MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 3, 1959 AT TwO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Mailliard, that minutes
of the meetings of October 27 and 30, 1959 be approved as written and
submitted. Motion carried.
It was moved by Poxon, seconded by Malburg, that Ordinance
No. 729 receive a third and final reading by title. Motion carried.
Ordinance No. 729 - An Ordinance of the City of Vernon
amending Sections 9 and 10 of Ordinance No. 722 of said City, was
read for a third and final reading by title.
It was moved by Poxon, seconded by Malburg, that Ordinance
No. 729 receive and pass a third reading and be adopted. Motion
carried.

Absen t : None
Report of the activities of the Police Department for the
period October 16 - 31, 1959, inclusive, was presented.
It was moved by Poxon, seconded by Anderson, that the
report of the activities of the Police Department be received and
filed. Motion carried.
Communication, was read, from L. C. Husted, Fire Chief,
requesting that the following Fire Department personnel be advanced
in grade as follows:
F. B. Helmer from Hoseman Grade 3 to Grade 2, effective Nov. 1, 1959
P. W. Fulcher from Roseman Grade 2 to Grade 1, effective Nov. 16, 1959
R. L. Smith from Hoseman Grade 2 to Grade 1, effective Nov. 16, 1959.
A. J. deBoer from Hoseman Grade 2 to Grade 1, effective Nov. 16, 1959
It was moved by Mailliard, seconded by Malburg, that the
request of the Fire Chief be approved. Motion carried.
Final report of the survey conducted by The Mangore
Corporation on community attitudes toward governmental and educational
services in the Cities of Bell, Huntington Park, Maywood and Vernon,
was presented. (Copy to each member of the City Council.)
It was moved by Malburg, seconded by Poxon, that final
report of The Mangore Corporation be received for study. Motion
carried.
Communication from The Los Angeles County Board of Super-
visors, dated October 28, 1959, transmitting a copy of County

Ordinance No. 7525, effective January 1, 1960, which requires scales
at all waste disposal facilities open to the public, where a charge
is made for disposal; and advising that an informal hearing will be
held on Monday, November 23, 1959, at 9:30 o'clock a.m., in the
Board's hearing room 501 Hall of Records, regarding the establishment of
a uniform procedure throughout the County, whether in cities or unin-
corporated territory, and requesting representation at said hearing
from the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from The Los Angeles County Board of Supervisors, dated October
28, 1959, together with copy of County Ordinance No. 7525 be referred
to the Health Department and the Superintendent, Water & Sewer Systems.
Motion carried.
The City Clerk reported, for the information of the City
Council, that at 3:00 o'clock p.m. on November 2, 1959, a petition
was received for annexation to the City of Vernon purportedly bearing
signatures of twenty-five percent of the land owners by area and
assessed valuation in the territory proposed to be annexed to the
City of Vernon.
The City Clerk further reported that at 2:05 o'clock p.m.
on November 3, 1959, a petition was received by one of his deputies
signed by Ferro Corporation covering the same territory.
Resolution No. 2307 - A Resolution of the City Council of
the City of Vernon endorsing a World Fair in the Los Angeles area
in 1963, was read.
It was moved by Poxon, seconded by Anderson, that Resolution
No. 2307 be approved and adopted. Motion carried.

The City Attorney presented an agreement between the City
of Vernon and Engineering-Science, Inc. for necessary engineering
services for the proposed City of Vernon Public Works Facility.
It was moved by Anderson, seconded by Poxon, that Mayor
Furlong be authorized to sign agreement between the City of Vernon
and Engineering-Science, Inc. Motion carried.
The City Attorney requested an expression from the City
Council regarding the prosecution of an appeal in the matter of City
of Vernon versus Southern California Edison Company.
It was moved by Anderson, seconded by Malburg, that the appeal
be prosecuted with all due diligence. Motion carried.
The following excavation applications, all having approval
of the Engineering Department, were presented:
Application 22610 - The Pacific Tel and Tel Co. to remove
one anchor in S/s 37th St. W/o Santa
Fe Ave.
Application 22611 - The Pacific Tel and Tel Co. to remove
creosote wood duct and relocate cast iron
in S/s 37th St. W/o Santa Fe Ave.

leakage in Downey Road N/NPL Washington
Blvd.
Application 22613 - Central Manufacturing Dist. to install
flashing light signals in Downey Rd.

It was moved by Poxon, seconded by Malburg, that excavation
applications numbered 22610 to 22613 inclusive be filed and permits
granted. Motion carried.

the Building Engineer, were presented:

granted. Motion carried.

during the period October 16 to 31, which includes Demands Nos. 751 to
878 (both inclusive), drawn on the California Bank, totaling $30,594.33
(accounting period November, 1959), was examined and audited.
It was moved by Anderson, seconded by Poxon, that llWarrant
Register No. 56" be approved and payment authorized for Demands Nos.
751 to 878 (both inclusive), with no exceptions. Motion carried.
