19590721 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 21, 1959 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE~ VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of July 7, 1959 be approved as written and submitted. Motion carried. It was moved by Poxon, seconded by Malburg, that Ordinance No. 726 receive a third and final reading by title. Motion carried. Ordinance No. 726 - An Ordinance of the City of Vernon declaring its intention to close-up, vacate and abandon a portion of 45th Street, in the City of Vernon, County of Los Angeles, California, was read for a third and final reading by title. It was moved by Poxon, seconded by Mailliard, that Ordinance No. 726 receive and pass a third reading and be adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Communication from Southern California Gas Company, with reference to proposed vacation of a portion of 45th Street easterly of St. Charles Street, advising that they maintain approximately 45 feet of 4-inch main and 30 feet of 2-inch main in the area proposed for vacation, and two services are fed off the mains; and requesting that an easement be reserved for the continued operation of these facilities, was read. It was moved by Anderson, seconded by Malburg, that communi- cation from Southern California Gas Company be referred to the City Attorney for study and report. Motion carried. Communication from Fox Markets, Inc. requesting a license to operate a grocery warehouse at 2050 E. 38th Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Fox Markets, Inc. be referred to the Director of Sanitation with power to act. Motion carried. Communication from Mueller Truck Co. requesting a license to conduct a trucking business at 2835 Santa Fe Avenue, was read. It was moved by Poxon, seconded by Malburg, that the request of Mueller Truck Co. be approved and license granted. Motion carried. Communication from Robert S. Stone, Director of Sanitation, dated July 14, 1959, with reference to business license application from Mr. Jack Berg to operate a hot dog stand at 2263 E. Vernon I I 7/21/59 Avenue, recommending that this license application not be approved until the applicant has restricted his operation to those items included under the original license approved in August of 1957, was read. It was moved by Mail1iard, seconded by Poxon, that the recom- mendation of the Director of Sanitation, as outlined in his letter of July 14, 1959, be approved, and that license application from Mr. Jack Berg not be approved until applicant has complied with said recom- mendation. Motion carried. Communication from Gerald D. Woody requesting a license to operate a transfer point for fertilizer trucks at 3194 Bandini Blvd., was read. It was moved by Poxon, seconded by Malburg, that the request of Gerald D. Woody be referred to the City Attorney and the Director of Sanitation with power to act. Motion carried. Communication from Private Carrier Service requesting a license to operate a truck drivers placement agency at 2455 E. 27th Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Private Carrier Service be approved and license granted. Motion carried. Communication from The Los Angeles County Board of Supervisors, dated July 10, 1959, soliciting a Resolution in support of Bonelli Plan re-apportioning the State Senate, was read. It was moved by Poxon, seconded by Anderson, that the City Attorney be instructed to draft a resolution in support of Bonelli Plan re-apportioning the State Senate. Motion carried. Communication from Brooks Carden, purchasing Agent, dated July 10, 1959, transmitting a copy of report by Fire Chief L. C. Husted of emergency items purchased on July 4, 1959, in connection with combatting a fire at the Stauffer Chemical Company plant on that date, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Poxon, that communi- cation from the Purchasing Agent, dated July 10, 1959, be received and filed. Motion carried. Communication from the California Legislature transmitting a copy of Assembly Concurrent Resolution No. 105, adopted by the California Legislature on June 16, 1959, relating to the imposition of inheritance or other death taxes by chartered cities, was read. It was moved by Poxon, seconded by Anderson, that communi- cation from the California Legislature be received and filed. Motion carried. Copy of Resolution No. 59:070 of the City of Paramount requesting all public agencies to give serious consideration to the reduction of taxes, was read. It was moved by Poxon, seconded by Anderson, that copy of Resolution No. 59:070 of the City of Paramount be received and filed. Motion carried. I I 7/21/59 . Commu~ication from D. D. Grayson, Traffic Engineer, submitting, ~n accordance w~th Section 2156 of the Streets & Highways Code, a report of Vernon street deficiencies as of July 1, 1959, was read. It was moved by Poxon, seconded by Malburg, that communication from the Traffic Engineer, together with report of Vernon street defi- ciencies as of July 1, 1959, be received and filed. Motion carried. Communication from Bernadine Bronson, Engineering Department employee, requesting that she be allowed the sum of $128.61 from the Education and Training Budget appropriation for tuition and books for additional secretarial class work at the Graybeal Business