19600517 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD MAY 17, 1960 AT TWO O'CLOCK P..M'. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON ~ CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of May 3, 1960 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the furnishing of one 1750 Gallon Per Minute Triple Combination Pumper, in accordance with Specifications No. 240. It was moved by Mailliard, seconded by Malburg, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Crown Coach Corporation $ 35,875.40 It was moved by Poxon, seconded by Malburg, that bids received for the furnishing of one 1750 Gallon Per Minute Triple Combination Pumper, in accordance with Specifications No. 240, be referred to the Fire Chief and City Attorney for checking and report. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the construction of the 26th Street water main from 1880 feet west of Indiana Street to 540 feet west of Indiana Street, in accordance with Contract No. 241. It was moved by Anderson, seconded by Paxon, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Rossi Construction Co. Engineering Contractors, Inc. Desert Pipeline Construction Co. $ 17,853.00 28,615.47 17,897.56 It was moved by Anderson, seconded by Poxon, that bids received for the construction of the 26th Street water main from 1880 feet west of Indiana Street to 540 feet west of Indiana Street, in accordance with Contract No. 241, be referred to the Engineering Department and the City Attorney for checking and report. Motion carried. Communication from United Delivery System Inc. requesting a license to conduct a trucking and drayage business at 2850 S. Motion carried. . Communication from Yardley of London Inc. requesting a l1cense to conduct a business of distribution of cosmetics to whole- salers and retailers at 2535 E. 28th Street, was read. It was moved by Malburg, seconded by Mailliard, that the request of Yardley of London Inc. be approved and license granted. Motion carried. Communication from Security Processing, Inc. requesting a license to conduct a business of rendering grease and manufactuxing animal by-products at 4144 Bandini Blvd., was read. It was moved by Poxon, seconded by Malburg, that the request of Security Processing, Inc. be referred to the Health Depart- ment with power to act. MOtion carried. Communication from Woolf Furniture Mfg. Co. requesting a license to conduct a business of furniture manufacturing at 2040 E. 45th Street, was read. It was moved by Poxon, seconded by Malburg, that the request of Woolf Furniture Mfg. Co. be referred to the Fire Department with power to act. Motion carried. Communication from Metals Briquetting Company requesting a license to conduct a business of briquetting cast iron and brass chips by hydraulic pressure, and maintenance of trucks, at 1960 E. 48th Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Metals Briquetting Company be referred to the Police Department with power to act. Motion carried. Communication from Clinton's Restaurants Inc. requesting a license to operate the General Electric Employees' Cafeteria at 2957 E. 46th Street, was read. It was moved by Poxon, seconded by Malburg, that the request of Clinton's Restaurants Inc. be referred to the Health Department with power to act. MOtion carried. Communication from Standard Flour Company requesting a license to conduct a business of warehousing and delivexy of flour, salt, shortening and prepared mixes to wholesale and retail bakeries in Los Angeles and Orange Counties, at 4515 Loma Vista Avenue, was read. It was moved by Poxon, seconded by Malburg, that the request of Standard Flour Company be referred to the Health Department with power to act. Motion carried. Communication from County of Los Angeles Road Department, dated May 9, 1960, advising that the amount of new money allocated to the City of Vernon as Aid to Cities money by the County, for the fiscal year 1960-61, is $3,515.39, was read. I I 5/17/60 It was moved by Poxon, seconded by Anderson, that communi- cation from the County of Los Angeles Road Department, dated May 9, 1960, be received and filed. Motion carried. Communication from the County of Los Angeles, Board of Supervisors, dated May 9, 1960, transmitting a description of the area proposed to be incorporated as the City of East Los Angeles, and advising that the Notice of Intention to circulate a petition in a certain unincorporated territory of Los Angeles County for incorporation of a new city to be known as the City of East Los Angeles, has been filed with the Board of Supervisors by the proponents at 8:09 a.m. on May 3, 1960, was read. It was moved by Poxon, seconded by Anderson, that communi- cation from the County of Los Angeles, Board of Supervisors, dated May 9, 1960, be received and filed. Motion carried. . Communication from Vincent R. Poxon, City Attorney, dated May 11, 1960, transmitting original and one copy of License Agreement between Santa Fe Railway Company and the City of Vernon for the installation of two fire alarm wires across Railway Company's property at 26th Street and Downey Road, and recommending that it be executed by the. Mayor and City Clerk and forwarded to the Railway Company for further processing in accordance with letter addressed to L. C. Husted, Fire Chief, from the Railway Company, dated April 27, 1960, was read. It was moved by Malburg, seconded by Mailliard, that the Mayor and City Clerk be authorized to execute an agreement with the Santa Fe Railway Company, on behalf of the City of Vernon, for the installation of two fire alarm wires across Railway Company's