It was moved by Poxon, seconded by Anderson, that the minutes of the meeting of May 6, 1958 be approved as written and submitted. Motion carried. It was moved by Anderson, seconded by Poxon, that Ordinance No. 713 receive a third and final reading by title. Motion carried. Ordinance No. 713 - An Ordinance of the City of Vernon repealing all ordinances setting, establishing or limiting salaries of officers and employees of said City, was read for a third and final reading by title. It was moved by Poxon, seconded by Malburg, that Ordinance No. 713 receive and pass a third reading and be adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Communication from Utility Construction Company requesting permission to withdraw their bid submitted on May 6, 1958 for the construction of transmission main and rate-of-flow piping in accordance with Specifications No. 209, was read. Communication from James M. Montgomery, Consulting Engineer, submitting an analysis of the bids received on May 6, 1958 for the construction of Transmission Main and Rate-of-Flow Control Piping under Specifications No. 209, and recommending that a contract be awarded to Utility Construction Company in the amount of their low bid of $72,781.00, was read. It was moved by Anderson, seconded by Malburg, that the recommendation of James M. Montgomery, Consulting Engineer, be approved. Motion carried. Resolution No. 2174 - A Resolution of the City Council of the City of Vernon accepting the bid of Utility Construction Co. for the construction of Transmission Main and Rate-of-Flow Control Piping in accordance with Specifications No. 209 heretofore approved by the City Council, was read. (Authorizes mutual aid provided that such other municipality or county fire district shall have made a similar reciprocal agreement to furnish similar service to the City of Santa Fe Springs under like conditions.) Resolution No. 2170 - A Resolution of the City Council of the City of Vernon approving Mutual Aid Agreement between said City and various other cities and county territory in the 1st Regional District of the State of California, Civil Defense Region, and repealing all resolutions in conflict herewith, was read. It was moved by Poxon, seconded by Malburg, that Resolution No. 2170 be approved and adopted. Motion carried. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for the month of March, 1958, was read. Communication from The Regional Planning Commission of the County of Los Angeles transmitting a report entitled llpreliminary Report on a Plan of Recreation Areas Los Angeles Countyli, and advising that a public hearing has been scheduled to consider this Report on May 12, 1958, at 9:30 a.m., in the County Engineering Building, was read. It was moved by Poxon, seconded by Anderson, that communi- cation from The Regional Planning Commission of the County of Los Angeles, together with report'entitled liPreliminary Report on a Plan of Recreation Areas Los Angeles Countyli, be received and filed. Motion carried. Communication from Tidewater Oil Company submitting a bill from A. \.oJ. Jamie son, Con tr ac tor, in the amount 0 f $93.48, which represents additional labor and material used in installation of gasoline storage tanks for Police and Fire Departments, was read. (Originally plans had been made to install tanks next to the garage, but on the day of installation plans were changed and tanks were relocated 60 feet from the garage, which increased costs.) Communication from Regional~~ater Pollution Control Board No.4, Los Angeles Region, State of California, requesting that the City of Vernon immediately enforce the conditions of the permits which have been issued by the City of Vernon so that the wastes discharged from the Vernon-Alcoa Storm Drain will not violate the conditions specified in the Board's Resolution No. 53-2 - A Resolution Adopting Water Quality Objectives for the Los Angeles River, Its Tributaries and Tidal Prism, was read. (Copy to each member of the City Council.) It was moved by Poxon, seconded by ~fulburg, that communi- cation from Regional Water Pollution Control Board No.4, Los Angeles Region, State of California, be referred to R. H. King, Superintendent, Water and Sewer Systems, for investigation and report. Motion carried. Communication from Assemblyman S. C. Masterson transmitting a copy of the Proposed Agenda for the meeting of the Assembly Revenue and Taxation Subcommittee on Public Indebtedness to be held in the Council Chamber of the Richmond City Hall on May 23, 1958, was read. It was moved by Anderson, seconded by Malburg, that communi- cation from Assemblyman S. C. Masterson be received and filed. Motion carried. Copy of a letter addressed to Chief of Police R. H. Communication from California Milling Corporation, Trading Division, requesting a license to store grain for Commodity Credit Corporation at 2048 East 51st Street, was read. It was moved by Poxon, seconded by Malburg, that the request of Crown Cork and Seal Co. Inc. be approved and license granted. Motion carried. Communication from Childs Inc. requesting a license to conduct a long distance trucking business at 1775 Downey Road, was read. It was moved by Poxon, seconded by Anderson, that the request of Childs Inc. be approved and license granted. Motion carried. Communication from Russ Rummell requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, that the request of Russ Rummellbe referred to the Director of Sanitation and Fire Department with power to act. Motion carried. Communication from Glaser Bros. proposing to plant three trees under a regular permit in the parkway along the south side of Leonis Boulevard and easterly of Boyle Avenue, and requesting a ruling on the type of tree to be planted, was read. It was moved by Anderson, seconded by Mailliard, that Glaser Bros. be granted permission to plant three white oleander trees under a regular permit in the parkway along the south side of Leonis Boulevard and easterly of Boyle Avenue, with the stipulation that Glaser Bros. keep said trees well pruned and the area around the trees clean. