MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTEMBER 2, 1958 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mail1iard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Malburg, that the minutes
of the meeting of August 26, 1958 be approved as written and submitted.
Motion carried.
Communication from G. G. Skalsky, Assistant Director of Civil
Defense, submitting Specifications No. 226 for the furnishing and
delivery of ten F-M Two-Way Radiophones, and recommending that said
specifications be approved and that authority be granted to advertise
for bids, was read.
Resolution No. 2207 - A Resolution of the City Council of
the City of Vernon approving Specifications No. 226 for the furnishing
and delivery of ten (10) F-M Two-Way Radiophones to be used by the
Office of Civil Defense for public safety, five (5) for Fire Department
use and five (5) for use of the Police Department, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2207 be approved and adopted. Motion carried.

Resolution No. 2208 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for the furnishing and delivery to the City of Vernon
of ten (10) portable F-M Two-Way Radiophones in accordance with City
of Vernon Specifications No. 226, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2208 be approved and adopted. Motion carried.

Communication from Mason, Muntz & Associates, Architects
and Engineers, submitting Change Order No.6 to Specifications No. 217,
and recommending that same be approved, was read.
Resolution No. 2214 - A Resolution of the City Council of
the City of Vernon approving Change Order No. 6 to Specifications No.
217 and providing for additions and alterations, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2214 be approved and adopted. Motion carried.

Communication from Arthur E. Nelson, Jr., City Engineer,
tra~s~itting letter from James M. Montgomery, Consulting Engineer,
adv~s~ng that items of Schedule III - Specifications No. 208 (six
lubricated plug valves) have been delivered by Grinnell Company of
the Pacific, and recommending that these items be accepted and that
authority be granted to pay Grinnell Company of the Pacific the amount
of $5,765.86, was read.
Resolution No. 2210 - A Resolution of the City Council of
the City of Vernon accepting six lubricated plug valves from Grinnell
Company of the Pacific in accordance with Schedule III of Specifications
No. 208 and Addendum No. 1 to said specifications, heretofore approved
by the City of Vernon, was read.
It was moved by Malburg, seconded by Mail1iard, that Resolution
No. 2210 be approved and adopted. Motion carried.

Communication from Arthur E. Nelson, Jr., City Engineer,
transmitting letter from James M. Montgomery, Consulting Engineer,
advising that the mortar lined and coated steel pipe, Schedule I-B,
Specifications No. 208, has been inspected and is complete and acceptable,
and recommending that this material be accepted and that authority be
granted to pay U.S. Industries, Inc. the amount of $39,835.55, being
90% of amount due, and balance of $4,426.17 be authorized as provided
in the specifications, was read.
Resolution No. 2211 - A Resolution of the City Council of
the City of Vernon accepting the mortar lined and coated steel pipe
from U.S. Industries, Incorporated in accordance with Schedule I-B of
Specifications No. 208 and Addendum No. 1 to said specifications,
heretofore approved by the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that Resolution
No. 2211 be approved and adopted. Motion carried.

Communication from Rachel Richter, R.N., inviting members of
the City Council and officers to the 3rd meeting of the Industrial
Nurses of the City of Vernon, on September 16, 1958, was read. (Copy
to each member of the City Council.)
It was moved by Malburg, seconded by ~~i1liard, that communi-
cation from Rachel Richter, R.N., be received and filed. Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
reporting the findings after investigating the complaint of J. H.
Williams Co. of the incessant noise and humming caused by Sugar Products
Co., was read. (Copy to each member of the City Council.)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Director of Sanitation be received and filed. Motion
carried.

