MINUTES OF A REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF VERNON HELD AUGUST
5, 1958 AT TWO O'CLOCK P.M. IN THE EQUIP-
MENT ROOH OF FIRE STATION NO. 1 LOCATED
AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA,
DUE TO EMERGENCY CONSTRUCTION WORK ON
CEILING OF THE COUNCIL CHAMBERS AND ROOF
OF THE CITY HALL.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Halburg, poxon
COUNCIL ABSENT: None
The meeting was called to order by Hayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of July 15, 1958 be approved as written and submitted.
Motion carried.
The Clerk announced that this was the time and place for
opening of bids for construction of water main and appurtenances in
Pacific Boulevard, from Santa Fe Avenue to Fruitland Avenue, in
accordance with Specifications No. 222.
It was moved by Malburg, seconded by Poxon, that the Clerk
be instructed to open and read the bids submitted. Motion carried.

It was moved by Poxon, seconded by Malburg, that the
bids submitted for construction of water main and appurtenances in
Pacific Boulevard, from Santa Fe Avenue to Fruitland Avenue, in
accordance with Specifications No. 222, be referred to the City
Engineer and City Attorney for checking and report. Hotion carried.
Communication from F. A. Ziemer, City Clerk, submitting
Specifications No. 224 for furnishing one accounting machine and
accessories to be used in the Office of the City Clerk, and recom-
mending that said Specifications be approved and that authority be
granted to advertise for bids, was read. (Copy of Specifications
to each member of the City Council.)
Resolution No. 2194 - A Resolution of the City Council of
the City of Vernon approving Specifications No. 224 for the furnishing
and delivery to the City of Vernon of one accounting machine and
accessories, was read.
It was moved by Poxon, seconded by Anderson, that Resolution
No. 2194 be approved and adopted. Hotion carried.

Resolution No. 2195 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for the furnishing and delivery to the City of
Vernon of one accounting machine and accessories in accordance with
Specifications No. 224, was read.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 2195 be approved and adopted. Motion carried.

Communication from Kay Meat Company requesting a license
to conduct a wholesale meat business at 3137 E. Vernon Avenue, was
read.

Communication from States Warehouses, Inc., Division of
Panda Terminals of Calif., Inc. requesting a license to conduct a
public warehousing business at 4514 Loma Vista Avenue, was read.
It was moved by Malburg, seconded by Poxon, that the request
of States Warehouses, Inc., Division of Panda Terminals of Calif.,
Inc. be approved and license granted. Motion carried.
Communication from Utility Crate Corporation requesting
a license to conduct a business of manufacturing wood crates and
related products at 2924 Sierra Pine Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Utility Crate Corporation be referred to the Fire Department
with power to act. Motion carried.
Communication from Federal Meat Company requesting a license
to conduct a wholesale meat business at 3501 E. Vernon Avenue, was
read.
It was moved by Poxon, seconded by Malburg, that the request
of Federal Meat Company be approved and license granted. Motion
carried.
Communication from Great Western Bag Corporation requesting
a license to conduct a business of manufacturing, distribution and
storage of paper products at 4530 Loma Vista Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the request
of Great Western Bag Corporation be approved and license granted.
Motion carried.
Communication from G. & H. Fast Freight requesting a
license to conduct a trucking business at 2750 S. Alameda Street,
was read.
It was moved by Malburg, seconded by Mailliard, that the
request of G. & H. Fast Freight be approved and license granted.

license to conduct a business of distributing packages at 2850 S.
Alameda Street, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Package Distributing Co. be approved and license granted.
Motion carried.
Communication from Merrifield Trucking Company requesting
a license to conduct a frozen food transportation business at 2835 S.
Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Merrifield Trucking Company be referred to the Director
of Sanitation with power to act. Motion carried.

Communication from Public Utilities Commission of the State
of California advising that hearings will be held on Case No. 6148,
Investigation on the Commission's own motion concerning the Proper
Treatment for Rate-Fixing Purposes, to be accorded and Accelerated
Amortization and Accelerated Depreciation, at San Francisco on
September 24, 25 and 26, 1958, at Los Angeles on October 1, 2 and
3, 1958, and at San Francisco on October 8, 9 and 10, 1958, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Public Utilities Commission of the State of California
be received and filed. Motion carried.
Communication from Assembly Interim Committee on Municipal
and County Government advising that the Committee is currently
studying all special district acts which provide for the collection
and disposal of sewage for the purpose of consolidating them into
one or two acts, and advising that hearings will be held in Los
Angeles on August 29 and in Sacramento on September 5, 1958, was read.
It was moved by Poxon, seconded by ~~lburg, that communi-
cation from Assembly Interim Committee on Municipal and County
Government be received and filed. Motion carried.
Communication from Central Basin Water Association extending
an invitation to attend the next regular meeting of the Board of
Directors which will be held at the Huntington Park Elks Club on
Thursday, August 7, 1958, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from Central Basin Water Association be received and filed.
Motion carried.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, transmitting Invoice No. R 3874., in duplicate, covering
one Generator Set, Skid Mounted, in the amount of $500.00, and
requesting that the City Council adopt a resolution accepting said
item, was read. (Copy to each member of the City Council.)
Resolution No. 2197 - A Resolution of the City Council of
the City of Vernon authorizing R. J. Furlong to execute that certain
warehouse Issue Sheet #R-3874 for the acquisition of one Generator
Set, Skid Mounted, ID #1-775, was read.

