HINUTES OF A REGULAR iYfEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD DECEMBER 16, 1958 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Mailliard, Malburg, Poxon
COUNCIL ABSENT: Furlong
The meeting was called to order by Mayor pro tempore
L. C. Malburg.
It was moved by Poxon, seconded by ~~illiard, that the
minutes of the meetings of November 28 and December 2, 1958 be
approved as written and submitted. Motion carried.
Communication from F. A. Ziemer, City Clerk, requesting
permission to employ Mr. William E. Wentland as Deputy City Clerk-
Utility, Grade 1, effective as soon as he is available, and to bond
him in the amount of $25,000.00, was read. (Copy to each member of
the City Council.
It was moved by Poxon, seconded by Mailliard, that the
request of the City Clerk be approved. Motion carried.
Copy of a communication from the City Attorney to the
Attorney General with reference to destruction of municipal records,
was read.
It was moved by Anderson, seconded by poxon, that copy of
communication from the City Attorney to the Attorney General be
received and filed. Motion carried.
Communication from the State of California, Department of
Public Health, dated December 1, 1958, advising that the State
Department of Public Health hereby re-declares the County of Los
Angeles to be a rabies area within the meaning of Section 1901.2 of
the California Health and Safety Code, effective December 2, 1958,
was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the State of California, Department of Public Health, be
received and filed. Motion carried.
Communication trom Ray Ulrey Electric Motors requesting a
license to conduct a'business of selling new and used electric
motors at 4312 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Ray Ulrey Electric Motors be approved and license granted.
Notion carried.
Communication from Doudell Trucking Co. requesting a
license to conduct a trucking business at 4451 Santa Fe Avenue, was
read.
It was moved by Anderson, seconded by Poxon, that the
request of Doudell Trucking Co. be approved and license granted.
Notion carried.

Communication from -Manville Products Corp. requesting
a permit to haul rubbish from their premises located at 3275 East
Slauson Avenue over the public streets to an authorized dump or
incinerator located outside the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Johns-Manville Products Corp. be approved and permit
granted. Motion carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, requesting that the following personnel be advanced in grade,
effective January 1, 1959:
A. Dwyer from Policeman Grade 4 to Grade 3
J. Morey from Policeman Grade 4 to Grade 3
B. Thomason from Policeman Grade 4 to Grade 3
J. Dancer from Policeman Grade 3 to Grade 2
R. Tisdale from Policeman Grade 3 to Grade 2
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief be approved. Motion carried.
Communication, was read, from L. C. Husted, Fire Chief,
requesting permission to advance the following personnel in grade,
effective January 1, 1959:
A. K. Forbes from Captain Grade 3 to Grade 2
M. E. Cagle from Driver Grade 4 to Grade 3
D. E. Combs from Driver Grade 4 to Grade 3
J. C. Stradtman from Driver Grade 4 to Grade 3

It was moved by Mailliard, seconded by Poxon, that the
request of the Fire Chief be approved. ~IDtion carried.
Report of Health Department activities for the month of
November, 1958, was presented. (Copy to each member of the City
Council.)
It was moved by Anderson, seconded by Poxon, that the
report of Health Department activities be received and filed. Motion
carried.
Report of activities of the Police Department for the
period December 1-15, 1958 inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that the
report of activities of the Police Department be received and filed.
Motion carried.
Communication from John B. Moore, Administrative Officer,
with reference to single work days following holidays at Christmas
and New Years, was read.

It was moved by Poxon, seconded by Mailliard, that communi-
cation from the Administrative Officer be received and filed. Motion
carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated December 11, 1958, with reference to contract awarded to
Grinnell Company of the Pacific under Schedule II of Specifications
No. 208, for furnishing three gate valves and three check valves,
advising that two (2) 6-inch check valves, Item No. 204, were not
used due to redesign after the contract was awarded; advising that
permission has been received from Grinnell Company of the Pacific to
return three valves and reduce the contract price by $204.26; and
recommending that only the valves delivered under Item Nos. 201, 202,
and 203 of Schedule II be accepted and that authority be given to pay
Grinnell Company of the Pacific the amount of $1,817.67, was read.

Resolution No. 2236 - A Resolution of the City Council of
the City of Vernon accepting one four-inch gate valve, two six-inch
gate valves and one twenty-inch check valve from Grinnell Company of
the Pacific in accordance with Schedule II of Specifications No. 208
and Addendum No. 1 to said specifications, heretofore approved by
the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2236 be approved and adopted. Motion carried.

