MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF VERNON
HELD AUGUST 26, 1958 AT TvlO O'CLOCK P.M.
IN THE COUNCIL CHAMBERS OF THE CITY HALL
LOCATED AT 4305 SANTA FE AVENUE, VERNON,
CALIFORNIA .
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of August 19, 1958 be approved as written and
submitted. Motion carried.
It was moved by Anderson, seconded by Malburg, that
Ordinance No. 720 receive a third and final reading by title. MOtion
carried.
Ordinance No. 720 - An Ordinance of the City of Vernon
fixing the amount of money necessary to be raised by taxation upon
the taxable property within said City as a revenue to carryon the
various departments of such municipal corporation for the fiscal
year commencing July 1, 1958, and to pay the bonded or other
indebtedness of said City of Vernon, or any portion or district
thereof, was read for a third and final reading by title.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 720 receive and pass a third reading and be adopted. Motion
carried.

Resolution No. 2205 - A Resolution of the City Council of
the City of Vernon fixing the rate of taxes and levying the taxes
for the fiscal year beginning July 1, 1958, was read.
It was moved by Poxon, seconded by Anderson, that Resolution
No. 2205 be approved and adopted. Motion carried.

Communication from The Greaster Los Angeles Press Club
advising that a testimonial banquet will be held at the Beverly
Hilton Hotel on Wednesday evening, October 22, honoring Sheriff Gene
Biscailuz, and inquiring if the City of Vernon is planning a
resolution of thanks to the Sheriff, was read.
It was moved by Anderson, seconded by Poxon, that the City
Attorney be instructed to draft a resolution of thanks to the Sheriff,
and that presentation will be made by R. H. Bockhacker, Police Chief.
(Los Angeles Press Club to be notified as per their request of
August 19, 1958.) MOtion carried.
Communication from F. A. Ziemer, City Clerk, with reference
to the bid received for the furnishing of one accounting machine and

accessories to be used in the Office of the City Clerk, in accordance
with Specifications No. 224, recommending that the bid of The
National Cash Register Company in the amount of $7,311.20 be accepted,
was read.
Resolution No. 2206 - A Resolution of the City Council of
the City of Vernon accepting the bid of The National Cash Register
Company for the furnishing and delivery of one accounting machine
and accessories in accordance with Specifications No. 224 and
authorizing the issuance of a purchase order therefor, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2206 be approved and adopted. Motion carried

Communication from L. C. Husted, Fire Chief, requesting
permission to advance Bob G. Byars from Driver Mechanic Grade 3 to
Grade 2, effective September 16, 1958, was read.
It was moved by Poxon, seconded by Malburg, that the request
of the Fire Chief be approved. Motion carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, recommending that Salary Resolution No. 2185 be amended to
include the following classification in Schedule III, Police
Department:
Secretary, Police Department Grade 1 ----- $422 per month
Grade 2 ----- 395 per month
Grade 3 ----- 375 per month
Grade 4 ----- 355 per month
Resolution No. 2204 - A Resolution of the City Council of
the City of Vernon amending Salary Resolution No. 2185, Schedule III,
Police Department, by adding thereto the classification nSecretary-
Police Department", fixing the compensation therefor, and repealing
all resolutions in conflict herewith, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2204 be approved and adopted. Motion carried.

Communication from R. H. Bockhacker, Police Chief, requesting
authority to purchase one 1958 four-door Ford Sedan from King Motor
Co. for the price of $1,914.45, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief be approved. Motion carried.
Communication from Public Utilities Commission, State of
California, with reference to hearings on Case No. 6148 (Amended),
Investigation on the Commission's own motion concerning the Proper
Treatment for Rate-Fixing Purposes, to be accorded Accelerated
Amortization and Accelerated Depreciation, was read.

It was moved by Anderson, seconded by Poxon, that communi-
cation from the Public Utilities Commission, State of California, be
received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, and
R. H. Bockhacker, Police Chief, recommending the establishment of
35 MPH limit zones on certain streets, was read. (Copy to each
member of the City Council.)
It was moved by Anderson, seconded by Malburg, that the
recommendation of the Traffic Engineer and Police Chief establishing
a 35 MPH speed limit zone on certain streets and to post same in
accordance with prior approval, be approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, and
R. H. Bockhacker, Police Chief, recommending the installation of
street car loading zones on Alameda Street and St. Charles Street,
was read. (Copy to each member of the City Council.)
It was moved by Anderson, seconded by Poxon, that the
Traffic Engineer contact the Metropolitan Transit Authority as to
the possibility of eliminating certain stops, moving of others, and
the installation of three loading zones, and report to the City
Council. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting permission to take two weeks of his annual vacation
starting August 27, 1958, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief be approved. Motion carried.
Discussion was held with reference to purchase and instal-
lation of a suitable sign designating the llCity of Vernon City Hallll.
It was moved by Anderson, seconded by Poxon, that Council-
man Malburg and Arthur E. Nelson, Jr., City Enginee~ investigate the
type and price of a suitable sign and report to the City Council.
Motion carried.
There being no further business to come before the meeting,
it was moved by Poxon, seconded by Malburg, that the meeting adjourn.
Notion carried.
