COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon COUNCIL ABSENT: Malburg The meeting was called to order by V~yor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that the minutes of the meeting of September 16, 1958 be approved as written and submitted. Motion carried. ~tt. Easton R. Roberts, President of the Vernon Chamber of Commerce, addressed the City Council with respect to the City of Vernon contributing funds to the Chamber of Commerce in order that the latter might retain a firm of attorneys to investigate the possibility of effecting a decrease in the assessed valuation of property located within the City of Vernon. It was moved by Poxon, seconded by Anderson, that the Chamber of Commerce advise the City Council as to the percentage that the Chamber is willing to contribute towards the total cost of the aforementioned investigation, and that the legality of the City making such a contribution be referred to the City Attorney for an opinion. Motion carried. The Clerk announced that this was the time and place for opening of bids submitted for the reconstruction of a portion of Downey Road from Holabird Avenue to 26th Street, in accordance with Specifications No. 225. It was moved by Poxon, seconded by Mailliard, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: George Savala Paving Co. Motion carried. Communication from Robert S. Stone, Director of Sanitation, requesting authorization for Rachel Richter to attend the National I I 10/7/58 League for Nursing Education and California State Nurses Association Annual Conference to be held in San Francisco, October 8, 9, 10 and 11, with an expense allowance of $125.00, was read. It was moved by Anderson, seconded by Poxon, that the request of the Director of Sanitation be approved. Motion carried. Communication from Robert S. Stone, Director of Sanitation, requesting that Richard W. Hilton be advanced from Deputy Director of Sanitation Grade 2 to Grade 1, effective October 1, 1958, as he will have satisfactorily completed his probationary period on that date, was read. It was moved by Poxon, seconded by Mailliard, that the request of the Director of Sanitation be approved. Motion carried. Communication from Robert S. Stone, Director of Sanitation, recommending that Rachel W. Richter be advanced from Public Health Nurse Grade 3 to Grade 2, effective October 16, 1958, was read. It was moved by Poxon, seconded by ~~illiard, that the recommendation of the Director of Sanitation be approved. Motion carried. Communication from Bob's Quality Smoked Hams requesting a license to conduct a business of selling hams at various Vernon industries, was read. It was moved by Poxon, seconded by Mailliard, that the request of Bob's Quality Smoked Hams be referred to the Director of Sanitation with power to act. Motion carried. Communication from A. R. Koomler requesting a license to conduct a business of dealing in used brick at 264.0 E. 26th Street, was read. It was moved by Poxon, seconded by Mailliard, that the request of A. R. Koomler be referred to the Fire Department for investigation and report. Motion carried. Communication fromWaynecraft Furniture Mfg. Co. requesting a license to conduct a business of manufacturing furniture at 3179 Bandini Blvd., was read. It was moved by Anderson, seconded by Poxon, that the request of t~aynecraft Furniture Mfg. Communication and report from R. H. Bockhacker, Police Chief, with reference to application of Barkly Jewelers for a license to peddle wrist watches, diamond rings and gents rings on credit, at various factories in Vernon, stating that he feels that this type of business should be licensed under Section 28A of Ordinance No. 710, was read. It was moved by Anderson, seconded by Mailliard, that Barkly Jewelers be granted a license to peddle wrist watches, diamond rings and gents rings at various factories in Vernon. Motion carried. Communication from Robert S. Stone, Director of Sanitation, dated September 22, 1958, with reference to application of ~~. Jack M. Brown for a license to operate a rendering business at 2535 E. Vernon Avenue, recommending that the license be granted only upon fulfillment by the applicant of certain requirements as enumerated in said communication, was read. It was moved by Poxon, seconded by Mailliard, that ~k. Jack M. Brown be granted a license to operate a rendering business at 2535 E. Vernon Avenue upon fulfillment of the requirements enumerated in communication from the Director of Sanitation, dated September 22, 1958. Motion carried. Communication from Swift & Company requesting a permit to haul rubbish from their premises located at 3750 Jewel Avenue over the public streets to an authorized dump or incinerator located outside the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that the request of Swift & Company be approved and permit granted. Motion carried. Communication from United Steelworkers of America transmitting a draft of a proposed resolution, indicating opposition by the official body of the city to the proposed iiemployer-employee relations" initiative, Proposition 18, requesting that the