19580916 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD SEPTEMBER 16, 1958 AT T1'JO Of CLOCK P .H. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VEHNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that the minutes of the meeting of September 2, 1958 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids submitted for the furnishing and delivery of ten Portable F-M Two-Way Radiophones, in accordance with Specifications No. 226. It was moved by Poxon, seconded by Anderson, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Gonset Division, L. A. Young Spring & Wire Corp. (No bid - not opened previously as outside of envelope contained the words ;'Bid Specification No. 226") Motorola COnID1unications and Electronics, Inc. $3,998.00 plus applicable sales tax It was moved by Anderson, seconded by Poxon, that bids submitted for the furnishing and delivery of ten Portable F-M Two- Way Radiophones, in accordance with Specifications No. 226, be re- ferred to the Assistant Director of Civil Defense and the City Attorney for checking and report. Motion carried. Communication from David D. Grayson, Traffic Engineer, submitting Specifications No. 225 for the reconstruction of a portion of Downey Road from Holabird Avenue to 26th Street, and recommending that said Specifications be approved and that authorization be granted to advertise for bids, was read. Resolution No. 2216 - A Resolution of the City Council of the City of Vernon approving Specifications No. 225 and Engineer's Plan No. A3-l5l7 consisting of one (1) sheet for the reconstruction of Downey Road from Holabird Avenue to 26th Street, and determining the general prevailing rate of per diem wa g es, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2216 be approved and adopted. Motion carried. Resolution No. 2215 - A Resolution of the City Council of the City of Vernon approving Change Order No. 1 to Specifications No. 216 and providing for additions and alterations, was read. It was moved by Anderson, seconded by Poxon, that Reso- lution No. 2215 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Communication from Remington Rand, dated August 20, 1958, transmitting a report covering the study of the City records, and proposing to inventory all records in the basement storage area and all current records in the City Clerk's office and in the vault in order to initiate a program permitting the systematic disposal of present and future accumulation of files and records, at an approximate cost of $976.00, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the proposal of Remington Rand as outlined in their letter dated August 20, 1958, be accepted, and that the City Clerk be authorized to issue a purchase order to Remington Rand to provide the services as outlined at an approximate cost of $976.00. Motion carried. Communication from F. A. Ziemer, City Clerk, recommend- ing that authority be granted to install a floodlight in the cement concrete island located adjacent to the new Police Building at an approximate cost of $300.00 for materials and using City forces to perform the labor, was read. (Copy to each member of the City Council) It was moved by l~lburg, seconded by Y~illiard, that the aforementioned matter be referred to the Police Chief and Consulting Electrical Engineer Heinze for a report and recommendations for installing adequate lighting facilities for the entire rear City Hall yard. Motion carried. Communication from Jack M. Brow~ Rendering requesting a license to operate a business of rendering meat scraps, bone, and poultry offal and feathers, at 2535 East Vernon Avenue, was read. It was moved by Poxon, seconded by Malburg, that the request of Jack M. Brown Rendering be referred to the Director of Sanitation for investigation and report. Motion carried. Communication from W. L. Dixon Co. requesting a license to conduct a business of distributing General Electric plastics, trade name ilTextoliteli, at 4949 District Blvd., was read. It was moved by Poxon, seconded by Anderson, that the request of 'l;~.L. Dixon Company be approved and license granted. Motion carried. I I 9/16/58 . Communication from Belmar of California requesting a l~cense to conduct a business of manufacturing ceramic giftware items at 3285 E. Slauson Avenue, was read. It was moved by Poxon, seconded by Mailliard, that the request of Belmar of California be referred to the Fire Department with power to act. Motion carried. Communications and reports from Vincent R. Poxon, City Attorney, and L. C. Husted, Fire Chief, with reference to appli- cation of Mr. A. R. Koomler fora license to conduct the business of used brick, wrecking old cars and trucks, recommending that license be denied as the proposed business is not in the proper zone, was read. It was moved by Anderson, seconded by Poxon, that the request of 11r.A. R. Koomler for a license to conduct the business of used brick, wrecking old cars and trucks at 2640 East 26th St., be denied. Motion carried. Communication from Tab Accounting Bureau requesting a license to operate an IBM Service Bureau at 4833 Everett Avenue, was read. It was moved by Anderson, seconded by Mailliard, that the request of Tab Accounting Bureau be approved and license granted. Motion carried. Communication from Joint Interim Committee