IN THE EQUIPMENT ROOM OF FIRE STATION NO. 1 LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA, DUE TO EMERGENCY CONSTRUCTION 'WORK ON CEILING OF THE COUNCIL CHAMBERS AND ROOF OF THE CITY HALL . It was moved by Anderson, seconded by Poxon, that minutes of the meeting of June 17, 1958 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids submitted for the construction of the Vernon-Alcoa Relief Sewer, in accordance with Specifications No. 220. It was moved by Anderson, seconded by Poxon, that Ordinance No. 715 receive and pass a third reading and be adopted. Motion carried. Communication from western-Sinclair, Plain and Printed Tape Co., Inc. requesting a license to conduct a business of printed gummed paper tapes and pressure sensitive tapes at 4727 East 48th Street, was read. It was moved by Poxon, seconded by Malburg, that the request of Western-Sinclair, Plain and Printed Tape Co., Inc. be approved and license granted. Motion carried. Communication from South Lease Inc. requesting a license to conduct a truck servicing business at 2755 East 26th Street, was read. It was moved by Malburg, seconded by Anderson, that the request of South Lease Inc. be approved and license granted. Motion carried. Communication from Mr. Kenneth Miller requesting the City Council to reconsider the installation of streetcar loading zones of the type now in use on Santa Fe Avenue for installation on Vernon Avenue from Santa Fe West to Alameda Street, was read. It was moved by Poxon, seconded by l~lburg, that the request of Mr. Kenneth Miller be referred to the Traffic Engineer and the Police Chief to make a survey of Vernon Avenue as soon as construction of Metropolitan Water District pipeline is completed, and to make a report to the City Council relative to the feasibility of installing streetcar loading zones on Vernon Avenue. Motion carried. Communication, was read, from R. H. Bockhacker, Police Chief, requesting authority to employ the following as Policemen, Class 4, effective July 1, 1958, pending physical examination and investigation: Jerome Howard Morey Benny Clyde Thomason Anthony L. Dw-yer, Jr. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief be approved. Motion carried. I I 7/1/58 Communication from R. H. Bockhacker, Police Chief, requesting authority to purchase one 1958 Ford Sedan from King Motor Company at a price of $1,914.45, was read. It was moved by Poxon, seconded by Malburg, that the request of the Police Chief be approved. Motion carried. Communications from R. R. Vance and D. D. Caque1in tendering their resignation as employees of the Vernon Police Department, effective as of the close of their tour of duty on June 29, 1958, were read. It was moved by Poxon, seconded by Mai11iard, that the resignations of R. R. Vance and D. D. Caque1in, as employees of the Vernon Police Department, be accepted, effective as of the close of their tour of duty on June 29, 1958. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to advance Mrs. A. D. Thoma, Fire Department Secretary, from Grade 4 to Grade 3, effective July 1, 1958, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Poxon, that the request of the Fire Chief be approved with a stipulation that the advancement of Mrs. Thoma not be construed as a pattern for other employees. Motion carried. Communication from G. G. Skalsky, Assistant Director of Civil Defense, advising that the City of Vernon has received a check in the amount of $205.00, which represents Federal Civil Defense Administration's portion of the charges of the Gonsett Radio, City to Area Net, which was approved by the City Council for purchase on December 3, 1957, was read. It was moved by Malburg, seconded by Poxon, that communi- cation from the Assistant Director of Civil Defense be received and filed. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, advising that Grinnell Company of the Pacific has delivered two diaphragm-type valves in accordance with Schedule IV of Specifications No. 208, and recommending that the material be accepted and that authority be granted to pay the sum of $1,768.92 to Grinnell Company of the Pacific, was read. Resolution No. 2184 - A Resolution of the City Council of the City of Vernon accepting two diaphragm-type valves from Grinnell Company of the Pacific, in accordance with Schedule IV of Specifi- cations No. 208 heretofore approved by the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that Resolution No. 2184 be approved and adopted. Motion carried. Nelson, Jr., City Engineer, transmitting Engineering Department Plan No. B4C-148l, Plan and Profile for construction of an eight-inch water main in Second Street from 310 feet to 553 feet south of the center line of 57th Street, I I 7/1/58 