19600705 Regular City Council Meeting - Minutes I I MINUTES OF A P~GULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 5, 1960 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, YERHON, CAL IFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon COUNCIL ABSENT: Malburg The meeting was called to order by Mayor R. J. Furlong It was moved by Poxon, seconded by Anderson, that minutes of the meeting of June 21, 1960 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the installation of traffic signals at the intersection of Downey Road and Vernon Avenue, in accordance with Contract No. 242. It was moved by Mailliard, seconded by Poxon, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Westates Electrical Construction Co. Steiny and Mitchel, Inc. Sherwin Electric Service Electric and Machinery Service, Inc. Allen Engineering Company Fischbach and Moore $ 4,990.00 5,269.00 5,259.00 6,200.00 5,527.00 5,556.00 It was moved by Poxon, seconded by Mailliard, that bids received for the installation of traffic signals at the intersection of Downey Road and Vernon Avenue, in accordance with Contract No. 242, be referred to the City Attorney and the Engineering Department for checking and report. Motion carried. Tracings and Specifications No. 239, as corrected, for the construction of Municipal Apartment Housing, were presented. (Laid over at meeting of June 21, 1960) Resolution No. 2349 - A Resolution of the City Council of the City of Vernon approving Specifications No. 239, Plans No. B14- 1576 consisting of seven (7) sheets and Addendum No. 1 for the construction of the Municipal Apartment Housing, and determining the general prevailing rate of per diem wages, was read. It was moved by Poxon, seconded by Mailliard, that Resolution No. 2349 be approved and adopted. Motion carried. (Copy to each member of the City Council) Resolution No. 2355 - A Resolution of the City Council of the City of Vernon approving budget for the fiscal year 1960-61, was read. It was moved by Mailliard, seconded by Poxon, that Resolution No. 2355 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Paxon, that the request of Standard Cigar Company, Inc. be approved and license granted. Motion carried. Communication from Industrial Agents requesting a license to conduct an industrial brokerage business at 4494 E. 49th Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Industrial Agents be approved and license granted. ivlotion carried. Communication from Milmar Truck Lines requesting a license to operate a trucking business at 2850 S. Alameda Street, was read. It was moved by Poxon, seconded by Mailliard, that the request of Milmar Truck Lines be approved and license granted. Notion carried. Communication from Montgomery Brothers of Los Angeles Inc. requesting a license to conduct a business of warehousing and selling industrial and commercial heating elements, filters and switches, at 4800 District Blvd., was read. It was rDoved by Paxon, seconded by Haillierd., that the request of Montgomery Brothers of Los Angeles Inc. be approved and license granted. Motion carried. Communication from Ace Bottle & Can Co. requesting a license to conduct a business of sorting and storing bottles at 2300 E. 48th Street, was read. It was moved by Poxon, seconded by Mailliard, that the request of Ace Bottle & Can Co. be referred to the Police Department and the Health Department with power to act. Motion carried. I I -3- 7/5/60 Communication from Loggins Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that the request of Loggins Catering be approved and license granted. Motion carried. Communication from Mr. Joseph P. Lopez requesting that the red paint on the curb in front of his restaurant, located at 4903 Santa Fe Avenue, be deleted, was read. (Copy to each member of the City Council) D. D. Grayson, Traffic Engineer, reported verbally that the curb had been painted yellow,establishinga loading zone in front of the restaurant located at 4903 Santa Fe Avenue. It was moved by Anderson, seconded by Poxon, that the Traffic Engineer be instructed to confer with Mr. Lopez for the purpose of determining if the yellow loading zone fulfills his requirements and meets with his approval. Motion carried. License Agreement between the City of Vernon and Los Angeles Meat Company, Inc. for the installation of two steel pipes, eight inches in diameter, across Vernon Avenue, was presented. It was moved by Anderson, seconded by Mailliard, that the Mayor and City Clerk be authorized to execute, on behalf of the City of Vernon, License Agreement between the City of Vernon and Los Angeles Meat Company, Inc. for the installation of two steel pipes across Vernon Avenue. Motion carried. Communication from Southern California Edison Company, dated June 24, 1960, transmitting checks in the amount of $177,164.42 in payment of rental of leased property for the period May 30, 1959 to May 29, 1960, inclusive, pursuant to the 1937 Lease Agreement and pursuant to the terms of the Stipulation dated June 4, 1959, was read. Communication from Carl A. Heinze, Consulting Electrical Engineer, dated July 5, 1960, advising that checks in the amount of 8177,164.42 in payment of rental of leased property have been checked and that amounts reported by the Southern California Edison Company are in agreement with the District Office records maintained in the City of Vernon, was read. It was moved by Mailliard, seconded by Poxon, that checks tendered by Southern California Edison Company in the amount of $177,164.42 be accepted with the understanding set forth in the last paragraph of letter dated June 24, 1960 from Southern California Edison Company. Motion carried. Reports of Carl A. