MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD OCTOBER 6, 1959 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of September 15, 1959 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids submitted for the construction of a fourteen-inch
cast iron water main in 37th Street between Santa Fe Avenue and Soto
Street, in accordance with Contract No. 231.
It was moved by Anderson, seconded by Poxon, that the Clerk
be instructed to open and read the bids submitted. Motion carried.

It was moved by Anderson, seconded by Poxon, that bids
received for the construction of a fourteen-inch cast iron water main
in 37th Street between Santa Fe Avenue and Soto Street, in accordance
with Contract No. 231, be referred to the Engineering Department and
the City Attorney for checking and report. Motion carried.
Communications from the Los Angeles County Boundary
Commission giving notice that the City of Downey has filed a proposal
with the Secretary of the County Boundary Commission for the
annexation of territory known as Annexation No. 3 to the City of
Downey; and that the City of South Gate has filed proposals with the
Secretary of the County Boundary Commission for the annexation of
territory known as 15th Addition Territory to the City of South Gate,
and territory known as 16th Addition Territory to the City of South
Gate, were read. (Laid over at meeting of September 15, 1959.)
It was moved by Anderson, seconded by Malburg, that communi-
cations from the Los Angeles County Boundary Commission be received
and filed. Motion carried.
Communication from the Los Angeles County Boundary
Commission, dated September 16, 1959, giving notice that the City
of South Gate has filed a proposal with the Secretary of the County
Boundary Commission for the annexation of territory known as 16th
Addition Territory, Revised, to the City of South Gate, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from the Los Angeles County Boundary Commission be received
and filed. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
September 15, 1959, transmitting a parking survey on Soto Street, as
requested by the City Council on August 18, 1959, was read. (Copy
of survey to each member of the City Council. (Laid over at meeting
of September 15, 1959.)
It was moved by Poxon, seconded by Anderson, that parking
survey on Soto Street prepared by the Traffic Engineer be received
and filed; and that prohibition of stopping at all times on Soto
Street be authorized in accordance with recommendation of the Traffic
Engineer and Police Chief, as outlined in communication dated April
9, 1959, previously approved by the City Council on April 21, 1959.
Motion carried.
Communication from the Los Angeles County Boundary Commission,
dated September 16, 1959, giving notice that the City of Bell has filed
a proposal with the Secretary of the County Boundary Commission for
the annexation of territory known as Bell Gardens Rescue Annexation
No. 1 to the City of Bell, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Los Angeles County Boundary Commission, dated September
16, 1959, be received and filed. Motion carried.
Communication from The Regional Planning Commission, County
of Los Angeles, dated September 18, 1959, advising that Golden Bear
Oil Co. has applied for an exception to the industrial off-street
parking requirements in order to replace existing industrial buildings
while providing less than required parking on property located at
4000 East Washington Boulevard in the Eastside #1 Zoned District,
Los Angeles County, was read.
It was moved by Anderson, seconded by Mailliard, that communi-
cation from The Regional Planning Commission, County of Los Angeles,
dated September 18, 1959, be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
September 18, 1959, with reference to bids received for the resurfacing
of Washington Boulevard from the Union Pacific Railroad underpass to
the east city boundary, in accordance with Contract No. 230, recom-
mending that contract be awarded to Vernon Paving Company on the basis
of their low bid of $8,282.80, was read.
Resolution No. 2302 - A Resolution of the City Council of
the City of Vernon accepting the bid of Vernon Paving Company for the
resurfacing of Washington Boulevard from the Union Pacific Underpass
to the East City Boundary in accordance with Contract No. 230 hereto-
fore approved by the City Council, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2302 be approved and adopted. Motion carried.

Service Co., requesting a license to conduct a business of auto and

It was moved by Poxon, seconded by Mailliard, that the
request of Bural, Inc., dba Vernon Motor Parts & Service Co., be
approved and license granted. Motion carried.
Communication from Thermo King Corporation requesting a
license to conduct a business of selling and servicing transport
refrigeration equipment at 2011 East 27th Street, was read.
It was moved by Poxon, seconded by Malburg, that the request
of Thermo ICing Corporation be approved and license granted. Motion
carried.
Communication from McLendon's Catering Service requesting a
license to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of McLendon's Catering Service be referred to the Health
Department with power to act. Motion carried.
Communication from Transport Service Company requesting a
license to conduct a business of service to shippers for freight
movements at 2636 Leonis Blvd., was read.
It was moved by Mailliard, seconded by Anderson, that the
request of Transport Service Company be approved and license granted.
Motion carried.
Communication from Great Western Chemical Co., Inc. of
Calif., dba Great Western Chemical Co., requesting a license to
conduct a business of manufacturers agent and jobber of industrial
chemicals at 4521 Produce Plaza, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Great Western Chemical Co. Inc. of Calif., dba Great
Western Chemical Co., be approved and license granted. Motion
carried.
Communication from Industrial Stationery & Printing Company
requesting a license to conduct a business of stationery sales,
furniture sales, and printing at 4441 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Industrial Stationery & Printing Company be approved and
license granted. Motion carried.
Communication from E. L. A. Esquires requesting a permit
to conduct a public dance at Union Hall, 2516 E. 49th Street, on
Saturday, October 24,1959, from 8:30 P.M. to 1:30 A.M., was read.
It was moved by Poxon, seconded by Anderson, that the
request of E. L. A. Esquires be approved and permit granted. Motion
carried.
Communication from Swift & Company requesting a permit
to haul rubbish from their premises located at 3750 Jewel Avenue
over the public streets to an authorized dump or incinerator located
outside the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Swift & Company be approved and permit granted. Motion
carried.

