It was moved by Poxon, seconded by Anderson, that minutes of the meeting of February 16, 1960 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the construction of Fire Station No.3, in accordance with Specifications No. 229. It was moved by Anderson, seconded by Malburg, that the Clerk be instructed to open and read the bids submitted. Motion carried. Stone, Director of Sanitation, requesting that he be allowed the sum of $64.00 from the Education and Training Budget appropriation for tuition and registration expenses to continue his studies at the School of Public Administration, University of Southern California, for the Spring Semester, 1960, was read. (Laid over at meeting of February 16, 1960.) It was moved by Anderson, seconded by Malburg, that the request of Mr. Stone be granted subject to the approval of the Health Officer; and that authority be granted to issue warrant in the amount of $64.00 to Mr. Stone if approved by the Health Officer. Bockhacker, Police Chief, requesting that the following Police Department personnel be reimbursed from the Education and Training Budget appropriation, for tuition and books for courses in Police Science, as listed below: J. The City Clerk reported that if the Health Officer approved Mr. Stone's request, there would be a balance of $50.65 in the Education and Training Budget appropriation. It was moved by Anderson, seconded by Poxon, that the requests for reimbursement from the Education and Training Budget appropriation be approved and authority granted to issue warrants as requested; that authority be granted to transfer monies from the Contingency Budget appropriation to the Education and Training Budget ,appropriation as needed to meet the requests as listed above; :-t8l1 I I 3/1/60 and that the Department Heads be instructed to notify all personnel that no money will be available from the Education and Training Budget appropriation until after the bUdget for the fiscal year 1960- 61 has been adopted. Motion carried. Communication from Dale's Transport requesting a license to conduct a business of livestock hauling at 3320 E. Vernon Avenue, was read. It was moved by Anderson, seconded by Poxon, that the request of Dale's Transport be approved and license granted. Motion carried. Communication from Gene Camelot & Associates requesting a license to conduct an art service business at 4557 Produce Plaza W., was read. It was moved by Anderson, seconded by Malburg, that the request of Gene Camelot & Associates be approved and license granted. Motion carried. Communication from Paper Distributors Inc. requesting a license to conduct a wholesale paper distributing business at 2328 E. 49th Street, was read. It was moved by Poxon, seconded by Mailliard, that the request of Paper Distributors Inc. be referred to the Fire Department with power to act. Motion carried. Communication from the Los Angeles County Boundary Commis- sion, dated February 19, 1960, giving notification that a proposal has been filed with the Secretary of the County Boundary Commission for the annexation of certain territory to the City of Commerce, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the Los Angeles County Boundary Commission, dated February 19, 1960, be received and filed. Motion carried. Communication from the Los Angeles County Boundary Commis- sion, dated February 23, 1960, giving notification that a proposal has been filed with the Secretary of the County Boundary Commission for the annexation of inhabited territory designated "Walnut Park Annexation No. lfto the City of Huntington Park, was read. It was moved by Poxon, seconded by Mailliard, that communi- cation from the Los Angeles County Boundary Commission, dated Febru- ary 23, 1960, be received and filed. Motion carried. Communication from the Los Angeles County Boundary Commis- sion, dated February 23, 1960, giving notification that a proposal has been filed with the Secretary of the County Boundary Commission for the annexation of certain territory to the City of Monterey Park, was read. It was moved by Anderson, seconded by Malburg, that communication from the Los Angeles County Boundary Commission, dated February 23, 1960, be received and filed. Motion carried. 385 I I \ V 3/1/60 ~ommunication from the City of Duarte transmitting a copy of Resolut1on No. 60-20, passed by the City Council of the City of Duarte on February 8, 1960, and a copy of the Duarte City Planning Report opposing the establishment of a quarry operation which includes a blasting operation, and a copy of the "Q Zone" Regulations of the Los Angeles County Zoning Ordinance, was read. It was moved by Poxon, seconded by Anderson, that communi- cation from the City of Duarte, together with attachments, be received and filed. Motion carried. Communication from the City of San Marino, dated February 15, 1960, advising that they have received a petition, which was signed by 868 San Marino residents, with reference to the increased taxes levied by the County of Los