The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the
minutes of the meeting of December 16, 1958 be approved as written
and submitted. Motion carried.
John'.:J. Shenk III, Special Counsel, appeared before the
City Council and briefly discussed the sewer in Santa Fe Avenue, which
is owned jointly by the City of Vernon and the City of Los Angeles,
and presented a resolution to the City Council for consideration.
Resolution No. 224.0 - A Resolution of the City Council of
the City of Vernon proposing the preparation of a contract with the
City of Los Angeles in which a new sewer in Santa Fe Avenue from
Thirty-Seventh Street to the north City boundary of the City of Vernon
would be built and transferred to the City of Los Angeles in return
for the release of all capacity by Los Angeles in the present sanitary
sewer in said street, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 224.0 be approved and adopted. Motion carried.

Communication from David D. Grayson, Traffic Engineer,
Arthur E. Nelson, Jr., City Engineer, and Robert H. King, Superintendent,
water & Sewer Systems, requesting authority to employ one additional
Street Painter, exact grade to be determined on basis of successful
applicantts qualifications, was read.
It was moved by Anderson, seconded by Poxon, that the request
of the Traffic Engineer, City Engineer and Superintendent ,~'later &
Sewer Systems, be approved. Motion carried.
Communication from David D. Grayson, Traffic Engineer,
requesting authority to attend the Eleventh Annual California Street
& Highway Conference at Berkeley, California, on January 29-31, 1959,
inclusive, with an expense allowance of $150.00, was read.
It was moved by Anderson, seconded by Poxon, that the request
of the Traffic Engineer be approved. Motion carried.
Communication from Industrial Finance Co. requesting a license
to conduct a business of fabricating and assembling automobile lights
and floodlights at 2369 E. 51st Street, was read.
It was moved by Poxon, seconded by Anderson, that the request
of Industrial Finance Co. be approved and license granted. Motion
carried.

Communication from Transport Business Service requesting a
license to conduct a business of bookkeeping and related services to
truckers at 24-55 E. 27th Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Transport Business Service be approved and license granted.

Communication from Central Basin Hater Association extending
an invitation to attend a special joint meeting of the Board of
Directors of said Association and the West Basin Water Association
at Huntington Park Elks Club at 6:30 P.M., Hednesday, January 7, 1959,
was read.
It was moved by Malburg, seconded by Poxon, that communi-
cation from Central Basin Water Association be received and filed.
Notion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer, on
operation of electrical system by Southern California Edison Company
for month of October, 1958, was read.
It was moved by Anderson, seconded by ~~lburg, that the
report of the Consulting Electrical Engineer be received and filed.
Motion carried.
Demand on the City of Vernon filed by City of Los Angeles,
Department of Public Works, Bureau of Accounting, for total sewage
disposal charges due for the period February 1, 194.6 to June 30, 1958,
inclusive, in the amount of $773,820.56, was presented.

Summary of Apportionments of Motor Vehicle License Fees
for the period June 1, 1958 through November 30, 1958 as provided
by Sections 11003-5, Revenue and Taxation Code, compiled under the
direction of Robert C. Kirkwood, State Controller, was presented.

of Apportionments of Motor Vehicle License Fees for the period June
1, 1958 through November 30, 1958 be received and filed. Motion
carried.
Report of the activities of the Police Department for the
period December 16 - 31, 1958, inclusive, was presented.
It was moved by Malburg, seconded by Vmilliard, that the
report of activities of the Police Department be received and filed.
Motion carried.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, recommending that ten (10) Portable F-M Two-Way Radio-
phones be accepted from Motorola Communications and Electronics, Inc.
in accordance with Specifications No. 226, and that authority be
granted to pay 90% ($3,695.33) of Invoice No. l16l6-D, dated December
18, 1958, and to pay the balance ($4,10.59) 35 days from approval date,
was read.
Resolu_~ion No. 2238 - A Resolution of the City Council of
the City of Vernon accepting ten (10) Portable Two-way Radiophones
from Motorola Communications and Electronics, Inc., in accordance
with Specifications No. 226 heretofore approved by the City of Vernon,
was read.
It was moved by Poxon, seconded by Mailliard, that Resolution
No. 2238 be approved and adopted. Motion carried.

City of Los Angeles, requesting permission to use the Vernon City
Hall as a polling place for the municipal elections of April 7 and

request of the Fire Chief be approved. Motion carried.
Communication from Policeman E. G. Smith requesting that
he be considered as a tenant for one of the city-owned houses when
one is available, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Policeman E. G. Smith be received and filed for future
consideration. Motion carried.
Semi-annual report of the Police Department covering the
period from July 1, 1958 to December 31, 1958, inclusive, was
presented. (Copy to each member of the City Council.)

July 1, 1958 to December 31, 1958, inclusive, be received and filed.

Copy of Application No. 4.0688 before the Public Utilities
Commission of the State of California of various warehouses for
authority to increase their rates as warehousemen in the City of Los
Angeles, and other Southern California points, was presented.
It was moved by Anderson, seconded by Paxon, that copy of
Application No. 4.0688 before the Public Utilities Commission of the
State of California be received and filed. Motion carried.
Communication from Public Utilities Commission of the State
of California advising that as a result of a request by the Pacific
Telephone and Telegraph Company and subsequent staff investigation,
the Commission on October 7, 1958, by Resolution No. E-999, granted
permission to all operators of overhead lines to deviate from certain
provisions of Rule 84..4,-D(Ll.) of General Order No. 95, \Vas read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from Public Utilities Commission of the State of California
be received and filed. Motion carried.

Communication from R. H. Bockhacker, Police Chief, recom-
mending that Lease Agreement between the City of Vernon and Motor
Officer R. D. Linke for one 1957 Harley Davidson Motorcycle, Engine
No. 57FL395l, be renewed effective as of January 23, 1959, was read.
It was moved by Anderson, seconded by Malburg, that the
recommendation of the Police Chief be approved and that said lease
agreement be renewed. Motion carried.
Communication from Joseph A. Venezia, Deputy City Clerk,
tendering his resignation as an employee of the City of Vernon
effective as of the close of business January 29, 1959, was read.
It was moved by Anderson, seconded by Poxon, that the
resignation of Joseph A. Venezia, Deputy City Clerk, be accepted and
that Mr. Venezia be granted two weeks vacation commencing January 16,
1959. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
advising that C. O. Sparks, Inc. and Mundo Engineering Company, a
joint venture, has completed the reconstruction of Downey Road from
Holabird Avenue to 26th Street in accordance with Specifications No.
225, and recommending that the work be accepted and that authority be
granted to pay for same in accordance with the terms of the contract,
was read.
Resolution No. 2237 - A Resolution of the City Council of
the City of Vernon accepting the reconstruction of Downey Road from
Holabird Avenue to 26th Street in accordance with Specifications No.
225 heretofore approved by the City of Vernon, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2237 be approved and adopted. Motion carried.
