HINUTES OF A REGULAR tvlEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD APRIL 19, 1960 AT nm O'CLOCK

The meeting was called to order by Hayor R. J. Furlong.
It was moved by Poxon, seconded by Malburg, that minutes
of the meeting of April 5, 1960 be approved as written and submitted.
Notion carried.
The Clerk announced that this was the time and place for
canvassing absentee ballots of the General Municipal Election held
on April 12, 1960, in accordance with minute order of the City Council
at its meeting held April 5, 1960.
The Canvassing Board, as appointed and designated by the
City Council, at its meeting held April 5, 1960, canvassed the absent
voter ballots cast at said General Municipal Election. One absent
voter ballot was issued and one was returned.
The Clerk announced that this was the time and place set
by law for the canvassing of votes of the General Municipal Election
held on April 12, 1960.
The City Council canvassed the votes cast at said General
Municipal Election, including the absentee ballots, and found the
total number of votes cast was fifty-two (52). The number of precincts
used in said election was one (1). The names of the persons voted for
the office of City Council were Robert J. Furlong and Charles H.
Mailliard. The votes cast for the two offices of City Council, for
the full term of four (4.) years, were as follows:
Robert J. Furlong - 50
Charles H. Mailliard - 48
Upon completion of the canvass, Resolution No. 2339 - A
Resolution of the City Council of the City of Vernon declaring the
results of a regular municipal election held April 12, 1960, was read.
It was mpved by Malburg, seconded by Poxon, that Resolution
No. 2339 be approved and adopted. Motion carried.

The Clerk administered the constitutional oath of office
to the duly elected members of the City Council and issued certifi-
cates of election.
The Clerk announced that this was the time for the selection
of the new Mayor.

was elected as Mayor. Motion carried.

Mayor Furlong announced that this was the time for the
selection of a Mayor Pro Tempore.
Malburg
Upon motion of Anderson, seconded by Mailliard, Leonis C.
was elected as Mayor Pro Tempore. Motion carried.

Mayor Furlong then reappointed the various committee members
until further order of the Chair.
The Clerk announced that this was the time and place for
opening of bids received for ~he resurfacing of Slauson Avenue from
Boyle Avenue to Downey Road, in accordance with Contract No. 236.
It was moved by Poxon, seconded by Anderson, that the Cle~i(
be instructed to open and read the bids submitted. Motion carried.
The Clerk opened and read the following bids:

It was moved by Poxon, seconded by Anderson, that bids
received for the resurfacing of Slauson Avenue from Boyle Avenue to
Downey Road, in accordance with Contract No. 236, be referred to the
City Attorney and the Engineering Department for checking and report.
Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for furnishing one 1750 gallon per minute
Triple Combination Pumper, in accordance with Specifications No. 24.0.
It was moved by Malburg, seconded by ~1ailliard, that the
Clerlc be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bid:

At this time, L. C. Husted, Fire Chief, presented a communi-
cation and asked that same be read before any action was taken on the
bids received for furnishing one 1750 gallon per minute Triple
Combination Pumper in accordance with Specifications No. 240.
Communication from L. C. Husted, Fire Chief, dated April 19,
1960, recommending that all bids received for the 1750 gallon per
minute pumper, in accordance with Specifications No. 24.0, be rejected,
and that he be authorized to redraw the specifications, was read.
It was moved by Poxon, seconded by r1a1burg, that, in
accordance with recommendation of the Fire Chief, as outlined in
his letter dated April 19, 1960, the City .~ttorney be instructed to
draft a resolution rejecting all bids received for furnishing one
1750 gallon per minute Triple Combination Pmoper, in accordance with
Specifications No. 24.0; and that the Fire Chief be authorized to
redraw the specifications. Motion carried.

