MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD FEBRUARY 3, 1959 AT TwO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mail1iard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Malburg, that the
minutes of the meeting of January 20, 1959 be approved as written
and submitted. Motion carried.
Communication from Safeway Stores, Inc. requesting a permit
to haul rubbish from their premises located at 1925 East Vernon Avenue
over the public streets to an authorized dump or incinerator located
outside the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that the request
of Safeway Stores, Inc. be approved and permit granted. Motion carried.
Communication from T. R. Gardner Co. requesting a license
to conduct a wholesale poultry distribution business at 4224 District
Blvd., was read.
It was moved by Poxon, seconded by Mai1liard, that the
request of T. R. Gardner Co. be referred to the Director of Sanitation
with power to act. Motion carried.
Communication from Flynn's Catering requesting a license to
operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that the request
of Flynn's Catering be approved and license granted. Motion carried.
Communication from Truckers Paradise requesting a license
to operate a garage for the repair of diesel and gasoline trucks at
2750 S. Alameda Street, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Truckers Paradise be approved and license granted. Motion
carried.
Communications from the Los Angeles County Boundary
Commission advising that the City of South Gate has filed a proposal
with the Secretary of the County Boundary Commission for the annexation
of territory known as 12th Addition Territory, and that the City of
Monterey Park has filed a proposal with the Secretary of the County
Boundary Commission for the annexation of territory known as Poteete
Annexation, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cations from the Los Angeles County Boundary Commission be received
and filed. Motion carried.
Communication from the Controller of the State of California
submitting a revised estimate of apportionments of Vehicle License Fee
Revenues for the 1958-59 fiscal year, was read.

It was moved by Malburg, seconded by Poxon, that communi-
cation from the Controller of the State of California be received and
filed. Motion carried.
Communication from Central Basin Water Association extending
an invitation to attend the next regular meeting of the Board of
Directors of said Association to be held at Marsal's, 2782 Firestone
Blvd., South Gate, at 6:30 o'clock P.M., on Thursday, February 5, 1959,
was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from Central Basin Water Association be received and filed.
Motion carried.
Communication from the Local Planning Advisory Committee,
addressed to the Vernon City Planning Commission, extending an
invitation to attend its meeting to be held in San Diego, on February
5, 1959, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Local Planning Advisory Committee be received and
filed. Motion carried.
Franchise Report of the General Petroleum Corporation on
Franchise Ordinances Nos. 80, 299 and 532 for year ending October 31,
1958, together with check in the amount of $31.40, was read. (Last
year $32.44)
It was moved by Anderson, seconded by Malburg, that Franchise
Report of the General Petroleum Corporation be received and filed.
Motion carried.
Communication from the County of Los Angeles Road Department,
addressed to the Planning Commission, dated January 20, 1959, advising
that they presently propose to acquire widening on Washington Boulevard,
from Industrial Way to approximately 1360 feet easterly, as shown
shaded in red on attached sketch, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the County of Los Angeles Road Department be received and
filed. Motion carried.
Communication, was read, from R. H. Bockhacker, Police Chief,
recommending that the following personnel be advanced in grade:
M. A. deRuyter from Detective Grade 4 to Grade 3,
effective February 16, 1959
R. J. Robbins from Patrolman Grade 4 to Grade 3,
effective February 1, 1959
R. H. Ludwig from Patrolman Grade 4 to Grade 3,
effective February 1, 1959
It was moved by Mailliard, seconded by Malburg, that the
recommendation of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, requesting
that Sgt. J. Jordan and Detective J. Morrison be authorized to attend
the quarterly meeting of the Southern California Safe Burglary Investi-
gators to be held on the night of February 6, 1959, in San Diego, with
an expense allowance of $20.00 each, was read.

It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, advising
that the Attorney General has called for a joint all zone meeting of
Chiefs of Police, Sheriffs and District Attorneys, to be held February
19 and 20, at the Hacienda Hotel, Fresno, and requesting that he be
authorized to attend said meeting with an expense allowance of $50.00,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, trans-
mitting requests from Officers H. L. Wilson and R. E. Shank for
reimbursement of $59.80 each from the Education and Training Budget
appropriation for tuition and books, and recommending that the request
be approved, was read.
It was moved by Malburg, seconded by Poxon, that the recom-
mendation of the Police Chief be approved and that authority be granted
to issue warrants to Officers H. L. Hilson and R. E. Shank in the
amount of $59.80 each. Motion carried.
, Communication from Arthur E. Nelson, Jr., City Engineer,
Robert H. King, Superintendent, Water & Sewer Systems, and D. D. Grayson,
Traffic Engineer, advising that Mr. Luke Salerno, Laborer, has made
application to the State Employees' Retirement System to retire from
the service of the City, effective March 1, 1959, was read.
It was moved by Mailliard, seconded by Poxon, that a letter
of appreciation be written to Mr. Luke Salerno and that a copy of said
letter be spread upon the official minutes of the City Council.
Motion carried.