on Highway Problems, dated September 2, 1958, advising that it will hold meetings during the week of September 22 to September 26, 1958, in Los Angeles, San Diego and Fresno; and communication from Joint Interim Committee on Highway Problems, dated September 8, 1958, advising that it has changed its meeting place in Los Angeles from the Assembly Hall, State Building, to the Los Angeles Facilities Building Auditorium, was read. It was moved by Malburg, seconded by Mailliard, that communications from Joint Interim Committee on Highway Pro~ms be received and filed. Motion carried. Communication from Assembly Interim Committee on Conser- vation, Planning and Public works, dated September 5, 1958, advis- ing that it has scheduled a hearing in Room 115, State Building, Los Angeles, on October 6 and 7 beginning at 10:00 A.M. each day, was read. It was moved by Anderson, seconded by Malburg, that communication from Assembly Interim Committee on Conservation, Planning and Public works, be received and filed. Motion carried. Communication from County of Los Angeles, The Regional Planning Commission, dated September 5, 1958, advising that Mr. Irving N. Cantor has applied for a special permit to clean and cook fish for resale on the property located at 4156 East Washington Blvd., was read. It was moved by Poxon, seconded by Malburg, that communi- cation from County of Los Angeles, The Regional Planning Commission, be received and filed. Motion carried. I I 9/16/58 Communication from League of California Cities, Los Angeles County Division, advising that the regular meeting for the month of September, 1958, will be held at the Lakewood Country Club on September 18, 1958, was read. It was moved by Anderson, seconded by Malburg, that com- munication from League of California Cities, Los Angeles County Division, be received and filed. Motion carried. Communication from the Los Angeles County Board of Super- visors expressing appreciation to the members of the City Council for their cooperation with the Air Pollution Control District ban on open fires as this affects local weed abatement programs, was read. It was moved by Poxon, seconded by Malburg, that communi- cation from the Los Angeles County Board of Supervisors be received and filed. Motion carried. Communication from the Local Planning Advisory Committee extending an invitation to attend the monthly meeting of said committee on September 22, 1958, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the Local Planning Advisory Committee be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting authority to employ Corinne R. Brockman as Secretary - Police Department, Grade 4., effective September 16, 1958, pending physical examination and investigation, was read. It was moved by ~mlburg, seconded by Mailliard that the request of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, recommending that B. M. Waller be advanced from Policeman Grade 3 to Grade 2, effective October 1, 1958, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting authority to employ Neil E. Greppin as Policeman Grade 4, effective October 1, 1958, pending physical examination and investigation, was read. It was moved by Poxon, seconded by 11alburg, that the request of the Police Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to allow Captain L. A. Harris to attend the International Signalmens' Association Conference to be held September 25, 26 and 27, 1958, at San Jose, California, with an expense allowance of $95.00, was read. It was moved by Poxon, seconded by Malburg, that the request of the Fire Chief be approved. Motion carried. I I 9/16/58 Communication from John B. Moore, Administrative Officer, with reference to services rendered by the Independent Fire Insur- ance Engineer Service in connection with the condemnation~tion of the City of Vernon vs. Abrams, et al, requesting that authority be granted to make payment of the accompanying statement in the amount of $725.00 in accordance with its terms, was read. It was moved by Anderson, seconded by Poxon, that authority be granted to make payment to Independent Fire Insurance Engineer Service in the amount of $725.00 for services rendered. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to attend the Conference of the International Fire Chiefs. Association to be held in Los Angeles, September 16 through 19, 1958, with an expense allowance of $50.00, was read. It was moved by Anderson, seconded by Poxon, that the request of the Fire Chief be approved. Motion carried. Report of Health Department activities for the month of August, 1958, was presented. (Copy to each member of the City Council.) It was moved by Malburg, seconded by Mailliard, that the report of Health Department activities be received and filed. Motion carried. Communication from Greater Los Angeles CIe Council transmitting a draft of a proposed resolution, indicating opposition by the official body of the city to the proposed demployer-employee relationsn initiative, Proposition 18, and requesting that the City of Vernon adopt this or a similar resolution, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from Greater Los ;~geles CIe Council be received and filed. Notion carried. Communication from Stockham Valves & Fittings, dated September 11, 1958, with reference