MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MAY 19, 1959 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE t VERNON t CALIFORNIA.

COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of May 5, 1959 be approved as written and submitted.
Motion carried.
Communication from Mrs. Rosanne G. Dee submitting her
resignation as an employee of the City of Vernon, effective May 31,
1959, was read.
It was moved by Poxon, seconded by Mailliard, that the
resignation of Mrs. Rosanne G. Dee be accepted. Motion carried.
Communication from F. A. Ziemer, City Clerk, dated May 13,
1959, transmitting a letter from Joseph A. Venezia in which he
requests to be considered for re-employment; recommending that a new
salary schedule for a Deputy City Clerk - Records and Purchasing
Clerk be set up; and recommending that Mr. Venezia be re-employed as
Deputy City Clerk - Records & Purchasing Clerk, Grade 5, at a salary
of $475.00 per month, effective as soon as he is available, to
replace Mrs. Rosanne G. Dee, was read. (Copy to each member of the
City Council.)
It was moved by Poxon, seconded by Anderson, that the recom-
mendations of the City Clerk be approved as outlined in his letter of
May 13, 1959. Motion carried.
Resolution No. 2273 - A Resolution of the City Council of
the City of Vernon amending Salary Resolution No. 2265, Schedule V,
Miscellaneous Departments, by adding thereto the classification
"Deputy City Clerk - Records and Purchasing Clerkll, fixing the
compensation therefor, and repealing all resolutions in conflict
herewith, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2273 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, Arthur
E. Nelson, Jr., City Engineer, and R. H. King, Superintendent, Water
& Sewer Systems, advising that Mr. Paul Ponzio, Utility Man IV, has
made application to the State Retirement System to retire from the
service of the City effective at the close of the working day on
May 31, 1959, was read.
It was moved by Anderson, seconded by Poxon, that letter
of appreciation be written to Mr. Paul Ponzio and that a copy of
said letter be spread upon the official minutes of the City Council.

The City Council of the City of Vernon wishes to express
its appreciation and to commend you for the years of faithful and
able services given to the City Government of said City and its
inhabitants.
You have been an esteemed and loyal employee of the City
of Vernon continuously since April 1, 1930, in the Street Department.
The City Council of the City of Vernon desires to place
upon its official records a letter of appreciation and commendation
for the twenty-nine years of faithful services rendered by you as
an employee of the Street Department, and directs that a copy of
this letter be spread upon its minutes of May 19, 1959, and directs
that this letter be delivered to Mr. Paul Ponzio.

It was moved by Poxon, seconded by Malburg, that the request
of Mayhew Products Company be approved and license granted. Motion

Communication from Exim Transportation requesting a license
to conduct a warehouse and transportation business at 2304 E. 48th
Street, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Exim Transportation be approved and license granted.
Motion carried.
Communication from Chic-E, Inc. requesting a license to
conduct a business of selling pet food at 4703 E. 50th Street, was
read.
It was moved by Poxon, seconded by Mailliard, that the
request from Chic-E, Inc. be approved and license granted. Motion
carried.
Communication from Los Angeles County Road Department,
dated May 8, 1959, advising that the mount of new money allocated to
the City of Vernon as Aid to Cities money by the County for the fiscal
year 1959-60 is $2,837.07, was read.
It was moved by Malburg, seconded by Mailliard, that communi-
cation from Los Angeles County Road Department, dated May 8, 1959, be
received and filed. Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by So. Calif. Edison Co. for month
of March, 1959, was read.
It was moved by Poxon, seconded by Malburg, that the report
of the Consulting Electrical Engineer be received and filed. Motion
carried.
Communication from Algas Fuel Service, Inc., dated May 6,
1959, requesting permission from the City of Vernon to carry a tank
rack of Liquid Petroleum Gas fork-lift cylinders from Fibreboard
Paper Products Corp., 4444 Pacific Blvd., across Pacific Blvd. to
Fibreboard's parking lot for servicing by a tank truck belonging to
Algas, was read.
It was moved by Malburg, seconded by Mailliard, that the
request from Algas Fuel Service, Inc., dated May 6, 1959, be
referred to the Police Department with power to act. Motion carried.
Communication from the Los Angeles County Epilepsy Society
requesting cooperation in their 1959 fund campaign which is to be
held in July, was read.
It was moved by Anderson, seconded by Malburg, that the
request from the Los Angeles County Epilepsy Society be approved.
Motion carried.
Communication from Arthur E. Nelson, Jr., City. Engineer,
R. H. King, Superintendent, Water & Sewer Systems, and D. D. Grayson,
Traffic Engineer, requesting that the existing agreement between the

