MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 19, 1960 AT TWO O'CLOCK P.M.
IN THE COUNCIL CHAMBERS OF THE CITY
HALL LOCATED AT 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Mailliard, Poxon
COUNCIL ABSENT: Malburg & (Furlong until 3:20 p.m.)
The Mayor and the Mayor pro-tempore being absent, the City
Clerk called the meeting to order.
It was moved by Anderson, seconded by Poxon, that Council-
man Mailliard be seated as acting Mayor pro tempore for this meeting
only. Motion carried.
It was moved by Anderson, seconded by Poxon, that minutes
of the meeting of July 5, 1960 be approved as written and submitted.
Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for the construction of Municipal Apartment
Housing in accordance with Specifications No. 239.
It was moved by Anderson, seconded by Poxon, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Anderson, seconded by Poxon, that bids
received for the construction of Municipal Apartment Housing in
accordance with Specifications No. 239, be referred to the City
Attorney, the Building Engineer, and the Architect for checking and
report. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 6, 1960, with reference to bids received for the installation
of traffic signals at Downey Road and Vernon Avenue in accordance
with Contract No. 242, recommending that contract be awarded to
Westates Electrical Construction Company on the basis of their low
bid of $4,990.00, was read.
Resolution No. 2359 - A Resolution of the City Council of
the City of Vernon accepting the bid of Westates Electrical Construc-
tion Company for the installation of traffic signals at Downey Road
and Vernon Avenue in accordance with Contract No. 242 heretofore
approved by the City Council, was read.
It was moved by Poxon, seconded by
Resolution No. 2359 be approved and adopted.

Communication from D. D. Grayson, Traffic Engineer,
submitting Contract No. 237 for the reconstruction of 55th Street
from Santa Fe Avenue to the east City Boundary, and recommending
that said contract be approved and that authorization be granted to
advertise for bids, was read.
Resolution No. 2345 - A Resolution of the City Council of
the City of Vernon approving Contract No. 237 and Plan No. A3-1572
for the reconstruction of 55th Street from Santa Fe Avenue to the
east City Boundary, and determining the general prevailing rate of
per diem wages, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2345 be approved and adopted. Motion carried.

Resolution No. 2346 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed

Communication from D. D. Grayson, Traffic Engineer, dated
July 7, 1960, transmitting preemption installation and cost agree-
ment between the City of Vernon and Union Pacific Railroad Company
for traffic signals at the intersections of Downey Road with Leonis
Boulevard and with Fruitland Avenue, and recommending that said
agreement be executed by the City, was read.
It was moved by Poxon, seconded by Anderson, that the
Mayor and City Clerk be authorized to execute, on behalf of the
City of Vernon, preemption installation and cost agreement between
the City of Vernon and Union Pacific Railroad Company for traffic
signals at the intersections of Downey Road with Leonis Boulevard
and with Fruitland Avenue. Motion carried.
Communication from Deleo Products Division, General Motors
Corporation, requesting a license to conduct a business of whole-
saling electric motors at 4455 Fruitland Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Delco Products Division, General Motors Corporation, be
approved and license granted. Motion carried.
Communication from Ned's Service requesting a license to
operate a service station at 3745 S. Soto Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Ned's Service be approved and license granted. Motion
carried.
Communication from Halverson Transportation requesting a
license to conduct a truck transportation business at 4510 Loma
Vista Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Halverson Transportation be approved and license granted.
Motion carried.
Communication from Harry L. Kass dba In-Plant #1 requesting
a license to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Harry L. Kass dba In-Plant #1 be referred to the Health
Department with power to act. Motion carried.
Communication from Astor Freight Lines requesting a license
to conduct a trucking business at 1928 E. Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Astor Freight Lines be approved and license granted.
Motion carried.
Communication from F. A. Ziemer, City Clerk, dated July
13, 1960, advising that Mary Ruth Cannon has been employed as Clerk,
Purchasing Department, Grade 4, effective July 13, 1960, was read.

