of Highways, together with copies of reprint entitled, lICa1ifornia
Highways --- 195711, be received and filed. MOtion carried.
Communication from Southern California Edison Company
submitting franchise report on Franchise Ordinances Nos. 503 and 611
for period ending December 31, 1957, together with check in the amount
of $445.79, was read.
It was moved by Poxon, seconded by Mai1liard, that communi-
cation from Southern California Edison Company, together with Franchise
Report on Franchise Ordinances Nos. 503 and 611, be referred to Special
Counsel Darling, Shattuck & Edmonds. Motion carried.
Communication from Southern California Edison Company
submitting franchise report on Franchise Ordinance No. 504 for period
ending December 31, 1957, together with check in the amount of
$1,638.04, was read.

cation from Southern California Edison Company, together with Franchise
Report on Franchise Ordinance No. 504, be referred to Special Counsel
Darling, Shattuck & Edmonds. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, transmitting a proposed form of
License Agreement between the City of Vernon and Theo. Hamm Brewing
Company for the installation of a lOB water main under 51st Street,
together with Engineering Department Drawing No. A4-1483, and recom-
mending that a License Agreement be executed, was read.
It was moved by Poxon, seconded by Malburg, that the recom-
mendation of Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, be approved. Motion carried.
Resolution No. 2146 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor and City Clerk to execute
a License Agreement with Theo. Hamm Brewing Co. for the installation
of a 10-inch water line in 51st Street, in the City of Vernon, in
accordance with Engineer's Drawing No. A4-1483, was read.
It was moved by Poxon, seconded by Malburg, that Resolution
No. 2146 be approved and adopted. Motion carried.

Communication from State Compensation Insurance Fund advising
that the City of Vernon has qualified for a dividend of $10,153.56 on
its policy for the year ending May 7, 1957, and transmitting check for
said amount, was read.
It was moved by Malburg, seconded by Mailliard, that communi-
cation from State Compensation Insurance Fund be received and filed.
Motion carried.
Communication from Assemblyman Frank G. Bonelli transmitting
five copies of Assembly Constitutional Amendment No. 1 relative to
ceiling and limitation on County taxes and assessments, and requesting
that the City of Vernon adopt a resolution in support of ACA-1, was
read. (Copy of ACA-l to each member of the City Council.)
It was moved by Poxon, seconded by Anderson, that the City
Attorney be instructed to draft a resolution in support of Assembly
Constitutional Amendment No.1. Motion carried.
Communication from Isadore Levine expressing sincere
appreciation for the services rendered his father, Hyman Levine, by
the Resuscitator Crew of the Vernon Fire Department on February 28th,
was read.
It was moved by Malburg, seconded by Poxon, that communi-
cation from Isadore Levine be received and filed. Motion carried.
Communication from the Los Angeles County Road Department
with reference to the traffic interchange study of the Intersection
of Downey Road and Washington Boulevard made for the City of Vernon
by the engineering firm of Moffatt and Nichol, Inc., transmitting a

report outlining a possible first stage improvement at the approaches
to the intersection, which could be undertaken immediately at minor
cost as a joint undertaking of the City of Vernon and the City of
Los Angeles, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from the Los Angeles County Road Department be referred to the
Engineering Department for investigation and report. Motion carried.
Communication from Assemblyman S. C. Masterson, Eleventh
District, transmitting a progress report of the Assembly Revenue and
Taxation Interim Subcommittee on Public Indebtedness, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from Assemblyman S. C. Masterson, Eleventh District, together
with progress report of the Assembly Revenue and Taxation Interim
Subcommittee on Public Indebtedness, be received and filed. Motion
carried.
Communication from Jeff's Foundry requesting a license
to conduct a foundry business at 2709 E. 26th Street, was read.
It was moved by Poxon, seconded by Malburg, that the request
of Jeff's Foundry be referred to the Fire Department with power to
act. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting
permission to employ Mrs. Alagonda Deanna Thoma as Fire Department
Secretary, Grade 4, effective March 16, 1958, to replace Mrs. Helen
Davidson who resigned, was read.
It was moved by Anderson, seconded by Poxon, that the request
of the Fire Chief be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting
permission to spend approximately $225.00 for landscaping the front
area at Station 2, was read.
It was moved by Poxon, seconded by Anderson, that the request
of the Fire Chief be approved. Motion carried.
Communication from Jean C. Dionne, Amusement Games and Juke
Boxes, with reference to installing acoin operated bowling game in
the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Jean C. Dionne, Amusement Games and Juke Boxes, be referred
to the City Attorney for investigation and report. Motion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, advising that Smith Booth Usher
Company have delivered a boom type mobile crane and accessories in
accordance with Specifications No. 218, and recommending that said
equipment be accepted and that payments be made in accordance with the
terms of the contract, was read.
It was moved by Poxon, seconded by Malburg, that the recom-
mendation of Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, be approved. Motion carried.

