IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNONz CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Malburg, Poxon COUNCIL ABSENT: Mailliard The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of September 6, 1960 be approved as written and submitted. Motion carried. It was moved by Poxon, seconded by Malburg, that Ordinance No. 732 receive a third and final reading by title. Motion carried. Qrdinance No. 732 - An Ordinance of the City of Vernon approving the annexation of certain uninhabited territory designated "Vernon-Riverside Annexation No. 211 to the City of Vernon, was read for a third and final reading by title. It was moved by Anderson, seconded by Malburg, that Ordinance No. 732 receive and pass a third reading and be adopted. Motion carried. Ayes: Anderson, Furlong, Malburg, Poxon Noes: None Absent: Mailliard Communication from Mason, Muntz & Associates, dated September 15, 1960, with reference to bids received for the construction of Municipal Apartment Housing in accordance with Specifications No. 239, recommending that the contract be awarded to H. W. Sant on the basis of his low bid of $63,836.00, was read. (Copy to each member of the City Council) Communication from J. S. Colton, Building Engineer, dated September 16, 1960, with reference to bids received for the construction of Municipal Apartment Housing in accordance with Specifications No. 239, recommending that the contract be awarded to H. W. Sant, was read. (Copy to each member of the City Council) Resolution No. 2386 - A Resolution of the City Council of the City of Vernon accepting the bid of H. W. Sant for the contruc- tion of Municipal Apartment Housing in accordance with Specifications No. 239 heretofore approved by the City Council, was read. Grayson, Traffic Engineer, dated September 13, 1960, with reference to bids received for the instal- lation of traffic signals at Boyle Avenue and Fruitland Avenue and at Leonis Boulevard and Alcoa Avenue, in accordance with Contract No. 228, recommending that contract be awarded to Electric and Machinery Service, Inc., on the basis of their low bid of $15,025.00, was read. Resolution No. 2385 - A Resolution of the City Council of the City of Vernon accepting-the bid of Electric and Machinery Service, Inc., for the installation of traffic signals at Boyle Avenue and Fruitland Avenue and at Leonis Boulevard and Alcoa Avenue in accordance with Contract No. 228 heretofore approved by the City Council, was read. It was moved by Malburg, seconded by Poxon, that Resolution No. 2385 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Malburg, Poxon Noes: None Absent: Mailliard Communication from Mason, Muntz & Associates, dated September 19, 1960, with reference to the desirability of planning the overall use of city-owned real estate for the purpose of evaluating the needs of all of the Departments of the City Govern- ment, and fitting those needs into a long-range plan which will result in economical and efficient use of the land and structures which may be placed on it, offering to serve the City of Vernon in a consulting capacity with respect to planning the use of land owned by the City; and advising that they would like the opportunity of discussing this matter further with Mayor Furlong or such other representative as the City Council may select, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that Mayor Furlong and Councilman Malburg be appointed as representatives of the City of Vernon to discuss the aforementioned matter further with Mason, Muntz & Associates. Motion carried. Agreement between the City of Vernon and Mason, Muntz & Associates for the preparation of plans and specifications, general administration and supervision for the construction of a Fire Station on the Santa Fe Avenue property and a Civil Defense Communications Building addition to Fire Station No.2 on the Fruitland Avenue property, was presented. (Approved as to for::n b~7 the City Attorney) It was moved by Anderson, seconded by Poxon, that the Mayor and the City Clerk be authorized to execute agreement, on behalf of the City of Vernon, between the City of Vernon and Mason, Muntz & Associates, for preparation of plans and specifications, general administration and supervision for the construction of a Fire Station on the Santa Fe Avenue property and a Civil Defens~ Communications Building addition to Fire Station No. 2 on the Fruitland Avenue property. Moore, Administrative Officer, dated September 9, 1960, with reference to Community Promotion Program, suggesting that a letter agreement be entered into with Mr. Harold P. Levy, if the Council views his qualifications favorably, similar to that which the City has with Mr. Arthur J. Will, a suggested draft of which is attached, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the City of Vernon enter into a letter agreement with Mr. Harold P. Levy to serve as Community PromotLon Director; and that the Administrative Officer be authorized to write a letter to Mr. Harold P. Levy in accordance with suggested draft as submitted by the Administrative Officer with his communication dated September 9, 1960. Motion carried. Copy of communication from Mason, Muntz & Associates, dated September 14, 1960, addressed to Integrated, Inc., with reference to their request to substitute Beverly Hills Tile Co. in lieu of William Dawson to perform the marble and tile work on Fire Station No.3, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by poxon, that copy of communication from Mason, Muntz & Associates, dated September 14, 1960, addressed to Integrated, Inc., be received and filed. Motion carried. Copy of communication from Mason, Muntz & Associates, dated September 13, 1960, addressed to Integrated, Inc., with reference to completion date for Fire Station No.3, was read. (Copy to each member of the City Council) Copy of communication from Mason, Muntz & Associates, dated September 14, 1960, addressed to Integrated, Inc., with reference to their request for an extension of 30 days for completion of Fire Station No.3, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that a letter be written to Mason, Muntz & Associates advising them: (1) That every effort should be exerted in effecting the completion of Fire Station No.3 at the earliest possible date so that occupancy of the building can be as near the original completion date as practical; (2) That the City Council decided not to take any action at this time or to make any commitments pertaining to the assessment of liquidated da.mages for not completing the construction of Fire Station No. 3 within the contract time; and (3) That any action relative to liquidated damages be held over pending the completion of the project. