J. Furlong. It was moved by Poxon, seconded by Malburg, that minutes of the meeting of September 20, 1960 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the reconstruction of Alcoa Avenue from Vernon Avenue to Fruitland Avenue, in accordance with Contract No. 238. It was moved by Poxon, seconded by Anderson, that the Clerk be instructed to open and read the bids submitted. Notion carried. Oswald Bros. Co. Vernon Paving Co. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the construction of the Public Works Facility, in accordance with Contract No. 248. Byron Rumford, Chairman~ Subcommittee on Radiation Protection, California Legislature, Sacramento, California, dated October 3, 1960, from C. E. Nemethi, M.D., Health Officer, with reference to State-local relations in connection with the State's contemplated radiological health program, was presented. It was moved by Anderson, seconded by Poxon, that C. E. Nemethi, M.D., Health Officer, be authorized to write a letter to the Assembly Interim Committee on Public Health in accordance with the draft as presented. Motion carried. Communication from Cody Fisher requesting a license to operate a service station at 2800 Santa Fe Avenue, was read. It was moved by Poxon, seconded by Malburg, that the request of Cody Fisher be approved and license granted. Motion carried. Communication from Grande Vista Truck Repair requesting a license to conduct a truck repair business at 1771 Downey Road, ~tJ3.S read. It was moved by Poxon, seconded by Malburg, that the request of Grande Vista Truck Repair be approved and license granted. Motion carried. Communication from Jerry & Gray dba Lunch Bucket requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, th~t the request of Jerry & Gray dba Lunch Bucket be referred to the Health Department with power to act. Motion carried. Communication from Kingsford Company requesting a license to conduct a business of packaging, storing and distributing charcoal briquets and related products at 5030 Gifford Avenue, was :cead. It was moved by Malburg, seconded by Poxon, that the ~equest of Kingsford Company be approved and license granted. :1otion carried. Communication from Swift & Company requesting a permit to h.9,ul rubbish from their premises at 3750 Jewel Avenue over the public streets to an authorized dump or incinerator located out:s:tc:f': the City of Vernon, was read. Greyson, Traffic Engineer, and R. H. King, Superintendent, Water & Se'i/0t' Systems, dated September 22, 1960, transmitting letter of resignation from Mr. Me~flin D. Hansen, dated Septerr.ber 21, 1960, and recommending that Mr. Hansen's resignation be accepted effective a':: the close of bu~iness on November 4, 1960, was read, (Copy of letter of resignation to each member of the Ci.ty Council) I I -3- 10/4/60 It was moved by Poxon, seconded by Anderson, that the re8ignation of Mr. Merwin D. Hansen be accepted effective at the close of business on November 4, 1960. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated September 22, 1960, transmitting Easement for street purposes from Pacific Mutual Life Insurance Company covering the southeast corner of Alcoa Avenue and 50th Street, and recommending that said easement be accepted and that Pacific Mutual Life Insurance Company be advised of the official recordation, was read. It was moved by Malburg, seconded by Anderson, that Easement be accepted from Pacific Mutual Life Insurance Company and that the Mayor and the City Clerk be authorized to sign Certificate of Acceptance for recordation purposes. Motion carried. Communication from The Regional Planning Commission - County of Los Angeles, dated September 23, 1960, advising that a Public Hearing in the matter of a request by Lesser Industrial Properties, Ltd. for an exception to the M-2 (Heavy Manufacturing) Zone, in order to establish a 180,000 sq.ft. warehouse, with less than the required off-street parking spaces, on property located at 3030 Atlantic Blvd., in the Bandini Zoned District, Los Angeles County, will be held before the Zoning Board, in the Regional Planning Commission hearing room, Room 100, Los Angeles County Engineering Building, 108 West Second Street, Los Angeles, on Friday, October 7, 1960, at 9:00 a.m., was read. It was moved by Anderson, seconded by Malburg, that communication from The Regional Planning Commission - County of Los Angeles, dated September 23, 1960, be received and filed. Motion carried. Copy of a communication from the City of Maywood, dated September 21, 1960, addressed to the Los Angeles County Board of Supervisors, with reference to requirements set forth in Rule 64 of the Air Pollution Control District, was read. It was moved by Anderson, seconded by Poxon, that copy of a communication from the City of Maywood, dated September 21, 1960, o.ddressed to the Los Angeles County Board of Supervisors, be received 2~d filed. Communication from Ducommun Metals & Supply Co., dated September 28, 1960, expressing their willingness to participate jointly in maintaining a mobile x-ray program in the City of Vernon, was read. (Copy to each member of the City Council) Communication from Southwestern Engineering Company, dated September 28, 19GO, inquiring if there is any way that Industry in Vernon could help the Vernon City Health Department to obtain the services of a mobil chest x-ray unit, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communi- cations from Ducommun Metals & Supply Co. and Southwestern Engineering Company, both dated September 28, 1960, be referred to . the Health Department for study. Moore, Administrative Officer, recommending that the City Council authorize