City of Vernon adopt this or a similar resolution, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from United Steelworkers of America be received and filed. Motion carried. Communication from Vaughan, Brandlin & Baggot,Attorneys at Law, transmitting a conformed copy of the Final Order of Condemnation in the eminent domain proceeding City of Vernon v. Abrams, and advising that a certified copy of the same has been recorded with the County Recorder on September 15, 1958, in Book 3566, page 210 as Document No. 4595, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from Vaughan, Brandlin & Baggot, Attorneys at Law, together with conformed copy of the Final Order of Condemnation in the eminent domain proceeding City of Vernon v. Abrams, No. 694086, Superior Court, in the amount of $5,428.06, was read. It was moved by Anderson, seconded by Poxon, that statement rendered by Vaughan, Brandlin & Baggot, in the amount of $5,428.06 be approved, and that payment of same be authorized. Motion carried. Communication from R. H. Bockhacker, Police Chief, recom- mending that an ordinance be adopted prohibiting newsboys from selling newspapers in the street, was read. Ordinance No. 721 - An Ordinance of the City of Vernon regulating the sale of goods, wares, merchandise, newspapers, magazines, periodicals or other printed matter in or on the public streets of the City of Vernon, was read in full for a first reading. It was moved by l\nderson, seconded by Poxon, that Ordinance No. 721 receive and pass a first reading. Motion carried. Skalsky, Assistant Director of Civil Defense, advising that the Civil Defense Office has received warrant in the amount of $619.68 covering participation invoice issued to the Office of Civil Defense Rehabilitation for two radios purchased by the Fire Department, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the Assistant Director of Civil Defense be received and filed. Motion carried. Communication, was read, from L. C. Moore, Administrative Officer, recommending that the City Council authorize the issuance of expense allowance checks in the amount of $50.00 for each representative of the City attending the League of California Cities Annual Conference to be held in Los Angeles on October 26 to 29, inclusive, was read. It was moved by Anderson, seconded by Mai11iard, that the recommendation of the Administrative Officer be approved. Motion carried. Reports of Carl A. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for months of June, 1958 and July, 1958, were read. It was moved by Mai11iard, seconded by Poxon, that the reports of the Consulting Electrical Engineer be received and filed. Motion carried. Report of the activities of the Police Department for the period September 16 - 30, 1958, inclusive, was presented. It was moved by Mai11iard, seconded by Anderson, that the report of the activities of the Police Department be received and filed. Motion carried. Communication from Robert S. Stone, Director of Sanitation, advising that he has enrolled at the University of Southern California as a candidate for a Master of Science Degree in Public Administration, and requesting that he be authorized the sum of $195.81 for tuition and books from the Education and Training Budget appropriation, was read. It was moved by Anderson, seconded by Mai11iard, that the request of Mr. Robert S. Stone be approved, and that authority be granted to issue warrant to Mr. Stone in the amount of $195.81. Motion carried. Communication from F. A. Ziemer, City Clerk, transmitting for consideration a copy of a proposed Purchasing Ordinance and a copy of a proposed Resolution for Purchasing Rules and Regulations as prepared by the City Attorney, the Administrative Officer, the City Clerk and the City Treasurer, in accordance with 1957 legislation which requires cities to establish purchasing procedures, was read. (Copy of proposed Ordinance and copy of proposed Resolution to each member of the City Council.) It was moved by Poxon, seconded by Mai11iard, that the City Attorney be instructed to draft a Purchasing Ordinance and a Resolution for Purchasing Rules and Regulations, in accordance with the proposed Purchasing Ordinance and the proposed Resolution for Purchasing Rules and Regulations as prepared by the City Attorney, the Administrative Officer, the City Clerk and the City Treasurer. Motion carried. I I l 10/7/58 Communication from American Can Company requesting approval for the construction of an overhead bridge between the two-story warehouse on the south side of 48th Street and the new warehouse on the north side of 48th Street for the purpose of transporting palletized cans from one to the other, and transmitting two prints showing the location and elevation of the proposed bridge, was read. (Copy to each member of the City Council.) It was moved by Mailliard, seconded by Poxon, that the request of the l~erican Can Company be referred to the City Attorney, the City Engineer, the Traffic Engineer, the Consulting Electrical Engineer, the Building Engineer and the Fire Chief for investigation and report. Motion carried. Communication