COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that the minutes of the meeting of March 3, 1959 be approved as written and submitted. Notion carried. Communication from Kal Kan Foods, Inc., dated February 27, 1959, requesting that the City of Vernon alleviate the serious traffic congestion and acute danger to life currently existing on 44th Street between Downey Road and Alcoa Avenue; and stating that it is their belief that this can be accomplished if the City of Vernon will take over this street and complete its paving, was read. (Laid over at meeting of 3/3/59.) It was moved by Malburg, seconded by Poxon, that communi- cation from Kal Kan Foods, Inc., dated February 27, 1959, be laid over until the next regular meeting. Motion carried. Communication, was read, from L. C. Husted, Fire Chief, transmitting requests from various Fire Department personnel for reimbursement from the Education and Training Budget appropriation for tuition and books, and recommending that the requests be approved, as listed below: P. Foster $ 7.75 7.75 7.70 7.70 It was moved by Anderson, seconded by Poxon, that the recommendation of the Fire Chief be approved and that authority be granted to issue warrants to Firemen Moorehead, Pavlovsky, Graffio and Foster, as requested. Motion carried. Communication from Darling, Shattuck & Edmonds, Special Counsel, dated March 9, 1959, with reference to franchise payments for the calendar year 1958 tendered by Southern California Edison Company, advising that it is their opinion that no prejudice will result from acceptance of the payments, and that payments should be acknowledged by letter substantially in the same form as the City's letter of April 16, 1958, upon verification of Edison's calculations, was read. It was moved by Anderson, seconded by Malburg, that franchise reports submitted by Southern California Edison Company on Franchise Ordinances Nos. 503, 504. and 611 for period ending December 31, 1958, be referred to Carl A. Heinze, Consulting Electrical Engineer, for checking and report; and that the City accept the payments with a letter of acknowledgment to Southern California Edison Company substantially in the same form as the City's letter of April 16, 1958. Nap1e Furniture' Company be granted a license to conduct a business of manufacturing maple dinette sets at 204.0 E. 45th Street, were read. It was moved by Poxon, seconded by Malburg, that the recom- mendation of the Director of Sanitation and the Fire Chief be approved, and that license pe granted to L. A. Maple Furniture Company to conduct a business of manufacturing maple dinette sets at 204.0 E. 45th Street. Motion carried. Communication from Cambar10c Engineering requesting a license to conduct a business of machinery development at 4464 District Blvd., was read. It was moved by Anderson, seconded by Malburg, that the request of Cambar10c Engineering be approved and license granted. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, R. H. King, Superintendent, Water & Sewer Systems, and D. D. Grayson, Traffic Engineer, advising that pursuant to authorization granted at the meeting of the City Council held February 3, 1959, Gay10n R. Claiborne has been employed as Engineer's Aide, Grade 4, effective March 9, 1959, was read. It was moved by Anderson, seconded by Malburg, that the employment of Gay10n R. Claiborne as Engineer's Aide, Grade 4, effective March 9, 1959, be approved. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, R. H. King, Superintendent, Water & Sewer Systems,' and D. D. Grayson, Traffic Engineer, requesting authority to employ Mr. Louis M. Bloch as Laborer, Grade 4, effective March 23, 1959, and transmitting letter from Mr. Bloch's psychiatrist, Dr. Albert Labin, M.D., which indicates Mr. Bloch's readiness for employment, was read. It was moved by Anderson, seconded by Poxon, that the request of the City Engineer, the Superintendent, Water & Sewer Systems, and the Traffic Engineer be approved. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, recommending that advertising for bids for widening the 26th Street bridge be authorized with a bidding period from March 17 to April 21, 1959, was read. Resolution No. 2256 - A Resolution of the City Council of the City of Vernon accepting Easement Grants from Edna W. Thompson, Richard G. Thompson, Grace D. Fulton, Horace H. Fulton, 'Warren Reed Sprinkel, Louise Sprinkel, Richard Werdin Sprinkel, Elaine Sprinkel, E. Russell Werdin and Henriette Werdin, to a portion of 26th Street in the City of Vernon, was read. It was moved by Malburg, seconded by Mai11iard, that Resolution No. 2256 be approved and adopted. Motion carried. L-670-l thru 8, for the widening of the 26th Street Bridge in the City of Vernon, and determining the general prevailing rate of per diem wages, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2257 be approved and adopted. Motion carried. L-670-l thru 8, of the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2258 be approved and adopted. Motion carried. Communication from Central Basin Municipal Water District urging the City Council to adopt a resolution opposing the passage of Assembly Bill No. 286, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from Central Basin Municipal Water District be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, recom- mending that N. E. Greppin be advanced from Policeman Grade 4 to Grade 3, effective April 1, 1959, as he will have satisfactorily passed his six months probationary period on that date, was read. It was moved by Mailliard, seconded by Malburg, that the recommendation of the Police Chief be approved. Motion carried. Communication from the City of Lakewood expressing appreci- ation for the flowers sent in commemoration of their Fifth Birthday, was read. It was moved by Malburg, seconded by Mailliard, that communication from the City of Lakewood be received and filed. Motion carried. Communication, was read, from L. Bockhacker, Police Chief, dated March 12, 1959, with reference to modifying the present police radio communication sets, was read. (Copy to each member of the City Council.) It was moved by Poxon, seconded by Anderson, that communi- cation from the Police Chief be received and filed. Motion carried. Report of Health Department activities for the month of February, 1959, was presented. