MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VER}!ON
HELD JUNE 17, 1958 AT TI~O O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of June 4, 1958 be approved as written and submitted.
Motion carried.
It was moved by Poxon, seconded by Malburg, that Ordinance
No. 714 receive a third and final reading by title. Motion carried.
Ordinance No. 714 - An Ordinance of the City of Vernon
providing for the City Pound Department, City Poundmaster; for the
licensing of dogs and for the regulation and impounding of dogs and
other animals, was read for a third and final reading by title.
It was moved by Anderson, seconded by Malburg, that Ordinance
No. 714 receive and pass a third reading and be adopted. Motion carried.

Communication from Robert Weisman dba Bob's Lunch Service
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Robert Weisman dba Bob's Lunch Service be approved and
license granted. Motion carried.
Communication from Vernon Industrial Medical Center
requesting a license to conduct an industrial medical center business
at 1665 Downey Road, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Vernon Industrial Medical Center be approved and license
granted. Motion carried.
Communication from R. Floyd ~~rshall, Certified Public
Accountant, requesting a license to conduct a public accounting
business at 4521 Produce Plaza, was read.
It was moved by Malburg, seconded by Poxon, that the request
of R. Floyd Marshall, Certified Public Accountant, be approved and
license granted. Motion carried.
Communication from Meat Packers, Incorporated and Western
States Meat Packers Association requesting a license to operate a
trade association at 3399 E. Vernon Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Meat Packers, Incorporated and Western States Meat Packers
Association be approved and license granted. Motion carried.

Communication from David D. Grayson, Traffic Engineer
with reference to communication from Proto Tool Company regardi~g
certain traffic movements on Washington Blvd. near the intersection
with Downey Road, recommending a "first stage" improvement at the
approaches to this intersection as outlined in letter from the Los
Angeles County Road Department, and requesting authority to contact
the City of Los Angeles to obtain their approval to arrange for the
work to be accomplished, was read. (The "first stagell improvement
involves street painting.)
It was moved by Poxon, seconded by Malburg, that the request
of the Traffic Engineer be approved. Motion carried.
Communication from David D. Grayson, Traffic Engineer,
advising that nCity of Vernonll and "Vernon City Limitll signs have
been installed with the exception of the one at Fruitland Avenue due
to construction work on Downey Road, was read.
It was moved by Malburg, seconded by Poxon, that communi-
cation from the Traffic Engineer be received and filed. MOtion carried.
Communication from David D. Grayson, Traffic Engineer,
advising that the resurfacing of a portion of Bandini Blvd. east of
Downey Road has been completed, was read.
It was moved by Malburg, seconded by Poxon, that communi-
cation from the Traffic Engineer be received and filed. Motion carried.
Communication from David D. Grayson, Traffic Engineer,
advising that the request which was made to the City Council at the
meeting of June 4, 1958 to advance M. Sanchez, Laborer Grade 3 to
Grade 2, should have been for S. Sanchez, Laborer Grade 2 to Grade 1,
and requesting authority to advance S. Sanchez to Laborer Grade 1,
effective July 1, 1958, and to advise M. Sanchez of the error, was
read. (Copy to each member of the City Council.)
It was moved by Anderson, seconded by Poxon, that the request
of the Traffic Engineer be approved. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
requesting authority to employ Mr. R. David Harrison, Jr., as Chainman
Grade 1, effective July 16, 1958 through August 31, 1958, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the City Engineer be approved. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
advising that the cost of removing approximately 1200 square feet of
asphalt concrete from the back yard of Municipal House No. 13 at
3365 Fruitland Avenue will be about $75.00 by using City forces, was
read.
It was moved by Anderson, seconded by Malburg, that the
Engineering Department be authorized to have the asphalt concrete
removed from the back yard of Municipal House No. 13, located at
3365 Fruitland Avenue, using City forces, provided that Mr. Daniel
Brenning Jr. will plant a lawn and shade trees in accordance with
his proposal outlined in letter to the City Council, dated June 2,
1958. Motion carried.

Communication from Arthur E. Nelson, Jr., City Engineer,
advising that the Engineering Department has checked the corrected
legal description in the attached application from Southern Pacific
Company to relocate the spur track in 57th Street and in 1st Street,
and recommending that the relocation be granted, was read.
Ordinance No. 715 - An Ordinance of the City of Vernon
granting a franchise to Southern Pacific Company, a Delaware
corporation, and its successors and assigns, to construct, maintain
and operate a spur track across and upon First Street and East 57th
Street in the City of Vernon, California, and repealing Ordinance
No. 295, was read in full for a first reading.
It was moved by Poxon, seconded by Anderson, that Ordinance
No. 715 receive and pass a first reading. Motion carried.

