MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD FEBRUARY 17, 1959 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE ~ VERNON ~ CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the
minutes of the meeting of February 3, 1959 be approved as written
and submitted. Motion carried.
Mayor William McCann, of the City of Santa Fe Springs,
appeared before the City Council and presented a resolution of the
City Council of the City of Santa Fe Springs expressing appreciation
for use of fire equipment.
It was moved by Poxon, seconded by Anderson, that said
resolution be received with appreciation and be framed for hanging
in an appropriate place. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated February 3, 1959, with reference to the proposed construction
of second-story facilities above the new Police Department building,
recommending that an architectural engineering firm be employed to
study this problem and present preliminary plans for consideration,
was read. (City Clerk distributed copies to the members of the City
Council at the meeting of February 3, 1959.)
It was moved by Anderson, seconded by Mailliard, that
communication from Arthur E. Nelson, Jr., City Engineer, dated
February 3, 1959, be tabled for consideration at a future meeting.
Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
R. H. King, Superintendent, Water & Sewer Systems, and D. D. Grayson,
Traffic Engineer, requesting authority to advance George L. Bell
from Chainman Grade 3 to Grade 2, effective March 1, 1959, as he will
have satisfactorily completed his probationary period on that date,
was read.
It was moved by Poxon, seconded by Anderson, that the
request of the City Engineer, the Superintendent, Water & Sewer
Systems, and the Traffic Engineer be approved. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated February 5, 1959, advising that Matt J. Vukojevich & John
Kordich, joint venture, have completed the construction of sewers
in Soto Street, in 37th Street, and in Jewel Avenue (a private street),
in accordance with Specifications No. 223, and recommending that the
work be accepted and that authority be granted to pay the remaining
fifteen percent due and payable thirty-five days after acceptance,
was read.
Resolution No. 2246 - A Resolution of the City Council of
the City of Vernon accepting the construction of sewers in Soto Street,

in 37th Street and in Jewel Avenue (a private street), in accordance
with Specifications No. 223 of the City of Vernon, was read.
It was moved by Malburg, seconded by Mai11iard, that
Resolution No. 2246 be approved and adopted. Motion carried.

Communication from L. A. Maple Furniture Co. requesting a
license to conduct a business of manufacturing maple dinette sets at
2040 E. 45th Street, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of L.A. Maple Furniture Company be referred to the Fire
Department and the Health Department for investigation and report.
Motion carried.
Communication from the Los Angeles County Flood Control
District, dated January 29, 1959, addressed to Mr. Arthur E. Nelson,
Jr., City Engineer, requesting, pursuant to provisions of Section No.
65551, California Government Code, that he process and obtain the
approval of the City of Vernon Planning Commission and City Council
of the location, character, and extent of storm drains, channels, and
acquisition of the necessary rights of way for construction ~hereof,
insofar as said storm drains, channels, and rights of way may traverse
the City of Vernon's territory, as shown on Report of the Chief
Engineer of said District, dated July 22, 1958, on the Control of
Surface Storm Water by Storm Drains and Drainage Channels, adopted
and approved by and filed with the Board of Supervisors of said
District on August 5, 1958, was read. (Copy to each member of the
City Council.)
It was moved by Anderson, seconded by Malburg, that the
City Attorney be instructed to prepare a letter, pursuant to provisions
of Section No. 65551, California Government Code, complying with the
request from the Los Angeles County Flood Control District, dated
January 29, 1959, and that said letter be presented to the City Council
at the next regular meeting for approval. Motion carried.
Communication from Los Angeles Flood Control District, dated
January 30, 1959, addressed to Mr. Arthur E. Nelson, Jr., City
Engineer, transmitting two copies of a preliminary draft of the
proposed agreement providing for the cooperation between the City of
Vernon and said District for the design and construction of the 1958
Storm Drain Bond Issue projects within the City of Vernon, was read.
(Copy to each member of the City Council.)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Los Angeles Flood Control District, dated January 30,
1959, together with preliminary draft of a proposed agreement, be
referred to the City Attorney for study and report. Motion carried.
Communication from Mrs. D. Brenning requesting that venetian
blinds be installed in the living room and dining room of the city-
owned house located at 3365 Fruitland Avenue, was read.
It was moved by Malburg, seconded by Mai11iard, that
authority be granted to install venetian blinds in the living rooms
and dining rooms of city-owned houses located at 3349 and 3365
Fruitland Avenue. Motion carried.

