19590915 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD SEPTEMBER 15, 1959 AT TIvO 0' CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE!t VERNON!t CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mai1liard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Mailliard, that minutes of the meeting of September 1, 1959 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for hearing of all persons interested in or objecting to proposed vacation of a portion of East 45th Street as recited in Ordinance of Intention No. 726. The Mayor asked if there was anyone present who wished to be heard or object to the proposed vacation of a portion of East 45th Street. No objections were heard or made. Resolution No. 2297 - A Resolution of the City Council of the City of Vernon finding a portion of East 45th Street in the City of Vernon unnecessary for present or prospective public street purposes and ordering its vacation and abandonment, was read. It was moved by Poxon, seconded by Malburg, that Resolution No. 2297 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mail1iard, Malburg, Poxon Noes: None Absent: None The Clerk announced that this was the time and place for opening of bids submitted for the resurfacing of Washington Boulevard from the Union Pacific Railroad Underpass to the East City Boundary, in accordance with Contract No. 230 and Plan No. A3-1534. It was moved by Poxon, seconded by Anderson, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Griffith Company C. O. Sparks, Inc. & Mundo Engineering Co. Vernon Paving Co. $ 9,035.40 8,651.40 8,282.80 It was moved by Anderson, seconded by Malburg, that bids received for the resurfacing of Washington Boulevard from the Union Pacific Railroad Underpass to the East City Boundary, in accordance with Contract No. 230 and Plan No. A-1534, be referred to the Engineering Department and the City Attorney for checking and report. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated September 4, 1959, with reference to bids received for the resurfacing I I 9/15/59 of Soto Street from the Los Angeles River bridge to the south city boundary, in accordance with Contract No. 227, recommending that contract be awarded to G. O. Sparks, Inc. and Mundo Engineering Company, a joint venture, on the basis of their low bid of $28,273.40, was read. Resolution No. 2298 - A Resolution of the City Council of the City of Vernon accepting the bid of C. O. Sparks, Inc. and Mundo Engineering Company, a joint venture of California corporations, for the resurfacing of Soto Street from the Los Angeles River Bridge to the south city boundary in accordance with Contract No. 227 hereto- fore approved by the City Council, was read. It was moved by Mai11iard, seconded by Malburg, that Resolution No. 2298 be approved and adopted. Motion carried. Moore, Administrative Officer, with reference to expense allowances, attendance at 61st Annual Conference, League of California Cities, San Francisco, October 18 to 21, inclusive, recommending that an allowance in the amount of $185.64 be authorized to be advanced to representatives of the City of Vernon making written request to the City Clerk, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Poxon, that the recom- mendation of the Administrative Officer be approved. Motion carried. Communications from the Los Angeles County Boundary Commission giving notice that the City of Downey has filed a proposal with the Secretary of the County Boundary Commission for the annexation of territory known as Annexation No. 3 to the City of Downey; and that the City of South Gate has filed a proposal with the Secretary of the County Boundary Commission for the annexation of territory known as 15th Addition Territory to the City of South Gate, and territory known as 16th Addition Territory to the City of South Gate, were read. It was moved by Anderson, seconded by Y~lburg, that communi- cations from the Los Angeles County Boundary Commission be laid over until maps of the various areas mentioned can be obtained. Motion carried. Communication from The Regional Planning Commission, County of Los Angeles, dated September 4, 1959, advising that Norris-Thermador Manufacturing Company has applied for an exception to the industrial parking requirement in order to establish, operate and maintain a warehouse and appurtenant facilities while providing less than required parking on property located at 5201 South District Boulevard in the Bandini Zoned District, Los Angeles County, was read. It was moved by Poxon, seconded by Mai11iard, that communi- cation from The Regional Planning Commission, County of Los Angeles, dated September 4, 1959, be received and filed. Motion carried. Communication from Los Angeles County Road Department, dated September 1, 1959, submitting a summary of the City of Vernon's Aid to Cities account with said department as of July 1, 1959, was read. i II I 9/15/59 It was moved by Poxon, seconded by Malburg that communi- cation from Los Angeles County Road Department, dated September 1, 1959, be received and filed. Motion