Ordinance No. 715 - An Ordinance of the City of Vernon
granting a franchise to Southern Pacific Company, a Delaware
corporation, and its successors and assigns, to construct, maintain
and operate a spur track across and upon First Street and East 57th
Street in the City of Vernon, California, and repealing Ordinance
No. 295, was read for a second reading by title.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 715 receive and pass a second reading. Motion carried.

Communication from H. G. Woodworth, dated June 5, 1958,
g~v~ng 30-days notice of his intention to move from city-owned house
No. 6 located at 4326 Furlong Place, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from H. G. Woodworth be received and filed. Motion carried.
Communication from C. o. Fiedle~, Inc. requesting a license
to use the warehouse at the northeast corner of 2149 East 37th Street
for the purpose of blending and storing detergent and abrasive
chemicals and stone, and enclosing, at the request of City Fire
Marshal Colvin, a complete list of the chemicals that will be stored
and/or mixed at this property, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of C. O. Fiedler, Inc. be approved and license granted.
Motion carried.
Communication from the League of California Cities, Los
Angeles County Division, advising that the Metropolitan Government
Study Commission will meet Monday, June 30, at 2:30 p.m., Assembly
Room 115, State Building, 217 West First Street, Los Angeles, and
requesting that the City of Vernon appoint a government representative
and his alternate, and a citizen representative and his alternate, to
the Metropolitan Government Study Commission, was read. (Each City

is entitled to one official representative and alternate, and one
citizen representative and alternate.)
It was moved by Poxon, seconded by Anderson, that R. J.
Furlong, Mayor, be appointed as government representative of the City
of Vernon to the Metropolitan Government Study Commission and L. C.
Malburg, Councilman, as his alternate, and that Mr. Easton R. Roberts
be appointed as citizen representative of the City of Vernon to the
Metropolitan Government Study Commission and Mr. Jack Manildi as his
alternate. Motion carried.
Communication from Robbins Aviation, 2350 East 38th Street,
advising that they are experiencing problems of ingress and regress
to the public alley east of their property, due to people continually
parking their cars and trucks on this public thoroughfare which is
quite narrow, and requesting that appropriate action be taken to
insure full usage of this public thoroughfare, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from Robbins Aviation be referred to the Police Department with
power to act. Motion carried.
Communication from Carl A. Heinze, Consulting Electrical
Engineer, submitting bids received for two chain link gates, 6' x 20',
which are no longer in use, and recommending that the bid submitted
by Mr. Leonard D. Johnson, in the amount of $50.00, be accepted, was
read.
It was moved by Anderson, seconded by Mailliard, that the
recommendation of the Consulting Electrical Engineer be approved and
the two chain link gates be sold to Mr. Leonard D. Johnson for the
sum of $50.00. Motion carried.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, recommending that Resolution No. 2012 be repealed
and that a new resolution be drafted appointing R. H. King as Deputy
State Purchasing Agent for the City of Vernon, and D. D. Grayson as
Assistant Deputy State Purchasing Agent for the City of Vernon,
replacing Mr. Clarence Forncrook, was read.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, advising that the State of California Disaster
Office's Bulletin No. 40 recommends that Civil Defense Narcotics
Procurement Officers be appointed by the local Civil Defense Director,
and recommending that Dr. C. E. Nemethi and Dr. Chas.McCallister be
appointed Assistant Deputy State Purchasing Agents, and that they be
designated as Civil Defense Narcotics Procurement Officers, was read.
Resolution No. 2182 - A Resolution of the City Council of
the City of Vernon repealing Resolution No. 2012 and appointing
R. H. King, Deputy State Purchasing Agent, appointing D. D. Grayson,
Assistant Deputy State Purchasing Agent, appointing Dr. C. E. Nemethi
and Dr. Chas. McCallister, Assistant Deputy Purchasing Agents for
the City of Vernon, was read.
It was moved by poxon, seconded by Malburg, that Resolution
No. 2182 be approved and adopted. Motion carried.

Engineer, submitting cost estimates for cleaning the drains and filling
with sand the cattle underpasses and ramps in certain streets. The
lowest quotation, which was submitted by A. A. Alexander, is listed

It was moved by Anderson, seconded by Poxon, that the
quotation received from A. A. Alexander,for cleaning the drains and
filling with sand the cattle underpasses in certain streets, be
accepted and authority be granted to the Engineering Department to
issue individual purchase orders for said work so that traffic will
not be unduly interfered with in City streets. Motion carried.
Communication from Gale F. Wilson, former Vernon Police
Officer, requesting permission to rent one of the city-owned two-
bedroom houses, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Gale F. Wilson be received and filed for future reference.
Motion carried.

requesting permission to advance the following men from Grade 2 to

Communication from Hargrave Freight Terminal requesting a
license to conduct a trucking business at 4527 Loma Vista Avenue,
was read.
It was moved by Malburg, seconded by Poxon, that the request
of Hargrave Freight Terminal be approved and license granted. Motion
carried.
Communication from R. H. Bockhacker, Police Chief,
requesting permission to employ Mr. Lloyd N. Stronach as Policeman
Class 1, effective July 1, 1958, was read.