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, dated September 13, 1960, a.dvising that the work of constructing 737 feet of 10 inch and 802 feet of 8 inch sewer in Ayers Avenue and Cannj~g Street (private streets) south of Bandini Boulevard, was completed on August 1, 1960, and recommending that Easement Gra.nt from Central Manufacturing District, Inc., and the ownership of these se':'lers, be accepted, was read. I I -4- 9/20/60 It was moved by Poxon, seconded by Anderson, that Easement Grant from Central Manufacturing District, Inc. be accepted and that the Mayor and the City Clerk be authorized to sign Certificate of Acceptance for recordation purposes; and that the construction of 737 feet of 10 inch and 802 feet of 8 inch sewer in Ayers Avenue and Canning Street (private streets) south of Bandini Boulevard, completed on August 1, 1960 under the inspection of the Engineering Department, be accepted as part of the sewer system in the City of Vernon. Motion carried. Communication from the State of California, Department of Public Works, dated September 6, 1960, transmitting a report of city street and county road deficiencies prepared by the Department of Public Works, Division of Highways, in accordance with the provisions of Senate Concurrent Resolution No. 62 adopted by the Legislature at its 1959 session, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the State of California, Department of Public Works, dated September 6, 1960, together with report of city street and county road deficiencies, be received and filed. Motion carried. Copy of Resolution No. 60-58 of the City Council of the City of Mirada Hills to the Board of Directors of the Los Angeles County Division of the League of California Cities recommending adoption of a new formula for apportioning gas tax to cities within Los Angeles County, was read. It was moved by Anderson, seconded by Poxon, that copy of Resolution No. 60-58 of the City Council of the City of Mirada Hills be received and filed. Motion carried. Communication from A. J. Lynch & Company, dated September 9, 1960, extending their thanks for the splendid work the Fire Department did recently in protecting their building from damage during the fire at Redway Transportation, was read. It was moved by Poxon, seconded by Anderson, that communi- cation from A. J. Lynch & Company, dated September 9, 1960, be received and filed. Motion carried. Communication from The Los Angeles Heart Association, dated September 9, 1960, requesting that the City Council give its wholehearted support to the 1961 Heart Fund Campaign in the City of Vernon during February, was read. It was moved by Poxon, seconded by Anderson, that the request of The Los Angeles Heart Association, dated September 9, 1960, be approved. Motion carried. Communication from Esther H. Burke, dated September 12, 1960, with reference to a traffic problem at the intersection of Downey Road and Slauson Avenue, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that the Traffic Engineer be instructed to make a traffic study of the inter- section of Downey Ro~d and Slauson Avenue and to report the results to the City Council; and that Esther H. Burke be advised of the action takp.n by the City Council. Motion carried. I I -5- 9/20/60 Reports of Carl A. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for the months of June and July, 1960, was read. It was moved by Malburg, seconded by Poxon, that the reports of the Consulting Electrical Engineer be received and filed. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated September 14, 1960, submitting Contract No. 238 for the reconstruc- tion of Alcoa Avenue from Vernon Avenue to Fruitland Avenue, and recommending that said contract be approved and that authority be granted to advertise for bids, was read. Resolution No. 2383 - A Resolution of the City Council of the City of Vernon approving Contract No. 238 for the reconstruction of Alcoa Avenue from Vernon Avenue to Fruitland Avenue, and deter- mining the general prevailing rate of per diem wages, was read. It was moved by Malburg, seconded by Poxon, that Resolution No. 2383 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Malburg, Poxon Noes: None Absent: Mailliard Resolution No. 2384 - A Resolution of the City Council of the City of Vernon directing the giving of notice inviting sealed proposals or bids for the reconstruction of Alcoa Avenue from Vernon Avenue to Fruitland Avenue in the City of Vernon, in accordance with Contract No. 238, was read. It was moved by Malburg, seconded by Poxon, that Resolution No. 2384 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Poxon, that communi- cation from the Los Angeles County Road Department, dated September 13, 1960, be received and filed. Motion carried. Communication from the City of Long Beach advising that the September meeting of the Southeast District Mayors' and Council- men's Group for Wednesday, September 21, has been cancelled; and that the City of Long Beach will host this group on November 9, was read. It was moved by Anderson, seconded by Malburg, that communication f=om the City of Long Beach be received and filed. Motion carried. I I -6- 9/20/60 Communication from D. D. Grayson, Traffic Engineer, dated September 15, 1960, advising that plans are being prepared for the reconstruction of Fruitland Avenue from Soto Street to Downey Road; and recommending the acquisition of an easement for street purposes over the area covered by Ordinance No. 600, and in