from G. G. Skalsky, Assistant Director of Civil Defense, with reference to bid submitted for ten (10) B1 Portable Two-Way Radiophones in accordance with Specifications No. 226, recommending that the contract be awarded to Motorola Communi- cations and Electronics, Inc. in the amount of $3,998.00, plus applicable taxes, and that the City of Vernon take advantage of the option to accept the trade-in allowance of $50.00 for the two Hallicrafter portables in use by the Fire Department, was read. Resolution No. 2220 - A Resolution of the City Council of the City of Vernon accepting the bid of Motorola Communications and Electronics, Inc. for the furnishing and delivery of ten (10) Portable F-M Two-way Radiophones to be used by the Office of Civil Defense, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2220 be approved and adopted. Motion carried. Nelson, Jr., City Engineer, with reference to a suitable sign for the Vernon City Hall, recom- mending that a single-faced sign consisting of two 2 x 6 redwood planks mounted on two l-inch iron pipes be erected south of the main entrance to the City Hall at an approximate cost of $35.00, was read. (Copy to each member of the City Council.) It was moved by Mailliard, seconded by Anderson, that the recommendation of the City Engineer be approved. Motion carried. King, Superintendent, Water & Sewer Systems, requesting authority to advance the following personnel, effective October 16, 1958: Francis W. Sumner from Engineer's Aide Grade 2 to Grade 1 John J. Kelly from Pumping Plant Operator Grade 4 to Grade 3 It was moved by Anderson, seconded by Poxon, that the request of the City Engineer, Traffic Engineer and Superintendent, Water and Sewer Systems, be approved. King, Superintendent, Water & Sewer Systems, requesting authority to pay Merwin D. Hansen, Assistant Engineer Grade 1, the sum of $50.00 per month for the use of his private motor vehicle in the service of the City effective October 16, 1958, was read. It was moved by Anderson, seconded by Poxon, that the request of the City Engineer, Traffic Engineer and Superintendent, Water and Sewer Systems, be approved. Motion carried. Communication from Robert H. King, Superintendent, Water and Sewer Systems, recommending that he be authorized to attend the thirty-ninth annual conference of the California Section of the Americani~'J.ater~v.orks Association in Los Angeles on October 28 to 31, 1958, inclusive, as a representative of the City of Vernon, and that he be granted an expense allowance of $50.00, was read. It was moved by Poxon, seconded by Anderson, that the recom- mendation of the Superintendent, Water and Sewer Systems, be approved. Motion carried. Communication from Mason, Muntz & Associates, Architects & Engineers, advising that the construction of municipal housing has been completed by H & U Construction Company, the General Contractor, in accordance with Specifications No. 216, and recommending that the 100% completion payment, per Monthly Estimate No.6, dated September 26, 1958, be approved for payment, was read. (Mason, Muntz & Associates, Architects & Engineers, will complete forms for the Notice of Completion.) Resolution No. 2223 - A Resolution of the City Council of the City of Vernon accepting the construction of four new three- bedroom houses on Fruitland Avenue, at Pumping Plant No.3, and one two-bedroom house on Vernon Avenue, at Pumping Plant No.2, in accordance with Specifications No. 216 of said City, was read. It was moved by Anderson, seconded by Mailliard, that Resolution No. 2223 be approved and adopted. Motion carried. Moore, Administrative Officer, with reference to the request of the League of California Cities that the City of Vernon, as well as other cities in California, consider the establishment of the minimum Police standards outlined in the attached Memorandum, as a matter of record, recommending that this matter be referred to the Police Chief for a report, was read. It was moved by Poxon, seconded by Anderson, that the request of the League of California Cities be referred to the Police Chief for a report. Motion carried. Communication from Mr. . E. I'Jeaver requesting that the City of Vernon make the Scout Hut at 2265 East 38th Street available to the Metropolitan Division of the Community Chest as a headquarters in Vernon for the period from October 17 through November 7, was read. It was moved by Mailliard, seconded by Anderson, that ~tt. weaver be notified that the City Council has no objection to the Metropolitan Division of the Community Chest occupying the Scout Hut as headquarters in Vernon for the period October 17 through November 7, 1958, provided that the occupancy does not interfere with any of the current activities being conducted in said Scout Hut. Motion carried. Communication from Mr. Merwin D. Hansen, Assistant Engineer, advising that he has enrolled at the University of Southern California as a candidate for a Master of Science Degree in Public Administration, and requesting that he be reimbursed the sum of $7.80 for books from the Education and Training Budget appropriation, was read.