carried. . Communication from The Los i\nge1es County Board of Super- v~sors, dated September 7, 1959, transmitting a certified copy of a resolution adopted by the Board of Supervisors on September 1, 1959 declaring a portion of Washington Boulevard a part of the County System of Highways and requesting the consent of the City of Vernon to its improvement, was read. It was moved by Poxon, seconded by Anderson, that the requested consent for the proposed improvement of Washington Boulevard be given as outlined in resolution adopted by the Board of Supervisors on September 1, 1959, but specifically reserves that the City of Vernon by consenting thereto does not assume any liability for the instal- lation, maintenance or repair of the improvement and appurtenant facilities either presently or prospectively. Motion carried. Communication from The Los Angeles County Board of Super- visors, dated September 3, 1959, transmitting a description of the area proposed to be incorporated as the City of East Los Angeles, and advising that the Notice of Intention to circulate a petition in a certain unincorporated territory of Los Angeles County for incor- poration of a new city to be known as the City of East Los Angeles, has been filed with the Board of Supervisors by the proponents at 8:00 a.m. on August 27, 1959, was read. It was moved by Anderson, seconded by Malburg, that communi- cation from The Los Angeles County Board of Supervisors, dated September 3, 1959, be received and filed. Motion carried. Notice from the Public Utilities Commission of the State of California ordering that an investigation on the Commission's own motion is hereby instituted for the purpose of establishing a new list for the year 1960 of railroad grade crossings of city streets or county roads most urgently in need of separation, and existing separation structures most urgently in need of alterations, as contemplated by Section 189 of the Streets and Highways Code; and giving notification that public hearing in said investigation shall be held at 10 o'clock a.m. on November 3, 4 and 5, 1959 in the Court- room of the Commission, Mirror Building, Los Angeles and at 10 o'clock a.m., November 9 and 10, 1959, in San Francisco, was read. (Copy to each member of the City Council.) It was moved by Malburg, seconded by Mai11iard, that notice from the Public Utilities Commission of the State of California, with reference to establishment of a new list for the year 1960 of railroad grade crossings, be received and filed. Motion carried. Communication from Robert S". Stone, Director of Sanitation, requesting that he be allowed the sum of $140.00 from the Education and Training Budget appropriation for tuition at the University of Southern California School of Public Administration, was read. It was moved by Anderson, seconded by poxon, that the request of the Director of Sanitation be approved and that authority be granted to issue warrant to Robert S. Stone in the amount of $140.00. Motion carried. I I 9/15/59 Communication from Policeman T. L. Lamar tendering his resignation as an employee of the City of Vernon, effective August 31, 1959, 12:00 Midnight, was read. It was moved by Poxon, seconded by Mai11iard, that the resignation of Policeman T. L. Lamar be accepted effective August 31, 1959, 12:00 Midnight. Motion carried. Communication, was read, from R. H~ Bockhacker, Police Chief, requesting that the following personnel be advanced in grade, effective October 1, 1959: B. M. Waller from Policeman Grade 2 to Grade 1 W. R. Gilcrease from Policeman Grade 4 to Grade 3 R. A. Householder from Policeman Grade 4 to Grade 3 It was moved by Mai11iard, seconded by Anderson, that the request of the Police Chief be approved. Motion carried. Report of the activities of the Police Department for the period September 1 - 14, 1959, inclusive, was presented. It was moved by Malburg, seconded by Poxon, that the report of activities of the Police Department be received and filed. Motion carried. Communication from HAil Brass Foundry, dated September 9, 1959, with reference to street car safety zones on Vernon Avenue, was read. It was moved by Poxon, seconded by Malburg, that communi- cation from "N' Brass Foundry be received and filed. Motion carried. Communication from Bevan Company requesting a license to conduct a business of porcelain enameling steel and cast iron products at 4627 E. 50th Street, was read. It was moved by Poxon, seconded by Mai11iard, that the request of Bevan Company be referred to the Fire Department with power to act. Motion carried. Communication, was read, from L. C. Husted, Fire Chief, requesting permission to advance the following firemen, effective October 1, 1959: G. E. Foster from Captain Grade 2 to Grade 1 E. V. Henry from Driver Grade 3 to Grade 2 It was moved by Mail1iard, seconded by Malburg, that the request of the Fire Chief be approved. Motion carried. Communication from Dale M. Laird, Engineering Aide I, requesting that he be allowed the sum of $214.00 from the Education and Training Budget appropriation for tuition and