Angeles, was read. (Copy to each member of the City Council.) It was .moved by Anderson, seconded by Mailliard, that communication from the City of San Marino, dated February 15, 1960, be received and filed. Motion carried. Copy of a letter from Policeman James E. Petty, addressed to Chief Bockhacker, Chief of Police, tendering his resignation effective as of the close of business on February 23, 1960, was read. It was moved by Anderson, seconded by Malburg, that the resignation of Policeman James E. Petty be accepted as of the close of business on February 23, 1960. Motion carried. Communication from Mrs. Chas. Swartzendruber, Supervisor of Southeast Central District of Christian Released Time Education, Inc., requesting the City to make a meeting room available each Wednesday, 11:20 to 12:00 a.m., from now through June 1, except when there is a school holiday, for a Protestant Released Time Education class for some of the children enrolled at the Vernon City School, was read. It was moved by Anderson, seconded by Poxon, that the City Clerk contact the Principal of the Vernon City School to ascertain if this group is an accredited organization, and if there is no objection from the School, that the City Council Chambers, when not in use, be made available to this group as a meeting room each Wednesday, 11:20 to 12:00 a.m., through June 1, provided that said meetings are under adult supervision. Motion carried. Communication from Lyall A. Pardee, City Engineer of the City of Los Angeles, dated February 24, 1960, requesting that the City Council of the City of Vernon, by resolution, permit Los Angeles to abandon or remove the gauging station in Vernon Avenue. at Alameda Street, in whole or in part, without prejudice to either City on subsequent settlements of any claimed rights in the respective sewerage systems of the other City, and without prejudice to any rights of either Los Angeles or Vernon under that certain action filed in the Superior Court of the State of California in and for the County of Los Angeles, entitled City of Los Angeles v City of Vernon and being Case No. 692580 therein, was read. Motion carried. Communication from Robert S. Stone, Director of Sanitation, dated February 19, 1960, with reference to request of John C. Whittaker Company to locate.a mobile trailer office facility at 4301 Downey Road, recommending that the request be approved with the understanding that said company comply with the conditions as outlined, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Malburg, that communi- cation from Robert S. Stone, Director of Sanitation, dated February 19, 1960, be laid over until the next meeting pending a report from the Fire Department. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated February 26, 1960, advising that plans are being prepared for the reconstruction of Vernon Avenue between Soto Street and Downey Road, and recommending that authority be granted to acquire a small amount of land at the intersection of Vernon Avenue with Alcoa Avenue, Boyle Avenue and Downey Road, as shown on the attached sketches, to provide safe and efficient movement of truck traffic, was read. It was mOved by Poxon, seconded by Anderson, that the City Attorney be instructed to ascertain the ownexsof the property involved. Motion carried. Communication from the City Engineer, the Superintendent, Water & Sewer Systems, and the Traffic Engineer, dated February 26, 1960, transmitting proposal from Mason, Muntz & Associates, dated February 25, 1960, for providing architectural an4 engineering services in connection with the proposed apartment facility, together with preliminary floor plan and perspective, and recommending that agreement be entered into in accordance with the proposal and that the preliminary plans be approved, was read. (Copy to each member of the City Council.) - It was moved by Anderson, seconded by Malburg, that communi- cation from the City Engineer, the Superintendent, Water & Sewer Systems, and the Traffic Engineer, dated February 26, 1960, together with proposal from Mason, Muntz & Associates, dated February 25, 1960, be laid over until the next meeting; and that Mason, Muntz & Associates be requested to submit a price quotation for architectural and engineering services in case of abandonment of project. Motion carried. Communication from the Traffic Engineer, the Superintendent, Water & Sewer Systems, and the City Engineer, dated February 24, 1960, transmitting report covering preliminary studies for the City Public Works Facility as prepared by Engineering-Science, Inc., recommending that the City Council approve in principle the over-all site utili- zation plan as shown on Plate ~2 of the report, authorize preparation of plans and specifications for construction of the Public Works Facility as shown on Plate ~5 of the report; and authorize the Engineering Departments to proceed with studies on the proposed new reservoir and pumping station, was read. It was moved by