Report of the activities of the Police Department for the
period February 1 - 15, 1959, inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that the
report of the activities of the Police Department be received and
filed. Motion carried.
Communication from Citizens Committee for Elementary Schools,
dated February 10, 1959, transmitting a proposed resolution for
adoption urging voters to go to the polls and vote YES on proposition
A on April 7, was read. (Copy to each member of the City Council.)
It was moved by Poxon, seconded by Anderson, that communi-
cation from Citizens Committee for Elementary Schools, dated February
10, 1959, be received and filed. Motion carried.
Communication from Freeman Kirwin, dated February 9, 1959,
with reference to the condition of the paving on Boyle Avenue for some
2 to 4 blocks north of Leonis Blvd., was read.
It was moved by Malburg, seconded by Mailliard, that a letter
be written to Mr. Kirwin advising him that future plans include the
improvement of said street. Motion carried.
Reports of Health Department Activities for the months of
December, 1958 and January, 1959, were presented. (Copies to each
member of the City Council.)
It was moved by Anderson, seconded by Poxon, that the reports
of Health Department Activities be received and filed. Motion carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, requesting that the following personnel be advanced in grade:
L. Rosenkrantz from Policeman Grade 4 to Grade 3,
effective 3/1/59
C. Foster from Policeman Grade 3 to Grade 2,
effective 3/16/59
G. Wilcox from Policeman Grade 2 to Grade 1,
effective 3/16/59
It was moved by Poxon, seconded by Mailliard, that the
request of the Police Chief be approved. Motion carried.
Communication from William H. Morrison, of the Engineering
Department, requesting that he be reimbursed the sum of $6.14 from
the Education and Training Budget appropriation for tuition and books
required in connection with his studies at Los Angeles City College,
together with recommendation for approval from Arthur E. Nelson, Jr.,
City Engineer, D. D. Grayson, Traffic Engineer, and R. H. King,
Superintendent, Water & Sewer Systems, was read.
It was moved by Anderson, seconded by Poxon, that the recom-
mendation of the City Engineer, the Traffic Engineer and the Super-
intendent, Water & Sewer Systems, be approved and that authority be
granted to issue warrant to William H. Morrison in the amount of
$6.14. Motion carried.
Communication, was read, from R. H. Bockhacker, Police Chief,
transmitting requests from various Police Department personnel for

It was moved by Anderson, seconded by Malburg, that the
recommendation of the Police Chief be approved and that authority be
granted to issue warrants to Lt. Beringhele, Officers Rosenkrantz,
Brummett, Tucker and Baker, as requested. Motion carried.
Communication from General Foam Products requesting a
license to conduct a fabrication business at 4400 District Blvd., was
read.
It was moved by Poxon, seconded by Malburg, that the request
of General Foam Products be referred to the Fire Department and the
Health Department with power to act. Motion carried.
Card from The Donnelly Family acknowledging the expressions
of sympathy on the passing of former Fire Chief Donnelly, was read.
It was moved by Anderson, seconded by Malburg, that card
from The Donnelly Family be received and filed. Motion carried.
Communication from John W. Shenk, III, Special Counsel,
dated February 10, 1959, addressed to Mr. Vincent R. Poxon, City
Attorney, transmitting statement in the amount of $3,625.00 for
professional services rendered as Special Counsel for the City of
Vernon, was read.
It was moved by Anderson, seconded by Poxon, that statement
in the amount of $3,625.00 as presented by John vi. Shenk, III, Special
Counsel, for professional services rendered, be approved and payment
authorized. Motion carried.
Communication from R. A. Petraitis, of the Engineering
Department, requesting that he be reimbursed the sum of $200.90 from
the Education and Training Budget appropriation for tuition and books
required in connection with his studies at the University of Southern
California, together with recommendation for approval from ArthurE.
Nelson, Jr., City Engineer, D. D. Grayson, Traffic Engineer, and R. H.
King, Superintendent, Water & Sewer Systems, was read.
It was moved by Anderson, seconded by Poxon, that the recom-
mendation of the City Engineer, the Traffic Engineer and the Super-
intendent, Water & Sewer Systems, be approved and that authority be
granted to issue warrant to R. A. Petraitis in the amount of $200.90.
Motion carried.
Communication, was read, from L. C. Husted, Fire Chief,
transmitting requests fro~ various Fire Department personnel for
reimbursement from the Education and Training Budget appropriation
for tuition and books,and recommending that the requests be approved,