Communication from John B. Moore, Administrative Assistant,
requesting that, in the interest of simplification, authority be
granted to change the present title of IIAdministrative Assistant to
the City Council" to the more appropriate and simple title of
"Administrative Officer", was read.

amending Ordinance No. 648 heretofore adopted by said City, was read
in full for a first reading.

advising that the Vernon Paving Company has completed the construction
of asphalt concrete pavement resurfacing in 'Washington Blvd. west of
Downey Road, in accordance with Specifications No. 219, and recom-
mending that the work be accepted and that authority be granted to
pay for same in accordance with the terms of the contract, was read.
Resolution No. 2183 - A Resolution of the City Council of
the City of Vernon accepting the construction of asphalt concrete
pavement resurfacing in Washington Boulevard west of Downey Road in
accordance with Specifications No. 219 of said City, was read.

Resolution No. 2183 be approved and adopted. Motion carried.

that new lease agreement, as submitted, between the City of Vernon
and MOtor Officer Grover C. Robbins for one 1958 Harley-Davidson
Motorcycle, Engine #58FLH5885, be approved, effective June 12, 1958,
was read.
It was moved by Anderson, seconded by Poxon, that the
requests of the Police Chief be approved and that new lease agreement
be executed by the City of Vernon. Motion carried.

requesting that F. E. Sweeney be advanced from Detective Grade 3
to Detective Grade 2, effective July 1, 1958, was read.

request of the Police Chief be approved and that lease agreement
between the City of Vernon and Sergeant A. E. Chrisman for one 1955
Harley-Davidson Motorcycle be terminated, effective as of July 1,

Communication from Henry J. Fuelscher requesting a license
to conduct a wholesale meat jobber business at 5050 S. Alameda Street,
was read.

request of Henry J. Fuelscher be approved and license granted. Motion

Communication from Sidney Sall, Green Jug Liquors,
requesting that his permit to carryon his person a firearm for the
protection of his person and property be renewed, was read.

Communication from Automatic Fire Protection Co. requesting

request of Automatic Fire Protection Co. be approved and license
granted. Motion carried.
Communication from Nicoll Sales Company requesting a
license to conduct a business of manufacturers representative catering
to wholesale plumbing, heating and hardware jobbers, at 4565 and 4595
Pacific Blvd., was read.
It was moved by Poxon, seconded by Malburg, that the request
of Nicoll Sales Company be approved and license granted. Motion
carried.
Communication from Norris-Thermador Corporation requesting
a permit to haul refuse from their premises located at 5215 S. Boyle
Avenue over the public streets to an authorized dump or incinerator
outside the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Norris-Thermador Corporation be approved and permit granted.
Motion carried.
Communication from the Vernon Chamber of Commerce advising
that its Board of Directors, on June 10, 1958, adopted a resolution
commending Fire Chief Husted and his Department for the services
furnished by them in fighting the Hancock Oil Company fire and further
commending Fire Chief Husted for having the foresight and knowledge
of fire fighting so as to have available the specialized kind of
equipment for fighting large industrial fires, was read.
It was moved by Malburg, seconded by Anderson, that communi-
cation from the Vernon Chamber of Commerce be received and filed.

Communication, was read, from R. H. King, Superintendent,
w~ater and Sewer Systems, advising that the Water Department has
approximately 600 lbs. of scrap bronze and brass material and approxi-
mately four tons of scrap iron and steel, and submitting the following
bids received for said material:

abovementioned scrap to Nathan S. Colen and Son, Inc., the highest

Communication from Robbins Employment Agency requesting a
license to conduct a business of hiring personnel for the trucking
industry at 2636 Leonis Blvd., was read.
It was moved by Poxon, seconded by Malburg, that the request
of Robbins Employment Agency be approved and license granted. Motion

a corporation, and its lessee, Union Pacific Railroad Company, a
corporation, and Southern Pacific Company, a corporation, their
successors and assigns, to operate and maintain a spur track in the
first alley east of Santa Fe Avenue and across East 26th, 27th, 28th
and 30th Streets in the City of Vernon, and repealing all ordinances
or resolutions in conflict herewith, was read in full for a first
reading.

A general discussion was held with reference to the amount
of rent to be charged for new city-owned houses now being constructed
on Fruitland Avenue and on Vernon Avenue, in accordance with Speci-
fications No. 216.
It was moved by Malburg, seconded by Mailliard, that the
rent for the city-owned houses now being constructed, in accordance
with Specifications No. 216, at 3345, 3353, 3357 and 3361 Fruitland
Avenue and at 3550 E. Vernon Avenue be set at $45.00 per month.
Motion carried.

audited.
