MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 28, 1958 AT TEN O'CLOCK
A.M. IN THE COUNCIL CHAMBERS OF THE CITY
HALL LOCATED AT 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, poxon
COUNCIL ABSENT: None
The adjourned regular meeting was called to order by
Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the
minutes of the meeting of November 18, 1958 be approved as written
and submitted. Motion carried.
The City Council proceeded to conduct a public hearing
on the Petition of Federal Ice and Cold Storage Company for a
variance from the provisions of Ordinance No. 541, and all amend-
ments thereto, of the City of Vernon.
Robert L. Martin, Court Reporter, was present and reported
the proceedings.
The following were duly acknowledged as being on file:
(1) Affidavit of Publication in the Los Angeles Daily
Journal on November 24, 25, 26, 1958 of HNotice of Proposed Change
from Zoning Provisions II ;
(2) Affidavit of Posting IlNotice of Proposed Change
from Zoning Provisions" by Arthur E. Nelson, Jr., City Engineer,
in the employ of the City of Vernon;
(3) Affidavit of City Clerk Re Mailing Postal Card
Notices on application for variance of Federal Ice & Cold Storage
Company.
The Mayor asked if anyone from the floor wished to address
the City Council with reference to said petition.
The following addressed the City Council with reference to
said petition for a zone variance:
Mr. Edward Hervey, Attorney at Law, 458 South Spring
Street, Los Angeles 13, represented Federal Ice & Cold Storage
Company.
Mrs. Frank L. Doty represented Caterine Garibaldi, Garibaldi
Brothers and Garibaldi Land Co.
Mr. R. L. Hickman represented General Mills, 4309 Fruitland
Avenue.
Mr. J. G. Snow, Vice President & General Manager of
Federal Ice and Cold Storage Company.
Mr. Charles H. Kostman, property owner, 995 Afton Road,
San Marino, California.
Mr. E. H. Farrar represented Central Manufacturing District,
Inc.

It was moved by Poxon, seconded by Anderson, that Petition
of Federal Ice & Cold Storage Company for a zone variance be referred
to the City Council for advisement and report. Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
dated November 19, 1958, with reference to application of A. R. Koomler
to conduct a business of dealing in used brick at 2640 East 26th Street,
enumerating four requirements that are recommended as the basis for
granting the business license, was read. (Copy to each member of the
City Council.)
It was moved by Anderson, seconded by Malburg, that the
Director of Sanitation be instructed to inform Mr. A. R. Koomler of
the requirements to be complied with prior to issue of license.
Motion carried.
Communication from Los Angeles Bureau of Municipal Research,
dated November 17, 1958, submitting information and a proposal
concerning a survey of taxable property in the City of Vernon, was
presented. (Administrative Officer distributed copies to the members
of the City Council at the meeting of November 18, 1958.)
It was moved by Anderson, seconded by Mailliard, that
communication from Los Angeles Bureau of Municipal Research be laid
over pending further study. Motion carried.
Communication from Freitas Transfer Co. requesting a
license to conduct a trucking business at 2050 E. 51st Street, was read.
It was moved by Anderson, seconded by Poxon, that request
of Freitas Transfer Co. be approved and license granted. Motion
carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
advising that construction of the Metropolitan Water District connecting
pipeline in Vernon, east of the East Roadway of Alameda Street,
uncovered five electrical conduits across the street at various
locations and that a permit record has been found for only one of
these conduits; and recommending that a license agreement be executed
between the City of Vernon and the Borg-Warner Corporation to maintain
these conduits at their existing locations, was read.
It was moved by Anderson, seconded by poxon, that the City
Attorney be instructed to draft a license agreement between the City
of Vernon and Borg-Warner Corporation covering the conduits across
Vernon Avenue. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated November 20, 1958, enclosing letter from B.I.F. Industries, Inc.,
transmitting Change Order No. 1 to Schedule V of Specifications No.
208, prepared by James M. Montgomery, Consulting Engineer, advising
that said Change Order does not appear to be in order; and requesting
authority to issue a purchase order to B.l.F. Industries, Inc. for an
additional air compressor with one-half horsepower electric motor and
30-gallon storage tank, in the amount of $286.50, with a maintenance
and guarantee bond the same as outlined in Specifications No. 208,
was read.
It was moved by Poxon, seconded by Anderson, that the City