the issuance of checks in the amount of $50.00 to each representative of the City attendi.ng the League of California Cities to be held in Los Angeles on October 23 - 26, inclusive, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of the Administrative Officer be approved. Motion carried. Communication from R. A. Petraitis, Engineering Departraent employee, requesting that he be reimbursed the sum of $303.31 from the Education and Training Budget appropriation for tuition and books in connection Y7ith his studies at the University of Southern Cali.fornia fol.' a Master of Science Degree in Civil Engineering, together with recommendation for approval from D. D. Grayson, Traffic Engineer, A. E. Nelson, Jr., City Engineer, and R. H. King, Superin- tendent, Water & Sewer Systems, was read. It was moved by Anderson, seconded by Malburg, that the recommendation of the Traffic Engineer, the City Engineer, and the Superintendent, Water & Sewer Systems, be approved and that authorit~r be granted to issue warrant to R. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated September 28, 1960, recommending that lease agreement between the City of Vernon and Hotor Officer It. N. Baker for one 1956 Harley- Davidson Motorcycle, Engine #FL6759, be terminated as of September 23, 1960; and recommending that new lease agreement, as submitted, between the City of Vernon and Motor Officer R. N. Baker for one 1961 Harley-Davidson Motorcycle, Engine tf6lFL1425, be approved, effective September 28, 1960, was read. It \-las moved by Anderson, seconded by Poxon, that the recommendations of the Police Chief be approved and that new lease agreement be executed by the City of Vernon. Motion carried. Communication and report from R. H. Bockhacker, Police Chief, dated September 29, 1960, recommending that Officer Charles E. Foster be suspended.the 22,23 and 24 of September for insubordination, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Malburg, that Police Officer Charles E. Foster be suspended the 22, 23 and 24 of 3eptembe~ in accordance with the recommendation of the Police Chief. Motion carried. Report of Police Department activities for the period September 16 - 30, 1960 inclusive, was presented. It was moved by Malburg, seconded by Anderson, that report of Police Department activities be received and filed. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, D. D. Grayson, Traffic Engineer, and R. H. King, Superintendent, \'Jater & Se't'.7er Systems, dated September 30, 1960, requesting sl.1thori ty to employ George C. Winkler as Utility Man IV, Step 5, effective October 3, 1960, was read. It was moved by\nderson, seconded by Nalburg, that the request of the City Engineer, Traffic Engineer and Superintendent, Water & Sewer Systems, dated September 30, 1960, be approved. Motion carried. Communication from Haskin & Sells, Certified Public .Accountants, dated September 30, 1960, transmitting six copies of financial statements and supplemental schedules of the v~rious funds of the City of Vernon for the 'Tear ended June 30, 1960, and six cories of statements relating to cash balances and cash receipts p:.nd disbursements of the various funds of the Cit:v of Vernon for " t;'.at year, together \'Jith their opinions thereon dated August 8, 1960, was read. It was moved by Poxon, seconded by Anderson, that the request of Golden State Store Fixture Co. be approved and license granted. Motion carried. Report of Health Department activities for the month of August 1900, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by ~mlburg, that the report of Health Department activities be received and filed. Motion carried. Communication from Robert S. Stone, Director of Sanitation, dated September 28, 1960, requesting that he be reimbursed the sum of $17.11 from the Education and Training Budget appropriation for books in connection with his studies at the University of Southern California School of Public Administration, Fall Semester, 1960, together with recommendation for approval from C. E. Nemethi, M.D" Health Officer, was read. It was moved by Malburg, seconded by Poxon, that the request of the Director of Sanitation be approved and that authority be granted to issue warrant in the amount of $17.11 to Robert S. Stone. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 3, 1960, requesting permission to purchase fifteen (15) steel lockers, for use by the officers in the squad room, at a cost of appro~{imately $350.00, was read. (Not budgeted in 1960-61 Budget) It was moved by Poxon, seconded by Anderson, that the request of the Police Chief, dated October 3, 1960, be approved. Hotion carried. Communication from L. C. Husted, Fire Chief, dated October 3~ 1960, requesting permission to advance E. V. Henry from Engineer Grade 2 to Grade 1, effective October 1, 1960, was read. It was moved by Malburg, seconded by Poxon, that the request of the Fire Chief, dated October 3, 1960, be approved. Hotion. carried. Communication from A. E. Nelson, Jr., City Engineer, dated September 30, 1960, requesting authority to attend the Ameri.cc:,:1, Concrete Institute and American Society Testing Materials meeting in Tucson, Arizona, from October 31 to November 2, inclusive, with an expenre allowance of $132.48, was read. It was moved by L~nderson, seconded by Paxon, that the request of the City Engineer be approved and that authority be gr~nted to izsue warrant to A. E. Nelson, Jr. in the amount of $132.43. Motion carried. Communication from L. C. Husted, Fire Chief, dated October 3, 1960, advising that it was found necessary to suspend Fireman VI. P. Nusgrave for a period of one day, was read.
