19591117 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD NOVEMBER 17, 1959 AT TVJO OICLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of November 3, 1959 be approved as written and submitted. Motion carried. C. E. Nemethi, M.D"., Health Officer, requested verbally an expression of policy from the City Council relative to work performed outside of the normal work schedule by Health Department employees. It was moved by Anderson, seconded by Poxon, that the question of policy relative to work performed outside of the normal work schedule by all city employees be referred to the Department Heads and the Administrative Officer for study and formulation of plans with reference to this matter, and to report the results to the City Council. Motion carried. C. E. Nemethi, M.D., Health Officer, addressed the City Council with reference to participation by other agencies in city health problems, and especially with reference to laboratory services. It was moved by Anderson, seconded by Poxon, that the Health Department be authorized to utilize private laboratories for the various tests required in the performance of its duties, rather than using the facilities of other agencies. Motion carried. Communication from Friendly Lunch Man requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of Friendly Lunch Man be approved and license granted. Motion carried. Communication from Germain's, Inc. requesting a license to conduct a business of manufacturing garden and plant protective items and tieing devices, coating, processing and packaging of seed, buying, warehousing, and selling of garden, horticultural and agricultural seeds, supplies, fertilizers, insecticides and other related items at 4820 East 50th Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Germain's, Inc. be referred to the Fire Department with power to act. Motion carried. Communication from Best Catering Service requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, that the request of Best Catering Service be referred to the Health Department with power to act. Motion carried. I I 11/17/59 Communication from Penn Metal Company, Inc. requesting a license to conduct a business of warehousing metal lath and accessories, and expanded metal, at 4309 District Blvd., was read. It was moved by Poxon, seconded by Mai11iard, that the request of Penn Metal Company, Inc. be approved and license granted. Motion carried. Communication from Commercial Cooperage Company inquiring if the general vicinity of Bandini Blvd. west of Downey Road would be an acceptable area to secure a license to operate a metal pail recon- ditioning business, was read. It was moved by poxon, seconded by Mai1liard, that communi- cation from Commercial Cooperage Company be referred to the Fire Department for investigation and report. Motion carried. Communication from F. A. Ziemer, City Clerk, recommending that Joseph A. Venezia be advanced from Deputy City Clerk-Records and Purchasing Clerk, Grade 5 to Grade 4, effective December 1, 1959, as he will have satisfactorily completed his six months probationary period, was read. (Copy to each member of the City Council.) It was moved by Poxon, seconded by Mai11iard, that the recom- mendation of the City Clerk be approved. Motion carried. Communication from The Los Angeles County Board of Super- visors, dated November 4, 1959, advising that the Notice of Intention to circulate a petition in a certain unincorporated territory of Los Angeles County for incorporation of a new city to be known as the City of Cudahy, has been filed with the Board of Supervisors by the proponents at 4:50 P.M. on October 23, 1959, was read. It was moved by Malburg, seconded by Mai1liard, that communi- cation from The Los Angeles County Board of Supervisors, dated November 4, 1959, be received and filed. Motion carried. Communication from The Los Angeles County Board of Super- visors, dated November 5, 1959, giving notification that it is calling a public meeting of County and City officials and agencies to be held in the Board's Assembly Room on Monday, November 23, 1959, at 2:00 o'clock P.M. for the purpose of reviewing the county-wide rubbish disposal problem, including the adequacy of sites as well as operating conditions with regard to both public and private disposal operations, was read. It was moved by Anderson, seconded by Malburg, that communi- cation from The Los Angeles County Board of Supervisors, dated November 5, 1959, be received and filed. Motion carried. Communication from the City of E1 Segundo transmitting a copy of a resolution adopted by the City Council of the City of E1 Segundo at its regular meeting held October 26, 1959, in support of the idea of holding a World's Fair in the Los Angeles Area in 1963-64, was read. It was moved by Poxon, seconded by Mai1liard, that communi- cation from the City of E1 Segundo, together with copy of resolution adopted by the City of E1 Segundo on October 26, 1959, be received and filed. Motion carried. I I 11/17/59 Copy of a communication from the Office of the Personnel Director of the City of Anaheim, dated November 6, 1959, addressed to Chief L. C. Husted, confirming telephone conversation concerning his consent to let Captain William Hoeft conduct performance tests for Fire Engineers on Friday, November 20, 1959, at 8:30 A.M., was read. It was moved by Poxon, seconded by Malburg, that copy of a communication from the Office of the Personnel Director of the City of Anaheim, dated November 6, 1959, addressed to Chief L. C. Husted, be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, recom- mending