MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JUNE 8, 1960 AT TWO O'CLOCK P.M.
IN THE COUNCIL CHAMBERS OF THE CITY

COUNCIL PRESENT: Anderson, Furlong, Mail1iard, Poxon
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Mail1iard, that minutez
of the meeting of May 24, 1960 be approved as written and submitted.
Motion carried.
Communication from Mason, Muntz & Associates, dated June
3, 1960, transmitting, for approval and further processing, the
tracings and Specifications No. 239 for the construction of Muni-
cipal Apartment Housing located at 3376-3390 East 50th Street, was
read.
Communication from Southern California Edison Company,
dated June 8, 1960, with reference to proposed construction of a
city-owned 8-unit apartment facility, was read.
It was moved by Poxon, seconded by Mai11iard, that
communication from Southern California Edison Company, dated June
8, 1960, be received and filed; and that Specifications No. 239 be
referred to the Building Department and the Engineering Department
for checking and report. Motion carried.
Communication from Los Angeles Meat Company, Inc., dated
June 2, 1960, requesting permission to install a 4 inch steam line
underground across Vernon Avenu~ from Pride Packing Company at
3320 E. Vernon Avenue to the Los Angeles Meat Company at 3315 E.
Vernon Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Los Angeles Meat Company, Inc., dated June 2, 1960, be
referred to the Engineering Department and the City Attorney for
investigation and report. Motion carried.
Communication from Detrick's Pattern Service requesting a
license to conduct a business of pattern making at 5706 Santa Fe
Avenue, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of Detrick's Pattern Service be referred to the Fire
Department with power to act. Motion carried.
Communication from Trigraph Corporation requesting a
license to conduct a business of rotary printing at 4l14l Santa Fe

request of Howard Lease Inc. be approved and license granted.
Motion carried.
Communication from Se1mor Furniture Mfg. Co., Inc.
requesting a license to conduct a business of manufacturing uphol-
stered furniture at 5001 Pacific Blvd., was read.
It was moved by Poxon, seconded by Mail1iard, that the
request of Selmor Furniture Mfg. Co., Inc. be approved and license
granted. Motion carried.
Communication from Milo Del1man, Mayor of South Gate and
Secretary of the Southeast Mutual Aid Cities, dated May 27, 1960,
extending an invitation to the Mayor and members of the City Council
to attend a dinner meeting at the Huntington Park Elks' Club at
6:30 p.m. on June 15, 1960, to discuss the formation of an organi-
zation of all subu~ban cities in Los Angeles County for the purposes
of mutual assistance and protection, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Milo Dellman, Mayor of South Gate and Secretary of the
Southeast Mutual Aid Cities, dated May 27, 1960, be received and
filed. Motion carried.
Communication from Sergeant J. L. Morrison, dated May 25,
1960, reaffirming the fact that he is stil~ in~erested in renting
a city-owned house or apartment, if any va~ancies occur in the
future, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Sergeant J. t. Morrison, dated May 25, 1960, be received
and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 1, 1960, adviSing that Officer Donald E. Fisher has been
ordered to active duty with the United States Army, effective June
19 - July 3, 1960, inclusive, and recommending that Officer Fisher
be granted a leave of absence, with pay, for that period, was read.
It was moved by Mai11iard, seconded by Poxon, that Officer
Donald E. Fisher be granted a leave of absence, with pay, for the
period June 19 - July 3, 1960, inclusive. Motion carried.
Communication from R. H. Bockhacker, Police Chief, recom-
mending that Lease Agreement between the City of Vernon and Motor
Officer G. C. Robbins for one 1958 Harley-Davidson motorcycle,
Engine #58FLH5885, be renewed effective as of June 12, 1960, was
read.
It was moved by Mai1liard, seconded by Poxon, that the
rC~0mm~ndation of the Police Chief be approved and thet Baid lease

Communication from J. S. Colton, Building Engineer, dated
June 1, 1960, requesting that authority be granted to employ
Mrs. Anna Marie Dorsey as Stenographer-Switchboard Operator Grade 3
at a salary of $375.00 per month, effective July 1, 1960, was read.