property at 26th Street and Downey Road. Motion carried. Communication from Vincent R. Poxon, City Attorney, dated May 11, 1960, transmitting original and two copies of County-City participation agreement covering traffic control devices situated at Bandini Boulevard and Atlantic Boulevard, and recommending that the City execute same for the maintenance of these devices, was read. It was moved by Poxon, seconded by Anderson, that the Mayor and City Clerk be authorized to execute, on behalf of the City of Vernon, County-City participation agreement covering traffic control devices situated at Bandini Boulevard and Atlantic Boulevard. Motion carried. Communication from Mason, Muntz & Associates, dated May 9, 1960, transmitting two (2) prints of drawings of proposed Fire Station No.1, together with statement in the amount of $680.94 covering architectural and engineering services rendered to date for the development of preliminary plans for the proposed Fire Station No.1, was read. (Copy of letter to each member of the City Council.) It was moved by Malburg, seconded by Anderson, that preli- minary plans for proposed Fire Station No. 1 be referred to the Fire Chief for study and report; and that statement for architectural and engineering services in connection with same be approved and authority granted to issue warrant in the amount of $680.94 to Mason, Muntz & Associates. Motion carried. Ai ":I I I 5/17/60 Communication from Security-First National Bank dated May 9, 1960, with reference to the new Vernon Branch locafed at 4334 Santa Fe Avenue, requesting favorable consideration of the moving of the traffic diverter approximately 100 feet further north on Santa Fe Avenue so that access may be available for south bound traffic to the Bank parking area, was read. (Copy to each member of the City Council.) It was moved by Anderson, seconded by Mailliard, that the request of Security-First National Bank be referred to the Traffic Engineer with instructions that he provide a definite solution to the problems created for property owners in the area by the instal- lation of left hand turn lanes at the intersection of Pacific Boulevard, Vernon Avenue and Santa Fe Avenue; that particular attention be given to solving the ingress and egress problems of properties located on both sides of Santa Fe Avenue north of Pacific Boulevard; and that a report outlining a definite solution of these problems be submitted to the City Council. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated May 11, 1960, advising that he is anticipating receipt of personnel orders from the u.S. Public Health Service calling him to temporary active duty for training at the Robert A. Taft Sanitary Engineering Center in Cincinnati, Ohio, and requesting authority for military leave of absence with pay for the period June 6 through June 17, 1960 to enable him to comply with these orders, was read. It was moved by Anderson, seconded by Poxon, that D. D. Grayson, Traffic Engineer, be granted a military leave of absence with pay for the period June 6 through June 17, 1960. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated May 12, 1960, requesting authority to purchase an air compressor, Jaeger 1I75" Roto-Air Plus, or approved equal, provided the cost does not exceed the estimated amount of $2,500.00, was read. It was moved by Poxon, seconded by Malburg, that the request of the Traffic Engineer, dated May 12, 1960, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated May 6, 1960, advising that plans are being prepared for the recon- struction of Alcoa Avenue from Vernon Avenue to Fruitland Avenue; that it is desirable for safe and efficient traffic movement to acquire an easement for street purposes over two small parcels of land at the intersection of 50th Street and Alcoa Avenue, as shown on the attached sketch; and recommending that acquisition of these easements be authorized, was read. It was moved by Anderson, seconded by Poxon, that the recom- mendation of the Traffic Engineer, dated May 6, 1960, be approved. Motion carried. Copy of a communication from the Public Utilities Commission, State of California, dated May 9, 1960, addressed to Mr. Floyd W. Walkington, Manager of Advertising & Catalog Depart~ent, Ducommun Metals & Supply Company, with reference to Ducommun s request f~r authority to construct a private crossing over the Southern Pac1fic Company tracks on Alameda Street approximately opposite 48th Place, to serve the main driveway of their plant in the City of Vernon, was read. (Copy to each member of the City Council.) Walkington, Manager of Advertising & Catalog Department, Ducommun Metals & Supply Company, be referred to the Traffic Engineer for study and report. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, D. D. Grayson, Traffic Engineer, and R. H. King, Superintendent, Water & Sewer Systems, dated May 12, 1960, recommending that Gaylon R. Claiborne, Engineering Aide II, Step 3, be granted a leave of absence without pay from approximately June 9 to September 2, 1960 as outlined, and that effective May 16, 1960, Mr. Claiborne be classified as Civil Engineering Assistant, Step 5, was read. (Copy to each member of the City Council.) It was moved by Poxon, seconded by Mailliard, that the recom- mendation of the City Engineer, Traffic Engineer and Superintendent, Water & Sewer Systems, be approved. Motion carried. Communication from R'. H. Bockhacker, Police Chief, dated May 11, 1960, advising that Lt. J. M. Beringhele has been absent from duty from February 26, 1960 to April 17, 1960, returned to duty, and again absent from April 28, 1960 to the present date, and requesting that the Lieutenant be placed on a leave of absence with pay, until something more definite is learned of his illness and of the Retire- ment Board's decision regarding his retirement eligibility, was read. (Copy to each member of the City Council.) It was moved by Poxon, seconded by Anderson, that the request of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to advance Sgt. A. E. Chrisman to the grade of Lieutenant, Grade 3, effective as of May 16, 1960, to fill the vacancy created by the illness of Lt. J. M. Beringhele, was r.aad. