The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of August 25, 1959 be approved as written and submitted.
Motion carried.
The Clerk announced that this was the time and place for
opening of bids submitted for resurfacing of Soto Street from the
Los Angeles River Bridge to the South City Boundary, in accordance
with Contract No. 227.
It was moved by Anderson, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

It was moved by Anderson, seconded by Poxon, that bids
submitted for the resurfacing of Soto Street from the Los Angeles
River Bridge to the South City Boundary, in accordance with Contract
No. 227, be referred to the City Engineer and the City Attorney for
checking and report. Motion carried.
Communication from A. E. Nelson, Jr., City Engineer,
submitting Contract No. 231 for the construction of a fourteen~inch
cast iron water main in 37th Street between Santa Fe Avenue and Soto
Street, and recommending that said Contract be approved and that
authorization be granted to advertise for bids, was read.
Resolution No. 2294 - A Resolution of the City Council of
the City of Vernon approving Contract No. 231 for construction of the
37th Street water main from Santa Fe Avenue to So to Street in the
City of Vernon, and determining the general prevailing rate of per
diem wages, was read.
It was moved by Poxon, seconded by Mailliard, that Resolution
No. 2294 be approved and adopted. Motion carried.

Resolution No. 2295 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for construction of the 37th Street water main from
Santa Fe Avenue to Soto Street, in accordance with Contract No. 231
of the City of Vernon, was read.

Resolution No. 2295 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
July 28, 1959, advising that the Public Utilities Commission has
recommended the installation of two No. 8 flashing light signals
at Crossing No. 2H-0.3 of The Atchison, Topeka and Santa Fe Railway
Company located on 26th Street at the second rail crossing east of
Santa Fe Avenue; recommending that the City enter into an agreement,
as transmitted, with the Railway for said installation at a total
approximate cost of $9,834.00; and recommending that the City make
application to the Public Utilities Commission for an allocation of
funds to assist in financing this work on forms as transmitted, was
read. (Copy to each member of the City Council.)
It was moved by Anderson, seconded by Malburg, that the
recommendations of the Traffic Engineer be approved, and that the
Mayor be authorized to execute an agreement with The Atchison,
Topeka and Santa Fe Railway Company, on behalf of the City of Vernon,
for the installation of grade crossing protection devices at Crossing
No. 2H-0.3. Motion carried.
Resolution No. 2296 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor and City Clerk to sign an
application to the Public Utilities Commission of the State of
California for allocation from Crossing Protection Fund, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2296 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
August 25, 1959, with reference to street car landing zones on
Vernon Avenue, transmitting copy of joint letter from the Police
Chief and Traffic Engineer, dated August 22, 1958, and copy of letter
from The Metropolitan Transit Authority, dated August 6, 1959; and
recommending that the City Council approve the recommendations out-
lined in letter of August 22, 1958 as modified in letter dated August
25, 1959, and authorize the Traffic Engineer to proceed with the
necessary work, was read. (Copy to each member of the City Council.)
It was moved by Mailliard, seconded by Malburg, that the
recommendation of the Traffic Engineer, under date of August 25,
1959, be approved, and that the Traffic Engineer be authorized to
proceed with the necessary work; and that the City Employees be
instructed not to park in the 30-minute parking zones reserved for
visitors in the parking lot in the rear of the City Hall building.
Motion carried.
Communication from the Los Angeles County Boundary
Commission, dated August 24., 1959, giving notification that the City
of Maywood has filed a proposal with the Secretary of the County
Boundary Commission for the annexation of territory known as Atlantic
District Annexation No. 1 to the City of Maywood, was read.

It was moved by Anderson, seconded by poxon, that communi-
cation from the Los Angeles County Boundary Commission, dated August
24, 1959, be received and filed. Motion carried.
Communication from Merwin D'. Hansen, Engineering Department
employee, requesting that he be reimbursed the sum of $12.06 from
the Education and Training Budget appropriation for text books for
courses in public administration, together with recommendation for
approval from D. D. Grayson, Traffic Engineer, and R~ H. King, Super-
intendent ,;~-Jater & Sewer Systems, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Traffic Engineer and the Superintendent, Water
& Sewer Systems., be, approved and that authority be granted to issue
warrant to Merwin D. Hansen in the amount of $12.06. Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
requesting that he be allowed the sum of $12.75 from the Education
and Training Budget appropriation for text books for continuation of
his studies at the University of Southern California School of Public
Administration, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Director of Sanitation be approved and that authority
be granted to issue warrant to Robert S. Stone in the amount of $12.75.
Motion carried.
Report of activities of the Police Department for the period
August 16 - 31, 1959, inclusive, was presented.
It was moved by Malburg, seconded by Mai11iard, that the
report of activities of the Police Department be received and filed.
Motion carried.
Communication from Fire Captain F. H. Colvin requesting
that he be granted the sum of $50.00 from the Education and Training
Budget appropriation for tuition at the Civic Center Division of the
University of Southern California for a course entitled l'Introduction
to Fire Administration", together with recommendation for approval
from the Fire Chief, was read.
It was moved by Anderson, seconded by Malburg, that the
recommendation of the Fire Chief be approved and that authority be
granted to issue warrant to Fire Captain F. H. Colvin in the amount
of $50.00. Motion carried.
Communication from the City of Huntington Park transmitting
a copy of Resolution No. 4384 passed and adopted by the City Council
of the City of Huntington Park on the 24th day of August, 1959,
endorsing the efforts being made to sponsor, obtain, and successfully
conduct a World's Fair in the Los Angeles area in 1963-64, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from the City of Huntington Park, together with copy of
Resolution No. 4384., be received and filed. Motion carried.
Communication from the Los Angeles County Regional Planning
Commission, dated August 26, 1959, transmitting herewith a print
showing proposed Amendment No. 418 to the Master Plan of Highways of

the Los Angeles County Regional Planning District, and requesting that
the City of Vernon advise the Commission if this proposed amendment
meets with its approval, was read.
It was moved by Mailliard, seconded by Anderson, that communi-
cation from the Los Angeles County Regional Planning Commission, dated
August 26, 1959, together with print showing proposed Amendment No.
418 to the Master Plan of Highways of the Los Angeles County Regional
Planning District, be referred to the Traffic Engineer for study and
report. Motion carried.
Communication from R. H. Bockhacker, Police Chief, requesting
authority to employ Ted LeRoy Miller as Policeman Grade 4, effective
September 16, 1959, pending physical examination and investigation,
was read.
It was moved by Mailliard, seconded by Anderson, that the
request of the Police Chief be approved. Motion carried.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2286 be read by title. Motion carried.
Resolution No. 2286 - A Resolution of the City Council of
the City of Vernon urging the re-apportioning of the State Senate,
was read.
It was moved by Anderson, seconded by Malburg, that Resolution
No. 2286 be approved and adopted. Motion carried.

and permits granted. Motion carried.

It was moved by Poxon, seconded by Malburg, that building
applications numbered 22526 to 22532 inclusive be filed and permits
granted. Motion carried.

Nos. 288 to 397 (both inclusive), drawn on the California Bank,
totaling $24,878.86 (accounting period September, 1959), was examined
and audited.
It was moved by Mailliard, seconded by Poxon, that nWarrant
Register No. 52li be approved and payment authorized for Demands Nos.
288 to 397 (both inclusive), with no exceptions. Motion carried.