Communication from D. D. Grayson, Traffic Engineer, dated
September 24, 1959, transmitting letter dated September 21, 1959
from Sam Abrams, owner of the approximately 1900 square feet of
property at the southeast corner of Soto and 26th Streets, and
recommending that Mr. Abrams' offer to sell the needed parcel of
land for $5,750.00 be accepted in principle and that authority be
granted to take the necessary steps for obtaining title and completing
the proposed improvement, was read.
It was moved by Poxon, seconded by Mailliard, that the
recommendation of the Traffic Engineer be accepted and that Mr.
Abrams be notified that the City of Vernon accepts his offer to sell
approximately 1900 square feet of property at the southeast corner
of Soto and 26th Streets for the sum of $5,750.00 and other conditions,
and that the City Attorney be authorized to prepare the necessary
documents. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
September 25, 1959, with reference to proposed Amendment #418 to
the Master Plan of Highways of the Los Angeles County Regional
Planning District, recommending that the City indicate no objections
to the proposed amendment and advise The Regional Planning Commission
accordingly, was read. (Copy to each member of the City Council.)
It was moved by Poxon, seconded by Anderson, that the recom-
mendation of the Traffic Engineer be approved and that The Regional
Planning Commission be notified that the City Council has no objections
to proposed Amendment #418 to the Master Plan of Highways. Motion
carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated September 25, 1959, advising that the construction of 800 feet
of l5-inch sewer and appurtenances in Bandini Blvd. (a private street)
west of Sierra Pine Avenue was completed on September 18, 1959 in
accordance with Plan No. Al-1539 and City of Vernon specifications,
and recommending that said work be accepted and that the interested
property owners and contractor be advised of the acceptance, was read.
Resolution No. 2299 - A Resolution of the City Council of
the City of Vernon accepting Easement Grants from Vernon Paving
Company, Frank C. Dresman and Melvin E. Dresman, Charles M. King
and Beulah A. King, Geo. Miller Co., and Glostex Chemicals, Inc.,
to a portion of Bandini Boulevard (a private street) and accepting the
construction of a l5-inch sewer line in BandiniBoulevard west of
Sierra Pine Avenue in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that Resolution
No. 2299 be approved and adopted. Motion carried.

requesting that he be allowed the sum of $416.75 from the Education
and Training Budget appropriation for tuition and books for courses

It was moved by Anderson, seconded by Malburg, that the
request of the City Engineer be approved and authority granted to
issue warrant in the amount of $416.75 to Arthur E. Nelson, Jr.

Communication from F. A. Ziemer, City Clerk, recommending
that Sections 9 & 10 of Ordinance No. 722 and Rule III, Subparagraph
3 of Resolution No. 2224, as amended by Resolution No. 2292, be
amended to increase the amount from $2,000.00, as it now reads, to
$2,500.00, was read. (Copy to each member of the City Council.)
It was moved by Anderson, seconded by Poxon, that the recom-
mendation of the City Clerk be approved and that the City Attorney be
instructed to prepare the necessary amendments. Motion carried.
Communication from the State of California, Department of
Public Works, Division of Highways, dated September 10, 1959,
transmitting a copy of a resolution adopted by the California Highway
Commission on August 27, 1959 relating to policy and procedure in the
relinquishment of superseded State highways to local authorities, was
read. '
It was moved by Poxon, seconded by Malburg, that communi-
cation from the State of California, Department of Public Works,
Division of Highways, together with copy of resolution adopted by
the California Highway Commission on August 27, 1959, be received
and filed. Motion carried.

requesting allowances from the Education and Training Budget appropri-

It was moved by Mailliard, seconded by Poxon, that the

Communication from Gaylon R. Claiborne, Engineering Depart-
ment employee, requesting that he be allowed the sum of $79.29 from
the Education and Training Budget appropriation for tuition and books
for courses at the University of California at Los Angeles and Los
Angeles State College, together with recommendation for approval from
the City Engineer, the Traffic Engineer, and the Superintendent,
Water & Sewer Systems, was read.
It was moved by Poxon, seconded by Mailliard, that the
recommendation of the City Engineer, Traffic Engineer, and Superin-
tendent, Water & Sewer Systems, be approved and that authority be
granted to issue warrant in the amount of $79.29 to Gaylon R.
Claiborne. Motion carried.

