MINUTES OF AN ADJOURNED REGUL.A.R '.MEETING
OF THE CITY COm~CIL OF THE CITY OF
VERNON HELD JUNE 9, 1959 AT 9:30 O'CLOCK
A.M. IN THE COUNCIL CHAMBERS OF THE CITY
HALL LOCATED AT 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong.
Communication from John W. Holmdahl, State Senator, dated
June 3, 1959, transmitting a copy of Senate Bill No. 1195 designed
to restore to cities as much benefit of telephone franchise taxes
as is possible by legislative action, was read.
It was moved by Anderson, seconded by Poxon, that telegrams
be sent to State Senator Holmdahl and to members of the Assembly
Committee on Public Utilities and Corporations expressing support by
the City Council for the passage of Senate Bill No. 1195. Motion
carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, D. D. Grayson, Traffic Engineer, and Arthur E. Nelson,
Jr., City Engineer, advising that Mr. Henry Clifford Tufto has been
employed as Utility Man III, Step 5, effective June 8, 1959, was read.
It was moved by Anderson, seconded by Mailliard, that the
employment of 11r. Henry Clifford Tufto as Utility Man III, Step 5,
effective June 8, 1959, be approved. Motion carried.
Communications from the Los Angeles County Board of Super-
visors, dated June 2 and 3, 1959, respectively, transmitting, in
accordance with the provisions of Section 34302.5 of the Government
Code, descriptions of the areas proposed to be incorporated as the
City of Commerce and the City of East Los Angeles, were read.
It was moved by Poxon, seconded by Mailliard, that communi-
cations from the Los Angeles County Board of Supervisors, dated June
2 and 3, 1959, be received and filed. Motion carried.
Communication from State of California, Department of Public
Works, Division of Highways, District VII, dated June 3, 1959, advising
that resolution relinquishing to the City of Vernon a portion of State
highway VlI-LA-167-Ver, along Atlantic Blvd., was recorded June 1,
1959, as Document No. 3999, in the Office of the County Recorder of
Los Angeles County, and that the relinquishment became effective as
of the date of recordation, was read.
It was moved by Poxon, seconded by Mailliard, that communi-
cation from State of California, Department of Public Works, Division
of Highways, District VII, dated June 3, 1959, be received and filed.
Motion carried.
Communication from R. S. Arvizu tendering his resignation
as an employee of the Police Department, effective as of June 7, 1959,
together with recommendation from the Police Chief that resignation
be accepted, was read.

reskgnatkon of R. S. Arvizu be accepted effective as of June 7 1959.
Motion carried. '
Communication from F. A. Ziemer, City Clerk, advising that
Joseph A. Bigham, Janitor, passed away June 5, 1959, and that his
salary will be paid through June 19, 1959 to compensate for his earned
vacation, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City Clerk be received and filed. Motion carried.
Communication from L. C. Husted, Fire Chief, advising that
due to a typographical error, the wage for Hoseman Grade 3, as
submitted to the City Council, was listed as $478.00 per month, when
it should have been $487.00 per month; and requesting that Resolution
No. 2265 be amended, retroactive to May 1, 1959, to change the salary
for Hoseman Grade 3 to $487.00 per month, was read.
It was moved by Anderson, seconded by Poxon, that the City
Attorney be instructed to draft a resolution amending Resolution No.
2265 in accordance with the request of the Fire Chief. Motion carried.
Communication from Glass Container Manufacturers Institute,
Inc. commending Mr. Vincent P. Kelley, Deputy Director of Sanitation,
was read.
It was moved by Poxon, seconded by Mailliard, that communi-
cation from Glass Container Manufacturers Institute, Inc. be received
and filed. Motion carried.
Communication from City of Bell, California, transmitting
copy of Resolution No. 1656, adopted by the Bell City Council, June
1, 1959, relative to the City of Bell approving the hiring of
consultants for appraisal of Government services, was read.
It was moved by Anderson, seconded by poxon, that the City
Attorney be instructed to draft a resolution similar to Bell Resolution
No. 1656. Motion carried.
It was moved by Poxon, seconded by Mailliard, that the
following be appointed to represent the City of Vernon as a Tax Survey
Committee:
Robert Mitchell
Fred Cowles
Jack Manildi
C. V. Becwar
Richard Miller
Easton R. Roberts
The City Attorney reported verbally that stipulation
covering the operation, maintenance, repair and payments to be made,
rights and liabilities, during the interim period between the final
date of judgement and any appeals that may be taken therefrom, has
been signed by Counsel for Southern California Edison Company and
Special Counsel for City of Vernon; that agreement has been reached
covering the installation of the Byron Jackson tie line; and that
Judgement, Findings of Fact and Conclusions of Law, have been signed
by Judge Smith and entered by the Judgement Section of the Superior
Court.

it was moved by Anderson, seconded by Poxon, that the meeting adjourn.
Motion carried.