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for months of April and May, 1960, were read. It was moved by Poxon, seconded by Mailliard, that the reports of the Consulting Electrical Engineer be received and filed. Motion carried. I I -4- 7/5/60 Communication from the International Conference of Building Officials, dated June 24, 1960, urging that favorable consideration be given to sending J. S. Colton, Vernon Building Engineer, to the 38th Annual Business Meeting to be held in Colorado Springs, Colorado, September 5 to 9, 1960, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that communication from the International Conference of Building Officials, dated June 24, 1960, be received and filed. Motion carried. Communication from R. A. Petraitis, Engineering Department employee, requesting that he be allowed the sum of $69.00 from the Education and Training Budget appropriation for tuition in connection with his studies at the University of Southern California for an M.S. degree in Civil Engineering, together with recommendation for approval from D. D. Grayson, Traffic Engineer, R. H. King, Superin- tendent, Water & Sewer Systems, and A. E. Nelson, Jr., City Engineer, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of the Traffic Engineer, the Superintendent, Water [, Sewer Systems, and the City Engineer, be approved and authority granted to issue warrant in the amount of $69.00 to R. A. Petraitis. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, dated June 29, 1960, requesting that he be allowed the sum of $32.64. from the Education and Training Budget appropriation for tuition and books in connection with his studies at the University of California at Los Angeles, Spring Semester, 1960, was read. It was moved by Anderson, seconded by Poxon, that the request of the City Engineer be approved and authority granted to issue warrant in the amount of $32.64 to Arthur E. Nelson, Jr. Motion carried. Communication from D. D. Grayson, Traffic Engineer, R. H. King, Superintendent, Water & Sewer Systems, and A. E. Nelson, Jr., City Engineer, dated June 24, 1960, transmitting letter of resignation from Mr. A. G. Iorio, and recommending that said resignation be accepted at the close of business on July 15, 1960, was read. It was moved by Poxon, seconded by Mailliard, that resignation of Mr. A. G. Iorio be accepted at the close of business on July 15, 1960. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated June 27, 1960, requesting authority to purchase a Reed H-8 pipe cutter priced at $90.20, was read. It was moved by Anderson, seconded by Poxon, that the request of the Superintendent, Water & Sewer Systems, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 30, 1960, transmitting Easement for street purposes from Richfield Oil Corporation covering the northwest corner of Downey Road and Vernon Avenue, and recommending that said easement be I I -5- 7/5/60 accapted and Richfield Oil Corporation be advised of the official recordation, was read. It was moved by Anderson, seconded by Poxon, that Easement be accepted from Richfield Oil Corporation and the Mayor be author- ized to sign Certificate of Acceptance for recordation purposes, and that when same has been recorded with the County Recorder of Los Angeles County, California, Richfield be so advised. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated June 27, 1960, recommending that E. W. Roady be advanced from Policeman Grade 4 to Grade 3, effective July 16, 1960, as he will have satisfactorily completed his probationary period on that date, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated June 27, 1960, recommending that Lease Agreement between the City of Vernon and Motor Officer S. J. Williams for one 1959 Harley Davidson motorcycle, Engine #FL6574, be renewed effective as of July 13, 1960, was read. It was moved by Mailliard, seconded by Poxon, that the recommendation of the Police Chief be approved and that said lease agreement be renewed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dnted June 29, 1960, recommending that Lease Agreement between the City of Vernon and Motor Officer R. N. Baker for one 1956 Harley-Davidson motorcycle, Engine #FL6759, be renewed effective as of August 1, 1960, was read. It was moved by Mailliard, seconded by Poxon, that the recommendation of the Police Chief be approved and that said lease agreement be renewed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated June 27, 1960, recommending that Lease Agreement between the City of Vernon and Motor Sergeant G. W. Walter for one 1956 Harley- Davidson motorcycle, Engine #FL1447, be renewed effective as of July 6, 1960, was read. It was moved by Mailliard, seconded by