Communication from L. C. Husted, Fire Chief, submitting
report of activities of the Fire Department for the fiscal year ending
June 30, 1958, was presented. (Copy to each member of the City Council.)
It was moved by Poxon, seconded by Malburg, that the report
of the activities of the Fire Department for the fiscal year ending
June 30, 1958 be received and filed. Motion carried.
Communication from Easy Laundry Appliance Division requesting
a license to conduct a business of distributing of laundry appliances
and parts at 4455 Fruitland Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the request
of Easy Laundry Appliance Division be approved and license granted.
Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
Robert H. King, Superintendent, water and Sewer Systems, and D. D.
Grayson, Traffic Engineer, requesting authority to advance Dale M.
Laird from Junior Civil Engineer, Grade 3 to Junior Civil Engineer,
Grade 2, was read.
It was moved by Anderson, seconded by Poxon, that the request
of the City Engineer, the Superintendent,~.jater and Sewer Systems, and
the Traffic Engineer, be approved. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
R. H. King, Superintendent, Water and Sewer Systems, and D. D. Grayson,
Traffic Engineer, requesting authority to employ George L. Bell as
Chainman, Grade 3, effective September 2, 1958, was read.
It was moved by Anderson, seconded by Poxon, that the request
of the City Engineer, the Superintendent, '~1ater and Sewer Systems, and
the Traffic Engineer, be approved. Motion carried.
Communication from the City of Montebe1lo transmitting a
copy of Mutual Aid Resolution adopted by the City of Montebe110 relating
to Police Department services, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from the City of Montebe11o, together with a copy of Mutual
Aid Resolution, be received and filed. Motion carried.
Report of the activities of the Police Department for the
period August 16 - 31, 1958, inclusive, was presented.
It was moved by Poxon, seconded by ~~lburg, that report of
the activities of the Police Department be received and filed.
Notion carried.
Communication from Native Sons of the Golden West, Los
Angeles Parlor No. 45, extending an invitation to attend the replacing
of one of the old road markers, which designated the Stage Coach route
between Los Angeles and San Diego, which operated until the year 1861,
on Saturday, September 27, 1958, at 2 p.m., was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from Native Sons of the Golden West, Los Angeles Parlor No. 45,
be received and filed. Motion carried.

Communication from County of Los Angeles, Registrar of Voters
Department, requesting permission to use the Lobby of the City Hall as
polling place for the General Election on November 4, 1958, was read.
It was moved by Anderson, seconded by Poxon, that the request
of the County of Los Angeles, Registrar of Voters Department, be
approved. Motion carried.
Communication from LaMont, Inc. requesting a license to
conduct a business of manufacturing and packaging LePages mucilage and
white school paste at 4800 DeKalb Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the request
of La}ront, Inc. be referred to the Fire Department with power to act.
Motion carried.
Communication from Hot Form, Inc. requesting a license to
conduct a business of forming and straightening metal materials at
5148 Alcoa Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the request
of Hot Form, Inc. be approved and license granted. Motion carried.
Communication from Shoppers ~~rkets Inc. requesting a license
to conduct a warehousing business at 5025 Gifford Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the request
of Shoppers Markets Inc. be referred to the Director of Sanitation with
power to act. Motion carried.
Communication from The Reardon Co. requesting a license to
conduct a business of mixing and packaging of powder and liquid water
paints at 4920 Loma Vista Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the request
of The Reardon Co. be approved and license granted. Motion carried.
Communication from Colony Products Co., Inc. requesting a
license to conduct a business of manufacturing bakery pan coatings at
2848 Leonis Blvd., was read.
It was moved by Poxon, seconded by Malburg, that the request
of Colony Products Co., Inc. be referred to the Fire Department with
power to act. Motion carried.
Communication from A. R. Koomler requesting a license to
conduct a car and truck wrecking business at 2640 E. 26th St., was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from A. R. Koomler be referred to the City Attorney, the Fire
Department and the Police Department, for investigation and report.
MOtion carried.
Communication from L. C. Husted, Fire Chief, advising that
The International Association of Fire Chiefs will hold its conference
in Los Angeles, September 16th through the 19th, and advising that the
Chiksan Corporation and the Los Angeles Fire Department have requested
that the City of Vernon Fire Department display its Chiksan Deluge
fire fighting unit at the Shrine Auditorium and to demonstrate the
unit at the Coliseum, was read.