books for the Fall Semester, University of Southern California, towards his Bachelor of Science Degree in Civil Engineering, together with recommendation for approval from Arthur E. Nelson, Jr., City Engineer, was read. It was moved by Malburg, seconded by Mai1liard, that the recommendation of the City Engineer be approved and that authority be granted to issue warrant to Dale M. Laird in the amount of $214.00. Motion carried. I I / J 9/15/59 Communication from The Regional Planning Commission, County of Los Angeles, dated September 11, 1959, advising that Ka1 Kan Foods, Inc. has applied for a Special Permit to establish, operate and maintain an addition to a Pet-Food Processing and Packaging Plant on property located in the M-2 (Heavy Manufacturing) Zone at 3363 East 45th Street in the Bandini Zoned District, Los Angeles County, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from The Regional Planning Commission, County of Los Angeles, dated September 11, 1959, be received and filed. Motion carried. Communication from Mr. W'. E~ Weaver, Vernon Rotary Club Scout Committee, requesting that the City of Vernon make the Scout Hut at 2265 E. 38th Street available to the Metropolitan Division of the Community Chest as a headquarters in Vernon for the period from October 23 through November 16, was read. It was moved by Anderson, seconded by Poxon, that Mr. Weaver be notified that the City Council has no objection to the Metropolitan Division of the Community Chest using the Scout Hut at 2265 E. 38th Street as a headquarters in Vernon for the period from October 23 through November 16, provided that the occupancy does not interfere with any of the current activities being conducted in said Scout Hut. Motion carried. Communication from L. C. Husted, Fire Chief, requesting authority to appoint Captain Thomas F. Lara to the position of Assistant Chief Grade 3, effective September 16, 1959; and requesting authority to place this man on probation for a period of one year, was read. It was moved by Anderson, seconded by Poxon, that the requests of the Fire Chief be approved. Motion carried. Communication from Mangore Corporation transmitting six copies of preliminary report of governmental survey as per contract agreement, was read. It was moved by Malburg, seconded by Anderson, that communi- cation from Mangore Corporation be received and filed. Motion carried. Communication from D. D. Grayson, Traffic Engineer, trans- mitting letter from Sam Abrams offering to accept $6,500.00 for the land on the southeast corner of 26th Street and Soto Street, and recommending that the City counter offer $5,000.00 for the approxi- mately 1900 square feet and that the Traffic Engineer be instructed to advise Mr. Abrams accordingly, was read. It was moved by Poxon, seconded by Mai1liard, that the recommendation of the Traffic Engineer be approved and that he be instructed to advise Mr. Abrams that the City makes a counter offer of $5,000.00 for the approximately 1900 square feet in question. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated September 15, 1959, transmitting a parking survey on Soto Street as requested by the City Council on August 18, 1959, was read. (Copy of survey to each member of the City Council.) Motion carried. Communication from Central Mfg. District Security requesting a license to distribute silent burglar alarm systems in the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that the request of Central Mfg. District Security be approved and license granted. Motion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of the electrical distribution system by Southern California Edison Company for the month of July 1959, was read. It was moved by Poxon, seconded by Malburg, that the report of the Consulting Electrical Engineer be received and filed. Motion carried. Memorandum from John BO. Moore, Administrative Officer, dated September 15, 1959, with reference to suggested arrangements for open house for residents and city employees, was presented and discussed. (Copy to each member of the City Council.) It was moved by Poxon, seconded by Anderson, that the suggested arrangements for open house for residents and city employees be approved as outlined in memorandum from the Administrative Officer, dated September 15, 1959, and that expenditure of funds for the successful completion of said arrangements be authorized. Motion carried. John B~ Moore, Administrative Officer, reported verbally that the approximately two and one-half acres of property owned by the Water Department, located at the southwest corner of 50th Street and Downey Road, had been leveled and that the Fire Department suggested that grass be planted in this property to keep the dust down and that, if this was done, the Fire Department personnel would maintain it. The cost would be approximately $250.00 for fertilizer and $300.00 for grass seed. It was moved by Anderson, seconded by Mail1iard, that an expenditure of funds for this purpose be authorized from the General Government Buildings budget appropriation. Motion carried.