Communication from David D. Grayson, Traffic Engineer,
dated April 12, 1960, with reference to bids received for the recon-
struction of Vernon Avenue from Soto Street to Downey Road, in
accordance with Contract No. 235, recommending that contract be
awarded to Vernon Paving Company, on the basis of their low bid of
$115,052.00, was read.
Resolution No. 2334 - A Resolution of the City Council of
the City of Vernon accepting the bid of Vernon Paving Company for the
reconstruction of Vernon Avenue from Soto Street to Downey Road in
accordance with Contract No. 235 heretofore approved by the City
Council, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2334. be approved and adopted. t/lotion carried.

Communication from David D. Grayson, Traffic Engineer,
dated April 12, 1960, advising that C. O. Sparks, Inc. and Mundo
Engineering Company, a joint venture, has completed the work of
resurfacing Soto Street from the Los Angeles River bridge to the south
city boundary in accordance with Contract No. 227, and recommending
that the work be accepted and that authority be granted to pay for
same in accordance with the terms of the contract, was read.
Resolution No. 2337 - A Resolution of the City Council of
the City of Vernon accepting the resurfacing of Soto Street from the
Los Angeles River Bridge to the south City boundary of said City in
accordance with Contract No. 227, was read.
It was moved by Poxon, seconded by Mailliard, that Resolution
No. 2337 be approved and adopted. Motion carried.

Communication from i\.rthur E. Nelson, Jr., City Engineer,
dated April 12, 1960, advising that Ernest C. Collins Co. has completed
the work of constructing 37th Street water main in accordance with
Contract No. 231, and recommending that the work be accepted and that
authority be granted to pay for same in accordance with the terms of
the contract, was read.
Resolution No. 2338 - A Resolution of the City Council of
the City of Vernon accepting the construction of the 37th Street
water main in accordance with Contract No. 231, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2338 be approved and adopted. Motion carried.

It was moved by A.nderson, seconded by Poxon, that communi-
cation from The County of Los Angeles, Board of Supervisors, dated
April 5, 1960, be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 11, 1960, transmitting agreement for the maintenance of Vernon's
share of the traffic signal system located at Bandini Boulevard and
Atlantic Boulevard, and recommending that the City enter into said
agreement with the County of Los Angeles Road Department, was read.
It was moved by Mailliard, seconded by Poxon, that agreement
for the maintenance of Vernon's share of the traffic signal system
located at Bandini Boulevard and Atlantic Boulevard be referred to
the City Attorney for study and report. Motion carried.
Communication from California Public Utilities Commission,
dated April 12, 1960, transmitting a certified copy of Resolution No.
CP-606 of the Commission, allocating from the Crossing Protection
Fund to the City of Vernon an amount equal to one-half of the City's
share of the cost, but not to exceed a maximum of $1,892.50, in
constructing grade crossing protection at Crossing No. BG-485.77-C,
the intersection of 25th Street and track of Southern Pacific Company,
was read.
It was moved by Malburg, seconded by Mailliard, that communi-
cation from the California Public Utilities Commission, dated April
12, 1960, together with certified copy of Resolution No. CP-606 of
the Commission, be received and filed. Motion carried.
Communication from Joe's Chuck vlagon Catering requesting a
license to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Joe's Chuck Wagon Catering be approved and license granted.
Motion carried.
Communication from Jim's Hot Dog Stand requesting a license
to operate a hot dog stand at 2263 E. Vernon Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Jim's Hot Dog Stand be referred to the Health Department
with power to act. Motion carried.
Communication from Robinson's Flower Shop, Inc. requesting
a license to conduct a retail flower business at 514,2 Pacific Blvd.,
was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Robinson's Flower Shop, Inc. be approved and license
granted. Motion carried.
Communication from American Automatic Food requesting a
license to conduct a cafeteria at 4,441 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the
request of American Automatic Food be referred to the Health Depart-
ment with power to act. Motion carried.