City and Mr. Henry R. Vasquez, auto mechanic, be amended to allow
monthly compensation not to exceed $200.00 per calendar month, the
rate of pay to remain at $3.00 per hour, was read. (Present agree-
ment contains a limitation of $175.00 maximum per month.)
It was moved by Anderson, seconded by Poxon, that authority
be granted to amend the existing agreement between the City and Mr.
Henry R. Vasquez, auto mechanic, to allow monthly compensation not to
exceed $200.00 per calendar month, the rate of pay to remain at $3.00
per hour. Motion carried.
Communication from Mr. Ivan Scott, Utility Man,III,
(Pumping Plant Operator) requesting permission to lease the city-
owned house at 3365 Fruitland Avenue, was read.
It was moved by Anderson, seconded by Malburg, that the
city-owned house located at 3365 Fruitland Avenue be leased to Mr.
Ivan Scott. Motion carried.
Copy of Resolution No. 59-52 from the City of Duarte
concerning taxation by the County of Los Angeles, and containing a
request that all cities within Los Angeles County adopt this reso-
lution or a similar one and send a copy to the Board of Supervisors
of Los Angeles County, was read.
It was moved by Poxon, seconded by Anderson, that copy of
Resolution No. 59-52 from the City of Duarte be received and filed.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
May 13, 1959, transmitting a letter dated May 7, 1959, from the City
of Los Angeles Department of City Planning, proposing to amend the
Master Plan of Highways in the vicinity of 25th Street and Alameda
Street as described in said letter and accompanying sketch; and
recommending that Vernon approve this proposed change and that he
be authorized to reply to their letter accordingly, was read. (Copy
to each member of the City Council.)
It was moved by Poxon, seconded by Mailliard, that the
recommendation of the Traffic Enginee~as outlined in his letter
dated May 13, 1959, be approved. Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
requesting authorization to purchase a Scott sound analyzer, Type
420-A, at a cost of $619.00, was read.
It was moved by Poxon, seconded by Mailliard, that the
Director of Sanitation be authorized to purchase a Scott sound
analyzer, Type 420-A, at a cost of $619.00. Motion carried.
Communication from State of California, Department of Public
Works, Division of Highways, District VII, dated May 6, 1959, calling
attention to Section 197 of the Streets and Highways Code whkh states
that it is the duty of the legislative body of each city, on or before
the first day of June each year, to prepare and to submit to the
Department a budget showing the estimated expenditure of gas tax
funds recommended to be made during the ensuing fiscal year, was read.

Report of Health Department activities for the month of
April, 1959, was presented.
It was moved by Poxon, seconded by Anderson, that the report
of Health Department activities be received and filed. Motion carried.
Communication from Kingwell Bros. Ltd. requesting a license
to conduct a business of warehousing and selling bronze bushings and
bronze cast stock at 4600 Pacific Blvd., was read.
It was moved by Poxon, seconded by Mailliard, that the
request from Kingwell Bros. Ltd. be approved and license granted.
Motion carried.
Communication from Employees Insurance Committee, dated May
15, 1959, making three specific recommendations relative to providing
satisfactory health and medical insurance coverage for city employees,
was read. (Copy to each member of the City Council.)
It was moved by Anderson, seconded by Malburg, that the
recommendations of the Employees Insurance Committee be approved as
outlined in their letter dated May 15, 1959. Motion carried.
Report of the activities of the Police Department for the
period May 1 - 15, 1959, inclusive, was presented.
It was moved by Malburg, seconded by Mailliard, that the
report of the activities of the Police Department be received and filed.
Motion carried.
Communication from Cal-Aire Specialty Sales requesting a
license to conduct a business of selling tools at 2818 Santa Fe
Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request from Cal-Aire Specialty Sales be approved and license granted.
Motion carried.
Communication from Jack L. Rafalski, Art for Advertising,
requesting a license to conduct a business of commercial art work
at 4833 Everett Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request from Jack L. Rafalski, Art for Advertising, be referred to
the Police Department with power to act. Motion carried.
Communication from H. Sugarman & Company requesting a
license to conduct a business of importer and dealer of waste bagging
at 4903 Everett Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the
request of H. Sugarman & Company be referred to the Fire Department
with power to act. Motion carried.
Communication from L. C. Husted, Fire Chief, dated May 18,
1959, relative to house trailer referred to in letter from United
Motor Lines, dated May 1, 1959, was read.

at 1926 East 25th Street provided that said trailer house is connected
with sewer, water service installed, and that all requirements and
regulations of the various city departments are complied with.