Poxon, that the recommendation of the Police Chief be approved and that said lease agreement be renewed. Motion carried. Communication from R. H. Bockhacker, Police Chi.ef, dated June 28, 1960, requesting that the Police Department's petty cash fund be raised from the existing $100.00 to $500.00, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the Police Department's petty cash fund be raised from $100.00 to $500.00 for expenditures as outlined in letter from the Police Chief dated June 28, 1960. Motion carried. I I -6- 7/5/60 Communication from R. H. Bockhacker, Police Chief, dated June 24, 1960, recommending that Lease Agreement between the City of Vernon and Motor Officer I. L. Brummett for one 1955 Harley- Davidson motorcycle, Engine #FLl673, be terminated as of June 24, 1960, and recommending that new Lease Agreement, as submitted, between the City of Vernon and Motor Officer I. L. Brummett for one 1960 Harley-Davidson motorcycle, Engine #FL12739, be approved effective June 24, 1960, was read. It was moved by Mailliard, seconded by Poxon, that the recommendations of the Police Chief be approved and that new lease agreement be executed by the City of Vernon. Motion carried. Report of activities of the Police Department for the period June 16 - 30, 1960, inclusive, was presented. It was moved by Anderson, seconded by Poxon, that the report of activities of the Police Department be received and filed. Motion carried. Report of Health Department activities for the month of May, 1960, was presented. (Copy to each member of the City Council.) It was moved by Mailliard, seconded by Poxon, that the report of Health Department activities be received and filed. Motion carried. Communication from John B. Moore, Administrative Officer, dated July 1, 1960, with reference to acquisition of County Fire Station located in Bandini Annexation, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that, in accordance with recommendations outlined in communication from the Administrative Officer dated July l, 1900, payment in the amount of $36,8l6.25 by check drawn to "East Los Angeles Fire Protection District" be authorized for the assets of said district, located in the Bandini Annexation, to be transferred to the City of Vernon as of July 1, 1960; and that the City Clerk be authorized to make payment when documents of title are delivered to the City of Vernon in form satisfactory to the City Attorney, and after the City Attorney is satisfied that the proposals are in conformity with applicable provisions of law. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting authority to employ Charles F. Johnson, effective July 1, 1960, as Policeman 4th Grade, pending physical examination and background investigation, was read. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief be approved. Motion carried. Communication from R. A. Petraitis, Traffic Engineeri.ng Department employee, requesting that he be considered as a tenant for a one-bedroom unit in the proposed apartment building, was read. It was moved by Anderson, seconded by Poxon, that the request of R. A. Petraitis be received and filed for future consideration. Motion carried. I I .., -,- 7/5/60 Copy of Resolution No. 1047 of the City Council of the City of Lakewood to the Board of Directors of the Los Angeles County Division of the League of California Cities recommending adoption of a new formula apportioning gas tax to cities within Los Angeles County, was read. It was moved by Anderson, seconded by Poxon, that copy of Resolution No. 1047 of the City Council of the City of Lakewood be received and filed. Motion carried. Communication from D. D. Grayson, Traffic Engineer, R. H. King, Superintendent, Water & Sewer Systems, and A. E. Nelson, Jr., City Engineer, dated July 1, 1960, transmitting letter of resignation from Mr. Paul E. Brock, and recommending that resignation be accepted at the close of business on July 8, 1960, was read. It was moved by Anderson, seconded by Poxon, that the resignation of Mr. Paul E. Brock be accepted at the close of business on July 8, 1960. Motion carried. Communication from L. C. Husted, Fire Chief, dated July 5, 1960, requesting authority to purchase a supply of adhesive telephone labels, listing the new Fire telephone number, at a total cost of $90.36 for 12,000 labels, was read. It was moved by Mailliard, seconded by Anderson, that the request of the Fire Chief be approved. Motion carried. Resolution No. 2356 - A Resolution of the City Council of the City of Vernon amending Resolution No. 2353, Schedule II, Fire Department, was read. Husted, Fire Chief, made a verbal recommendation that a letter be written to California Water Service Company authorizing said company to provide fire hydrant service to the area known as the "Bandini Annexation" at the rate of $1.50 per hydrant per month, effective July 1, 1960. It was moved by Anderson, seconded by Poxon, that the City Clerk be instructed to write a letter, on behalf of the City Counci.l, to the California Water Service Company authorizing said company to provide fire hydrant service to the area known as the "Ba.ndini Annexation · at the rate of $1.50 per hydrant per month, effective July 1, 1960.
