19600105 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JANUARY 5, 1960 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Furlong, Mailliard, Malburg COUNCIL ABSENT: Anderson, Poxon The meeting was called to order by Mayor R. J. Furlong. It was moved by Malburg, seconded by Mailliard, that minutes of the meeting of December 15, 1959 be approved as written and submitted. Motion carried. Communication from Joe C. Shigematsu dba R-Bow Foods requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard, that the request of Joe C. Shigematsu dba R-Bow Foods be referred to the Health Department with power to act. Motion carried. Communication from John Napoli dba Union Lunch Service requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Mailliard, seconded by Malburg, that the request of John Napoli dba Union Lunch Service be referred to the Health Department with power to act. Motion carried. Communication from Crow Printing Company requesting a license to conduct a printing business at 4525 Produce Plaza, was read. It was moved by Mailliard, seconded by Malburg, that the request of Crow Printing Company be approved and license granted. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated December 18, 1959, regarding application of Stock Yards Cigar Store for a license to operate a barber shop, cigar store and recreation room, recommending that no license be issued until a definite location is established and then only after the Police Department investigates further, was read. (Copy to each member of the City Council.) It was moved by Mailliard, seconded by Malburg, that the recommendation of the Police Chief be approved and that no license be issued at this time. Motion carried. Communication from Babcock Industrial Hospital requesting a permit to haul rubbish from their premises located at 3701 Santa Fe Avenue over the public streets to an authorized dump or incinerator located outside the City of Vernon, was read. It was moved by Mailliard, seconded by Malburg, that the request of Babcock Industrial Hospital be approved and permit granted. Motion carried. I I 1/5/60 Communication from the Los Angeles County Boundary Commis- sion, dated December 16, 1959, advising that proposal entitled 18th Addition Territory Proposed To Be Annexed To The City of South Gate, California, has been filed with the Secretary of the County Boundary Commission, was read. It was moved by Malburg, seconded by Mailliard, that communi- cation from the Los Angeles County Boundary Commission, dated December 16, 1959, be received and filed. Motion carried. Communication from the Los Angeles County Boundary Commis- sion, dated December 21, 1959, advising that proposal entitled "Atlantic District Annexation No. lAn to the City of Maywood, has been filed with the Secretary of the County Boundary Commission, was read. It was moved by Mailliard, seconded by Malburg, that communi- cation from the Los Angeles County Boundary Commission, dated December 21, 1959, be received and filed. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated December 21, 1959, advising that the Public Utilities Commission has recommended the installation of two No. 8 flashing light signals at Crossing No. BG 485.77-C of the Southern Pacific Company located on 25th Street at the first rail crossing east of Alameda Street; recom- mending that the City enter into an agreement, as transmitted, with the Railway for said installation at a total cost of $7,570.00; and recommending that the City make application to the Public Utilities Commission for an allocation of funds to assist in financing this work on forms as transmitted, was read. (Copy to each member of the City Council.) Resolution No. 2314 - A Resolution of the City Council of the City of Vernon authorizing the Mayor and City Clerk to sign an application to the Public Utilities Commission of the State of California for allocation from Crossing Protection Fund, was read. It was moved by Mailliard, seconded Resolution No. 2314 be approved and adopted. Ayes: Furlong, Mailliard, Malburg Noes: None Absent: Anderson, Poxon by Malburg, that Motion carried. Communication from the City of Torrance transmitting a certified copy of Resolution No. 3834 protesting the spending of municipal and/or county funds by the Los Angeles Board of Supervisors to conduct a rubbish disposal survey of the entire City of Los Angeles and the County of Los Angeles, was read. It was moved by Mailliard, seconded by Malburg, that communi- cation from the City of Torrance, together with copy of Resolution No. 3834, be received and filed. Motion carried. Communication from the City of Lynwood, dated December 21, 1959, transmitting an agreement in duplicate for mutual aid fire and police protection for execution by the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard, that communi- cation from the County of Los Angeles, Road Department, dated December 17, 1959, be referred to the Traffic Engineer for study and report. Motion carried. Communication from Stanley Mosk, Attorney General, State of California, dated December 18, 1959, with reference to the Chiefs of Police attending peace officers' zone meetings called by the Attorney General, asking for the City's cooperation in encouraging the City's chief to attend the