to the sewer which is being constructed in Alcoa Avenue, was read. It was moved by Anderson, seconded by Mailliard, that the City Clerk be instructed to acknowledge communication from Stockham Valves & Fittings, stating that it is the understanding of the City Council that the difficulties encountered have been resolved. Notion carried. Communication from David D. Grayson, Traffic Engineer, requesting permission to employ an Assistant Engineer ($578.00 per month) to assist in the Traffic Engineering activities, was read. It was moved by Anderson, seconded by Poxon, that the request of the Traffic Engineer be approved. Motion carried. Report of the activities of the Police Department for the period September 1 - 15, 1958, inclusive, was presented. Communication from Mason, Muntz & Associates, Architects & Engineers, advising that the work on the rehabilitation to City Hall, Fire Station and Pump Plant No. 1 has been completed by Menke Bros., Inc., the General Contractor, in accordance with Specifications No. 217, and recommending that a Notice of Completion be filed, was read. It was moved by Mai11iard, seconded by Malburg, that the recommendation of Mason, Muntz & Associates, Architects & Engineers, be approved. Motion carried. Resolution No. 2218 - A Resolution of the City Council of the City of Vernon accepting the construction for the rehabilitation of the City Hall, Fire Station and Pump Plant No.1, in accordance with Specifications No. 217 of said City, was read. It was moved by Mai11iard, seconded by Malburg, that Resolution No. 2218 be approved and adopted. Motion carried. Communication from walter's Catering requesting a license to operate a lunch truck in the City of Vernon, was read. Communication from Adams Lease Inc. requesting a license to conduct a business of truck leasing and maintenance service at 2755 East 26th Street, was read. It was moved by Poxon, seconded by Malburg, that the request of Adams Lease Inc. be approved and license granted. Motion carried. Communication from Alameda Lease Inc. requesting a license to conduct a business of truck leasing and maintenance service at 2755 East 26th Street, was read. It was moved by Anderson, seconded by Malburg, that the request of Alameda Lease Inc. be approved and license granted. Motion carried. Communication from J. B. Seage Co. requesting a license to conduct a business of industrial engineer, fabricating and contracting, at 2323 East 52nd Street, was read. Communication from Trojan Chair Mfg., Inc. requesting a license to conduct a furniture manufacturing business at 2528 Santa Fe Avenue, was read. It was moved by Poxon, seconded by Mailliard, that the request of Trojan Chair Mfg., Inc. be referred to the Fire Department with power to act. Motion carried. A general discussion was held with reference to the com- pletion date of the municipal houses being constructed in accordance with Specifications No. 216. It was moved by Anderson, seconded by Malburg, that a letter be written, signed by Mayor Furlong, to Mason, Muntz & Associates, Architects & Engineers, advising that the City Council is interested in obtaining possession of the new municipa~ houses as soon as possible, and requesting their cooperation in expediting certain matters in order that the contract may be completed on time. Motion carried. Mayor Furlong reported verbally that a proposal had been submitted to the Executive Committees of Central and West Basin Water Associations for restoring the ground water supply of Central and West Basins. Mayor Furlong suggested that the City Council of the City of Vernon adopt a resolution supporting the formation of a water replenishment district in Central and West Basins to repel salt water intrusion, replace the long term overdraft, recharge the ground water basins and r educe pumping therein to safe limits. It was moved by Anderson, seconded by Malburg, that the City Attorney be instructed to draft a resolution supporting the formation of a water replenishment district in Central and West Basins, in accordance with the suggestion of Mayor Furlong. Motion carried. The following excavation applications, all having approval of the Engineering Department, were presented: Application No. 21960 - American V~nganese Steel Co. to in- stall mail box in 'i'J/ s Downey Road. Application No. 21961 - So. Calif. Gas Co. to install a 211 steel 11P gas service, 1 curb valve, and abandon a 3/41i steel MP service, in E/s Boyle Ave. Application No. 21962 - So. Calif. Gas Co. to make repairs to 611 steel gas main in N/s Vernon Avenue. Application No. 21963 - Aluminum Co. of America to connect additional plumbing facilities to existing connection with sewer in Boyle Avenue. Approximate cost 6,500.00 Application 21967 - City of Vernon to install insulation in ceiling over Council Chamber at 4305 Santa Fe Ave. Approximate cost 290.00 Application 21968 - Lumber Trucking Co. to install plumbing facilities at 2926 Sierra Pine Avenue. Approximate cost 1,806.00 Application 21969 - Sugar Products Co. to install 40 ft. 111 gas line at 2307 E. 38th Street. Approximate cost 75.00 Application 21970 - Federal Ice & Cold Storage Co. to install cooler storage space at existing covered dock at 4224 District Blvd. Approximate cost 7,500.00 Application 21971 - Pacific Tel. & Tel.