It was moved by Anderson, seconded by Malburg, that the
recommendation of the Fire Chief be approved and that authority be
granted to issue warrants to Fireman Garner, Pribble and Muldown,
as requested. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, R. H'.
King, Superintendent, Water & Sewer Systems, and ArthurE. Nelson, Jr.,
City Engineer, advising that pursuant to authorization granted
January 6, 1959, Mr. .William A. Lile has been employed as Street
Painter Grade 4, effective February 16, 1959, was read.
It was moved by Anderson, seconded by poxon, that the
employment of Mr. William A. Lile as Street Painter Grade 4, effective
February 16, 1959, be approved. Motion carried.
Communication from Policewoman Corinne R. Brockman tendering
her resignation as an employee of the City of Vernon, together with
recommendation from the Police Chief that said resignation be accepted
effective at the close of business on February 17, 1959, was read.
The Police Chief verbally requested authority to employ a man to
replace Miss Brockman.
It was moved by Anderson, seconded by Poxon, that the
resignation of Policewoman Corinne R. Brockman be accepted effective
at the close of business on February 17, 1959, and that the Police
Chief be granted authority to employ a man to replace Miss Brockman.
Motion carried.
Communication from L. C. Husted, Fire Chief, submitting
vacation schedule for Fire Department personnel for 1959, was .read.
It was moved by poxon, seconded by Anderson, that the
vacation schedule for Fire Department personnel for 1959 be approved
as submitted. Motion carried.
Resolution No. 2247 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor and City Clerk to sign a
License Agreement with General Petroleum Corporation for electric
services, was read.
It was moved by Poxon, seconded by Malburg, that Resolution
No. 2247 be approved and adopted. Motion carried.

Resolution No. 2248 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a License Agreement
with Byron Jackson Division of Borg-Warner Corporation, an Illinois
corporation, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2248 be approved and adopted. Motion carried.

Resolution No. 2249 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a contract with Mason,
Muntz & Associates for the preparation of plans and specifications,
general administration and supervision for the construction of Fire
Station No.3 on Soto Street property, including site preparation,
frontage improvements and landscaping, was read.
It was moved by Poxon, seconded by Anderson, that Resolution
No. 2249 be approved and adopted. Motion carried.

Resolution No. 2250 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a contract with Mason,
Muntz & Associates for the preparation of plans and specifications,
general administration and supervision for the construction of
Communications Building north of Fire Station No.1, including
provisions for relocation of existing utilities, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2250 be approved and adopted. Motion carried.

Resolution No. 2251 - A Resolution of the City Council of
the City of Vernon authorizing and directing the City Treasurer to

Resolution No. 2251 be approved and adopted. Motion carried.

It was moved by Mailliard, seconded by Malburg, that building
applications numbered 22186 to 22202 inclusive be filed and permits
granted. Motion carried.
It was moved by Anderson, seconded by Poxon, that application
number 22203 be referred to the City Engineer and the City Attorney
to ascertain the feasibility of having the easterly 25-foot portion
of 44th Street (a private street) dedicated for public purposes; and
that the City Attorney be authorized to obtain a title report of the
property involved. Motion carried.
llWarrant Register No. 3911 covering claims and demands
presented during the period February 1 to 15, which includes Demands
Nos. 5096 to 5194 (both inclusive), drawn on the Citizens National
Bank, totaling $16,021.33 (accounting period February, 1959), was
examined and audited.

It was moved by Mailliard, seconded by Poxon, that !lWarrant
Register No. 39" be approved and payment authorized for Demands Nos.
5096 to 5194 (both inclusive), with no exceptions. Motion carried.

"payroll Warrant Register No. 1911 covering payroll for the
period January 1 to 31, which includes Demands Nos. 166 to 174 (both
inclusive), drawn on the First National Bank of Vernon, totaling
$122,894.73 (accounting period January, 1959), was examined and
audited.
It was moved by Mailliard, seconded by Poxon, that IIPayroll
Warrant Register No. 1911 be approved and payment authorized for Demands
Nos. 166 to 174 (both inclusive), with no exceptions. Motion carried.

It was moved by Malburg, seconded by Poxon, that the meeting