Communication from Edward Shapiro requesting a license to
conduct a business of selling machinery at 2229 East 38th Street,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of Edward Shapiro be referred to the Police Department with
power to act. Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for month of February, 1960, was read.
It was moved by Poxon, seconded by Malburg, that the report
of the Consulting Electrical Engineer be received and filed. Motion
carried.
Communication from y~. Keith Kaeser, an employee of the
Southern California Edison Company in the Vernon area, requesting
that he be considered as a tenant of one of the city-owned houses on
Furlong Place, when one becomes available, was read.
It was moved by Anderson, seconded by Mailliard, that the
communication of Mr. Keith Kaeser be received and filed for future
consideration. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated April 11, 1960, transmitting letters from the Los Angeles
County Flood Control District, dated March 25 & 29, 1960, respectively,
with reference to Storm Drain Bond Issue Project No. 14" in which they
request the formal approval of the Specifications as transmitted;
request authorization and permission to construct, operate and maintain
the project; and request formal authorization for the District to
engage the Los Angeles County Road Department to perform at no cost
to the City, traffic striping, traffic signal and street lighting
relocations necessitated by the construction, was read. (The City
Engineer recommended that the requested actions be taken.) (Copy to
each member of the City Council.)
Resolution No. 2335 - A Resolution of the City Council of
the City of Vernon approving Specifications submitted by the Los
Angeles County Flood Control District and authorizing the Los Angeles
County Road Department to perform certain services, was read.
It was moved by lVIailliard, seconded by Poxon, that Resolution
No. 2335 be approved and adopted. Motion carried.

Communication from the Controller of the State of California
with reference to advance apportionment of Vehicle License Fee
Revenues for the 1959-60 fiscal year, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Controller of the State of California be received and
filed. Motion carried.
Communication from the Controller of the State of California
with reference to estimate of apportionments of Vehicle License Fee.
Revenues for the 1960-61 fiscal year, was read.

It was moved by Malburg, seconded by Poxon, that communi-
cation from the Controller of the State of California be received
and filed. Motion carried.
Communication from the Los Angeles County Boundary Commis-
sion, dated April 5, 1960, advising that a proposal has been filed
with the Secretary of the County Boundary Commission for the
annexation of territory known as the 18th Addition Territory to the
City of South Gate, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from the Los Angeles County Boundary Commission, dated April
5, 1960, be received and filed. Motion carried.
Copy of Resolution No. 1012 of the City Council of the
City of Lakewood requesting the State Division of Highways to commence
the necessary work to acquire and develop the right-of-way for the
San Gabriel River Freeway; and copy of Resolution No. 1014 of the
City Council of the City of Lakewood urgently requesting the producers,
distributors and exhibitors of motion pictures in this area to cease
forthwith the presentation of films to the public which are salacious
in nature or which portray themes involving narcotics addition,
sexual deviation or promiscuity, as constituting a menace to the
morals of the citizens of the City of Lakewood and the people as a
whole, was read.
It was moved by Poxon, seconded by Malburg, that copies of
Resolutions Nos. 1012 and 1014, of the City Council of the City of
Lakewood be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, R. H.
King, Superintendent, lvater & Sewer Systems, and A. E. Nelson, Jr.,
City Engineer, requesting authority to employ Mr. Paul Brock as
Utility Man III, Step 5, effective April 11, 1960, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Traffic Engineer, Superintendent , Ivater & Sewer Systems,
and the City Engineer, be approved. Motion carried.
Communication, was read, from R. H. Bockhacker, police Chief,
requesting that the following personnel be advanced from Sergeant
Grade 4, to Grade 3, effective Hay 1, 1960:

Communication from R. H. Bockhacker, police Chief, requesting
authority for Frank E. Sweeney to attend the "First Narcotics Investi-
gation Institute;! at Los Angeles State College on ,April 19, 26 & May
3, 10, & 17, 1960, with an expense allowance of $29.60, was read.
It was moved by Anderson, seconded by poxon, that the
request of the Police Chief be approved and authority granted to
issue warrant in the amount of $29.60 to Frank E. Sweeney. ~~tion