It was moved by Poxon, seconded by Mai11iard, that the
request of the Building Engineer, dated June 1, 1960, be approved.
Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
R. H. King, Superintendent, Water & Sewer Systems, and D. D. Grayson,
Traffic Engineer, dated May 25, 1960, advising that Chester A. Webb
has been employed as Engineering Aide I, Step 2, effective May 26,
1960, was read.
It was moved by Anderson, seconded by Mail1iard, that the
employment of Chester A. Webb as Engineering Aide I, Step 2,
effective May 26, 1960, be approved. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
R. H. King, Superintendent, Water & Sewer Systems, and D. D. Grayson,
Traffic Engineer, dated June 2, 1960, requesting authority to employ
Jack R. Stevens as Engineering Aide II, Step 3, effective June 6,
1960, was read.
It was moved by Poxon, seconded by Mai1liard, that the
request of the City Engineer, Superintendent, Water & Sewer Systems,
and the Traffic Engineer, dated June 2, 1960, be approved. Motion
carried.
Communication, was read, from D. D. Grayson, Traffic
Engineer, dated May 23, 1960, transmitting a traffic engineering
and parking study of Vernon Avenue between Soto Street and Downey
Road, and recommending that:
(1) Parking on Vernon Avenue between Soto Street and
Downey Road be prohibited, and
(2) Vernon Avenue be striped to provide four traffic
lanes.
(Copy of study to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that
authority be granted to prohibit parking on Vernon Avenue, between
So to Street and Downey Road, on a trial basis for a period of two
months after completion of the reconstruction of Vernon Avenue in
accordance with Contract No. 235, and for so long thereafter as
this Minute Order shall not be superseded by action of this City
Council. Motion carried.
Report of the activities of the Police Department for the
period May 16 - 31, 1960 inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that the
report of activities of the Police Department be received and filed.
Motion carried.
Communication from Sergeant J. C. Jordan, dated June 2,
1960, submitting an application to lease a city-owned single unit,
on,~ bed-room dwelling, in the event a vacancy should O~CP:': t!:i. the

It was moved by Anderson, seconded by Poxon, that communi-
cation from Sergeant J. C. Jordan, dated June 2, 1960, be received
and filed for future consideration. Motion carried.
Communication from the City of Dairy Valley advising that
it will host the June meeting of the Southeast Mayors' and Council-

men's group at the Sierra Restaurant, 16227 Lakewood Blvd., on
Wednesday, June 8, 1960, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from the City of Dairy Valley be received and filed. Motion
carried.
Communication from L. R. Burch, City Treasurer, requesting
authority to attend the meeting of the California Municipal
Treasurers' Association to be held in San Mateo, California, on
June 23 - 25, 1960, inclusive, with an expense allowance of $119.60,
was read.
It was moved by Poxon, seconded by Anderson, that the
request of the City Treasurer be approved and authority granted to
issue warrant in the amount of $119.60 to L. R. Burch. Motion
carried.
Communication from Vernon Scrap Metals requesting a
license to conduct a scrap metals business at 2710 E. 50th Street,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of Vernon Scrap Metals for a license to conduct a scrap
metals business at 2710 E. 50th Street, be denied as said business
is out of zone. Motion carried.
Communication from Mr. Richard A. Herren requesting a
license to operate The Cowboy Cafe at 4401 Downey Road, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Mr. Richard A. Herren be referred to the Police Depart-
ment and Health Department with power to act. Motion carried.
Communication from Mr. Harry S. Ioka requesting a license
to operate the Picadi11y Cafe at 5819 Alcoa Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Mr. Harry S. Ioka be referred to the Health Department
with power to act. Motion carried.
Communication from Mr. Barney Schoenfeld requesting a
license to operate Harry's Delicatessen at 3941 S. Soto Street,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of Mr. Barney Schoenfeld be approved and license granted.
Motion carried.
Communication, was read, from L. C. Husted, Fire Chief,
dated May 31, 1960, requesting permission to advance the following
Fire Department personnel to the grade indicated and on the date
listed:

It was moved bypoxon, seconded by Mail1iard, that the
request of the Fire Chief, dated May 31, 1960, be approved. Motion
carried.
Communication from Robert D. Gagnon dba Industrial
Catering requesting a license to operate a lunch truck in the City
of Vernon, was read.
It was moved by Poxon, seconded by Mai1liard, that the
request of Robert D. Gagnon dba Industrial Catering be referred to
the Health Department with power to act. Motion carried.
L. C. Husted, Fire Chief, verbally requested authority
to send Fireman Paul Pribble to Marionette, Wisconsin to attend the
Ansul Chemical School from June 12 - 15, 1960, inclusive, with an
expense allowance of $247.88, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief be approved and authority granted to
issue warrant in the amount of $247.88 to Fireman Paul Pribble.
Motion carried.

of the Engineering Department, were presented:

Nos. 2358 to 2520 (both inclusive), drawn on the California Bank,
totaling $72,480.09 (accounting period June, 1960), was examined
and audited.
It was moved by Mailliard, seconded by Anderson, that
"We.rrant Register No. 701' be approved and payment authorized for
Demands Nos. 2358 to 2520, both inclusive, with no exceptions.
