19590505 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD MAY 5, 1959 AT TWO 0' CLOCK P . M. IN THE COUNC IL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE ~ VERNON ~ CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Mailliard, that the minutes of the meeting of April 21, 1959 be approved as written and submitted. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, dated May 1, 1959, advising that the Engineering Department and the Consulting Engineers, Moffat & Nichol, Inc., have tabulated, checked and analyzed the bids received for the widening of the 26th Street Bridge in accordance with Specifications No. 221, and recommending that the contract be awarded to John L. Meek Construction Co., Inc. on the basis of their low bid of $56,747.00, was read. Resolution No. 2269 - A Resolution of the City Council of the City of Vernon accepting the bid of John L. Meek Construction Company, Inc., for the widening of the 26th Street Bridge in accordance with Specifications No. 221 and Drawings Nos. L-670-l thru 8 heretofore approved by the City Council, was read. It was moved by Malburg, seconded by l1ailliard, that Resolution No. 2269 be approved and adopted. Motion carried. Poxon, City Attorney, dated May 1, 1959, transmitting a proposed stipulation to be entered into between the City of Vernon and Southern California Edison Company covering the operation, maintenance, repair, and payments to be made, rights and liabilities, during the interim period between the final date of judgment and any appeals that may be taken therefrom, and recommending that Special Counsel be authorized to execute said stipulation, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Malburg, that authority be granted to Messrs. Darling, Shattuck & Edmonds, Special Counsel, to execute on behalf of the City of Vernon the stipulation transmitted to the City Council by the City Attorney with his communication dated May 1, 1959, relative to same. Motion carried. Communication from Rek-Q-Pak Corporation requesting a license to conduct a business of commercial lithography and bindery operation, and box making, at 4801 Pacific Blvd., was read. It was moved by Anderson, seconded by Malburg, that the request from Rek-Q-Pak Corporation be approved and license granted. Motion carried. Communication from Dee Distributing Co. requesting a license to conduct a trucking business at 3336 Fruitland Avenue, was read. It was moved by Anderson, seconded by Poxon, that the request from Dee Distributing Co. be approved and license granted. Motion carried. Communication from Photography by Charles requesting a license to conduct a photography business at 4557 Produce Plaza West, was read. It was moved by Anderson, seconded by Poxon, that the request from Photography by Charles be approved and license granted. Motion carried. Communication from Commercial Steel Co. requesting a license to conduct a business of warehousing and distributing steel, wire, wire products and building materials, at 2532 East 49th Street, was read. It was moved by Poxon, seconded by Malburg, that the request from Commercial Steel Co. be approved and license granted. Motion carried. Communication from Little Joe's Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request from Little Joe's Catering be approved and license granted. Motion carried. Communication from Ray J~ Noel Co. Inc. requesting a license to conduct an electrical lighting components commission brokerage business at 5014 Hampton Street, was read. It was moved by poxon, seconded by Anderson, that the request from Ray J. Noel Co. Inc. be approved and license granted. Motion carried. Communication from Al's Service Station requesting a license to operate a service station at 2800 Santa Fe Avenue, was read. Communication from James Thomas, dba High Grade Foods, requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by poxon, seconded by Anderson, that the request from James Thomas, dba High Grade Foods, be approved and license granted. Motion carried. Communication from Mr. Gus Kallas advising that he has arranged to sell the restaurant located at 5214 Santa Fe Avenue, under the name Club Vernon, to Mr. Louis Geras; and communication from Mr. Louis Geras requesting a license to operate said restaurant, were read. It was moved by Poxon, seconded by Mailliard, that the request from Mr. Louis Geras be referred to the Director of Sanitation with power to act. Motion carried. Communication from Robert