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to advance Officer J'. R~ Tucker to the grade of Sergeant, Grade 4, effective as of May 16, 1960, was read. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, Arthur E. Nelson, Jr., City Engineer, and R. H. King, Superintendent, Water & Sewer Systems, dated May 13, 1960, stating that Mr. Francis D. Schultz, Land Surveyor, has advised that he wishes to resign effective at the close of business on May 31, 1960, and recommending that said resignation be ac~epted, was read. It was moved by Poxon, seconded by Malburg, that the resignation of Mr. Francis D. Schultz, Land Surveyor, be accepted. Motion carried. Communication from D. D'. Grayson, Traffic Engineer, Arthur E. Report of activities of the Police Department for the period May 1 - 15, 1960 inclusive, was presented. It was moved by Anderson, seconded by Malburg, that the report of activities of the Police Department be received and filed. Motion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for month of March, 1960, was read. It was moved by Anderson, seconded by Malburg, that the report of the Consulting Electrical Engineer be received and filed. Motion carried. Communication from G. &. G. Trucking Company requesting a license to conduct a trucking business at 1771 Downey Road, was read. It was moved by Poxon, seconded by Malburg, that the request of G. &. G. Trucking Company be approved and license granted. Motion carried. Communication from G. G~ Skalsky, Assistant Director of Civil Defense, requesting authority to attend the Annual Regional Conference, Region VII, u.S. Civil Defense Council, at San Diego, California, May 26 and 27, 1960, with an expense allowance of $86.93, was read. It was moved by Poxon, seconded by Anderson, that the request of the Assistant Director of Civil Defense be approved and authority granted to issue warrant in the amount of $86.93 to G. G. Skalsky. Motion carried. Communication from L. C. Husted, Fire Chief, requesting authority to attend the California Fire Chiefs' Association conference at Santa Monica, California, May 26 through May 28, 1960, with an expense allowance of $66.00, was read. It was moved by Poxon, seconded by Anderson, that the request of the Fire Chief be approved and authority granted to issue warrant in the amount of $66.00 to L. G. Husted. Motion carried. Communication from Truckers Paradise, dated May 16, 1960, requesting that no penalty be assessed for late payment of 1960 license fees, was read. It was moved by Anderson, seconded by Malburg, that in accordance with Section 23 of Ordinance No. 710, the City Clerk be authorized to compromise claim for penalty levied against Truckers Paradise. Motion carried. I I 5/17/60 Copy of Resolution No. 1699 of the City Council of the City of Gardena, California, to the Board of Directors of the Los Angeles County Division of the League of California Cities, recommending adoption of a new formula for apportioning gas tax to cities within Los Angeles County, was read. It was moved by Anderson, seconded by Poxon, that copy of Resolution No. 1699 of the City Council of the City of Gardena, California, be received and filed. Motion carried. Councilman Malburg reported that he had attended the meeting of the Board of Directors of the Los Angeles County Division of the League of California Cities on May 5, 1960; and that the League was desirous of receiving comments from the various cities relative to the proposed three new methods of apportioning gasoline tax funds to the cities within Los Angeles County. It was moved by Anderson, seconded by Poxon, that the City Clerk be instructed to notify the Los Angeles County Division of the League of California Cities that the City of Vernon recommends the adoption of Formula II (based on street mileage only) as first choice, and Formula III (based on 50% population and 50% street mileage) as second choice, for apportioning gas tax to cities within Los Angeles County. Motion carried. Councilman Malburg requested a leave of absence for approxi- mately two months as he is planning to leave for a tour of Europe on June 4, 1960, and stated that he planned on visiting the City of Vernon, France and suggested sending greetings from the City Council of Vernon, California to the City of Vernon, France. It was moved by Poxon, seconded by Anderson, that Councilman Malburg be granted a leave of absence for approximately two months; and that greetings from the City Council of the City of Vernon, California, be sent with Councilman Malburg to the City of Vernon, France. Motion carried. Calif. Gas Co. to repair gas main at four specified locations. Appl,ication 23001 - So. Calif. Gas Co. to install and abandon gas main in S/s Bandini Blvd. W/WPL Atlantic Blvd. Application 23002 - So. Calif. Gas Co. to repair gas main in E/s Santa Fe Ave. at 16 ft. S/NPL 57th St. It was moved by Malburg, seconded by Mailliard, that excavation applications numbered 22999 to 23002 inclusive be filed and permits granted. Motion carried.