Resolution No. 2145 - A Resolution of the City Council of
the City of Vernon accepting one boom type mobile crane and accessories
from Smith Booth Usher Company, in accordance with Specifications No.
218 heretofore approved by the City of Vernon, was read.
It was moved by Malburg, seconded by Poxon, that Resolution
No. 2145 be approved and adopted. Motion carried.

Communication from Robert S. Stone, Director of Sanitation,
recommending that Vincent P. Kelley be advanced from Deputy Director
of Sanitation Grade 2 to Grade 1, effective April 1, 1958, was read.
It was moved by Mailliard, seconded by Poxon, that the recom-
mendation of the Director of Sanitation be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting
permission to equip the recently purchased mobile crane with emergency
red lights and later, when clearance is obtained from the California
State Highway Patrol, to install a siren, so that said vehicle could
be used for emergency purposes such as rescues, civil defense, etc.,
was read.
It was moved by Poxon, seconded by Mai1liard, that the
request of the Fire Chief be approved. Motion carried.
Communication from Vincent R. Poxon, Assistant City Attorney,
with reference to application of Theo. Hamm Brewing Company for a
license to conduct a business at 2080 E. 49th Street, recommending
that the application be approved upon the payment of the license fee,
was read.
It was moved by Poxon, seconded by Anderson, that the recom-
mendation of the Assistant City Attorney be approved. Motion carried.
Communication from Los Angeles County Flood Control District
with reference to District-wide Storm Drain Bond Issue Report,
requesting that a list of the most critical and urgently needed drains
within the allocation set forth for the City of Vernon be presented to
the District office not later than April 1, 1958, and requesting that
the recommended drains be listed in the order of most urgent need, was
read.
Communication was read from Mason, Muntz & Associates,
Consulting Engineers of the City of Vernon, with reference to request
of the Los Angeles County Flood Control District for a list of the
most critical and urgently needed storm drains within the allocation
set forth for Vernon jurisdictional area, namely $885,000.00, for
consideration in a possible Bond Issue Report, recommending that the
following list be submitted to the District:
Line No. 1 - Alameda, 48th, 46th, St. Charles Sts. and R/W
Line No. 2 - Santa Fe Ave., 27th, 28th, 30 th , 37th Sts.
and R/W
Line No. 3 - 26th St. and R/W

be prepared addressed to the Los Angeles County Flood Control District
listing the most critical and urgently needed storm drains within the
allocation set forth for Vernon jurisdictional area in accordance with
the recommendation of Mason, Muntz & Associates, Consulting Engineers
of the City of Vernon, and that the Mayor be authorized to sign said
letter for the City Council and that same be sent to the Los Angeles
County Flood Control District. Motion carried.
Communication from Sealite, Inc. requesting the City Council
to reconsider its previous action and approve the use of Sealite White
Oakum and Sealite acid-resistant caulking yarn on a specific project,
namely the Theo. Hamm Brewing Company, and transmitting two copies of
its Bulletin No. 600, White Oakum, and two copies of letters of
approval from various cities, was read.
Representatives of Sealite, Inc. appeared before the City
Council relative to said request.
It was moved by Anderson, seconded by Poxon, that a written
request to use Sealite wbite Oakum and Sealite acid-resistant caulking
yarn on said specific project would be required from the owner, namely,
the Theo. Hamm Brewing Company, before the City Council would
reconsider this matter, and that Theo. Hamm Brewing Company and
Sealite, Inc. be so advised in writing. Motion carried.
Report of the activities of the Police Department for the
period March 1 - 15, 1958 inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that the report
of the activities of the Police Department be received and filed.