and recommending that said plan be approved and that authority be granted to construct this line using City forces, at an approximate cost of $1,836.00, was read. It wasnoved by Poxon, seconded by Malburg, that the recom- mendation of the City Engineer be approved. Motion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for month of April, 1958, was read. It was moved by Malburg, seconded by Mailliard, that the report of the Consulting Electrical Engineer be received and filed. Motion carried. Communication from Southern California Edison Company, dated June 24, 1958, transmitting check in the amount of $149,339.43 in payment of rental of leased property, was read. The City Attorney read a letter that had been prepared for signature by Mayor R. J. Furlong, addressed to Southern California Edison Company, acknowledging receipt of letter dated June 24, 1958 and the check enclosed, and accepting the check with the understanding set forth in the last paragraph of Edison's letter. It was moved by Malburg, seconded by Mailliard, that the check tendered by Southern California Edison Company in the amount of $149,339.43 be accepted, subject to verification of the amount by Consulting Electrical Engineer Heinze, with the understanding set forth in the last paragraph of letter dated June 24, 1958 from Edison, and that the Mayor be authorized to sign the letter of acceptance as read, and that same be forwarded to Edison. Motion carried. Communication from Mason, Muntz & Associates, Architects & Engineers, transmitting Change Order No. 5 to Specifications No. 217 for repairing door and jamb on the exterior south entrance to City Hall, and for weatherstripping and dustproofing the exterior openings of the City Hall and Fire Station No.1, together with proposal from Menke Bros., Inc. to do said work for a total cost of $1,591.00, was read. (Copy to each member of the City Council.) Resolution No. 2186 - A Resolution of the City Council of the City of Vernon approving Change Order No. 5 to Specifications No. 217 and providing for additions and alterations, was read. It was moved by Poxon, seconded by t1alburg, that Resolution No. 2186 be approved and adopted. Motion carried. Nemethi, M.D., Health Officer, requesting approval to schedule the chest x-ray survey for the City of Vernon employees on July 23, 1958, from 7:00A.M. until 11:30 A.M., was read. It was moved by Malburg, seconded by Poxon, that the request of the Health Officer be approved. Motion carried. Communication from Hoertig Iron Works advising that they have purchased the facilities of the Modern Iron Works, at 4850 Pacific Blvd., and requesting a license to conduct a business of fabricators of light structural steel and miscellaneous iron for the building trade at said address, was read. It was moved by ~~lburg, seconded by Mailliard, that the request of Hoertig IronWorks be approved and license granted. Motion carried. Report of the Finance Committee, dated June 18, 1958, submitting budget recommendations for the fiscal year 1958-59, was read. (Copy to each member of the City Council.) A general discussion was held with reference to reconsidering the request of the Fire and Police Departments that the City purchase the Safety Members Widows Clause protection available from the State Employees Retirement System. I I 7/1/58 It was moved by Poxon, seconded by Anderson, that authority be granted to have an actuarial survey made to determine how much additional money it would cost the City per year to purchase the Safety Members Widows Clause protection; that the State Employees Retirement System be contacted to determine how many cities have taken advantage of this sec~ion; and that the matter of purchasing the Safety Members Widows Clause be reconsidered after these facts have been determined. Motion carried. The City Clerk recommended that ~10,000.00 be added to the Care of Building and Grounds budget to provide funds for the additional change orders to Specifications No. 217 for rehabilitation of the City Hall building. It was moved by Malburg, seconded by Anderson, that the recommendation of the City Clerk be approved. MOtion carried. Discussion was held with reference to providing additional office space for City personnel. It was moved by Anderson, seconded by Malburg, that $150,000.00 be included in the budget for acquisitions and improvements. Motion carried. It was moved by Anderson, seconded by Poxon, that the City Attorney be instructed to draft the budget resolution in accordance with the recommendations of the Finance Committee, plus the additions to the Care of Building and Grounds budget and to the Acquisitions and Improvement budget as authorized. Motion carried. Resolution No. 2185 - A