19590616 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JUNE 16, 1959 AT TwO O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Mailliard, that minutes of the meetings of June 2 and June 9, 1959 be approved as written and submitted. Motion carried. Communication, was read, from Arthur E. Nelson, Jr., City Engineer, R. H. King, Superintendent, Water & Sewer Systems, and D. D. Grayson, Traffic Engineer, requesting authority to advance the following employees effective July 1, 1959: M. D. Hansen to Civil Engr. Assoc. Step 3 F. W. Sumner to Engr. Aide I, Step 2 E. M. DeFrank to Engr. Aide III, Step 2 George Bell to Engr. ldde III, Step 3 V. Salerno to Utility Man III, Step 1 A. Sotelo to Utility Man IV, Step 2 It was moved by Poxon, seconded by Anderson, that the request of the City Engineer, Superintendent, Water & Sewer Systems, and the Traffic Engineer be approved. Motion carried. Communication, was read, from R. H. Bockhacker, Police Chief, requesting that the following personnel be advanced in grade effective July 1, 1959: L. F. Ely from Lieutenant Grade 4 to Grade 3 J. C. Jordan from Sergeant Grade 3 to Grade 2 R. C. Post from Sergeant Grade 3 to Grade 2 It was moved by Malburg, seconded by Mailliard, that the request of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, recom- mending that Lease Agreement between the City of Vernon and Motor Officer I. L. Brummett for one 1955 Harley-Davidson Motorcycle, Engine #FL1673, be renewed effective as of July 1, 1959, was read. It was moved by Anderson, seconded by Poxon, that the recom- mendation of the Police Chief be approved and that said Lease Agreement be renewed. Motion carried. Communication from R. H. Bockhacker, Police Chief, recom- mending that Lease Agreement between the City of Vernon and Motor Sergeant G. W. Walter for one 1956 Harley-Davidson Motorcycle, Engine #56FL1447, be renewed effective as of July 6, 1959, was read. I I 6/16/59 Communication from Routhern California Planning Congress, addressed to the Planning Commission, extending an invitation to join the Southern California Planning Congress at an annual membership fee of $25.00, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from Southern California Planning Congress be received and filed. Motion carried. Communication from Norris-Thermador Corporation requesting a permit to haul refuse from their premises located at 5215 S. Boyle Avenue over the public streets to an authorized dump or incinerator located outside the City of Vernon, was read. It was moved by Malburg, seconded by ~milliard, that the request of Norris-Thermador Corporation be approved and permit granted. Hotion carried. Copy of a Resolution of the City Commission of the City of Alhambra regarding taxation by the County of Los Angeles, was read. It was moved by Anderson, seconded by Poxon, that copy of a Resolution of the City Commission of the City of Alhambra be received and filed. Motion carried. Copy of a Resolution of the City Council of the City of Inglewood, California, requesting the Board of Supervisors of the County of Los Angeles to exercise economy and to take steps necessary to reduce inequities between incorporated and unincorporated areas, was read. It was moved by Anderson, seconded by Poxon, that copy of a Resolution of the City Council of the City of Inglewood, California be received and filed. Hotion carried. It was moved by Anderson, seconded by Poxon, that copy of a Resolution of the City Council of the City of Lakewood be received and filed. Motion carried. Report of Health Department Activities for the month of May, 1959, was presented. (Copy to each member of the City Council.) It was moved by Malburg, seconded by Mailliard, that the Report of Health Department Activities be received and filed. Motion carried. Report of activities of the Police Department for the period June 1 - 15, 1959 inclusive, was presented. It was moved by Anderson, seconded by Poxon, that the report of activities of the Police Department be received and filed. Motion carried. Statement from Darling, Shattuck & Edmonds, for legal services as Special Counsel from September 18, 1956 through December 31, 1957, in the amount of $9,500.00, was presented. Motion carried. Communication from Darling, Shattuck & Edmonds, Special Counsel, dated June 15, 1959, transmitting check dated June 15, 1959, (Voucher No.6 2011), issued by Southern California Edison Company, payable to the order of the City of Vernon in the sum of $210,583.45 (including $35,063.75 for legal services), together with copy of the letter transmitting check to Darling, Shattuck & Edmonds, was read. It was moved by Poxon, seconded by Anderson, that check in the amount of $210,583.45 be accepted; that the City Clerk be instructed to reply to