IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE t VERNON, CALIFO~NIA~ COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of May 17, 1960 be approved as written and submitted. Motion carried. Communication from L. C. Husted, Fire Chief, dated May 20, 1960, with reference to bid received for the furnishing of one 1750 Gallon Per Minute Triple Combination Pumper in accordance with Specifications No. 240, recommending that contract be awarded to Crown Coach Corporation, on the basis of their bid of $35,875.40, was read. Resolution No. 2348 - A Resolution of the City Council of the City of Vernon accepting the bid of Crown Coach Corporation for the furnishing of one 1750 Gallon Per Minute Triple Combination Pumper to be used by the Fire Department, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2348 be approved and adopted. Motion carried. Nelson, Jr., City Engineer, dated May 20, 1960, with reference to bids received for construction of the 26th Street water main from 1880 feet west of Indiana Street to 540 feet west of Indiana Street, in accordance with Contract No. 241, recommending that contract be awarded to Rossi Construction Company, on the basis of their low bid of $17,853.00, was read. Resolution No. 2347 - A Resolution of the City Council of the City of Vernon accepting the bid of Rossi Construction Company for the construction of the 26th Street water main from 1880 feet west of Indiana Street to 540 feet west of Indiana Street, in accordance with Contract No. 241 heretofore approved by the City Council, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2347 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Communication from Borrego Freight Lines requesting a licens~ to conduct a trucking business at 4261 N. Produce Plaza, was read. It was moved by Anderson, seconded by Poxon, that the request of Borrego Freight Lines be approved and license granted. Motion carried. Communication from Mr. Herman Opas requesting a license 4S:t I I -2- 5/24/60 to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of Mr. Herman Opas be referred to the Health Department with power to act. Motion carried. Communication from Central and West Basin Water Replenish- f ment District, dated May 18, 1960, giving notice, in accordance with Section 60325 of the California Water Code, that on April 21, 1960, the Board of Directors of said District levied an assessment of $3.19 each acre foot of ground water to be produced through water producing facilities located within said District during the ensuing year commencing July 1, 1960, and ending June 30, 1961, and trans- mitting a progress report on the organization, purpose and probable future operations of the new Water Replenishment District, was read. It was moved by Malburg, seconded by Mailliard, that communication from Central and West Basin Water Replenishment District, dated May 18, 1960, together with progress report, be received and filed. Motion carried. Copy of Resolution No. 530 of the City Council of the City of Norwalk urgently requesting the producers, distributors and exhibitors of motion pictures in this area to cease the presentation of films which are salacious in nature, or which portray narcotics addiction, sexual deviation or promiscuity in a manner constituting a menace to the public morals, was read. It was moved by Anderson, seconded by Poxon, that copy of Resolution No. 530 of the City Council of the City of Norwalk be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, dated May 20, 1960, advising that Fireman Thomas Lee Scott, who was granted a military leave of absence on May 22, 1958, has completed his military service and requests to be reinstated to his former position with the Fire Department effective June 1, 1960; and recommending that the request of Mr. Scott be granted and authority granted to reinstate him on the above date, was read. It was moved by Poxon, seconded by Mailliard, that author- ity be granted to reinstate Thomas Lee Scott to his former position with the Fire Department effective June 1, 1960. Motion carried. Communication from Ram Delivery Service requesting a license to operate a trucking business at 2850 S. Alameda Street, was read. It was moved by Mailliard, seconded by Poxon, that the request of Ram Delivery Service be referred to the Police Department with power to act. Motion carried. Invitation to attend a testimonial dinner honoring Mayor George C. England, City of Inglewood, on Tuesday evening, June 14, 1960, at the Hollywood Turf Club at 6:30 P.M., was read. It was moved by Anderson, seconded by Malburg, that invitation to attend a testimonial dinner honoring Mayor George C. England, of the City of Inglewood, be received and filed. Motion carried. Communication from L. R. Burch, City Treasurer, requesting that he be considered as a tenant for one of the new apartments when completed, was read. Communication from Paul E. Brock, Engineering Department emp10yee~ requesting that he be considered as a tenant for one of the new two-bedroom apartments when completed, was read. It was moved by Anderson, seconded by Malburg, that the request of Paul E. Brock, Engineering Department employee, be received and filed for future consideration. Motion carried. Franchise Report of The Pacific Telephone and Telegraph Company on Ordinance No. 108 for period ending April 22, 1960~ together with check in the amount of $77~465.86~ was read. The City Attorney reported that this payment does not include within its base~ gross receipts from operations within the September 28~ 1959 Bandini annexation. It was moved by Poxon, seconded by Anderson~ that the check from The Pacific Telephone and Telegraph Company be received on account; and that the City Attorney be instructed to determine if the City of Vernon is entitled to payment on gross receipts from operations of The Pacific Telephone and Telegraph Company within the September 28~ 1959 Bandini annexation. Motion carried. Report of Health Department activities for the month of April, 1960, was presented. (Copy to each member of the City Council.) It was moved by Malburg, seconded by Poxon, that the report of Health Department activities be received and filed. Motion carried. Communication from Carl's Service Center requesting a license to operate a service station and minor motor repair business at 3267 E. Washington Blvd., was read. It was moved by Poxon, seconded by Malburg, that the request of Carl's Service Center be approved and license granted. Motion carried. Communication from L. C. Husted~ Fire Chief, advising that Mr. Jack Heath of Lipsett Steel Co., 5950 Boyle Avenue, has provided a used automobile for the Fire Department to use for rescue training and practice, was read. It was moved by Poxon, seconded by Anderson, that the City Clerk be instructed to draft a letter of appreciation from the City Council to Mr. Heath for the use of the automobile. Motion carried. Vincent R. Poxon, City Attorney, presented an original and one copy of Agreement between City of Vernon and Central Manufac- turing District~ Inc. for the installation of certain radio trans- mission and receiving equipment in the building of C.M.D. for the purpose of affording greater police and fire protection through communication. It was moved by Anderson, seconded by Poxon, that the Mayor and City Clerk be authorized to execute an agreement with the Central Manufacturing District~ Inc., on behalf of the City of Vernon, for the installation of certain radio transmission and receiving equip- ment in the building of C.M.D. Mot~~n carried. -4- 5/24/60 Discussion was held with reference to retaining an administrative consultant to advise and assist the City Council and departments of the City of Vernon on such matters as may be referred to him from time to time. I It was moved by Anderson, seconded by Poxon, that Mr. Arthur J. Will be retained as Administrative Consultant for the purposes above recited; that he be paid a retainer of $1,000.00 per month, payable in advance, commencing June 1, 1960, plus a reasonable expense allowance, estimated presently, at an average of not to exceed $225.00 per month; that this arrangement be terminable by either party on one month's notice; and that the Administrative Officer so advise Mr. Will and on acceptance by him in writing, this proposal shall be in full force and effect. Motion carried. The following building applications, all having approval of the Building Engineer, were presented: Application 23014 - National City Truck Rental to lnsta11 painted sign at 5501 Santa Fe Ave. Approximate cost 480.00 Application 23015 - A T & S FRy. to construct concrete foundations for garage at 3959 E. 26th St. Approximate cost 500.00 It was moved by Malburg, seconded by Mailliard, that building applications numbered 23014 and 23015 be filed and permits granted.