Communication from the City Engineer, the Traffic Engineer
and the Superintendent, Water & Sewer Systems, requesting authority
to dismantle Olympic Houses No.6 and No.7, so-that the space can
be advantageously used for storage of water and street department
materials, was read.
It was moved by Poxon, seconded by Malburg, that the
request of the City Engineer, Traffic Engineer and Superintendent,
Water & Sewer Systems, be denied at the present time. Motion carried.
Communication from the City Engineer, the Traffic Engineer
and the Superintendent ,vlater & Sewer Systems, recommending that
William H. Morrison, Engineering Clerk Grade 3, be granted a two
weeks leave of absence with pay to participate in National Guard
Training beginning August 11, 1958, was read.
It was moved by Malburg, seconded by Mailliard, that the
recommendation of the City Engineer, Traffic Engineer and Superin-
tendent, Water & Sewer Systems, be approved. Motion carried.
Communication from the City Engineer, the Traffic Engineer
and the Superintendent, Water & Sewer Systems, recommending that
Francis W. Sumner, Engineer's Aide Grade 2, be granted a two weeks
leave of absence with pay to participate in Marine Corps Reserve
Training beginning August 18, 1958, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the City Engineer, Traffic Engineer and Superin-
tendent, \.1ater & Sewer Systems, be approved. Motion carried.
Communication from the International Conference of Building
Officials extending an invitation to the building official to attend
the 36th Annual Business Meeting of the International Conference of
Building Officials to be held in Sun Valley, Idaho, October 6-10,
1958, was read.
Communication from J. S. Colton, Building Engineer,
requesting permission to attend the Annual Business Meeting of the
International Conference of Building Officials at Sun Valley, Idaho,
October 6-10, 1958, inclusive, with an expense allowance of $500.00,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Building Engineer be approved, with a stipulation
that the amount granted as an expense allowance for attending this
conference not be construed as a pattern for expense allowances for
representatives of the City attending conferences or conventions in
the future. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting authority to purchase one 1958 Ford Sedan from King
Motor Company at a price of $1,914.45, was read.

It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
August 1, 1958, requesting that certain streets, as outlined in
said communication, be posted for 35 miles per hour speed limits,
and requesting that all City streets not enumerated be posted for
25 miles per hour speed limits, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief be referred to the Traffic Engineer
for the purpose of obtaining a cost estimate of the proposed posting
of City streets. Motion carried.
Communication, was read, from L. C. Husted, Fire Chief,
requesting permission to advance the following men, effective August
1, 1958:
w. R. Hoeft from Captain Grade 3 to Grade 2
F. H. Colvin from Captain Grade 3 to Grade 2
J. R. Brown from Driver Mechanic Grade 4 to Grade 3

It was moved by Mailliard, seconded by Poxon, that the
request of the Fire Chief be approved. Motion carried.
Communication from Federal Ice and Cold Storage Company
advising that they are presently doing business with a very large
and responsible poultry processing company, now operating some
distance from Vernon, and inquiring if there is any zoning ordinance
which would prohibit the slaughter of poultry on their property,
and if so, could there be a variance made which would permit poultry
slaughtering on their premises, was read. (Federal Ice and Cold
Storage Co. is investigating the possibility of building a modern
poultry processing plant on their property in Vernon.)
It was moved by Anderson, seconded by Poxon, that the City
Clerk be instructed to notify Federal Ice and Cold Storage Company
that their property is not zoned for slaughtering, and to advise said
company the proper procedure in petitioning for a zone variance.
Motion carried.
Copies of resolutions of the City Councils of the Cities of
San Jose, Stockton and Fresno urging the League of California Cities
to prepare state legislation providing for allocation of Federal-Aid
Urban Money to Cities, was presented.
It was moved by Poxon, seconded by Anderson, that copies
of resolutions of the City Councils of the Cities of San Jose,
Stockton and Fresno be received and filed. Motion carried.
Applications to lease the city-owned house located at 4326
Furlong Place, wempresented.
It was moved by Poxon, seconded by Malburg, that the city-
owned house located at 4326 Furlong Place be leased to Carlton W.
Lemons, Operator, Power Sweeper. Motion carried.