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Poxon, that the report of Health Department activities be received and filed. Motion carried. Communication from Robert S. Stone, Director of Sanitation, dated Narch 12, 1959, transmitting a copy of "Regulations Pertaining to Catering Vehicles" which have been drawn up in accordance with City Ordinance No. 708, and requesting that same be approved, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Poxon, that nRegulations Pertaining to Catering Vehicles I, in accordance with Ordinance No. 708, be approved as submitted by the Director of Sanitation in his communi- cation dated March 12, 1959. Motion carried. Communication from Carl E. Nemethi, M.D., Health Officer, dated March 13, 1959, recommending that a flu immunization program be instituted immediately, was read. (Copy to each member of the City Council.) It was moved by Malburg, seconded by Nailliard, that the Health Department be authorized to purchase vaccine to immunize city employees against virus influenza at no cost to said employees; that the Health Department be authorized to immunize the city residents and the families of the city employees at a cost of $1.05 per person; and that special consideration be given to any family in the city who cannot pay the $1.05 per person. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated March 13, 1959, returning check #5207, in the amount of $34.74, which was issued to Officer J. R. Tucker from the Education and Training Budget appropriation, as Officer Tucker has been sent to the Biscailuz Center Sheriff's Academy and, therefore, does not have time to devote to outside schooling, was read. It was moved by Anderson, seconded by Poxon, that check 4/=5207, in the amount of $34.74., be accepted and re-deposited to the account of the City of Vernon. Motion carried. Ludwig as an employee of the City of Vernon, effective as of March 6, 1959, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Poxon, that communi- cation and report from the Police Chief, dated March 10, 1959, be received and filed. Motion carried. Report of the activities of the Police Department for the period March 1 - 15, 1959, inclusive, was presented. It was moved by Anderson, seconded by Malburg, that report of the activities of the Police Department be received and filed. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, recommending that he be authorized to attend the annual convention of the California Sewage and Industrial Waste Association in Long Beach, California, on April 29 to May 2, 1959, inclusive, with an expense allowance of $100.00, was read. It was moved by Anderson, seconded by Poxon, that the recom- mendation of the Superintendent, Water & Sewer Systems, be approved. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to send Captain L. A. Harris to the Spring Session of the California Section of the International Municipal Signal Association in Santa Monica, California, on April 2, 3 and 4, 1959, with an expense allowance of $20.00, was read. It was moved by Anderson, seconded by poxon, that the request of the Fire Chief be approved. Motion carried. Communication from Northwestern Converting Co. requesting a license to conduct a business of manufacturing paper twine, paper tubing and mops, at 4717 District Blvd., was read. It was moved by Poxon, seconded by Malburg, that the request of Northwestern Converting Company be referred to the Fire Department with power to act. Motion carried. Resolution No. 2259 - A Resolution of the City Council of the City of Vernon authorizing the execution of a Joint Powers Agreement between the California Disaster Office and the City of Vernon for the re-estab1ishment of the Area E Civil Defense and Disaster Organization, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 2259 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, ~~illiard, Malburg, poxon Noes: None Absent: None The Police Chief reported verbally that the Purchasing Department, at his request, had received three quotations for one 1959 Custom 300 Ford automobile, 4-door sedan, less trade-in allowance of one 1958 Ford Custom 300, Police Unit #56, Engine ~C8LG13907~; and that the King Motor Company had submitted a quotation of a net cost to the city of $1,075.00 plus sales tax, the lowest quotation received. The Police Chief requested that authority be granted to purchase one 1959 Custom 300 Ford automobile for use by the Police Department from King Motor Company in accordance with the aforementioned quotation. It was moved by Anderson, seconded by Malburg, that authority be granted to purchase one 1959 Custom 300 Ford automobile from King Motor Company at a cost of $1,075.00 plus sales tax and trade-in of Police Unit #56. Motion carried. John B. Moore, Administrative Officer, presented a tax report of the property located in the npackers Avenue County Islandll, as authorized by the City Council at its meeting of March 3, 1959, and stated that the report very definitely indicated the complete impracticability of the City of Vernon assuming the cost of water and sewerage facilities in the event of annexation. It was moved by Anderson, seconded by Malburg, that the Administrative Officer be authorized to reply to Howlett, Weiller and Ide, attorneys representing the committee of property owners in said island, advising that the suggestion that the City of Vernon assume the cost of water and sewerage facilities in the event of annexation is impractical, and that these improvements should be in or secured before annexation.