Edison with a letter as recommended by Darling, Shattuck & Edmonds, in their communication dated June 15, 1959; and that authority be granted to issue warrant to Darling, Shattuck & Edmonds in the amount of $35,063.75 for legal services as Special Counsel from January 1, 1958 through June 5, 1959, in connection with the prepara- tion and prosecution of Los Angeles Superior Court Action No. 697670 against the Edison Company to quiet the City's title and for recovery of the electric system and damages (in the amount found by the Court to be the reasonable value of such services and for which judgment was entered in favor of the City of Vernon). Motion carried. Communication from Robert L. Mantle, Maintenance Man, requesting that he be considered as a tenant for the city-owned house located at 4321 Furlong Place, was read. It was moved by Anderson, seconded by Malburg, that the request of Mr. Robert L. Mantle be received and filed for future consideration. Motion carried. Communication from Police Officer J. H. Morey requesting that he be considered as a tenant for any city-owned home available in the near future, was read. It was moved by Anderson, seconded by Malburg, that the request of Police Officer J. H. Morey be received and filed for future consideration. Motion carried. Card of appreciation from Ada L. Bigham and family, was read. It was moved by Anderson, seconded by Poxon, that card of appreciation from Ada L. Bigham and family be received and filed. Notion carried. Invitation to attend 'Dancing is Fun!: at Vernon City School on June 18, 1959, was read. It was moved by Anderson, seconded by Malburg, that invita- tion to attend 7lDancing is Fun:! at Vernon City School be received and filed. Motion carried. Copy of a communication addressed to L. C. Husted, Fire Chief, from Mrs. A. D. Thoma tendering her resignation as Secretary of the Fire Department, to be effective June 30, 1959, was read. It was moved by Poxon, seconded by Malburg, that the resignation of Mrs. A. D. Thoma as Secretary of the Fire Department be accepted, effective as of June 30, 1959. Motion carried. (, ).-, II . "" ''!)i..-+ I I 6/16/59 Communication from Glostex Corporation advising that they are desirous of havi.ng the Police and Traffic Departments check the, intersection of Sierra Pine and Bandini Blvd. (a private street), and requesting that a boulevard "stop" be placed on Sierra Pine Avenue, was read. It was moved by Anderson, seconded by Poxon, that Glostex Corporation be informed that it is illegal to post a llstopll sign on a public street which would require vehicles on a public street to yield the right-of-way to vehicles on a private street. Corella, Utility Man I, an interim motor vehicle allowance of $50.00 per month, effective June 16, 1959, until delivery of the vehicle requested in 1959-60 budget, was read. It was moved by Anderson, seconded by Mailliard, that the request of the City Engineer and the Superintendent, 1vater & Sewer Systems, be approved. Motion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Co. for the month of April 1959, was read. It was moved by Anderson, seconded by Poxon, that the report of the Consulting Electrical Engineer be received and filed. Motion carried. Communica't:ion from Data Processing Supplies Co., Inc. requesting a license to conduct a business of card manufacturing at 4949 District Blvd., was read. It was moved by Poxon, seconded by Mailliard, that the request of Data Processing Supplies Co., Inc. be referred to the Fire Department with power to act. Motion carried. Communication from Lillian Kreimeier, dba Okeh Caterers, requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, that the request of Lillian Kreimeier, dba Okeh Caterers, be referred to the Director of Sanitation with power to act. Motion carried. Communication from John B. Moore, Administrative Officer, dated June 15, 1959, with reference to the recommendations of the Finance Committee, Departmental Budget Requests for fiscal year 1959-1960, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Ymlburg, that the City Attorney be instructed to prepare a budget resolution in accordance with the recommendations of the Finance Committee. Motion carried. The Police Chief reported verbally that Police Officer Cagle had been injured while on his vacation which ends June 26, 1959, and requested instructions with regard to payment of Officer Cagle for time off. .,.)..,,), 5' 4w.'. Resolution No. 2276 - A Resolution of the City Council of the City of Vernon amending Resolution No. 2265 to correct a typo- graphical error in said resolution, and repealing all resolutions in conflict herewith, was read. It was moved by Poxon, seconded by Malburg, that Resolution No. 2276 be approved and adopted. Motion carried.