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting that he be authorized to attend the 38th Annual State Peace Officers' Convention June 8, 9, 10 and 11, 1958, to be held in Long Beach, California, with an expense allowance of $75.00, was read. It was moved by Anderson, seconded by Malburg, that the request of the Police Chief be approved. Motion carried. Report of activities of the Police Department for the period May 1 - 15, 1958 inclusive, was presented. It was moved by Malburg, seconded by Poxon, that the report of activities of the Police Department be received and filed. Motion carried. Communication from Kal Kan Foods, Inc. advising that they have recently purchased a portion of Lot 9 of the 500 Acres Tract of Los Angeles Fruitland Association, in the City of Vernon, requesting that the City of Vernon furnish them water directly from its wells, was read. (Mr. King advised company that inasmuch as they do not have (-I: I I 5/20/58 access to a public street it would be necessary for them to obtain an easement from the owner of the Cowboy Cafe allowing them to place a pipeline from their property to the water main on Downey Road.) It was moved by Malburg, seconded by Poxon, that the City Clerk be instructed to notify Kal Kan Foods, Inc. that it is not feasible to furnish water to their property directly from City of Vernon wells and that it will be necessary for said company to obtain an easement to allow a pipeline to be placed from their property to the water main on Downey Road; and that R. H. King, Superintendent, Water and Sewer Systems, be instructed to check the meter connection serving Cowboy Cafe for the purpose of determining if any of the water metered through this service is being used outside the City limits of Vernon, and to make a report of his findings to the City Council. Motion carried. Communication from Robert S. Stone, Director of Sanitation, with reference to business license application from Mox Wrecking Company, enclosing a copy of a letter sent to that company stating Health Department requirements, and recommending that the application not be approved until the company has complied with these requirements, was read. (Copy of letter to MoxWrecking Company to each member of the City Council.) It was moved by Anderson, seconded by Poxon, that the recommendation of the Director of Sanitation be approved and that MoxWrecking Company not be granted a license until the company has complied with the Health Department requirements. Kelley has been employed as Pumping Plant Operator, Grade 4, effective April 18, 1958, in accordance with authorization from the City Council on April 15, 1958, was read. Hubbard upon his retirement as City Attorney of the City of Vernon, was read. THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: WHEREAS, Carson B. Hubbard has been an officer of the City of Vernon since November 13, 1923; and WHEREAS, on June 21, 1949 said Carson B. Hubbard was appointed City Attorney of said City and has continuously held that office to the date of his retirement on April 30, 1958; and WHEREAS, the City Council of the City of Vernon wishes to extend its sincere appreciation for the excellent work so capably and unselfishly given to the City Government of said City, always in the best interests of the City and the inhabitants thereof; and WHEREAS, the City Council of the City of Vernon desires to place upon its official records a resolution of appreciation for the devoted and faithful service rendered by Carson B. Hubbard, as City Judge and as City Attorney of said City. NOW, THEREFORE, BE IT RESOLVED: Section 1: That we, the City Council of the City of Vernon, cause this resolution to be spread upon its minutes and direct that a copy thereof be delivered to Carson B. Said drawing shows the proposed plan for use of the property to be condemned in 9 I I 5/20/58 the vicinity of 26th and Soto Streets. It was moved by Poxon, seconded by Anderson, that the proposed plan for site improvements as shown on Engineering Depart- ment Drawing No. A4-l49l be approved. Motion carried. City Attorney Poxon requested authority to engage Fairchild Aerial Surveys Inc. to make an aerial photograph of the buildings and property of Rheem Manufacturing Company located in the block bounded by Leonis Boulevard, Boyle Avenue, 50th Street and Alcoa Avenue, for use in connection with the condemnation proceedings involving property located in the vicinity of Soto and 26th Streets. It was moved by Anderson, seconded by Malburg, that the request of the City Attorney be approved. Motion carried. The question relative to the interior color schemes for the new municipal houses now under construction was discussed. It was moved by Malburg, seconded by ~~illiard, that the tenants be allowed to choose the color of interior paint, tile and linoleum to be used in the new municipal houses now being constructed, provided that the colors are in pastel shades and subject to final approval by a committee of two, consisting of R. J. Furlong, Mayor and R. H. King, Superintendent, Water and Sewer Systems. 11otion carried. The City Clerk presented the applications that had been submitted by various persons desirous of leasing city-owned houses. It was moved by Poxon, seconded by Anderson, that the city- owned house located at 4327 Furlong Place be leased to Jack Wallace, Assistant Foreman in the Street Department, as soon as it becomes available. Motion carried. It was moved by Poxon, seconded by Anderson, that the city- owned house now being constructed at 3361 Fruitland Avenue be leased to R. H. King, Superintendent, Water and Sewer Systems, as soon as it is completed. Motion carried. It was moved by Malburg, seconded byPoxon, that the city- owned house now being constructed at 3357 Fruitland Avenue be leased to S. E. Hogan, Captain in the Police Department, as soon as it is completed. Motion carried. It was moved by Poxon, seconded by Anderson, that the house now being constructed at 3345 Fruitland Avenue be leased to C. H. Mailliard, Councilman, as soon as it is completed. Motion carried. It was moved by Poxon, seconded by Anderson, that the house now being constructed at 3550 E. Vernon Avenue be leased to Oswald E. Colbeth, Pumping Plant Operator, as soon as it is completed. Motion carried. It was moved by Poxon, seconded by Anderson, that the city- owned house now being constructed at 3353 Fruitland Avenue not be assigned to anyone at this time. Gas Co. to repair gas mains at 2 locations, one in Santa Fe Avenue and one in Alameda Street. Application 21772 - So. Pacific Co. to replace broken frog in railroad track in 57th Street at the intersection of 2nd Street. Application 21773 - Golden Wool Co. to construct temporary A.C. driveway in wls Sierra Pine Avenue. Application 21774 - So. Calif. Gas Co. to install a 3/4" gas service to 2516 E. 49th Street.