addition, easements for street purposes over four small parcels at Soto Street and Alcoa Avenue, as shown on attached sketches, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Poxon, that the recommendation of the Traffic Engineer, dated September 15, 1960, be approved. Motion carried. Communication from Mrs. Chas. Swartzendruber, Supervisor of Southeast Central District of Christian Released Time Education, Inc., requesting the City to make a meeting room available each Wednesday, 11:20 A.M. to 12:00 Noon, commencing October 5, 1960, for a Christian Released Time Education Class for some of the children enrolled at the Vernon City School, was read. It was moved by Anderson, seconded by Poxon, that the City Council Chambers, when not in use, be made available for a Christian Released Time Education Class each Wednesday, 11:20 A.M. to 12:00 Noon, commencing October 5, 1960, provided that said class is under adult supervision. Motion carried. Communication from Barry Jewelers requesting a license to sell jewelry on credit at various industrial plants in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of Barry Jewelers be referred to the Police Department with power to act. Motion carried. Communication from Ray's Better Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, that the request of Ray's Better Catering be referred to the Health Department with power to act. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated September 15, 1960, requesting authority to employ John S. Thompson as Policeman Grade 4, effective October 1, 1960, pending physical examination and investigation, was read. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief, dated September 15, 1960, be approved. Motion carried. Communication, was read, from R. H. Bockhacker, Police Chief, dated September 15, 1960, requesting that the following p8rsonnel be advanced in grade, effective October 1, 1960, as listed below: W. R. Communication from R. H. Bockhacker, Police Chief, dated September 15, 1960, requesting permission to purchase a desk and chair for use in the Detective Bureau at a cost of approximately $225.00, was read. It was moved by Anderson, seconded by Poxon, that the request of the Police Chief, dated September 15, 1960, be approved. Motion carried. Report of Police Department activities for the period September 1 - 15, 1960, inclusive, was presented. It was moved by Malburg, seconded by Poxon, that the report of Police Department activities be received and filed. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, dated September 16, 1960, requesting that he be reimbursed the sum of $363.00 from the Education and Training Budget appropriation for tuition and books at the University of California at Los Angeles, Fall Semester, 1960, was read. It was moved by Anderson, seconded by Malburg, that the request of the City Engineer be approved and that authority be granted to issue warrant to A. E. Nelson, Jr. in the amount of $363.00. Motion carried. Communication from Best Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Malburg, seconded by Poxon, that the request of Best Catering be referred to the Health Department and the Fire Department with power to act. Motion carried. Communication from the Los Angeles County Boundary Commission, dated September 16, 1960, advising that a proposal has been filed with the Secretary of the County Boundary Commission for the annexation of certain territory to the City of Monterey Park, was read. It was moved by Poxon, seconded by Anderson, that communi- cation from the Los Angeles County Boundary Commission, dated September 16, 1960, be received and filed. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, D. D. Grayson, Traffic Engineer, and R. H. King, Superintendent, Water & Sewer Systems, dated September 19, 1960, transmitting letter of resignation from Mr. Lowell D. Evans, and recommending that his resignation be accepted effective October 7, 1960, was read. It was moved by Poxon, seconded by Anderson, that the resignation of Mr. Lowell D. Evans be accepted effective October 7, 1960. Motion carried. I I -8- 9/20/60 Communication from Clyde o. Pate, Jr., Engineering Depart- ment employee, requesting that he be reimbursed the sum of $279.50 from the Education and Training Budget appropriation for tuition and books in connection with his studies at the University of Southern California for a B.S. Degree in Civil Engineering, together with recommendation for approval from A. E. Nelson, Jr., City Engineer, D. D. Grayson, Traffic Engineer, and R. H. King, Superintendent, Water & Sewer Systems, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of the City Engineer, the Traffic Engineer, and the Superintendent, Water & Sewer Systems, be approved and that authority be granted to issue warrant to Clyde O. Pate, Jr. in the amount of $279.50. Motion carried. It was moved by Anderson, seconded by Malburg, that, in the future, employees not be eligible for benefits from the Education and Training Budget appropriation until they have satis- factorily completed their six months probationary period. Motion carried. Communication from Doris Ennis requesting a license to operate the Cowboy Cafe at 4401 Downey Road, was read. It was moved by Anderson, seconded by Paxon, that the request of Doris Ennis be referred to the Police Department and the Health Department with power to act. Motion carried. John B. Moore, Administrative Officer, advised the City Council that the Subcommittee on Radiation Protection of the Assembly Interim Committee on Public Health has scheduled a public hearing for October 6 and 7 in Sacramento, and recommended that a repre- sentative of the Health Department be authorized to attend this hearing with an expense allowance of $123.55, subject to final approval of C. E. Nemethi, M.D., Health Officer, who is on vacation at the present time. It was moved by Anderson, seconded by Poxon, that a representative of the Health Department be authorized to attend the public hearing in Sacramento on October 6 and 7, subject to final approval by the Health Officer, with an expense allowance of $123.55.