The City Council of the City of Vernon wishes to express
its appreciation to you for the years of faithful and capable
services given to the City Government of said City, always in the
best interest of the City and its inhabitants.
You have been a valued employee of the City of Vernon
continuously since March 1, 1930, in the Street Department.
The City Council of the City of Vernon desires to place
upon its official records a letter of appreciation and commendation
for the twenty-nine years of faithful service rendered by you as
an employee of the Street Department, and directs that a copy of
this letter be spread upon its minutes of February 3, 1959, and
directs that this letter be delivered to Mr. Luke Salerno.

. Communication from Arthur E. Nelson, Jr., City Engineer,
Robert H. King, Superintendent, Water & Sewer Systems, and D. D. Grayson,
Traffic Engineer, advising that the American Society of Civil Engineers
is holding its convention in Los Angeles at the Hotel Statler, February
9 - 13, and that the American Concrete Institute is holding its 1959
convention at the same place, February 23 - 26; and recommending that
the City Engineer, the Traffic Engineer, M. D. Hansen, Assistant
Enginee~and D. V. Radcliffe, Construction Inspector, be authorized to
attend such sessions that will not unduly interfere with their duties,
and that they be reimbursed for actual expenses, was read. (Copy to
each member of the City Council.)
It was moved by Anderson, seconded by Poxon, that the recom-
mendation of the City Engineer, Superintendent, Water & Sewer Systems,
and the Traffic Engineer, be approved. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
D. D. Grayson, Traffic Engineer, and R. H. King, Superintendent, Water
& Sewer Systems, requesting authority to employ an Engineer's Aide,
exact grade to be determined on basis of successful applicant's
qualifications, and requesting authority to purchase a drafting table
and chair for said employee at an approximate cost of $525.00, was
read.
It was moved by Poxon, seconded by Mailliard, that the
request of the City Engineer, Traffic Engineer, and Superintendent,
Water & Sewer Systems, be approved. Motion carried.
Communication from R. H. King, Superintendent, 'Water &
Sewer Systems, dated January 29, 1959, with reference to proposed
construction of water pumping and storage facilities on the property
recently acquired in the vicinity of 26th and Soto Streets, was read.
(Copy to each member of the City Council.)
It was moved by Anderson, seconded by Mailliard, that
communication from the Superintendent, Water & Sewer Systems, be
received and filed. Motion carried.
Communication from the Los Angeles County Board of Super-
visors, dated January 27, 1959, advising that recently the Board
authorized the deletion of the lIhold harmlessH clause from the Health
Services, Law Enforcement Services and Pound Services agreements, and

transmitting for execution by the City of Vernon an amendment to
agreement entitled "Pound Services~ was read.
Resolution No. 2244 - A Resolution of the City Council of
the City of Vernon authorizing the execution of an amendment to
Agreement for Pound Services, was read.
It was moved by Poxon, seconded by Mailliard, that Resolution
No. 2244 be approved and adopted. Motion carried.

Communication from Byron Jackson Division of Borg-Warner
Corporation, dated January 28, 1959, requesting that appropriate
proceedings be instituted to vacate the easterly fifty feet of 45th
Street in the City of Vernon, was read. (Copy to each member of the
City Council.)
It was moved by Anderson, seconded by Malburg, that the
request from Byron Jackson Division of Borg-Warner Corporation be
referred to the City Attorney and the City Engineer for study and
report; that the City Attorney be authorized to obtain a title report
of the property involved; and that Byron Jackson Division of Borg-
Warner Corporation be so advised. Motion carried.
Report of the activities of the Police Department for the
period January 16 - 31, 1959 inclusive, was presented.
It was moved by Malburg, seconded by Mailliard, that the
report of the activities of the Police Department be received and
filed. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting
authority to purchase three new type fire alarm boxes, and the neces-
sary materials to install them, at an approximate cost of $1,776.40,
was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Fire Chief be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, submitting
preliminary study plans for construction of Fire Station No. 3 on
the property recently acquired in the vicinity of 26th and Soto Streets,
was read. (Copy to each member of the City Council.)
It was moved by Anderson, seconded by Malburg, that Mason,
Muntz & Associates, Architects & Engineers, be retained to draft the
necessary plans and specifications for the construction of Fire
Station No.3; that Mason, Muntz & Associates be requested to submit
a contract for architectural services to the City Attorney so that
he can prepare the necessary resolution authorizing the execution of
said contract. Motion carried.
Communication from Fireman James E. Muldown requesting that
he be allowed the sum of $50.00 from the Education and Training Budget
appropriation for tuition at the U.S.C., School of Public Administration,
Civic Center Division, was read. (Fire Chief Husted recommends that
the request be approved.)

