J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of August 11, 1959 be approved as written and submitted. Motion carried. Communication from the Employees Insurance Committee, dated July 31, 1959, recommending that Occidental Insurance Company be instructed to insure all employees at the earliest possible date, under the policy which was in effect immediately prior to June 1, 1959, at an increase of rates as outlined; and recommending that in the event of any further investigations concerning Group Insurance, the City of Vernon retain the services of an insurance consultant to study the many phases and details of Health and Accident Insurance as well as the reliability of the Insurance Company, was read. (Copy to each member of the City Council.) (Laid over at the meeting of 8/4/59.) It was moved by Anderson, seconded by Malburg, that Occidental Insurance Company be instructed to insure all employees at the earliest possible date, under the policy which was in effect immediately prior to June 1, 1959, at an increase of rates as out- lined in communication from the Employees Insurance Committee, dated July 31, 1959; and that no action be taken at this time on the recom- mendation of the Employees Insurance Committee relative to the City of Vernon retaining the services of an insurance consultant in the event of any further investigations concerning Group Insurance. Motion carried. Communication from Alexander's Moving and Storage expressing their appreciation to Fire Chief Husted for extinguishing a blaze in the motor of one of their trucks on July 24, 1959, was read. It was moved by Poxon, seconded by YJ.ailliard, that communi- cation from Alexander's Moving and Storage be received and filed. Motion carried. Communication from Robert S. Stone, Director of Sanitation, dated August 11, 1959, requesting authority for Dr. C. E. Nemethi to perform necessary communicable disease diagnostic services and preven- tive immunizations when required by the communicable disease program, without resorting to normal purchasing procedure, was read. It was moved by Anderson, seconded by Poxon, that the request of the Director of Sanitation be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, trans- mitting Contract No. 230 for resurfacing Washington Boulevard from the Union Pacific Railroad underpass to the east City boundary, and recommending that Contract be approved and that authorization be granted to advertise for bids, was read. Resolution No. 2289 - A Resolution of the City Council of the C~ty of Vernon approving Contract No. 230 and Plan No. A3-l534 consisting of three sheets, for resurfacing of \vashington Boulevard from the Union Pacific Railroad Underpass to the East City Boundary of the City of Vernon, and determining the general prevailing rate of per diem wages, was read. No. 2289 It was moved by Mailliard, seconded by Malburg, that be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Resolution Resolution No. 2290 - A Resolution of the City Council of the City of Vernon directing the giving of notice inviting sealed proposals or bids for the resurfacing of washington Boulevard from the Union Pacific Railroad Underpass to the East City Boundary, in accordance with Contract No. 230 and Plan No. A3-l534 consisting of three sheets, of the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2290 be approved and adopted. Motion carried. Grayson, Traffic Engineer, appeared before the City Council and reported verbally on the channelization of Slauson Avenue. A general discussion followed with reference to traffi.c engineering studies and proposed improvement of traffic conditions on various streets. The City Attorney reported that, in accordance with authority granted by the City Council at its meeting of August 4, 1959, that he had contacted a qualified appraiser with reference to charges for appraising approximately 1,900 sq.ft. of land on the southeast corner of Soto Street and 26th Street. The City Attorney further reported that the appraiser fees would be $600.00 for a preliminary report, plus $100.00 per day for court appearances in the event this property was acquired by eminent domain proceedings; and that other court costs would be involved in the event that this property was acquired in this manner. After discussion relative to the channelization of Soto Street, it was moved by Malburg, seconded by Anderson, that prohibition of stopping at all times on Soto Street, as approved by the City Council on April 21, 1959, be reconsidered after completion of the resurfacing of Soto Street from the Los Angeles River Bridge to the South City Boundary in accordance with Contract No. 227 and Plan No. A3-l529; that the Traffic Engineer be instructed to report on the off- street parking facilities in this area; and that the Traffic Engineer be instructed to contact the property owners along Soto Street to determine if off-street parking facilities are available for their customers and employees. Espinoza from Policeman Grade 3 to Grade 2 It was moved by Poxon, seconded by Anderson, that the request of the Police Chief be approved. Motion carried. Communication from United Machine Tool Co. of Calif. requesting a license to conduct a business of selling machine tools, machinery and equipment, at 3620 Santa Fe Avenue, was read. It was moved by Malburg, seconded by Poxon, that the request of United Machine Tool Co. of Calif. be approved and license granted. Motion carried. Report of the activities of the Police Department for the period August 1 - 15, 1959, inclusive, was presented. It was moved by Anderson, seconded by Poxon, that the report of activities of the Police Department be received and filed. Motion carried. Communication from the Los Angeles County Board of Super- visors, dated August 13, 1959, transmitting copy of a communication from the County Engineer and Director of Aviation which was presented to the Board on August 11, 1959, advising of the extension of the Federal-iddAirport Program, was read. It was moved by Malburg, seconded by Mailliard, that communi- cation from the Los Angeles County Board of Supervisors, dated August 13, 1959, be received and filed. Motion carried. Communication from Police Officer N. E. Greppin tendering his resignation as an employee of the City of Vernon effective at 12:00 Midnight, August 23, 1959, was read. It was moved by Poxon, seconded by Anderson, that the resignation of Police Officer N. E. Greppin be accepted effective at 12: 00 lvIidnight, .:\ugust 23, 1959. i10tion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of the electrical system by Southern California Edison Co. for the month of June 1959, was read. It was moved by Poxon, seconded by Halburg, that the report of the Consulting Electrical Engineer be received and filed. Motion carried. Communication from Carl A. Heinze, Consulting Electrical Engineer, advising that check submitted by Southern California Edison Co., in the amount of $150,592.50, for bond principal and interest redemptions for the fiscal year 1959-60 on Vernon Light and Power Bonds, has been checked and verified as correct, was read. I I 8/18/59 It was moved by Anderson, seconded by Poxon, that the Southern California Edison Company be informed that the City Council accepts the check and that the check will be cashed with the under- standing set forth in the last two paragraphs of their letter dated July 29, 1959, with which the City Council concurs. Ordinance No. 728 - An Ordinance of the City of Vernon fixing the amount of money. necessary to be raised by taxation upon the taxable property within said City as a revenue to carryon the various departments of such municipal corporation for the fiscal year commencing July 1, 1959, and to pay the bonded or other indebt- edness of said City of Vernon, or any portion or district thereof, was read in full for a first reading. It was moved by Poxon, seconded by Malburg, that Ordinance No. 728 receive and pass a first reading. Motion carried.