Engineer be authorized to issue a purchase order to B.I.F. Industries,
Inc. for one air compressor with one-half horsepower electric motor
and 30-gallon storage tank, in the amount of $286.50, with a main-
tenance and guarantee bond the same as outlined in Specifications No.
208. Motion carried.
. Communication from Arthur E. Nelson, Jr., City Engineer,
and D. D. Grayson, Traffic Engineer, recommending that George L. Bell,
Chainman Grade 3, be reimbursed the sum of $17.58 from the Education
and Training Budget appropriation for tuition and books required in
connection with his plane geometry and engineering drawing classes at
East Los Angeles Junior College, was read.
It was moved by Anderson, seconded by Poxon, that the request
of Arthur E. Nelson, Jr., City Engineer, and D. D. Grayson, Traffic
Engineer, be approved and that authority be granted to issue warrant
to Mr. Bell in the amount of $17.58. Motion carried.
Communication from the American Can Company requesting the
City of Vernon to erect a street light over the pedestrian crossing
on Santa Fe Avenue located between 48th and 49th Streets parallel to
the railroad track, was read.
Communication from D. D. Grayson, Traffic Engineer, recom-
mending that the City Council approve the request of American Can
Company and that the City install sufficient street lighting
facilities to adequately illuminate the pedestrian crosswalk, was
read.
It was moved by Anderson, seconded by Malburg, tnat communi-
cations from the American Can Company and the Traffic Engineer be
referred to Carl A. Heinze, Consulting Electrical Engineer. Motion
carried.
Communication from the City of Norwalk extending thanks for
the spray sent by the City of Vernon in connection with their "Open
House ii, was read.
It was moved by Y~lburg, seconded by Poxon, that communi-
cation from the City of Norwalk be received and filed. Motion carried.
Communication from Be De L Inc. requesting that the curb
in front of their plant located at 5508-5516 Santa Fe Avenue, which
is painted for a loading zone and 20-minute parking, be restored to
the original zone allowing unlimited hours' parking, was read.
It was moved by Anderson, seconded by Poxon, that the
Engineering Department be instructed to notify Be De L Inc. that the
curb painting at 5508-5516 Santa Fe Avenue can be restored from a
loading zone and 20 minute parking to the original zone allowing
unlimited hours' parking provided the entire expense is borne by
Be De L Inc. Motion carried.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, recommending that the City of Vernon adopt a resolution
covering the donation of surplus Federal property having an original
government acquisition cost of $2,500.00 or more, was read.

Resolut~on No. 2232 - Be It Resolved By The City Council
Of The City Of Vernon And Hereby Ordered That: Robert J. Furlong,
who is Director of Civil Defense shall be and he is hereby authorized
as the representative of the City of Vernon to sign the \.J'arehouse
Issue Sheet (SEASP Form III) of the California State Educational
Agency for Surplus Property which contains certain terms and conditions,
was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2232 be approved and adopted. Motion carried.

Absent: None
Communication from Gerald W. Sellers requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Gerald W. Sellers be referred to the Director of Sanitation
with power to act. Motion carried.
Communication from Carlton W. Lemons, Power Equipment
Operator, requesting permission to move from the two-bedroom house
at 4326 Furlong Place to the three-bedroom house at 4330 Furlong
Place, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Carlton W. Lemons be laid over pending further study.
Motion carried.
Communication from Elwayne E. Smith, President, Southeast
District Bar Association, transmitting a copy of a resolution duly
adopted by the Southeast District Bar Association at its regular
meeting held on November 18, 1958, concerning division of Los Angeles
County into Superior Court districts and combining operations of the
South Gate and Compton Superior Court districts, was read. (Copy of
resolution to each member of the City Council.)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Elwayne E. Smith, President, Southeast District Bar
Association, be received and filed. Motion carried.
Communication from F. A. Ziemer, City Clerk, requesting
authority to have the public counter rearranged in the City Clerk's
Office by Associated Cabinet and Fixture Company, at an approximate
cost of $200.00, in accordance with the attached plan, was read.
(Copy to each member of the City Council.)
It was moved by Poxon, seconded by Anderson, that the request
of the City Clerk be approved. Motion carried.
Communication from F. A. Ziemer, City Clerk, requesting
authority to purchase furniture and equipment as enumerated for
use of the Purchasing Agent, at an approximate cost of $1,035.00,
was read.
It was moved by Anderson, seconded by Poxon, that the request
of the City Clerk be approved. Motion carried.

Communication from R. H. Bockhacker, Police Chief, recom-
mending that T. L. Lamar be advanced from Policeman Grade 3 to Grade
2, effective December 16, 1958, was read.
It was moved by Malburg, seconded by Mailliard, that the
recommendation of the Police Chief be approved. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
advising that the construction of asphalt concrete pavement in
Sierra Pine Avenue from 26th Street to Bandini Blvd. (a private street)
has been completed under private contract, in accordance with Specifi-
cations No. 202, and recommending that the work be accepted and that
the City Engineer be authorized to notify the owners of the action
taken by the City Council, was read.
It was moved by Malburg, seconded by Mailliard, that
communication from the City Engineer be referred to the City Attorney
for a resolution of acceptance. Motion carried.
Report of Health Department activities for the month of
October, 1958, was presented.
It was moved by Malburg, seconded by Mailliard, that the
report of Health Department activities be received and filed.
Motion carried.
Communication from Remington Rand, dated November 17, 1958,
addressed to the City Engineer, with reference to the inventory of
the records of the Engineering Department, transmitting a retention
schedule for approval of the Department Heads involved, the City
Attorney and the City Council, was read. (Copy to each member of
the City Council.)
It was moved by Anderson, seconded by Malburg, that communi-
cation from Remington Rand, dated November 17, 1958, be referred to
the City Attorney for study and report. Motion carried.
The following excavation applications, all having approval
of the Engineering Department, were presented:

It was moved by Mailliard, seconded by Malburg, that
excavation applications numbered 22061 to 22065 inclusive be filed
and permits granted. Motion carried.
The following building applications, all having approval
of the Building Engineer, were presented:
Application 22066 - California Maple Co. to install
automatic sprinklers at 2050 E. 48th St.
Approximate cost 4,000.00

It was moved by Malburg, seconded by Mailliard, that
building applications numbered 22066 to 22068 inclusive be filed
and permits granted. Motion carried.
There being no further business to come before the meeting,
it was moved by ~~lburg, seconded by Mailliard, that the meeting
adjourn. Motion carried.