Report of the activities of the Health Department for the
month of February, 1958, was presented. (Copy to each member of the
City Council.)
It was moved by Poxon, seconded by Anderson, that the report
of the activities of the Health Department be received and filed.

Communication from Fibreboard Paper Products Corp. submitting
drawings showing their proposed plan for connecting their No. 11 Well,
located on their parking lot on the north side of Pacific Boulevard,
to the existing eight-inch pipe line which is located under Pacific
Boulevard in a north-south direction, and is connected at present to
the City of Vernon water system, was read. (Fibreboard proposes to
extend their eight-inch line north to the Pacific Boulevard parking
lot and to relocate the City water connection.)
It was moved by Poxon, seconded by Malburg, that communi-
cation from Fibreboard Paper Products Corp. be referred to the
Engineering Department, the Health Department and the City Attorney
for investigation and report. Motion carried.

Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, recommending that Mr. Robert H. King,
Sanitary Engineer and Superintendent of the Water Department, be
authorized to attend the annual convention of The California Sewage
and Industrial Waste Association to be held in Stockton, California,
on April 23 to 26, 1958, inclusive, with an expense allowance of
$150.00, was read.
It was moved by Anderson, seconded by Poxon, that the recom-
mendation of Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, be approved. MOtion carried.
Communication from Mason, Muntz & Associates, Consulting
Engineers of the City of Vernon, submitting quotations received for
resurfacing a portion of Bandini Boulevard east of Downey Road, and
recommending that authority be granted to the Engineering Department
to issue a purchase order to Vernon Paving Company to do the work in
accordance with their low bid of $7.10 per ton based on an estimated
220 tons of asphalt concrete wearing surface, was read. (Estimated
total $1,562.00)

mendation of Mason, Muntz & Associates, Consulting Engineers of the
City of Vernon, be approved. MOtion carried.
Communication from Glen-Joe, Inc. requesting a license to
conduct a retail and wholesale frozen meat business at 3261 E. 44th
Street, was read.
It was moved by Poxon, seconded by Anderson, that the request
of Glen-Joe, Inc. be referred to the Director of Sanitation with power
to act. Motion carried.
Communication from L. C. Husted, Fire Chief, advising that
David W. Perkins, Hoseman Grade 3, has been ordered to report for
induction into the Armed Forces of the United States on April 24, 1958,
and recommending that Fireman Perkins be granted a leave of absence,
without pay, effective April 24, 1958 for the period of time that he
will be serving with the Armed Forces, was read.
It was moved by Anderson, seconded by Poxon, that the request
of the Fire Chief be approved. Motion carried.
Communication from Sierra Moving Service requesting a license
to conduct a business of moving and storing household goods at 4527
Loma Vista Avenue, was read.

of Sierra Moving Service be referred to the Fire Department with power

Communication from Louis J. Kroeger and Associates announcing
an extension of their services through the association with them of
Mr. John J. Schuck, a specialist in insurance evaluation, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from Louis J. Kroeger and Associates be received and filed.

Resolution No. 2144 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor and City Clerk to execute a
License Agreement with Golden Wool Company for the installation of a
sewer line on Sierra Pine Street, in the City of Vernon, in accordance
with Engineer's Drawing No. Al-1469, was read.
It was moved by Poxon, seconded by Mailliard, that Resolution
No. 2144 be approved and adopted. Motion carried.

