19600621 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JUNE Zl, 1960 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON t CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon COUNCIL ABSENT: Malburg The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Mailliard, that minutes of the meeting of June 8, 1960 be approved as written and submitted. Motion carried. Communication from the Finance Committee, dated June 15, 1960, submitting recommendations with reference to salaries and personnel requirements for the fiscal year 1960-61, and submitting a proposed salary resolution for the fiscal year 1960-61 for approval, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the recommendations of the Finance Committee, with reference to salaries and personnel requirements for the fiscal year 1960-61, be approved as outlined 1n communication dated June 15, 1960. Motion carried. Resolution No. 2353 - A Resolution of the City Council of the City of Vernon fixing the compensation for certain employees of said City as of July 1, 1960, authorizing certain expense allowances and repealing all resolutions in conflict herewith, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2353 be approved and adopted. Motion carried. Ziemer, City Clerk, dated June 15, 1960, recommending that certain miscellaneous personnel, as outlined, be advanced in grade or classifications changed, and recommending certain other changes, all effective July 1, 1960, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the recommendations of the City Clerk, with reference to certain miscel- laneous personnel, be approved as outlined in communication dated June 15, 1960. Motion carried. Communication from William Wentland, Payroll Clerk, tendering his resignation as an employee of the City of Vernon, effective August 31, 1960, to enter the School of Optometry in September, 1960, was read. It was moved by Paxon, seconded by Mai1liard, that the resignation of Mr. William Wentland as an employee of the City of Vernon be accepted, effective at the close of business on August 31, 1960. Malkemus from Assistant Building Engineer and Inspector Grade 1 to Building Inspector - Mechanical Grade 1 Anna Marie Dorsey from Stenographer - Switchboard Operator Grade 3 to Stenographer - File Clerk, Building Dept. Grade 3 It was moved by Anderson, seconded by Poxon, that the request of the Building Engineer be approved,as outlined in communi- cation dated June 17, 1960. Motion carried. Husted, Fire Chief, dated June 17, 1960, requesting that certain Fire Department personnel, as outlined, be advanced in grade or classifications changed, and recommending certain other changes, all effective July I, 1960, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the Fire Chief be authorized to reclaSSify certain Fire Department personnel, <:::.S outlined in communication dated June 17,1960, from IIDriver" to the two new classifications of "Engineerll and "Auto Fireman", to conform with the new salary resolution; that the City Attorney be instructed to draft an amendment to Resolution No. 2353 eliminating the classification of 'Captain, Administrative", and adding the classification "Battalion Chiefll, Grade 1 - $786.00 per month and Grade 2 - $765.00 per month under Schedule II, Fire Department; that the Fire Chief be authorized to appoint Captains Forbes, Foster and Hoeft to Battalion Chief, Grade 2, effective July 1, 1960; tha~ Minute Order of November 19, 1957, giving the title of Fire Marshall to Captain F. H. Colvin, be rescinded; and that the position of Fire Marshall be created with no specific man named for this position, and that the Fire Chief be authorized to give the title of Fire Marshall to the person who may be in charge of Fire Prevention from time to time. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 15, 1960, submitting Contract No. 242 for the installation of traffic signals at the intersection of Downey Road and Vernon Avenue, and recommending that said contract be approved and that authorization be granted to advertise for bids, was read. Resolution No. 2351 -A Resolution of the City Council of the City of Vernon approving Contract No. 242 and Plan No. TV 6001 for installation of traffic signals at the intersection of Downey Road and Vernon Avenue, and determining the general p~evai]ipg rate of per diem wages, was read. It was moved by Poxon, seconded by Anderson, that Resolution No. 2351 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Poxon Noes: None Absent: Malburg Resolution No. 2352 - A Resolution of the City Council of the City of Vernon directing the giving of notice inviting sealed proposals or bids for installation of traffic signals at the inter- section of Downey Road and Vernon Avenue in accordance with Contract No. 242 of the City of Vernon, was read. It was moved by Mailliard, seconded by Poxon, that Resolution No. 2352 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated .June 16, 1960, transmitting City-County traffic signal installation and maintenance sharing agreement for the intersection of Downey Road and Fruitland Avenue, and recommending that the City enter into sa~d agreement in order that said signals may be installed, was read. I I -4- 6/21/60 It was moved by Poxon, seconded by Anderson, that the Mayor and City Clerk be authorized to execute City-County traffic signal installation and maintenance sharing agreement, on behalf of the City of Vernon, for the intersection of Downey Road and Fruitland Avenue. Motion carried. Communication from Cole's Longhorn Guns requesting a license to conduct a business of gun dealer at 4317 Downey Road, was read. It was moved by Mai11iard, seconded by Anderson, that the request of Cole's Longhorn Guns be approved and license granted. Hotion carried. Communication from Tube Distributors, California, Inc. requesting a license to conduct a business of warehousing, sales and distribution of steel tubing at 2068 E. 37th Street, was read. It was moved by Poxon, seconded by Mai11iard, that the request of Tube Distributors, California, Inc. be approved and license granted. Motion carried. Communication from Chesapeake Shippers Association Inc. requesting a license to conduct a freight consolidating business at 4261 N. Produce Plaza, was read. It was moved by Anderson, seconded by Poxon, that the request of Chesapeake Shippers Association, Inc. be approved and license granted. Motion carried. Communication from Norris-Thermador Corporation requesting a permit to haul rubbish from their premises located at 5215 S. Boyle Avenue over the public streets to an authorized dump or incinerator located outside of the City of Vernon, was read. It was moved by Poxon, seconded by Mai11iard, that the request of Norris-Thermador Corporation be approved and permit granted. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated June 16, 1960, recommending that Lease Agreement between the City of Vernon and Motor Officer I. L. Brummett for one 1955 Harley Davidson Motorcycle, Engine #FLl673, be renewed effective as of July 1, 1960, was read. It was moved by Mai1liard, seconded by Poxon, that the recommendation of the Police Chief be approved and that said lease agreement be renewed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated June 16, 1960, requesting authority to attend the Attorney General's meeting at San Diego, California, on June 22, 1960, with an expense allowance of $44.52, was read. It was moved by Anderson, seconded by Poxon, that the request of the Police Chief be approved and authority granted to issue warrant in the amount of $44.52 to R. H. Bockhacker. Motion carried. Communication from Los Angeles Meat Company, Inc., dated June 15, 1960, with reference to their request dated June 2, 1960, I I -5- 6/21/60 for permission to install a 4-inch steam line underground across Vernon Avenue, requesting permission to install two 8-inch lines instead, one for the 4-inch steam line plus the necessary instal- lation, and the other for the return condensate line with a l~" air line in one of the 811 lines, was read. It was moved by Poxon, seconded by Mailliard, that Los Angeles Meat Company, Inc. be granted permission to install two 8-inch underground lines across Vernon Avenue, subject to approval by the Engineering Departments with reference to location and other conditions, and provided that said company is willing to sign a license agreement covering this installation at such time as said zgreement is prepared by the City Attorney and presented to the City Council for formal approval. Motion carried. Report of the activities of the Police Department for the period June 1 - 15, 1960, inclusive, was presented. It was moved by Anderson, seconded by Poxon, that the report of activities of the Police Department be received and filed. Motion carried. Communication from J. S. Colton, Building Engineer, and R. H. King, Superintendent, Water & Sewer Systems, dated June 20, 1960, with reference to tracings and Specifications No. 239 for the construction of Municipal Apartment Housing, advising that several minor corrections and changes were called to the attention of the architect and he has agreed to make the changes in the tracings and specifications; and recommending that the tracings and Specifications No. 239, as corrected, be approved, was read. It was moved by Mailliard, seconded by Poxon, that any action on Specifications No. 239 be laid over until the next regular meeting in order that certain changes may be made in said specifi- cations. Motion carried. At this time (3 o'clock p.m.), John W. Shenk, III, Special Counsel, appeared before the City Council and discussed the proposed abandonment of certain sewage gauging stations. After discussion, Special Counsel Shenk introduced Resolution No. 2354 - A Resolution of the City Council of the City of Vernon concerning the abandonment of sewage gauging stations located in the City of Los Angeles at Vernon Avenue and at 57th Street and imposing certain conditions thereon. It was moved by Anderson, seconded by Poxon, that Resolution No. 2354 be approved and adopted. Motion carried. It was moved by Poxon, seconded by Mailliard, that the request of Premiere Leasing Corp. be approved and license granted. Motion carried. Communication from Walter E.Ross, Water Department Accountant, requesting that he be considered as a tenant for one of the proposed new apartments, was read. Baker submitting application to rent a city-owned dwelling, single type unit or cottage, in the event there is a vacancy, was read. It was moved by Anderson, seconded by Poxon, that the ~equest of Robert N. Baker be received and filed for future r.onsideration. Motion carried. Communication from Dale B. Lillywhite Livestock Market l~ency requesting a license to conduct a livestock brokerage and commission business at 2620 Leonis Blvd., was read. It was moved by Poxon, seconded by Anderson, that the request of Dale B. Lillywhite Livestock Market Agency be approved and license granted. Motion carried. Communication from Fairway Salvage with reference to operating a scrap metals salvage business at 4441 Santa Fe Ave., was read. It was moved by Anderson, seconded by Poxon, that communi- cation from Fairway Salvage be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, dated June 20, 1960, requesting authority to order the installation of a cord- less switchboard at Fire Station No. 1 to handle all telephone calls for the Fire Department, at an approximate installation cost of $213.00 plus a monthly increase in charges of $82.75, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the Fire Chief be authorized to order the installation of a cordless switchboard at Fire Station No. 1 to handle all telephone calls for the Fire Department, as outlined in his letter dated June 20, 1960. Motion carried. Communication, was read, from L. C. Husted, Fire Chief, dated June 20, 1960, requesting authority to purchase the following items to be installed in Fire Station No.4: 1 Brown-Morse file cabinet, 4 drawer, legal size 1 Christie 6-12 volt, Model QL battery charger It was moved by Anderson, seconded by Mailliard, that the Fire Chief be authorized to purchase one (1) 4 drawer, legal size, file cabinet and one (1) battery charger, to be used at Fire Station No.4. Motion carried. Communication from L. C. Husted, Fire Chief, transmitting a letter submitted by Fireman Paul Pribble summarizing his training while attending a training session at the Ansul Chemical Company Fire Training School in Wisconsin, was read. It was moved by Anderson, seconded by Poxon, that letter from Fireman Paul Pribble, summarizing his training at the Ansul Chemical Company Fire Training School~ be received and filed. Motion carried. Moore, Administrative Officer, reported verbally that notice had been received that the 62nd Annual Conference of the League of California Cities would be held in Los Angeles from October 23 to 26, 1960, inclusive, and suggested that the City Council might want to authorize reservations for a hotel suite as has been the practice in the past. It was moved by Poxon, seconded by Mailliard, that authority be granted to make reservations for a two-bedroom hotel suite with parlor, at the Biltmore as first choice and the Statler ~ilton as second choice, in order that the representatives of the City attending the Annual Conference of the League of California Cities may have a location in which to rest and entertain between sessions.