School, Huntington Park, together with recommendation for approval from Arthur E. Nelson, Jr., City Engineer, R. H. King, Superintendent, Water & Sewer Systems, and D. D. Grayson, Traffic Engineer, was read. It was moved by Anderson, seconded by Poxon, that the recom- mendation of the City Engineer, the Superintendent, Water & Sewer Systems, and the Traffic Engineer be approved and that authority be granted to issue warrant to Bernadine Bronson in the amount of $128.61. Motion carried. Communication from R. H. Bockhacker, Police Chief, recommending that lease agreement between the City of Vernon and Motor Officer Samuel J. Williams for one 1956 Harley Davidson Motorcycle, Engine #56-FLH-1782, be terminated as of July 13, 1959, and recommending that new lease agreement, as submitted, between the City of Vernon and Motor Officer Samuel J. Williams for one 1959 Harley Davidson Motorcycle, Engine #59-FL-6574, be approved effective July 13, 1959, was read. It was moved by Mailliard, seconded by Malburg, that the recommendations of the Police Chief be approved and that new lease agreement be executed by the City of Vernon. Motion carried. Communication from R. H. Bockhacker, police Chief, recommending that lease agreement between the City of Vernon and Motor Officer R. N. Baker for one 1956 Harley Davidson Motorcycle, Engine #FL6759, be renewed effective as of August 1, 1959, was read. It was moved by Mailliard, seconded by Malburg, that the recommendation of the Police Chief be approved and that said lease agreement be renewed. Motion carried. Communication from R. H. Bockhacker, police Chief, requesting permission to purchase a Psychogalvanometer at a cost of approximately $230.00, was read. It was moved by Anderson, seconded by Malburg, that the request of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, police Chief, trans- mitting a statistical report of the police Department's activities covering the 1958-59 Fiscal Year, was read. (Copy to each member of the City Council.) It was moved by Poxon, seconded by Malburg, that statistical report of the police Department's activities covering the 1958-59 Fiscal Year be received and filed. Motion carried. It was moved by poxon, seconded by Anderson, that report of the activities of the Police Department be received and filed. Notion carried. Communication from R. H. Bockhacker, Police Chief, recom- mending that Officer R. E. Shank be advanced from Policeman Grade 3 to Grade 2, effective August 1, 1959, was read. It was moved by Mailliard, seconded by Malburg, that the recommendation of the Police Chief be approved. Motion carried. Report of Health Department activities for the month of June, 1959, was presented. (Copy to each member of the City Council.) It was moved by Poxon, seconded by Anderson, that report of Health Department activities be received and filed. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, with reference to the advisability of having fourth or booster injections to immunize City employees, employees. dependents and City residents against polio, was read. It was moved by Anderson, seconded by Malburg, that the Health Department be authorized to purchase vaccine to give fourth polio immunization injections to City employees at no cost to said employees; that the Health Department be authorized to give fourth polio immunization injections to City residents and the families of the City employees at a cost of $1.00 per person; and that special consideration be given to any family in the City who cannot pay the $1.00 per person. Motion carried. Communication from R. L. Mantle withdrawing his application for city-owned house located at 4321 Furlong Place, was read. Communication from Lillian S. Gorrin, City Employee, requesting that she be considered as a tenant for one of the city- owned houses on Furlong Place when one becomes available, was read. Communication from J. L. Morrison, Detective Sergeant, making application to lease a city-owned house in the event of a vacancy, was read. Communication from L. C. Husted, Fire Chief, recommending that Fireman Carl Graffio be considered as a tenant for the vacant city-owned house located at 4321 Furlong Place, was read. Corrmunication from R. H. Bockhacker, Police Chief, recom- mending that Sergeant J. L. Morrison be considered as a tenant for the vacant city-owned house located at 4321 Furlong Place, was read. It was moved by Mailliard, seconded by Malburg, that the vacant city-owned house located at 4321 Furlong Place be leased to Lillian s. Gorrin; that the Police Chief be authorized to swear Lillian S. Gorrin in as Police Matron to substitute in case Mrs. Richter is not available; and that other communications relative to tenancy of a city-owned house be received and filed for future consideration. Motion carried. I I 7/21/59 Communication from Arthur E. Nelson, Jr., City Engineer, D. D. Grayson, Traffic Engineer, and R. H. King, Superintedent, Water & Sewer Systems, advising that Francis W. Sumner, Engineer's Aide I has requested two weeks' leave of absence to participate in Marine' Corps Reserve Training beginning August 15, 1959, and recommending that Mr. Sumner pe granted leave of absence with pay for this period, was read. It was moved by Poxon, seconded by Mailliard, that the recom- mendation of the City Engineer, the