employment of Mary Ruth Cannon as Clerk, Purchasing Department,

Communication from F. A. Ziemer, City Clerk, dated July
14, 1960, transmitting a communication from the Board of Admini-
stration, State Employees' Retirement System, dated July 11, 1960,
with reference to City of Vernon's Resolution No. 2336 of Intention
to approve an amendment to contract between the Board of Admini-
stration of the State Employees' Retirement System and the City
Council of the City of Vernon by adding Section 21365.5 and Sections
21380-6, together with copies of various documents necessary to
complete the proposed amendment, was read. (Copy to each member of
the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City Clerk, dated July 14, 1960, with reference to
proposed amendment to contract between the Board of Administration
of the State Employees' Retirement System and the City Council of
the City of Vernon, together with transmittals, be referred to the
Finance Committee for study and report. Motion carried.
Copy of a communication from the City Clerk of the City
of Los Angeles, dated July 7, 1960, advising that in accordance with
Rule 48 of the Los Angeles City Council, communication from the City
of Vernon, submitting a certified copy of their Resolution No. 2354,
regarding the abandonment of sewage gauging stations located at
Vernon Avenue and at 57th Street and requesting its approval, was
referred to the Board of Public Works and the Public Works Committee
of the City of Los Angeles, was read.
It was moved by Poxon, seconded by Anderson, that copy of
communication from the City Clerk of the City of Los Angeles, dated
July 7, 1960, be received and filed. Motion carried.
Communication from the County of Los Angeles, Office of
Assessor, dated July 11, 1960, transmitting the assessed value
totals of the 1960 Preliminary Roll, Before Equalization, for the
City of Vernon, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the County of Los Angeles, Office of Assessor, dated
July 11, 1960, be received and filed. Motion carried.
Communication from the Public Utilities Commission, State
of California, dated July 14, 1960, with reference to Grade
Separation Priority List, reminding the City of the existence of
the annual fund of $5,000,000.00 established for the purpose of
assisting cities and counties in constructing railroad grade
separation projects, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by poxon, that communi-
cation from the Public Utilities Commission, State of California,
dated July 14, 1960, be received and filed. Motion carried.
Agreement between the City of Vernon and Crown Coach
Corporation for the loan of one Crown Fire-Coach, Model No. CS-
65-93, Serial No. F-1222, Engine No. 6605495, for the period
commencing July 13, 1960, and ending September 13, 1960, for
purposes of demonstration and evaluation, was presented.

It was moved by Anderson, seconded by Poxon, that the
Mayor be authorized to execute, on behalf of the City of Vernon,
agreement between the City of Vernon and Crown Coach Corporation
for the loan of one Crown Fire-Coach for the period commencing July
13, 1960, and ending September 13, 1960, for purposes of demonstra-
tion and evaluation. Motion carried.
Communication from Jack R. Weeks, Maintenance Section
employee, dated July 12, 1960, requesting permission to occupy
Olympic Cottage #6, effective August 1, 1960, as Mr. Walter Pitcher
is moving out on July 31, 1960, was read. (Copy to each member of
the City Council)
The Council asked if any other applications had been
received relative to occupying one of the Olympic Cottages.
The City Clerk advised that Police Sergeant J. C. Jordan,
under date of June 2, 1960, had filed an application to lease a
city-owned single unit, one bedroom dwelling, in the event a
vacancy should occur in the future. The City Council, at its
meeting held June 8, 1960, received and filed said application for
future consideration.
It was moved by Anderson, seconded by Poxon, that Sergeant
J. C. Jordan be granted permission to occupy Olympic Cottage #6,
effective August 1, 1960, with the understanding that said occupancy
by Sergeant Jordan will not automatically make him eligible for one
of the proposed new apartments. Motion carried.
Communication from John R. Kriste, Fireman, dated July 12,
1960, requesting that he be considered as a tenant for one of the new
apartments when they are completed, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from John R. Kriste, Fireman, dated July 12, 1960, be
received and filed for future consideration. Motion carried.
Communication from J. S. Colton, Building Engineer, dated
July 14, 1960, requesting authority to attend the Annual Business
Meeting of International Conference of Building Officials to be held
at Colorado Springs, Colorado, on September 5 to 9, 1960, inclusive,
with an expense allowance of $357.51, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Building Engineer be approved and authority granted
to issue warrant in the amount of $357.51 to J. S. Colton. Motion
carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, A. E. Nelson, Jr., City Engineer, and D. D. Grayson,
Traffic Engineer, recommending that William H. Morrison, Engineering
Clerk II, Step 3, be granted a two weeks' leave of absence with pay
to participate in Annual Active Duty for Training with the California
National Guard, when he is ordered to do so, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Superintendent, Water & Sewer Systems, City
Engineer, and the Traffic Engineer be approved. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
July 7, 1960, transmitting Easement for street purposes from Anton
Rieder and Rose B. Rieder covering the southwest corner of Downey
Road and Vernon Avenue, and recommending that said easement be
accepted and Anton Rieder and Rose B. Rieder be advised of the
official recordation, was read.
It was moved by Poxon, seconded by Anderson, that Easement
be accepted from Anton Rieder and Rose B. Rieder and the Mayor be
authorized to sign Certificate of Acceptance for recordation
purposes, and that when same has been recorded with the County
Recorder of Los Angeles County, California, Anton Rieder and Rose B.
Rieder be so advised. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 7, 1960, transmitting Easement for street purposes from Santa
Fe Land Improvement Company covering the southwest corner of Alcoa
Avenue and Vernon Avenue, and recommending that said easement be
accepted and Santa Fe Land Improvement Company be advised of the
official recordation, was read.
It was moved by Poxon, seconded by Anderson, that Easement
be accepted from Santa Fe Land Company and the Mayor be authorized
to sign Certificate of Acceptance for recordation purposes, and
that when same has been recorded with the County Recorder of Los
Angeles County, California, Santa Fe Land Improvement Company be so
advised. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 6, 1960, requesting authority to send Paul K. Swisher to attend
a short course entitled "Fundamentals of Traffic Engineering" at the
University of California, Los Angeles, from August 22 to August 26,
1960, with an expense allowance of $72.50, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Traffic Engineer be approved and authority granted
to issue warrant in the amount of $72.50 to Paul K. Swisher. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 6, 1960, requesting authority to send William H. Keltner to
attend a short course entitled "Fundamentals of Traffic Engineering"
at the University of California, Los Angeles, from August 22 to
August 26, 1960, with an expense allowance of $87.70, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Traffic Engineer be approved and authority granted
to issue warrant in the amount of $87.70 to William H. Keltner.