request from the Fire Chief, dated May 18, 1959, be approved. Motion

Communication from L. C. Husted, Fire Chief, transmitting
request from Fire Marshal F. H. Colvin that he be reimbursed the sum
of $50.00 from the Education and Training Budget appropriation fora
course in "Industrial Fire Hazardsll which he is currently attending
at the University of Southern California School of Public Admini-
stration, and recommending that the request be approved, was read.
It was moved by Anderson, seconded by Malburg, that the
recommendation of the Fire Chief be approved and that authority be
granted to issue warrant to Fire Marshal F. H. Colvin in the amount
of $50.00. Motion carried.
Communication from D. M. Laird, Engineering Aide I,
requesting that he be allowed the sum of $72.00 from the Education
and Training Budget appropriation for tuition and books at the Summer
Session, University of Southern California, together with recommendation
for approval from Arthur E. Nelson, Jr., City Engineer, D. D. Grayson,
Traffic Engineer, and R. H. King, Superintendent, Water & Sewer Systems,
was read.
It was moved by Poxon, seconded by Mailliard, that the recom-
mendation of the City Engineer, the Traffic Engineer, and the Super-
intendent, Water & Sewer Systems, be approved and that authority be
granted to issue warrant to D. M. Laird in the amount of $72.00.

Communication from County of Los Angeles Pound Department,
dated.May 13, 1959, addressed to the Director of Sanitation, requesting
the CLty of Vernon to amend its Pound Ordinance to establish a $4.00
fee for all dogs four months of age and older, effective July 1, 1959,
was read.
Ordinance No. 725 - An Ordinance of the City of Vernon
amending Ordinance No. 714, Article V, Sections 510, 511 and 512
thereof, to increase the dog licensing in the City of Vernon, was
read in full for a first reading.
It was moved by Anderson, seconded by Malburg, that Ordinance
No. 725 receive and pass a first reading. Motion carried.

No. 725 receive a second reading by title. Motion carried.
Ordinance No. 725 - An Ordinance of the City of Vernon
amending Ordinance No. 714, Article V, Sections 510, 511 and 512
thereof, to increase the dog licensing in the City of Vernon, was
read for a second reading by title.
It was moved by Anderson, seconded by Malburg, that Ordinance
No. 725 receive and pass a second reading. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
May 14, 1959, recommending that grade crossings of the Los Angeles
Junction Railway Company on Downey Road at the first rail crossing
south of Vernon Avenue be protected with grade crossing signals;
recommending that the City of Vernon enter into an agreement with
Los Angeles Junction Railway Company for sharing the cost of the work
involved; and recommending that application be made to the Public
Utilities Commission for allocation of funds to install light signals
at Crossing No. 25-0.l0-C located on Downey Road at the first rail
crossing south of Vernon Avenue in the City of Vernon, was read.
Resolution No. 2271 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor to execute an agreement with
the Los Angeles Junction Railway, on behalf of the City of Vernon,
for the installation of grade crossing protection devices, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2271 be approved and adopted. Motion carried.

Resolution No. 2272 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor and City Clerk to sign an
application to the Public Utilities Commission of the State of
California for allocation from Crossing Protection Fund, was read.

The Police Chief reported that at the present time the City
Clerk is authorized to issue a check in an amount not to exceed
$300.00 for financing anyone trip, whenever it is necessary for the
Police Officers to travel to various cities to interview or to return
suspects. The Police Chief requested that this be modified to include
Police Officers traveling to various cities for the purpose of investi-
gating crimes.
It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief be approved. Motion carried.
The Police Chief presented a copy of a proposed ordinance
of the City of ,South Gate prohibiting the making, possessing, or
selling of obscene literature, photographs, records, or other objects
within the said city. The Police Chief reported that the City of
South Gate requested that the City of Vernon adopt a similar
ordinance.
It was moved by Anderson, seconded by Malburg, that the
proposed ordinance of the City of South Gate be referred to the City
Attorney for study and report. Motion carried.
The following excavation applications, all having approval
of the Engineering Department, were presented:

Bank, totaling $16,992.81 (accounting period May, 1959), was examined
and audited.
It was moved by Poxon, seconded by Mailliard, that llWarrant
Register No. 4511 be approved and payment authorized for Demands Nos.
5835 to 5920 (both inclusive), with no exceptions. Motion carried.

It was moved by Mailliard, seconded by Poxon, that "Payroll
Warrant Register No. 22" be approved and payment authorized for
Demands Nos. 193 to 200 (both inclusive), with no exceptions. Motion
carried.