It was moved by Anderson, seconded by poxon, that the
recommendation of the Fire Chief be approved and that authority be
granted to issue warrant to Fireman Muldown in the amount of $50.00.
Motion carried.
Communication from George G. Skalsky, Assistant Director
of Civil Defense, submitting preliminary study plans for the
construction of a Communications Building, was read. (Copy to each
member of the City Council.)
It was moved by Anderson, seconded by Malburg, that Mason,
Muntz & Associates, Architects & Engineers, be retained to draft the
necessary plans and specifications for the construction of a
Communications Building; that Mason, Muntz & Associates be requested
to submit a contract for architectural services to the City Attorney
so that he can prepare the necessary resolution authorizing the
execution of said contract. Motion carried.
Communication from Joint Freight Service requesting a license
to conduct a business of leasing trailers and to joint load merchandise
in trailers at 4314 Exchange Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the request
of Joint Freight Service be approved and license granted. Motion
carried.
Communication from Fireman Paul Pribble requesting that he
be allowed the sum of $50.00 from the Education and Training Budget
appropriation for tuition at the University of Southern California,
Civic Center Division, was read. (Fire Chief Husted recommends that
the request be approved.)
It was moved by Anderson, seconded by Malburg, that the
recommendation of the Fire Chief be approved and that authority be
granted to issue warrant to Fireman Pribble in the amount of $50.00.
Motion carried.
Communication from Kurtz Mold Co. requesting a license to
conduct a mold making business at 2229 E. 38th Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Kurtz Mold Co. be approved and license granted. Motion
carried.
Communication from Flexographic Art Service requesting a
license to conduct a commercial art business at 4551 Produce Plaza
'West, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Flexographic Art Service be approved and license granted.
Motion carried.
Resolution No. 2245 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a license agreement
with Ladish Company, a Wisconsin corporation, was read.
It was moved by Malburg, seconded by Mailliard, that Resolution
No. 2245 be approved and adopted. Motion carried.

Communication from Southern California Edison Company,
dated January 30, 1959, transmitting License Agreement from the
General Petroleum Corporation covering a proposed service at 2448 E.
37th Street, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from the General Petroleum Corporation, together with License
Agreement, be referred to the City Attorney. Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
requesting that he be authorized the sum of $100.00 from the Education
and Training Budget appropriation to continue his course in Public
Administration at the University of Southern California, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Mr. Stone be approved and that authority be granted to
issue warrant to him in the amount of $100.00. Motion carried.
F. A. Ziemer, City Clerk, distributed to the members of
the City Council, for study, copies of a communication from Arthur E.
Nelson, Jr., City Engineer, dated February 3, 1959, with reference to
the proposed construction of second-story facilities above the new
Police Department building.
The following excavation applications, all having approval
of the Engineering Department, were presented:

It was moved by Anderson, seconded by Malburg, that building
applications numbered 22160 to 22174 inclusive be filed and permits
granted. Motion carried.
IlWarrant Register No. 3811 covering claims and demands
presented during the period January 16 to 31, which includes Demands
Nos. 4978 to 5095 (both inclusive), drawn on the Citizens National
Bank, totaling $70,808.20 (accounting period February, 1959), was
examined and audited.
It was moved by Mailliard, seconded by Poxon, that llWarrant
Register No. 38il be approved and payment authorized for Demands Nos.
4978 to 5095 (both inclusive), with no exceptions. Motion carried.

"Warrant Register No. 34A" covering claims and demands
presented during the period November 15 - 30, which includes
Demands Nos. 4514 to 4516 (both inclusive) drawn on the Citizens
National Bank, totaling $27.27 (accounting period November, 1958),
was examined and audited.
''Warrant Register No. 35" covering claims and demands
presented during the period November 15 - 30, which includes
Demands Nos. 4517 to 4633 (both inclusive) drawn on the Citizens
National Bank, totaling $175,366.32 (accounting period December, 1958),
was examined and audited.
It was moved by Mailliard, seconded by Poxon, that ''Warrant
Register No. 34A" and ''Warrant Register No. 35" be approved and
payment authorized for Demands Nos. 4514 to 4633 (both inclusive),
with no exceptions. Motion carried.