Communication from William H. Morrison, Engineering Depart-
ment employee, requesting that he be allowed the sum of $10.54 from
the Education and Training Budget appropriation for tuition and books
for courses at the Los Angeles City College, Fall Semester, 1959,
together with recommendation for approval from the City Engineer, the
Superintendent, Water & Sewer Systems, and the Traffic Engineer, was
read.
It was moved by Mai11iard, seconded by Poxon, that the
recommendation of the City Engineer, the Superintendent, Water & Sewer
Systems, and the Traffic Engineer, be approved and that authority be
granted to issue warrant to William H. Morrison in the amount of
$10.54. Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
requesting that he be allowed the sum of $27.56 from the Education
and Training Budget appropriation for books in connection with his
studies at the University of Southern California School of Public
Administration, was read.
It was moved by Anderson, seconded by Poxon, that the request
of the Director of Sanitation be approved and that authority be granted
to issue warrant to Robert S. Stone in the amount of $27.56. Motion
carried.
Copy of Case No. 6352 - Investigation into the Need of a
General Order Governing Design, Construction, Testing, Maintenance
and Operation of Gas Transmission Pipeline Systems - before the Public
Utilities Commission of the State of California, was read.
It was moved by Anderson, seconded by Poxon, that copy of
Case No. 6352 before the Public Utilities Commission of the State of
California be received and filed. Motion carried.
Communication from City of Montebe110 transmitting a copy
of Resolution No. 6825 of the City Council of the City of Montebe11o
endorsing and supporting the production of a World's Fair in the
Los Angeles area in 1963-64, was read.
It was moved by Malburg, seconded by Mai11iard, that communi-
cation from the City of Montebe110, together with copy of Resolution
No. 6825, be received and filed. Motion carried.
Communication from Occidental Life Insurance Company of
California, dated September 22, 1959, transmitting Endorsement to
Policy No. 5147-C, effective September 1, 1959, as approved by the
City Council at its meeting held on August 18, 1959, in accordance
with recommendation of the Employees Insurance Committee, for signature
by the Mayor, was read.
It was moved by Anderson, seconded by Poxon, that Mayor
Furlong be authorized to sign Endorsement to Policy No. 5147-C,
effective September 1, 1959. Motion carried.
Communication from John B. Moore, Administrative Officer,
dated September 28, 1959, transmitting letter from R. D. Sweeney,
Attorney at Law, dated September 23, 1959, on behalf of Gautier Land
Company, objecting to use of water and sewer line in 27th Street, a
private street, for public purposes, was read. (Copy to each member

It was moved by Anderson, seconded by Poxon, that communi-
cation from R. D. Sweeney, Attorney at Law, dated September 23, 1959,
on behalf of Gautier Land Company, be referred to the City Attorney
for writing a letter of explanation relative to ownership of the
water and sewer line in 27th Street, a private street. Motion
carried.
Communication from Vernon Firemens' Association requesting
permission to have a Christmas Program for the families of Fire
Department personnel at Fire Station #2, on Sunday, December 20,
1959, at approximately 1:00 P.M. to 3:00 P.M., was read. (Copy to
each member of the City Council.)
It was moved by Anderson, seconded by Poxon, that the
request of the Vernon Firemens' Association be approved. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, R. H.
King, Superintendent,~'later & Sewer Systems, and ArthurE. Nelson,
Jr., City Engineer, requesting authority to advance Louis Bloch from
Utility Man IV, Step 5 to Utility Man IV, Step 4, effective October
1, 1959, as he has satisfactorily completed his probationary period,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Traffic Engineer, Superintendent, Water & Sewer
Systems, and the City Engineer, be approved. Motion carried.
Report of Health Department Activities for the month of
August, 1959, was presented. (Copy to each member of the City
Council.)
It was moved by poxon, seconded by Malburg, that the Report
of Health Department Activities be received and filed. Motion carried.
Communication from Mason, Muntz & Associates, dated October
1, 1959, submitting for approval the tracings and specifications for
the construction of Fire Station No.3, was read.
It was moved by Poxon, seconded by Mailliard, that tracings
and specifications for the construction of Fire Station No. 3 be
referred to the Engineering Department, the Building Department and
the Fire Department for checking and report. Motion carried.
Communication from G'. G. Skalsky, Assistant Director of
Civil Defense, requesting authority to attend the Western Industrial
Survival Conference to be held at the Ambassador Hotel, Los Angeles,
on October 27, 28 & 29, 1959, inclusive, with an expense allowance
of $39.00, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Assistant Director of Civil Defense be approved and
that authority be granted to issue warrant to G. G. Skalsky in the
amount of $39.00. Motion carried.
Communication from Robert H. King, Superintendent, Water
& Sewer Systems, requesting authority to purchase one medium portable
compressor with spray painting attachments at an approximate cost of
$327.90 plus tax, was read.