Communication from John S. Simpson requesting p~rmission
to use the garage attached to Olympic Cottage No.3, was read.
It was moved by Malburg, seconded by Anderson, that
Mr. Simpson be advised that the garage attached to Olympic Cottage
No. 3 has been assigned to Rachel Richter, Public Health Nurse,
together with the Olympic Cottage presently occupied by Mr. and
~~s. Jack Wallace, as the City Council presumed that said garage
should be assigned to the person occupying the Olympic Cottage
presently occupied by ~~. and Mrs. Jack Wallace, as has been the
practice in the past. Motion carried.
Communication from Mason, Muntz & Associates, Architects
& Engineers, transmitting copy of letter from Menke Bros., Inc.,
General Contractors, submitting a proposal to furnish the necessary
labor, material and equipment to perform certain work at the ceiling
of the two-story portion of the City Hall for the sum of $1,300.00,
was read.
It was moved by Anderson, seconded by Malburg, that the
proposal from Menke Bros., Inc., General Contractors, be rejected.
Motion carried.
The City Clerk reported that the Building Department had
proposed an alternate method of closing the openings in the ceiling
of the two-story portion of the City Hall, to eliminate dust from
filtering down by the use of black sheathing felt and insulation
wool, at an approximate cost of $300.00.
It was moved by Anderson, seconded by Malburg, that the
Building Department be instructed to obtain price quotations for
insulating the attic of the City Hall. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
requesting that unfinished cadastral maps covering about one-third
of the area of the City of Vernon be completed, and recommending
that the City enter into a General Services Agreement with the
County of Los Angeles and by resolution direct the County Engineer
to perform cadastral mapping work, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the City Engineer be approved, and that the City
Attorney be instructed to prepare the necessary resolution and
agreement. Motion carried.
Communication from the City Engineer, the Traffic Engineer
and the Superintendent, ".'later & Sewer Systems, requesting authority
to advance Lumir Nykodym from Pumping Plant Operator, Grade 4 to
Grade 3, effective August 16, 1958, as he will have satisfactorily
completed his probationary period on that date, was read.
It was moved by Malburg, seconded by Poxon, that the
request of the City Engineer, Traffic Engineer and Superintendent,
Water & Sewer Systems, be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting
permission to advance Richard F. Pavlovsky from Hoseman, Grade 2
to Grade 1, effective August 16, 1958, was read.

Communication from Republic-Odin Appliance Corporation
requesting a license to conduct a business of manufacturing gas and
electric appliances at 4901 S. Boyle Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Republic-Odin Appliance Corporation be approved and
license granted. Motion carried.
Communication from the City ofvlliittier transmitting a
certified copy of Mutual Aid Resolution adopted by the City of
t~ittier relating to both Police and Fire services, was read.
It was moved by Malburg, seconded by Poxon, that communi-
cation from the City of Whittier, together with certified copy of
Mutual Aid Resolution, be received and filed. Motion carried.
Communication from John B. Moore, Administrative Officer,
with reference to proposed change in procedure on payment of one year's
pay to police officers and firemen injured in the line of duty,
advising that the State Compensation Insurance Fund recommends that
the City of Vernon accept reimbursement from the Fund because there
has been a change in the experience rating formula which makes it
advantageous from a financial standpoint for the City to accept the
compensation, was read. (Administrative Officer requests that one
letter be written stating that until further notice in all cases
governed by i4850 of the Labor Code, the City of Vernon elects to
receive compensation payments as partial reimbursement for the
discharge of its obligations under that code section.) (Copy to each
member of the City Council.)
It was moved by Anderson, seconded by Poxon, that a letter
be written to the State Compensation Insurance Fund stating that
until further notice in all cases governed by ~4850 of the Labor
Code, the City of Vernon elects to receive compensation payments
as partial reimbursement for the discharge of its obligations under
that code section. Motion carried.
Copy of Resolution No. 1587 of the City of Glendora
requesting the Los Angeles County Board of Supervisors to i1hold the
linell on county expenditures, was read.
It was moved by Poxon, seconded by Malburg, that copy of
Resolution No. 1587 of the City of Glendora be received and filed.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer,
requesting authority to purchase a new pickup truck to be used for
city street painting work at a price not to exceed $2,000.00, plus
tax, and requesting authority to dispose of the two trucks now
assigned to this work, one Studebaker and one Dodge, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Traffic Engineer be approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer,
requesting authority to purchase certain spray painting equipment,