It was moved by Anderson, seconded by Malburg, that the
Vernon Fire Department be granted permission to display its Chiksan
Deluge fire fighting unit at the Shrine Auditorium and to demonstrate
the unit at the Coliseum during the Conference of The International
Association of Fire Chiefs in Los Angeles, September 16th through the
19th. Motion carried.
Resolution No. 2212 - A Resolution of the City Council of
the City of Vernon granting an easement to the County Sanitation
District No. 1 of Los Angeles County for sewer purposes, in a portion
of Alcoa Avenue in the City of Vernon, was read.
It was moved by Paxon, seconded by Anderson, that Resolution
No. 2212 be approved and adopted. Motion carried.

Resolution No. 2209 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a contract with
Crosetti Bros., Inc., for janitorial service for the Police Depart-
ment Building of the City of Vernon, and terminating the existing
contract, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2209 be approved and adopted. MOtion carried.

Resolution No. 2213 - A Resolution of the City Council of
the City of Vernon recommending inclusion of the City of Vernon
within any proposed Southeast Superior Court District, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2213 be approved and adopted. MOtion carried.

The City Attorney read a letter he had received from the
United States Department of the Interior, Bureau of Reclamation, dated
August 29, 1958, in reply to his letter dated August 27, 1958, with
reference to allocation of Glen Canyon power.
It was moved by Malburg, seconded by Poxon, that communi-
cation from the United States Department of the Interior, Bureau of
Reclamation, be received and filed. Motion carried.
The City Engineer reported verbally that the County of Los
Angeles desired a minute order authorizing the performance of certain
cadastral mapping work within the scope of the County Engineer, in
accordance with City of Vernon Resolution No. 2202.
It was moved by Anderson, seconded by Poxon, that the City
Clerk be instructed to notify the County of Los Angeles that the City
Council authorizes the performance of certain cadastral mapping work
within the scope of the County Engineer, in accordance with City of
Vernon Resolution No. 2202, and that said work is to be performed
under the supervision of the Vernon City Engineer. Motion carried.

Mayor Furlong reported verbally that Mr. Wendell Kinney had
offered to lease the offices located on the southeast corner of Leonis
and Pacific Boulevards to the City of Vernon for the sum of $350.00
per month for use by the Vernon Health Department.
The matter was discussed and it was the consensus of op1n10n
that the space was not required at the present time by the City of
Vernon.
It was moved by Anderson, seconded by Poxon, that the offer
of Mr. wendell Kinney not be accepted at this time. Motion carried.
The following excavation applications, all having approval
of the Engineering Department, were presented:
Application 21940 - Rheem Mfg. Co. to repair hole, broken
in curb in E/s Boyle Ave. S/o CL Leonis
Blvd.
Application 21941 - L.A. County Sanitation Dist. #2 to
construct joint trunk sewer in Alameda
St. W. roadway at 57th St., and E.

Application 21942 - So. Calif. Gas Co. to repair gas main
in E/s 26th St. E/E PL Soto St.
Application 21943 - Theo. Hamm Brewing Co. to construct

It was moved by Malburg, seconded by Mailliard, that
Excavation Applications numbered 21940 to 21945 inclusive be filed
and permits granted. Motion carried.

It was moved by Mailliard, seconded by Malburg, that

"Warrant Register No. 28Ail covering claims and demands
presented during the period August 15 to 31, which includes Demands
Nos. 3469 to 3471 (both inclusive) drawn on the Citizens National
Bank, totaling $72.36 (accounting period August, 1958), was examined
and audited.

It was moved by Poxon, seconded by Malburg, that "Warrant
Register No. 28A" be approved and payment authorized for Demands
los. 3469 to 3471 (both inclusive), with no exceptions. Motion
carried.

"Warrant Register No. 29" covering claims and demands
presented during the period August 15 to 31, which includes Demands
Nos. 3742 to 3855 (both inclusive) except Demand No. 3770, drawn on
the Citizens National Bank, totaling $100,969.11 (accounting period
September, 1958), was examined and audited.
It was moved by Poxon, seconded by Malburg, that "W4ttant
Register No. 29" be approved and payment authorized for Demands
Nos. 3742 to 3855 inclusive, with the exception of Demand No. 3770.
Motion carried.
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Malburg, that the meeting
adj ourn. Motion carried.