that W. B. Calderwood be advanced from Policeman Grade 4. to Grade 3, effective December 1, 1959, as he will have satisfactorily completed his six months probationary period at that time, was read. It was moved by Anderson, seconded by Poxon, that the recom- mendation of the Police Chief be approved. Motion carried. Communication from Haskins & Sells, Certified Public Accountants, dated November 12, 1959, transmitting six copies of financial statements and supplemental schedules of the various funds of the City of Vernon for the year ended June 30, 1959, and six copies of statements relating to cash balances and cash receipts and disburse- ments of the various funds of the City of Vernon for that year, together with their opinions thereon dated August 14, 1959, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Poxon, that the reports of Haskins & Sells, Certified Public Accountants, for the year ended June 30, 1959, be received and filed. Motion carried. Report of the activities of the Police Department for the period November 1 - 15, 1959, inclusive, was presented. It was moved by Poxon, seconded by Anderson, that the report of activities of the Police Department be received and filed. Motion carried. Copy of a communication from Gold, Thompson and Company, Inc. addressed to Robert M. Eatherly, Assistant Chief, Vernon Fire Department, thanking him for assisting the City of Hawthorne in their recent promotional examination in the fire department, was read. It was moved by Anderson, seconded by Poxon, that copy of a communication from Gold, Thompson and Company, Inc. addressed to Robert M. Eatherly, Assistant Chief, Vernon Fire Department, be received and filed. Motion carried. Communication from Gordon L. Pope requesting a license to conduct a business of coffee vending machines at 5110 Pacific Blvd., was read. It was moved by Poxon, seconded by Mailliard, that the request of Gordon L. Pope be referred to the Health Department with power to act. Motion carried. Communication from L. C. Husted, Fire Chief, and R. H. Bockhacker, Police Chief, dated November 16, 1959, submitting specifi- cations for new radio equipment to replace the present systems in the Police and Fire Departments, was read. I I 11/17/59 It was moved by Anderson, seconded by Poxon, that communi- cation from the Fire Chief and the Police Chief, dated November 16, 1959, together with specifications for new radio equipment to replace the present systems in the Police and Fire Departments, be referred to the City Attorney for study and report. Motion carried. Communication from Carl A. Heinze, Consulting Electrical Engineer, dated November 10, 1959, advising that Southern California Edison Company has returned to the City of Vernon approximately 1,818 1bs. of scrap copper and approximately 3,965 1bs. of scrap lead cable, which has been retired from the Vernon electrical system; and recom- mending that the scrap copper wire be sold to Zlotkin Metals, the highest bidder, for .1727c per lb., and that the scrap lead cable be sold to Golden West Salvage, Inc., the highest bidder, for .12c per lb., was read. It was moved by Malburg, seconded by Mai11iard, that the recommendation of the Consulting Electrical Engineer be approved. Motion carried. Communication from L. C. Husted, Fire Chief, transmitting letter from Stacy Hunt tendering his resignation as an employee of the Vernon Fire Department as of December 1, 1959, and recommending that said resignation be accepted, was read. It was moved by Poxon, seconded by Mai11iard, that resignation of Stacy Hunt as an employee of the Vernon Fire Department be accepted. Motion carried. Communication from Darling, Shattuck & Edmonds, Special Counsel, dated November 16, 1959, with reference to the proposal of Southern California Edison Company to operate the city-owned retail power distribution system, was presented. (Copy to each member of the City Council.) It was moved by Poxon, seconded by Anderson, that communi- cation from Darling, Shattuck & Edmonds, Special Counsel, dated November 16, 1959, be referred to the City Attorney, the Administrative Officer and the Consulting Electrical Engineer. Motion carried. The City Attorney reported verbally that the cities of Huntington Park, Bell and Maywood have each formed a steering committee of four members, for the purpose of formulating a plan for the formation of a unified school district comprised of Huntington Park, Bell, Maywood and Vernon, and requested the City Council to appoint such a committee. It was moved by Anderson, seconded by Malburg, that Mr. Easton R. Roberts, Mrs. Lillian S. Gorrin, Mrs. Kathryn M. Hogan and Mrs. Jane Poxon be appointed to said committee, and that Mrs. Beatrice Lemons be appointed as an auxiliary member. Motion carried. The following excavation applications, all having approval of the Engineering Department, were presented: Application 22629 - So. Calif. Edison Co. to remove one pole and set three new poles, and remove one anchor and set three new poles in 37th Street. Application 22631 - Pacific Southwest Realty Co. to remove sidewalk, concrete curb, existing AC driveway, concrete curb returns, and concrete cross-gutter; and construct standard concrete curb and gutter, 3 standard cement concrete driveways and cement concrete sidewalk in N/s Pacific Blvd. and E/s Santa Fe Ave. Application 22632 - So. Gas Co. to drill and repair barholes to test for leakage in gas main in 38th St., 37th St., Santa Fe Ave. and alleyW/o Santa Fe Ave. Application 22633 - Pacific Tel & Tel Co. to replace six poles in 26th Street.