as indicated on the attacned quotation, from Binks Manufacturing
Company, at a price of ~9ll.04 tax included, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Traffic Engineer be approved. Motion carried.
Copy of Case No. 6161 before the Public Utilities Commission
of the State of California - Investigation for the purpose of estab-
lishing a list for the year 1959 of railroad grade crossings of city
streets or county roads most urgently in need of separation, as
contemplated by Section 189 of the Streets and Highways Code, was
presented.
It was moved by Poxon, seconded by Mailliard, that copy of
Case No. 6161 before the Public Utilities Commission of the State of
California be referred to the Traffic Engineer for investigation and
report. Motion carried.
Communication from Little Audrey Transportation Co., Inc.
requesting a license to conduct a motor transportation business at
2750 S. Alameda Street, was read.
It was moved by poxon, seconded by Malburg, that the request
of Little Audrey Transportation Co., Inc. be approved and license
granted. Motion carried.
Communication from Mike Conrotto Trucking requesting a
license to conduct a trucking business at 2820 S. Alameda Street, was
read.
It was moved by Anderson, seconded by Poxon, that the request
of Mike Conrotto Trucking be approved and license granted. Motion
carried.
Report of the activities of the Police Department for the
period July 15-31, 1958 inclusive, was presented.
It was moved by Malburg, seconded by Poxon, that the report
of activities of the Police Department be received and filed. Motion
carried.
Communication from Southern California Edison Company,
dated July 30, 1958, together with check in the amount of $155,247.50
representing principal amount of bonds due October 1, 1958 ($98,000.00)
and semi-annual interest due October 1, 1958 ($29,787.50) and interest
due April 1, 1959 ($27,460.00) on Vernon Light and Power bonds in
accordance with 1937 lease agreement, was read.
Communication from C. A. Heinze, Consulting Electrical
Engineer, advising that check submitted by Southern California Edison
Company, in the amount of $155,247.50 for bond principal and
interest redemptions, for the fiscal year 1958-59, on Vernon Light
and Power bonds, has been checked and verified as correct, was read.
It was moved by Poxon, seconded by Malburg, that the
Southern California Edison Company be informed that the City Council
accepts the check and that the check will be cashed with the under-
standing set forth in the last paragraph of their letter dated July
30, 1958, with which the City Council concurs. Motion carried.

Communication from F. A. Ziemer, City Clerk, dated
August 1, 1958, outlining suggestions of the Mayor and the City
Clerk for requirements to be established by the City Council in
allocating money that was budgeted in the 1958-59 Budget to be
used to pay the tuition and cost of books for city employees
desiring to further their education relative to their positions
with the City, or which might be beneficial to the City, was read.
It was moved by Anderson, seconded by Poxon, that the
suggestions of the ~~yor and the City Clerk be approved as
outlined in letter dated August 1, 1958, and that a copy of the
grades or credits earned by employees, who qualify for assistance
under this program, be transmitted to a committee to be comprised
of the Mayor, Administrative Officer, the City Clerk, Councilmen
Malburg and Mailliard. Motion carried.
Communication from V. R. Poxon, City Attorney, dated
August 1, 1958, with reference to request of Trojan Freight Lines
that annexation proceedings be instituted for property located
at 3308 Bandini Blvd., was read.
It was moved by Anderson, seconded by Malburg, that copy
of the letter from the City Attorney, dated August 1, 1958, be sent
to Trojan Freight Lines. Motion carried.
Communication from the Central Basin Water Association
transmitting a copy of a Proposal for a Water Replenishment District,
was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from the Central Basin Water Association, together with copy
of a Proposal for a Water Replenishment District, be received and
filed. Motion carried.
Communication from Ducommun Metals & Supply Co. transmitting
a copy of the Civil Aeronautics Administration approval of their
"Helistop" installation for the City's file, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from Ducommun Metals & Supply Co., together with copy of the
Civil Aeronautics Administration approval of their ltHelistop"
installation, be received and filed, and that Ducommun Metals &
Supply Co. be notified that the City Council is desirous of receiving
a report as to the results of the survey that said company is
conducting to determine if any of their neighbors have any objections
to a helicopter operation at the proposed site. Motion carried.
Resolution No. 2198 -A Resolution of the City Council of
the City of Vernon accepting an easement from American Can Company
and authorizing the execution thereof by the Mayor and City Clerk,
was read.
It was moved by Poxon, seconded by Malburg, that Resolution
No. 2198 be approved and adopted. Motion carried.