S. Stone, Director of Sanitation, dated April 28, 1959, with reference to license application from the Vita C Produce & Candy Apple Co., 3650 S. Soto Street, enumerating the defects observed and noted as a result of an inspection made by the Health Department on April 22, 1959, was read. (Copy to each member of the City Council.) It was moved by Poxon, seconded by Mailliard, that the granting of a business license to Vita C Produce & Candy Apple Co., 3650 S. Soto Street, be withheld until said company has corrected the defects enumerated by the Health Department as a result of an inspection on April 22, 1959. Motion carried. Communication from Catalina Steel Co. commending Sergeant Anderson for his performance in solving a recent theft from their Vernon warehouse, was read. It was moved by Malburg, seconded by Anderson, that communi- cation from Catalina Steel Co. be received and filed. Motion carried. Communications from Los Angeles Boundary Commission, dated April 20 and 21, 1959, respectively, advising that the City of Bell has filed proposals with the Secretary of the County Boundary Commission for the annexation of territory known as Rancho San Antonio Annexation No.land No. 2 to the City of Bell, were read. It was moved by Poxon, seconded by Anderson, that communi- cations from Los Angeles Boundary Commission, dated April 20 and 21, 1959, respectively, be received and filed. Motion carried. Communication from City of Los Angeles, Board of Public Works, dated April 22, 1959, transmitting a report of the City Engineer which was adopted by the Board, relating to the proposal of the City Council of the City of Vernon that a contract be entered into with the City of Los Angeles providing for the construction and transfer, to the said City of Los Angeles, of a new sewer in Santa Fe Avenue, between 37th Street and the north City boundary of the said City of Vernon, in return for the release of all capacity by Los Angeles in the existing sanitary sewer in Santa Fe Avenue, was read. It was moved by Anderson, seconded by Poxon, that the tentative vacation schedule for the City Clerk's Office for the year 1959 be approved. Motion carried. Communication from R. H~ Bockhacker, Police Chief, requesting authority to attend the 39th Conference of The State Peace Officers' Association to be held in San Jose, California, from May 24 to May 27, 1959, inclusive, with an expense allowance of $151.76, was read. It was moved by Mailliard, seconded by Poxon, that the request of the Police Chief be approved. Motion carried. Communication from L". C. Husted, Fire Chief, requesting authority to attend the Third Annual Meeting of the California Fire Chiefs' Association to beheld in Santa Barbara, California, from May 14 to 16, 1959, inclusive, with an expense allowance of $87.66, was read. It was moved by Mailliard, seconded by Anderson, that the request of the Fire Cnief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, requesting authority forC~ptain W~ R~ Hoeft to attend the Sixth Annual Fire Training Officers' Work Shop to be held in'Fresno, California, from May 18 to 22, 1959, inclusive, with an expense allowance of $136.93, was read. It was moved by Anderson, seconded by Poxon, that the request of the Fire Chief be approved. Motion carried. Communication from J. S. Colton, Building Engineer, requesting authority to purchase one water pressure recorder and one gas pressure recorder at an approximate cost of $310.00, was read. King, Superintendent, Water & Sewer Systems, and David D. Grayson, Traffic Engineer, requesting authority to advance Eugene M. DeFrank to Engineering Aide, III, Step 3, effective May 1, 1959, was read. It was moved by Poxon, seconded by Malburg, that the request of the City Engineer, the Superintendent, Water & Sewer Systems, and the Traffic Engineer, be approved. Motion carried. Nelson, Jr., City Engineer, advising that Mr. Ivan Wesley Scott has been employed as Uti1i~y Man, III, Step 5, effective May 4, 1959, to replace Mr. J. H. Albrecht, was read. It was moved by Anderson, seconded by Poxon, that the employment of Mr. Ivan Wesley Scott as Utility Man, III, Step 5, effective May 4, 1959, be approved. Motion carried. Resolution No. 2270 - A Resolution of the City Council of the City of Vernon finding that certain real property belonging to said City and situated in the City of Vernon is no longer necessary or proper for municipal purposes and declaring its intention to sell said property, was read.