meetings as a matter of official business, was read. (Copy to each member of the City Council.) It was moved by Malburg, seconded by Mailliard, that communi- cation from Stanley Mosk, Attorney General, State of California, dated December 18, 1959, be received and filed. Motion carried. Communications from Ralph W. Atkinson Co., Inc. and North- west Engineering Company, both dated December 16, 1959, requesting that the alley behind their warehouses, between 37th and 38th Streets, be changed back to a two-way alley as it was originally, were read. (Copies to each member of the City Council.) It was moved by Mailliard, seconded by Malburg, that the first alley west of Santa Fe Avenue between 37th and 38th Streets remain a one-way alley until property next to said alley is protected to the satisfaction of all property owners involved. Motion carried. Petition received by the City Clerk at 3:50 o'clock p.m. on December 28, 1959 for annexation to the City of Vernon purportedly bearing signatures of twenty-five percent of the landowners by area and assessed valuation in the territory proposed to be annexed to the City of Vernon, was read. It was moved by Mailliard, seconded by Malburg, that the City Clerk be instructed to check the last equalized assessment roll of the County of Los Angeles to determine if said petition is signed by the requisite number of qualified signers, and to report the results of said check at the next meeting. Motion carried. Communication from the Administrative officer, the City Attorney and the City Clerk recommending that no change be made in the license fees for Used Car Dealers, was read. Franchise Report of the General Petroleum Corporation on Franchise Ordinance Nos. 80, 299 & 532 for the year ending October 31, 1959, together with check in the amount of $34.00, was read. It was moved by Malburg, seconded by Mailliard, that Franchise Report of the General Petroleum Corporation on Franchise Ordinance Nos. 80, 299 & 532 for the year ending October 31, 1959 be received and filed. Motion carried. Report of the activities of the Police Department for the period December 15 - 31, 1959, inclusive, was presented. It was moved by Mailliard, seconded by Malburg, that the report of Police Department activities be received and filed. Motion carried. Communication, was read, from L. C. It was moved by Mailliard, seconded by Malburg, that the request of Carl's Lunch be referred to the Health Department with power to act. Motion carried. Communication from L. C. Husted, Fire Chief, dated January 4, 1960, transmitting Specifications No. 234 for one High-Pressure Foam, Manifold and Hose Carrier, for use of the Fire Department, for approval, was read. Resolution No. 2313 - A Resolution of the City Council of the City of Vernon approving Specifications No. 234 for the furnishing and delivery to the City of Vernon of one High-~ressure Foam, Manifold and Hose Carrier and Accessories, for use of the Fire Department, was read. It was moved by Mailliard, seconded Resolution No. 2313 be approved and adopted. Ayes: Furlong, Mailliard, Malburg Noes: None Absent: Anderson, Poxon by Malburg, that Motion carried. Communication from the County of Los Angeles, Registrar of Voters Department, requesting permission to use the Lobby of the City Hall as a polling place for the coming elections, the Consolidated Primary on June 7, 1960, and the General Election on November 8, 1960, was read. It was moved by Mailliard, seconded by Malburg, that the request of the County of Los Angeles, Registrar of Voters Department, be approved. Motion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of the electrical system by Southern California Edison Company for the month of November 1959, was read. It was moved by Malburg, seconded by Mailliard, that the report of the Consulting Electrical Engineer be received and filed. Motion carried. Resolution No. 2310 - A Resolution of the City Council of the City of Vernon approving Specifications No. 233 for furnishing and installing two Three-Way FM Radio Communication Systems for the City of Vernon, and determining the general prevailing rate of per diem wages, was read. It was moved by Mailliard, seconded by Malburg, that Resolution No. 2310 be approved and adopted. Motion carried. It was moved by Malburg, seconded by Mailliard, that Resolution No. 23ll be approved and adopted. Motion carried. It was moved by Mailliard, seconded by Malburg, that Fire Chief Husted be granted authority to visit the Pitman Manufacturing Company in Grandview, Missouri and Chicago, Illinois, with an allowance to cover necessary expenses. Motion carried. The following excavation applications, all having approval of the Engineering Department, were presented: Application 22706 - Richfield Oil Corp. to renew pipeline in Boyle Ave. at Slauson Ave. Application 22707 - So. Calif. Gas Co. to relay steel MP gas service in N/s 51st St. W/WPL Santa Fe Ave. Application 22708 - So. Calif. Edison Co. to remove and install one pole in S/s 27th St. E/o Santa Fe Ave. Application 22709 - So. Calif. Gas Co. to abandon gas service at 4885 Pacific Blvd. Application 22710 - So. Calif. Edison Co. to remove pole, set pole and break sidewalk for conduit installation in N/S 49th St. W/oPacific Blvd. Application 22711 - So. Calif.