Traffic Engineer and the Superin- tendent, Water & Sewer Systems be approved. Motion carried. Communication from Frosty Packers requesting a license to conduct a business of packing and processing produce at 3243 E. 44th Street, was read. The Director of Sanitation recommended that license be denied as said company does not meet the Health requirements. It was moved by Poxon, seconded by Anderson, that Frosty Packers be denied a license to conduct a business of packing and processing produce at 3243 E. 44th Street, in accordance with the recommendation of the Director of Sanitation. Motion carried. Communication from Central Manufacturing District Security Patrol, dated July 17, 1959, requesting installation of a Teletronic Corporation burglar alarm system in the City of Vernon Police Department, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Malburg, that communi- cation from Central Manufacturing District Security Patrol, dated July 17, 1959, be referred to the City Attorney and the Police Chief for negotiating a form of agreement for the installation of a Teletronic Corporation burglar alarm system in the City of Vernon Police Department at no cost to the City. Motion carried. Communication from Jordan's Air Supplies requesting a license to conduct a business of assembling, selling and serv~c~ng air compressors and paint spray equipment at 2914 Leonis Blvd., was read. It was moved by Poxon, seconded by Malburg, that the request of Jordan's Air Supplies be approved and license granted. Motion carried. Communication, was read, from L~ C. Husted, Fire Chief, requesting permission to advance the following personnel, effective August 1, 1959: W. R. Hoeft from Captain Grade 2 to Grade 1 F. H. Colvin from Captain Grade 2 to Grade 1 C. P. Silverthorne from Driver Mechanic Grade 4 to Grade 3 It was moved by Mailliard, seconded by Malburg, that the request of the Fire Chief be approved. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, D. D. Grayson, Traffic Engineer, and R. H. King, Superintendent, Water & Sewer Systems, requesting authority to contract with The Pacific I I I u 7/21/59 Network, ~nc. to provide background music in the Engineering Depart- ments Off~ces at a cost of approximately $45.00 for initial instal- lation and approximately $37.50 per month for operation, was read. It was moved by Malburg, seconded by Mailliard, that communi- cation from the City Engineer, the Traffic Engineer and the Superin- tendent, Water & Sewer Systems be received and filed. Motion carried. Communication from Desert Rock Milling Co. requesting a license to operate a sales office for roofing and landscaping rock at 4800 DeKalb Avenue, was read. It was moved by Poxon, seconded by Anderson, that the request of Desert Rock Milling Co. be approved and license granted. Motion carried. Resolution No. 2285 - A Resolution of the City Council of the City of Vernon amending, in part, Resolution No. 2280, was read. It was moved by Poxon, seconded by Anderson, that Resolution No. 2285 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None The City Attorney reported verbally that the Cities of Huntington Park, Bell and Maywood have passed resolutions allocating funds to contract for consulting services to study the feasibility of unifying the schools of Vernon and the aforementioned cities into a consolidated school district, and that negotiations for the consulting service contract would begin immediately and that. the City of Vernon was authorized to execute said contract as soon as possible by authority granted in Resolution No. 2277. Motion carried. Carl A. Heinze, Consulting Electrical Engineer, reported verbally that the City of Los Angeles, Department of Light and Power, had inquired if they could borrow temporarily, if the need arose, certain transformers that the City of Vernon has in surplus stock. It was moved by Poxon, seconded by Anderson, that the Consulting Electrical Engineer be authorized to lend-lease surplus transformers to the City of Los Angeles, Department of Light and Power. Motion carried. The Administrative Officer reported verbally that it would be desirable to have information from Los Angeles Bureau of Municipal Research relative to possible present and past differences in assessment techniques applied in the City of Vernon as compared with other industrial areas of Los Angeles County; which information could serve as the basis of correction of inequalities; also, that a report should be obtained on the results of negotiations by the Los Angeles Bureau of Municipal Research with the Assessor's Office relative to assessment of properties within the City of Vernon. It was moved by Anderson, seconded by poxon, that the Administrative Officer be authorized to write to the Los Angeles Bureau of Municipal Research and request the aforementioned information. Motion carried. ~;Warrant Register No. 49\1 covering claims and demands presented during the period July 1 to 16, which includes Demands Nos. 1 to 77 (both inclusive), drawn on the California Bank, totaling $14,563.44 (accounting period July, 1959), was examined and audited. It was moved by Mailliard, seconded by Poxon, that 7\Warrant Register No. 4911 be approved and payment authorized for Demands Nos. 1 to 77 (both inclusive), with no exceptions. Motion carried.