Resolution of the City Council of the City of Vernon fixing the compensation for certain ernpl()ye,~s of said City as of July 1, 1958, authorizing certain expense allowances, and repealing all resolutions in conflict herewith, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2185 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Halburg, Poxon Noes: None Absent: None Communication from Mason, Muntz & Associates, Architects & Engineers, with reference to roof trusses at the City Hall, recom- mending that the existing roof tile be removed immediately to lessen the load, that the roof trusses be restored and strengthened; and that the ceiling supports be similarly repaired, was read. (The General Contractor, Menke Bros., Inc. estimated that the cost of the work would be $5,500.00 provided that other unforeseen conditions do not arise during the course of the repair.) (Copy to each member of the City Council.) It was moved by Poxon, seconded by Malburg, that the recom- mendation of Mason, Muntz & Associates, Architects & Engineers, be approved and the General Contractor, Menke Bros., Inc. be authorized to do the work. Bockhacker, Police Chief, submitting Lease ~~reement between the City of Vernon and Motor Officer I. L. Brummett for one 1955 Harley Davidson Motorcycle, Engine #FL1673, and requesting that the City of Vernon approve said lease, effective July 1, 1958, was read. It was moved by Anderson, seconded by Malburg, that the request of the Police Chief be approved and that Lease Agreement be executed by the City of Vernon. Motion carried. Communication from Albright Transportation Service requesting a license to conduct a general freight business at 2850 S. Alameda Street, was read. It was moved by Anderson, seconded by Poxon, that the request of Albright Transportation Service be approved and license granted. Motion carried. Communication from John B. Moore, Administrative Assistant to the City Council, with reference to reservation of hotel suite, Annual Conference League of California Cities, October 26-29, 1958, Los Angeles, California, was read. It was moved by Anderson, seconded by Poxon, that the Administrative Assistant be authorized to make reservations for a two-bedroom hotel suite with parlor, at the Biltmore as first choice and the Statler as second choice, in order that the representatives of the City attending the annual conference of the League of California Cities may have a location in which to rest and entertain between sessions, the cost of said suite not to exceed $30.00 per day. Motion carried. Communication from State of California, Department of Public works, transmitting a copy of a resolution, which was adopted by the Engineering Division of the 1957 Governor1s Traffic Safety Conference, urging legislative bodies to authorize and support the engineer in a program of cooperative highway planning with other jurisdictions so as to to effect integration in the planning of highway systems among local agencies, was read. It was moved by Poxon, seconded by ~~lburg, that communi- cation from State of California, Department of PUblic Works, be referred to the Traffic Engineer. Motion carried. Communication from R. H. Bockhacker, Police Chief, recom- mending that Lease Agreement between the City of Vernon and Motor Officer S. J. Williams for one 1956 Harley Davidson Motorcycle, Engine #56FLH1782, be renewed effective as of July 17, 1958, was read. It was moved by Anderson, seconded by Malburg, that the recommendation of the Police Chief be approved and that said Lease Agreement be renewed. Motion carried. Communication from R. H. Walter for one 1956 Harley Davidson Motorcycle, Engine #56FL1447, be renewed effective as of July 6, 1958, was read. It was moved by Anderson, seconded by Malburg, that the recommendation of the Police Chief be approved and that said Lease .Agreement be renewed. Motion carried. Communication from David D. Grayson, Traffic Engineer, requesting that Mr. Merwin Hansen and he be authorized to attend a course in Traffic Engineering, which is being given by the Institute of Transportation and Traffic Engineering at the University of California at Los Angeles, August 25-29, 1958, inclusive, and requesting that the City pay the cost of registration, $35.00 each, and authorize a miscellaneous expense allowance of $25.00 each, was read. It was moved by poxon, seconded by Anderson, that the request of the Traffic Engineer be approved. Motion carried. ''Warrant Register No. 25" covering claims and demands presented during the period June 16 to 30, which includes Demands Nos. 2913 to 3047 (both inclusive) drawn on the Citizens National Bank, totaling $80,879.78 (accounting period July, 1958), was examined and audited.