Resolution No. 2143 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a License Agreement
with The Flintkote Company to cover construction of a l2-inch cast
iron water line across 52nd Street, in accordance with Engineering
Department Drawing No. A4-l480, was read.
It was moved by Poxon, seconded by Mailliard, that Resolution
No. 2143 be approved and adopted. Motion carried.

Ordinance No. 712 - An Ordinance of the City of Vernon
declaring its intention to close-up, vacate and abandon a portion of
30th Street (formerly Bethel Street), in the City of Vernon, County of
Los Angeles, State of California, was read in full for a first reading.
It was moved by Malburg, seconded by Mailliard, that Ordinance
No. 712 receive and pass a first reading. MOtion carried.

Ordinance No. 712 - .An Ordinance of the City of Vernon
declaring its intention to close-up, vacate and abandon a portion of
30th Street (formerly Bethel Street), in the City of Vernon, County of
Los Angeles, State of California, was read for a second reading by title.

Mr. John B. Moore, Administrative Assistant, reported
verbally that Mr. William Brower of The Pacific Telephone and Telegraph
Company had contacted him requesting that the City Council of the City
of Vernon adopt a resolution endorsing repeal of federal excise taxes
on telephone messages, and requesting that said resolution be directed
to Cecil R. King, Representative in Congress.
It was moved by Anderson, seconded by Poxon, that the City
Attorney be instructed to draft a resolution endorsing repeal of
federal excise taxes on telephone messages. Motion carried.
Mr. John B. Moore, Administrative Assistant, reported verbally
that the League of California Cities is currently engaged in a
comprehensive study of the grading and rattng of fire defenses, and
that the League requests that the City of Vernon grant to the League
written permission to obtain, use and publish whatever data concerning
the City of Vernon that the National Board of Fire Underwriters and
the Board of Fire Underwriters of the Pacific will make available.
It was moved by Anderson, seconded by Poxon, that the
Administrative Assistant be authorized to sign the form granting
permission to the League of California Cities to obtain, use and
publish data compiled by the National Board of Fire Underwriters and
the Board of Fire Underwriters of the Pacific concerning the City of
Vernon. Motion carried.
Chief Deputy City Clerk Ziemer made a verbal request for
authority to purchase a new adding machine for the Light and Power
Department from Remington Rand, Division of Sperry Rand Corporation,
at a total cost of $419.90 including sales tax. Chief Deputy City
Clerk reported that Hubbard and Smith, Attorneys at Law, had made an
offer of $75.00 for the Clary adding machine, Serial No. Al-18399,
now being used by the Light and Power Department, the same amount
offered by Remington Rand as a trade-in.
It was moved by Anderson, seconded by Poxon, that Chief
Deputy City Clerk Ziemer be authorized to purchase said adding machine
for the Light and Power Department, and that the offer of Hubbard and
Smith, Attorneys at Law, to purchase the Clary adding machine for
$75.00 be accepted. Motion carried.
The following excavation applications, all having approval
of the Engineering Department, were presented:
Application 21684 - A T & S FRy. Co. to extend existing
driveway apron and curb in N/s Fruitland
Avenue W/o Seville Avenue.

It was moved by Poxon, seconded by Anderson, that Building
Application No. 21699 be filed and permit granted subject to the
approval of the Building Engineer and the Fire Department. Motion
carried.
Itpayroll Warrant Register No. 8" covering payroll for the
period of February 1 to 28, which includes Demands Nos. 46 to 52
(both inclusive) drawn on the First National Bank of Vernon, totaling
$118,752.88, was examined and audited.
It was moved by Mailliard, seconded by Poxon, that "payroll
Warrant Register No. 81t be approved and payment authorized for Demands
Nos. 46 to 52 (both inclusive), with no exceptions. Motion carried.
"Warrant Register No. l81t covering claims and demands
presented during the period March 1 - 15, 1958, which includes Demands
Nos. 2005 to 2112 (both inclusive) drawn on the Citizens National Bank,
totaling $34,734.65 (accounting period March 1958), was examined and
audited.
It was moved by Mailliard, seconded by Poxon, that llWarrant
Register No. 18" be approved and payment authorized for Demands Nos.
