MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF
VERNON HELD AUGUST 23, 1960 AT TEN
O'CLOCK A.M. IN THE COUNCIL CHAMBERS
OF THE CITY HALL LOCATED AT 4305
SANTA FE AVENUE. VERNON , CALIFORNIA
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon
COUNCIL ABSENT: Malburg (Until 10:15 A.M.)
The meeting was called to order by Mayor R. J. Furlong
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of August 16, 1960 be approved as written and.
submitted. Motion carried.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 731 receive a third and final reading by title. Motion carried.
Ordinance No. 731 - An Ordinance of the City of Vernon
fixing the amount of money necessary to be raised by taxation upon
the taxable property within said City as a revenue to carryon the
various departments of such municipal corporation for the fiscal
year commencing July 1, 1960, and to pay the bonded or other
indebtedness of said City of Vernon, or any portion or district
thereof, was read for a third and final reading by title.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 731 receive and pass a third reading and be adopted. Motion
carried.
Ayes: Anderson, Furlong, Mailliard, Poxon
Noes: None
Absent: Malburg
Resolution No. 2371 - A Resolution of the City Council
of the City of Vernon fixing the rate of taxes and levying the taxes
for the fiscal year beginning July 1, 1960, was read.
It was moved by Poxon, seconded by Mailliard, that
Resolution No. 2371 be approved and adopted. Motion carried.

Noes: None
Absent: Malburg
Communication from Allis-Chalmers Manufacturing Company
requesting a permit to haul refuse from their premises located
at 4440 East 49th Street over the public streets to an authorized
dump or incinerator located outside the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Allis-Chalmers Manufacturing Company be approved and
permit granted. Motion carried.
Communication from Governor Edmund G. Brown, State of
California, dated August 16, 1960, with reference to the subject of
contracts for future supplementary water supplies under the provi-
sions of the State Water Program, was read. (Copy to each member
of the City Council)
It was moved by Poxon, seconded by Mailliard, that communi-
cation from Governor Edmund G. Brown, State of California, dated
August 16, 1960, be received and filed. Motion carried.

Communication from Bob's Catering Service requesting a
license to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Bob's Catering Service be approved and license granted.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
August 19, 1960, requesting authorization to transfer the radios
on three (3) motorcycles from the present handle-bar mounting to
rear fender mounting at a cost of approximately $121.68 each, was
read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that the
request of the Police Chief, dated August 19, 1960, be approved.
Motion carried.
Communication from Chairman Frank G. Bonelli, Los Angeles
County Board of Supervisors, dated August 18, 1960, thanking the
City Council for the resolution presented at the testimonial dinner
given in his honor, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Chairman Frank G. Bonelli; Los Angeles County Board of
Supervisors, dated August 18, 1960, be received and filed. Motion
carried.
Communication from P.D.Q. requesting a license to operate
a service station at 4325 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of P.D.Q. be approved and license granted. Motion carried.
At this time (10:15 A.M.), Councilman Malburg arrived and
took his seat at the Council table.
The City Clerk advised the City Council that he had
received a communication from Clayton T. Mills, Regional Group
Manager, Occidental Life Insurance Company of California, dated
August 22, 1960, transmitting a letter from their Vice-President,
A. B. Halverson, dated August 5, 1960, indicating the necessity of
a rate adjustment on City of Vernon's Group Major Medical Insurance
Policy, effective October 1, 1960.
The City Clerk further advised the City Council that the
Employees Insurance Committee, under date of July 31, 1959, had
recommended that in the event of any further investigations
concerning Group Insurance, the City of Vernon retain the services
of an insurance consultant to study the many phases and details
of Group Medical and Hospital Insurance as well as determining the
reliability of insurance companies quoting on various proposals.
It was moved by Anderson, seconded by Poxon, that the
City Clerk be instructed to contact insurance consultants for the
purpose of having them submit a quotation for furnishing the services
as recommended by the Employees Insurance Committee, dated July 31,
1959. Motion carried.

There being no further business to come before the meeting,
it was moved by Malburg, seconded by Mailliard, that the meeting
adjourn. Motion carried.