request of the Superintendent, Water & Sewer Systems, be approved
and that authority be granted to purchase one medium portable
compressor with spray painting attachments. Motion carried.
Report of the activities of the Police Department for the
period September 15 - 30, 1959, inclusive, was presented.
It was moved by Malburg, seconded by Anderson, that the
report of Police Department activities be received and filed. Motion
carried.
Communication from J. S. Colton, Building Engineer, requesting
authority to attend the annual business meeting of International
Conference of Building Officials at San Antonio, Texas, from October
26 - 31, 1959 inclusive, with an expense allowance of $384.37, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Building Engineer be approved and that authority be
granted to issue warrant to J. S. Colton in the amount of $384.37.

Communication from State of California, Department of Public
Works, Division of Highways, transmitting copies of a resolution
adopted by the California Highway Commission on September 24, 1959,
relating to policy of the Commission in the allocation of State
Highway Funds to cities and counties under provisions of Section
143.3 of the Streets and Highways Code, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from the State of California, Department of Public Works,
Division of Highways, together with copies of a resolution adopted
by the California Highway Commission on September 24, 1959, be received
and filed. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated October 6, 1959, recommending that the work of widening the
26th Street Bridge be accepted in accordance with Contract and
Specifications No. 221, and that authority be granted to pay the
Contractor, John L. Meek Construction Company, Inc., in accordance
with the contract, was read.
Resolution No. 2304 - A Resolution of the City Council of
the City of Vernon accepting the construction of the widening of the
26th Street Bridge in accordance with Specifications No. 221 of the
City of Vernon, was read.
It was moved by Mail1iard, seconded by Poxon, that Resolution
No. 2304 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, Robert
H. King, Superintendent, Water & Sewer Systems, and Arthur E. Nelson,
Jr., City Engineer, transmitting a formal proposal from Engineering-
Science, Inc., dated October 2, 1959, to provide engineering services
for the City as needed for the planning, design and construction of
new public works yard facilities, and recommending that the City enter
into a contract with Engineering-Science, Inc., in accordance with
said proposal, was read.

It was moved by Malburg, seconded by Mailliard that
communication from the Traffic Engineer, the Superintend~nt ,L.Jater
& Sewer Systems, and the City Engineer, together with proposal from
Engineering-Science, Inc., be laid over for consideration at a
future meeting. Motion carried.
Resolut!on No. 2303 - A Resolution of the City Council of
the City of Vernon withdrawing certain territory from the East Los
Angeles County Fire Protection District, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2303 be approved and adopted. Motion carried.

Absent: None
Discussion was held with reference to certain problems that
may arise in connection with the recent annexation of property to the
City of Vernon, known as "Bandini Annexation".
It was moved by Anderson, seconded by Poxon, that the City
Clerk be authorized to waive the fees for business licenses in the
annexed area until January 1, 1960, and that a letter of welcome and
general information be sent to all companies in said area. Motion
carried.
The Fire Chief reported that he had contacted Central Mfg.
District, Inc. relative to installing Police and Fire radio transmitting
stations on top of the building at 4814 Loma Vista Avenue, and that
they were agreeable to this arrangement provided that a license agree-
ment, providing for a nominal license fee, be entered into between
Central Mfg. District, Inc. and the City of Vernon, for said instal-
lation.
It was moved by Poxon, seconded by Anderson, that the City
Attorney be instructed to contact Central Mfg. District, Inc. relative
to terms of a license agreement for the installation of Police and
Fire radio transmitting stations on top of the building at 4814 Lorna
Vista Avenue, and that he be instructed to prepare a license agreement
suitable to the parties involved. Motion carried.
Discussion was held with reference to the appointment of
a citizens committee, as suggested by the Los Angeles County Board
of Education, to formulate a plan for the formation of a unified
school district with the cities of Haywood, Bell and Huntington Park.
It was moved by Malburg, seconded by Mailliard, that the
Mayor be authorized to appoint a citizens committee of three for the
abovementioned purpose. Motion carried.
