19591027 Regular City Council Meeting - Minutes I I MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD OCTOBER 27, 1959 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of October 20, 1959 be approved as written and submitted. Motion carried. Communication from The Regional Planning Commission, County of Los Angeles, advising that Quality Meat Packing Co. has applied for a Public Hearing in the matter of a request for a Special Permit to establish, operate and maintain additions to an existing plant located at 4512 Alcoa Avenue in the M-2 (Heavy Manufacturing) Zone, in the Bandini Zoned District, Los Angeles County, and advising that the hearing is set for Thursday, October 29, 1959, at 10:00 a.m. before the Zoning Board in the Regional Planning Commission hearing room, Room 100, 108 West Second Street, Los Angeles, California, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from The Regional Planning Commission, County of Los Angeles, be received and filed. Motion carried. Communication from Edmund F. Shaheen, Preorganization Committee, California World Fair, requesting the adoption of a resolution by the City Council endorsing the World's Fair project, was read. It was moved by Poxon, seconded by Mailliard, that the City Attorney be instructed to draft a resolution endorsing the World's Fair project. Motion carried. Communication from Central Basin Water Association extending an invitation to attend a special joint meeting of the Boards of Directors of the Central Basin Water Association and the West Basin Water Association to be held at Marsal's, 2782 Firestone Boulevard, South Gate, at 6:30 o'clock p.m., Thursday, November 5, 1959, was read. It was moved by Malburg, seconded by Mailliard, that communi- cation from Central Basin Water Association be received and filed. Motion carried. Communication from Othie A. Adams Guard & Patrol Agency requesting a license to operate a watchman and patrol service in the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, that the request of Othie A. Adams Guard & Patrol Agency be referred to the Police Department with power to act. Motion carried. Communication from All American Steel & Metal Company requesting a license to conduct a steel brokerage business at 4848 Santa Fe Avenue, was read. it ~ ,I I 10/27/59 It was moved by Poxon, seconded by Malburg, that the request of All American Steel & Metal Company be approved and license granted. Motion carried. Communication from Clifford E. Dancer, dba R-Bow Foods, Inc., requesting a license to operate an additional lunch truck in the City of Vernon, was .read. It was moved by Anderson, seconded by Poxon, that the request of Clifford E. Dancer, dba R-Bow Foods, Inc., be referred to the Health Department with power to act. Motion carried. Communication from Continental-Diamond Fibre Corp. requesting a license to conduct a business of warehousing and selling "Dilectoii laminated sheets, tubes, rods and fibre at 2600 Santa Fe Avenue, was read. It was moved by Poxon, seconded by Malburg, that the request of Continental-Diamond Fibre Corp. be referred to the Fire Department with power to act. Motion carried. Communication from Evans-Black Carpet Co., Inc. requesting a license to conduct a business of wholesale floor coverings at 4420 District Blvd., was read. It was moved by Anderson, seconded by Poxon, that the request of Evans-Black Carpet Co., Inc. be referred to the Fire Department with power to act. Motion carried. Communication from B & M Terminal Facilities, Inc. requesting a license to operate a freight terminal and warehouse at 2639 S. Soto Street, was read. It was moved by poxon, seconded by Malburg, that the request of B & M Terminal Facilities, Inc. be approved and license granted. Motion carried. Communication from Rocky's Lunch requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that the request of Rocky's Lunch be approved and license granted. Motion carried. Communication from Mr. C. T. Crawford advising that he has sold the Yellow Cab Company of Vernon to Mr. Richard A. Perrin, together with communication from Mr. Richard A. Perrin requesting a license to operate said business in the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, that the request of Mr. Richard A. Perrin be referred to the Police Department with power to act. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 23, 1959, requesting authority to purchase one 1960 Ford Fairlane 4-Door Sedan from Maywood-Bell Ford Co. at a net cost to the City of $1,365.37, plus sales tax and trade-in of one 1958 Ford automobile, Unit #55, Engine #C8LG15lll6, was read. I I 10/27/59 It was moved by Malburg, seconded by Anderson that authority be granted to purchase one 1960 Ford Fairlane'4-Door Sedan from Maywood-Bell Ford Co. at a net cost to the City of $1,365.37, plus sales tax and trade-in of Police Unit #55. Motion carried. Communication from Norman J. Gilbert, Attorney at Law, dated October 24, 1959, transmitting "Claim Against the City of Vernon" by Mr. Charles Gelber, in the amount of $5,000.00, for medical treatment and loss of income as the result of an accident on August 24, 1959, involving a City of Vernon Water Department vehicle and another vehicle in which Mr. Gelberwasa passenger, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from Norman J. Gilbert, Attorney at Law, together with "Claim Against the City of Vernon" by Mr. Charles Gelber, be referred to the City's insurance carrier for necessary action. Motion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of the electrical distribution system by So. Calif. Edison Co. for the month of August, 1959, was read. It was moved by Poxon, seconded by Malburg, that the report of the Consulting Electrical Engineer be received and filed. Motion carried. Communication from Employers Mutual of Wausau, dated October 16, 1959, transmitting release providing for settlement of claim against R.B. Corporation (Commercial Transfer Company) for damages to City of Vernon Fire Hydrant No. 329 on or about September 10, 1959, was read. It was moved by Anderson, seconded by Poxon, that Mayor Furlong be authorized to sign said release for the City of Vernon. Motion carried. Mr. Vincent R. Poxon, City Attorney, reported verbally that Ludwig Engineering had prepared a report entitled "Review and Engineering Economic Analyses of Interrelated Vernon and Los Angeles Sewage Facilities" under the terms of an agreement authorized by Resolution No. 2120, and had presented said report to the City Council at its meeting held April 15, 1958. Mr. Poxon recommended that this report be brought up to date before entering into a Contract with the City of Los Angeles providing for the construction and transfer, to the City of Los Angeles, of a new sewer in Santa Fe Avenue, between 37th Street and the north City boundary of the said City of Vernon, in return for the release of all capacity by Los Angeles in the existing sanitary sewer in Santa Fe Avenue. Mr. Poxon further stated that he had contacted Ludwig Engineering and that they had agreed to do the additional work to bring said report up to date for the sum of approximately $200.00. It was moved by Anderson, seconded by poxon, that Ludwig Engineering be authorized to bring the aforementioned report up to date for a sum not to exceed $200.00. Motion carried. Resolution No. 2306 - A Resolution of the City Council of the City of Vernon appointing an alternate member of the Board of Directors of County Sanitation District No.2, was read. I I 10/27/59 It was moved by Malburg, seconded by Anderson, that Resolution No. 2306 be approved and adopted. Motion carried.