Anderson, seconded by Malburg, that I I 3/1/60 communication from the Traffic Engineer, the Superintendent, Water & Sewer Systems, and the City Engineer, dated February 26, 1960, together with report covering preliminary studies for the City Public Works Facility as prepared by Engineering-Science, Inc., be laid over until the next meeting, in order that the preliminary survey of requirements and alterations to City Hall and Fire Station No. 1 can be obtained from Mason, Muntz & Associates to determine if there is a conflict between the City Hall remodeling and the proposed Public Works Facility. Motion carried. Communication from Police Officer A. E. Palen tendering his resignation to gain employment with the Riverside County Sheriff's Office as a Deputy Sheriff, and requesting that he be authorized to take his annual vacation as of February 27, 1960 and that his resignation be effective as of the end of his vacation on March 18, 1960, was read. It was moved by Anderson, seconded by Poxon, that Police Officer A. E. Palen be authorized to take his annual vacation as of February 27, 1960 and that his resignation be accepted effective as of the end of his vacation on March 18, 1960. Motion carried. Report of activities of the Police Department for the period February 16 - 29, 1960, inclusive, was presented. It was moved by Anderson, seconded by Malburg, that the report of activities of the Police Department be received and filed. Motion carried. Communication and report from Carl A. Heinze, Consulting Electrical Engineer, and Vincent R. Poxon, City Attorney, enclosing original Partial Releases and Conveyances, dated May 31, 1958, November 30, 1958, May 31, 1959 and November 30, 1959, covering additions and betterments made by Southern California Edison Company to the Vernon generating and distributing system, was read. (Approved as to form by the City Attorney and Darling, Shattuck & Edmonds, Special Counsel, and approved by the Consulting Electrical Engineer as to the identity of the property to be conveyed and released.) It was moved by Anderson, seconded by Poxon, that communi- cation and report from Carl A. Heinze, Consulting Electrical Engineer, and Vincent R. Poxon, City Attorney, together with original Partial Releases and Conveyances, dated May 31, 1958, November 30, 1958, May 31, 1959 and November 30, 1959, covering additions and betterments made by Southern California Edison Company to the Vernon generating and distributing system, be received and filed. Motion carried. Communication from Carl A. Heinze, Consulting Electrical Engineer, and Vincent R. Poxon, City Attorney, dated February 29, 1960, transmitting copies of Contract and Supplement thereto between Byron Jackson Division of Borg-Warner Corporation and Southern California Edison Company dated September 25, 1958, covering the installation of certain special services to Byron Jackson, and recom- mending that the Mayor be authorized by Minute Order to accept said Contract and Supplement thereto, was read. It was moved by Poxon, seconded by Anderson, that the Mayor be authorized to accept Contract and Supplement thereto betw~en B~ron Jackson Division of Borg-Warner Corporation and Southern Cal~forn~a Edison Company, dated September 25, 1958. I I 3/1/60 Communication from Southern California Edison Company submitting franchise report on Franchise Ordinances Nos. 503 and 611, and franchise report on Franchise Ordinance No. 504 all for the period ending December 31, 1959, together with check'in the amount of $2,716.98 representing $530.15 due under Ordinances Nos. 503 and 611, and $2,186.83 due under Ordinance No. 504, was read. It was moved by Anderson, seconded by Mailliard, that franchise reports, together with check, be received in conformance with Ordinances Nos. 503, 504 and 611 subject to verification by the Consulting Electrical Engineer of the amounts due under each ordinance. Communication from County of Los Angeles, Office of the Sheriff, dated February 26, 1960, with reference to annual adjustment in rates covering care of city prisoners in the Los Angeles County Jail, advising that the rates, effective October 1, 1959, are $5.24 per male prisoner and $9.44 per female prisoner, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from County of Los Angeles, Office of the Sheriff, dated February 26, 1960, be received and filed. Motion carried. Communication from Mr. Victor Coudayre requesting a license to operate the Club Vernon Cafe at 5214 Santa Fe Avenue, was read. It was moved by Anderson, seconded by poxon, that the request of Mr. Victor Coudayre be referred to the Police Department and the Health Department with power to act. Motion carried. Resolution No. 2323 - A Resolution of the City Council of the City of Vernon adopting and approving the Master Agreement for Expenditure of Funds allocated under Section 2107.5 of the Streets and Highways Code, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2323 be approved and adopted. Motion carried.
