MINUTES OF A REGULAR :MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD DECEMBER 2, 1958 AT TWO O'CLOCK
P . M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE~ VERNON~ CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
Resolution No. 2234 - A Resolution of the City Council of
the City of Vernon granting a zoning variance to Federal Ice & Cold
Storage Company, a California corporation, was read.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 2234 be approved and adopted. Motion carried.

~~. James O. Stevenson, Director of Los Angeles Bureau of
Municipal Research, appeared before the City Council and discussed
the proposed survey of taxable property in the City of Vernon.
It was moved by Anderson, seconded by Poxon, that the
City Attorney be instructed to write a letter of acceptance of Mr.
Stevenson's proposal, specifying that progress payments are to be
made upon completion of certain portions of work and that in no
event are payments to exceed $10,000.00. Motion carried.
Report of the activities of the Police Department for the
period November 16 - 30, 1958, inclusive, was presented.
It was moved by Malburg, seconded by Mailliard, that the
report of Police Department activities be received and filed.
'Motion carried.
Communication from Pacific Catering Co. requesting a
license to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Pacific Catering Co. be referred to the Fire Department
with power to act. Motion carried.
Communication from Associated Desk Co. submitting a bid
of $12.50 for obsolete office equipment now stored in the basement
of the City Hall, was read.
It was moved by Anderson, seconded by Malburg, that the
bid of Associated Desk Co. be accepted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, advising
that the False Arrest Insurance for all members of the department
expires December 31, 1958 and requesting that the City issue a check
in the amount of $467.50 to cover insurance for one year, said
expenditure having been included in the 1958-59 Budget, was read.
It was moved by Anderson, seconded by Poxon, that the

request of the Police Chief be approved and that warrant be issued
to cover False Arrest Insurance for one year as allowed in the
1958-59 Budget. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems Dept., advising that he feels it desirable to have
as many Water Department employees as possible living in municipal
housing, if available, to handle any emergencies which may arise,
was read.
It was moved by Malburg, seconded by Anderson, that the
two-bedroom house located at 4328 Furlong Place be assigned to
John J. Kelley, Pump Plant Operator. Motion carried.
Communication, was read, from David D. Grayson, Traffic
Engineer, Arthur E. Nelson, Jr., City Engineer, and Robert H. King,
Superintendent, 'water & Sewer Systems, advising that the following
positions in the Engineering Department have been filled effective
December 1, 1958:
Rimtautas A. Petraitis, Assistant Engineer, Grade 3
Jo Bernadine Bronson, Engineering Clerk III, Grade 5
It was moved by Mai11iard, seconded by Malburg, that
communication from the Traffic Engineer, City Engineer and Super-
intendent, water & Sewer Systems be received and filed. Motion
carried.
Communication from Hilliard Truck Line requesting a license
to conduct a trucking business at 2050 E. 46th Street, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Hilliard Truck Line be approved and license granted.
Motion carried.
Reports of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for months of August, 1958 and September, 1958, were read.
It was moved by Malburg, seconded by Mai11iard, that reports
of the Consulting Electrical Engineer be received and filed. Motion
carried.
Carl A. Heinze, Consulting Electrical Engineer, discussed
the request of the American Can Company for street lighting at the
pedestrian crossing on Santa Fe Avenue between 48th and 49th Streets,
and advised that he found, upon investigation, that this location
was satisfactory for street: lighting.
It was moved by Anderson, seconded by Poxon, that the request
of the American Can Company be approved and that the Southern
California Edison Company be notified to make the necessary instal-
lation. Motion carried.
Communication from Choe Meat Co. requesting a license to
conduct a business of meat packing and wholesaling at 4401 S. Soto
Street, was read.
It was moved by Poxon, seconded by Anderson, that the request
of Choe Meat Co. be referred to the Director of Sanitation for investi-
gation and report. Motion carried.

A discussion was held with reference to allocation of the
vacant city-owned house located at 4330 Furlong Place.
It was moved by Anderson, seconded by Malburg, that the
request of Carlton W. Lemons, Power Equipment Operator, to move
from the two-bedroom house at 4326 Furlong Place to the three-
bedroom house at 4330 Furlong Place, be approved and that the city-
owned house at 4326 Furlong Place be assigned to M. A. deRuyter.
Motion carried.
Resolut~on No. 2233 - A Resolution of the City Council of
the City of Vernon accepting the construction of asphalt concrete
pavement in Sierra Pine Avenue from 26th Street to Bandini Boulevard
(a private street), in accordance with Specifications No. 202 as
prepared by Barnett, Hopen and Smith, Civil Engineers and Land
Surveyors, was read.
It was moved by Poxon, seconded by l\nderson, that Resolution
No. 2233 be approved and adopted. Motion carried.

L. C. Husted, Fire Chief, reported that the results of the
survey by the National Board of Fire Underwriters have not been
received to date.
It was moved by poxon, seconded by Anderson, that John B.
Moore, Administrative Officer, be instructed to contact the National
Board of Fire Underwriters in an effort to expedite the results of
the survey. Motion carried.
The letter directed to be sent to John W. Shenk III,
Special Counsel, with respect to the alternate sewer in Santa Fe
Avenue, was discussed.
It was moved by Anderson, seconded by Poxon, that the City
Attorney be instructed to contact John W. Shenk III, Special Counsel,
as to the alternate sewer in Santa Fe Avenue and report. Motion
carried.
The following excavation applications, all having approval
of the Engineering Department, were presented:
Application 22069 - Ladish Pacific Div., Ladish Co. to
construct driveway in W/s Alcoa Ave.
N/o CL Slauson Ave.
It was moved by Poxon, seconded by Malburg, that excavation
application numbered 22069 be filed and permit granted. Motion
carried.
The following building applications, all having approval
of the Building Engineer, were presented:

It was moved by Mailliard, seconded by Malburg, that
building applications numbered 22070 to 22085 inclusive be filed
and permits granted. Motion carried.
"Warrant Register No. 34A" covering claims and demands
presented during the period November 15 - 30, which includes
Demands Nos. 4514 to 4516 (both inclusive) drawn on the Citizens
National Bank, totaling $27.27 (accounting period November, 1958),
was examined and audited.
''Warrant Register No. 35" covering claims and demands
presented during the period November 15 - 30, which includes
Demands Nos. 4517 to 4633 (both inclusive) drawn on the Citizens
National Bank, totaling $175,366.32 (accounting period December, 1958),
was examined and audited.
It was moved by Mailliard, seconded by Poxon, that ''Warrant
Register No. 34A" and ''Warrant Register No. 3511 be approved and
payment authorized for Demands Nos. 4514 to 4633 (both inclusive),
with no exceptions. Motion carried.

There being no further business to come before the meeting,
it was moved by Malburg, seconded by Mailliard that the meeting
adjourn. Motion carried.