Communication from L. C. Husted, Fire Chief, dated
December 12, 1958, with reference to the Pacific Vegetable Oil fire
on November 17, 1956 and the effect that the chemical fumes had on
Fireman Lloyd Graham, advising that upon advice of his physician,
Mr. Graham has moved to Sebastopol, California; and recommending that
the question of one year compulsory disability payment to Mr. Graham
be referred to the City Attorney for clarification, especially with
reference to the three months period that Mr. Graham was off duty
immediately following the injury, was read. (Copy to each member
of the City Council.)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Fire Chief, dated December 12, 1958, be referred to
the City Attorney for a future report. Motion carried.
Communication from Howard Mfg. Co. of California requesting
a license to conduct a business of assembling wood and aluminum
ladders and related products at 2310 East 52nd Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Howard Mfg. Co. of California be approved and license
granted. Motion carried.
Communication from L. C. Husted, Fire Chief, transmitting
letter of resignation from Fireman 'l'iilliam J. Eaton, effective
December 9, 1958, and recommending that said letter of resignation
be accepted, was read.
It was moved by Anderson, seconded by Poxon, that the
resignation of Fireman William J. Eaton be accepted. Motion carried.

Communication from Los Angeles Bureau of Municipal Research,
dated December 12, 1958, advising that they have started the tax
equalization survey of the City of Vernon; asking for cooperation
from the City Clerk, Building Engineer and the Administrative Officer;
and advising that they shall need information from the City as well
as from property owners and business enterprises of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Los Angeles Bureau of Municipal Research, dated December
12, 1958, be received and filed. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
D. D. Grayson, Traffic Engineer, and R. H. King, Superintendent, Water
& Sewer Systems, requesting authority to issue a purchase order to
willard-Brent Co., Inc., in the amount of $495.00, to construct a
partition six feet from the south end of the hallway on the first
floor of the City Hall, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the City Engineer, Traffic Engineer and the Superintendent,
Water & Sewer Systems, be approved. Motion carried.
Communication from General Petroleum Corp. requesting
renewal of their permit to haul rubbish from 2525 East 37th Street
and 2423 East 28th Street over the public streets to an authorized
dump or incinerator located outside the City of Vernon, was read.
It was moved by Mailliard, seconded by Poxon, that the
request of General Petroleum Corp. be approved and permit granted.
Motion carried.
Robert S. Stone, Director of Sanitation, made a verbal
report with reference to the application of Choe Meat Company for
a license to conduct a business of meat packing and wholesaling at
4401 S. Soto Street, advising that said application has been approved
by the Health Department.
The following excavation applications, all having approval
of the Engineering Department, were presented:
Application 22086 - So. Calif. Gas Co. to repair gas main
in N/s 53rd St. E/o Santa Fe Ave.
Application 22087 - So. Calif. Gas Co. to test for leaks
in gas mains at four specified locations.
Application 22088 - So. Calif. Gas Co. to repair gas main
in N/s 26th St.vJ/o Soto St.
ApElication 22089 - So. Calif. Gas Co. to abandon gas
service in N/s 46th St. W/o St. Charles

Application 22090 - So. Calif. Gas Co. to repair gas mains
at eight specified locations.
Application 22091 - Blackman Stamping & Mfg. Co. to construct
curb return and driveway apron in 37th

It was moved by Mailliard, seconded by Poxon, that excavation
applications numbered 22086 to 22097 inclusive be filed and permits
granted with the exception of application number 22096; and that Ladish
Pacific Div., Ladish Co., be granted a permit in accordance with
application number 22096 provided that they post a bond in the amount
of $3,000.00 to reimburse the City in the event that the City must
remove the four electric conduits across Alcoa Avenue, said bond to
be approved as to form by the City Attorney. Motion carried.
The following building applications, all having approval
of the Building Engineer, were presented:

It was moved by Poxon, seconded by Mailliard, that building
applications numbered 22098 to 22109 inclusive be filed and permits
granted. Motion carried.
HWarrant Register No. 3511 covering claims and demands
presented during the period December 1 to 15, which includes Demands
Nos. 4634 to 4721 (both inclusive) drawn on the Citizens National
Bank, totaling $29,574.25 (accounting period December, 1958), was
examined and audited.
It was moved by Poxon, seconded by Mailliard, that "'Warrant
Register No. 3511 be approved and payment authorized for Demands Nos.
4634 to 4721 (both inclusive), with no exceptions. Motion carried.

period November 1 to 30, which includes Demands Nos. 146 to 155 (both

$121,719.15 (accounting period November, 1958), was examined and
audited.
It was moved by Poxon, seconded by Mai11iard, that "Payroll
.~'Jarrant Register No. 17" be approved and payment authorized for
Demands Nos. 146 to 155 (both inclusive), with no exceptions. Motion
carried.