Report of Health Department activities for the month of
March, 1960, was presented.
It was moved by Poxon, seconded by Malburg, that report
of the Health Department activities be received and filed. Motion
carried.
Report of activities of the Police Department for the
period April 1 - 15, 1960 inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that the report
of activities of the Police Department be received and filed. Motion
carried.
Communication from Robert H. King, Superintendent, Water &
Sewer Systems, dated April 14, 1960, with reference to application of
Vernon Truck Wash for a license to conduct the business of truck wash
at 3420 Bandini Blvd., outlining conditions that will be necessary
before a truck washing operation can be permitted at this location,
was read.
Communication from Robert S. Stone, Director of Sanitation,
dated April 14, 1960, with reference to application of Vernon Truck
Wash to conduct a business of truck. washing at 34-20 Bandini Blvd.,
recommending that the license application be approved subject to
compliance with the requirements as outlined, was read. (Copy to each
member of the City Council.)
It was moved by Poxon, seconded by Anderson, that license
be granted to Vernon Truck Wash to conduct the business of truck
wash at 3420 Bandini Boulevard, subject to compliance with conditions
outlined in letters from the Superintendent, Water & Sewer Systems,
and the Director of Sanitation, both dated April 14., 1960. Motion
carried.
Communication from Robert S. Stone, Director of Sanitation,
requesting authority to purchase a wide-range air flow test kit, at
a cost of $130.00, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Director of Sanitation be approved. Motion carried.
Communication from Central Basin Water Association extending
an invitation to attend the next regular meeting of the Board of
Directors to be held at the Huntington Park Elk's Club, 3355 East
Gage Avenue, at 6:30 P.M., on Thursday, May 5, 1960, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from Central Basin water Association be received and filed.
Notion carried.
Communication from Mary's Cafe requesting that penalty not
be assessed for late payment of their 1960 business license fee,
was read.
It was moved by Poxon, seconded by Anderson, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for penalty levied against Mary's Cafe.
Motion carried.

Communication from R. H. Bockhacker, Police Chief, with
reference to psychiatric evaluations for new officers by Dr. James
H. Rankin, M.D., advising that the cost of the evaluations has
increased from $20.00 to $25.00 each, and requesting that the increased
amount be approved, was read.
It was moved by Anderson, seconded by Poxon, that the request
of the Police Chief be approved. Motion carried.
. Communication from Arthur E. Nelson, Jr., City Engineer,
Robert H. King, Superintendent, water & Sewer Systems, and D. D.
Grayson, Traffic Engineer, transmitting letter of resignation of
Dale M. Laird, Engineering Aide I, Step 1, effective upon completion
of his vacation April 22, 1960, and recommending that said resignation
be accepted, was read.
It was moved by Poxon, seconded by Mailliard, that the
resignation of Dale M. Laird, Engineering Department employee, be
accepted. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated April 19, 1960, requesting authority to purchase certain
enwnerated instruments for use in the radiation protection program,
at a cost of $1,095.00, was read.
It was moved by Anderson, seconded by Poxon, that the Health
Department be authorized to purchase instruments for use in the
radiation protection program, as enuroerated in letter dated April 19,
1960. Motion carried.
Communication from L. C. Husted, Fire Chief, dated April
19, 1960, advising that Fireman David . Perkins, who was granted a
military leave of absence on April 25, 1958, has completed his
military service and wishes to be reinstated to his former position
with the Fire Department effective April 25, 1960; and recommending
that the request of Mr. Perkins be granted and authority granted to
reinstate him on the above date, was read.
It was moved by Anderson, seconded by Poxon, that authority
be granted to reinstate David W. Perkins to his former position with
the Fire Department effective April 25, 1960. Motion carried.
Resolution No. 2336 - A Resolution of the City Council of
the City of Vernon giving notice of intention to approve an amendment
to contract between the Board of Administration of the State Employees'
Retirement System and the City Council of the City of Vernon, was read.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 2336 be approved and adopted. Motion carried.