Communication from D. D. Grayson, Traffic Engineer, dated
July 13, 1960, recommending that changes in channelization as shown
on the accompanying photo-plan be approved to provide more conveni-
ent access to properties along Santa Fe Avenue between Pacific
Boulevard and Vernon Avenue (east leg), was read.
It was moved by Poxon, seconded by Anderson, that changes
in channelization be approved as shown on photo-plan accompanying
communication from D. D. Grayson, Traffic Engineer, dated July 13,

to real property owned by client (D. & M. Realty Co., a co-partner-

It was moved by Anderson, seconded by Poxon, that communi-
cation addressed to Vincent R. Poxon, City Attorney, from Attorney

Communication from R. H. Bockhacker, Police Chief, dated
July 15, 1960, requesting authority to employ John H. Gavin as
Policeman Grade 4, effective July 16, 1960, pending physical
examination and background investigation, was read.
It was moved by Anderson, seconded by Paxon, that the
request of the Police Chief, dated July 16, 1960, be approved.

Traffic Engineer, dated July 18, 1960, requesting authority to employ

Commission, dated July 18, 1960, advising that a proposal has been
filed with the Secretary of the County Boundary Commission for the
annexation of certain territory designated as "Cudahy Annexation No.
5" to the City of Huntington Park, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from the Los Angeles County Boundary Commission, dated July
18, 1960, be received and filed. Motion carried.
Communication and report from Carl A. Heinze, Consulting
Electrical Engineer, and Vincent R. Poxon, City Attorney, dated
July 18, 1960, transmitting original Partial Release and original
Conveyance, dated May 31, 1960, covering the electric generating
and distributing system leased by the Southern California Edison
Company from the City of Vernon, was read. (Approved as to form by
the City Attorney and Darling, Shattuck & Edmonds, as Special

totaling $24,572.54 (accounting period July, 1960), was examined
and audited.
It was moved by Anderson, seconded by Poxon, that "Warrant
Register No. 73" be approved and payment authorized for Demands Nos.
2744, to 2842, both inclusive, with no exceptions. Motion carried.

Warrant Register No. 36" be approved and payment authorized for

Mayor Furlong arrived at this time (3:20 p.m.) and took
his seat at the Council table.
Communication from Central Basin Municipal Water District,
dated July 11, 1960, transmitting a certified copy of Resolution No.
123, addressed to the Governor of the State of California, urging
that a form of contract for delivery of northern water to The
Metropolitan Water District of Southern California be submitted by
the State at the earliest possible date; and suggesting that the
City of Vernon join in the effort to obtain details of the water
service contract in time to formulate opinions regarding the water
bond issue to be voted upon November 8, 1960, was read. (Copy to

It was moved by Anderson, seconded by Poxon, that the
City Attorney be instructed to draft a resolution similar to
Resolution No. 123 of the Board of Directors of Central Basin Muni-
cipal Water District stressing the importance of having the State
submit at earliest possible date a proposed contract for delivery of
northern water to The Metropolitan Water District of Southern
California. Motion carried.
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Mailliard, that the meeting
adjourn. Motion carried.

It was moved by Andersont seconded by Poxont that the
City Attorney be instructed to draft a resolution similar to
Resolution No. 123 of the Board of Directors of Central Basin Muni-
cipal Water District stressing the importance of having the State
submit at earliest possible date a proposed contract for delivery of
