It was moved by Poxon, seconded by Anderson, that minutes of the meeting of October 4, 1960 be approved as written and submitted. Motion carried. Communication from D. D. Grayson, Traffic Engineer, R. H. King, Superintendent, Water & Sewer Systems, and A. E. Nelson, Jr., City Engineer, dated October 14, 1960, with reference to bids received for the construction of the Public Works Facility in accordance with Contract No. 248, recommending that contract be awarded to J. H. Lipow Construction Company on the basis of their low bid, Alternate B - $320,800.00, was read. Resolution No. 2390 - A Resolution of the City Council of the City of Vernon accepting~the bid of J. H. Lipow Construction Co. for the construction of the Public Works Facility, in accordance with Contract No. 248 of said City, was read. It was moved by Anderson, seconded by Paxon, that Resolution No. 2390 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated October 13, 1960, with reference to the bids received for the recon- struction of Alcoa Avenue in accordance with Contract No. 238, recommending that contract be awarded to Vernon Paving Company on the basis of their low bid of $84,394.84, was read. Resolution No. 2389 - A Resolution of the City Council of the City of Vernon accepting-the bid of Vernon Paving Company for the reconstruction of Alcoa Avenue from Vernon Avenue to Fruitland Avenue, in accordance with Contract No. 238 of said City, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2389 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Poxon, that the request of Meat Packers Equipment Co. be approved and license granted. Motion carried. I I -2- 10/18/60 Communication from Jersey Meat Provision Company, Inc. requesting a license to conduct a business of fabricating meat at 4361 S. Soto Street, was read. It was moved by Anderson, seconded by Poxon, that the request of Jersey Meat Provision Company, Inc. be referred to the Health Department with power to act. Motion carried. Communication from Boulevard Lease Inc. requesting a license to conduct a business of truck leasing and maintenance at 2755 E. 26th Street, was read. It was moved by Anderson, seconded by Poxon, that the request of Boulevard Lease Inc. be approved and license granted. Motion carried. Communication from George's Garage requesting a license to conduct a business of repairing trucks at 2750 S. Alameda Street, was read. It was moved by Anderson, seconded by Mailliard, that the request of George's Garage be approved and license granted. Motion carried. Communication from Pratt & ~fuitney Co., Inc. requesting a license to conduct a business of retailing and wholesaling cutting tools, machine tools, etc., at 4535 S. Soto Street, was read. It was moved by Anderson, seconded by Malburg, that the request of Pratt & Hhitney Co., Inc. be approved and license granted. Motion carried. Communication from GQ Mailing Service requesting a license to conduct a business of wrapping and tying newspaper supplements at 4900 E. 50th Street, was read. It was moved by Anderson, seconded by Poxon, that the request of G Q Mailing Service be approved and license granted. Motion carried. Communication from Jimmy Reade, Director, Latin Escorts Social Club, requesting a permit to hold a public dance for adults only on November 19, 1960, at the Union Hall, 2516 East 49th Street, for the benefit of the East Los Angeles Cultural Society of the Blind, and requesting that the permit fee be waived as this is a non-profit venture, was read. It was moved by Anderson, seconded by Poxon, that the Latin Escorts Social Club be granted a permit to hold a public dance for adults only on November 19, 1960, at the Union Hall, 2516 East 49th Street, for the benefit of the East Los Angeles Cultural Society of the Blind; and that the permit fee be waived in this particular instance as said dance is a charity fund-raising project. Motion carried. Communication from Pioneer Aluminum, Inc., dated October 13, 1960, requesting permission to erect a 30' x 100' tent in the west driveway of their plant for the caterers to serve a buffet dinner in connection with open house on November 4, 1960, celebrating the opening of their new plant at 3800 East 26th Street, was read. I I -3- 10/18/60 It was moved by Poxon, seconded by Mai11iard, that the request of Pioneer Aluminum, Inc., dated October 13, 1960, be referred to the Fire Department with power to act. Motion carried. Communication from The Metropolitan Water District of Southern California, dated October 5, 1960, transmitting for the information of the City Council, a copy of the telegram sent to Governor Edmund G. Brown on October 4" by order of the Boar.d of Directors of the Metropolitan Water District, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that communication from The Metropolitan Water District of Southern California, dated October 5, 1960, together with copy of telegram sent to Governor Edmund G. Brown on October 4, be received and filed. Motion carried. Communication from Lieutenant John F. Blankenship, dated October 6, 1960, thanking the City Council for permitting a Car Club, which was sponsored by the Vernon Police Department, to use the Boy Scout Hut; and advising that the Car Club has disbanded as of October 5, 1960 and will no longer need to use the Boy Scout Hut, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Malburg, that communi- cation from Lieutenant John F. Blankenship, dated October 6, 1960, be received and filed. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated October 4, 1960, advising that a traffic study was made at the inter- section of Downey Road and Slauson Avenue, and recommending that no changes be made as the results of the study show the intersection to be operating satisfactorily, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of the Traffic Engineer, dated October 4, 1960, be approved, and that Esther H. Burke be notified that the results of a study show that the intersection of Downey Road and Slauson Avenue is operating satisfactorily. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 10, 1960, recommending that R. N. Graham be advanced from Policeman Grade 4 to Grade 3, effective November 1, 1960, as he will have satisfactorily passed his six months probationary period, was read. It was moved by Anderson, seconded by Malburg, that the recommendation of the Police Chief, dated October 10, 1960, be approved. Motion carried. Communication from Vincent R. Poxon, City Attorney, dated October 11, 1960, with reference to a directive dated August 11, 1960 from the Department of Industrial Relations, Division of Industrial Safety, with respect to furnishing safety equipment to firemen of all governmental agencies in the State of California, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communi- cation from the City Attorney, dated October 11, 1960, be received and filed. Motion carried. King, Superintendent, Water & Sewer Systems, dated October 13, 1960, requesting authority to attend the 41st Annual Conference of the American Water Works Association, California Section, at Long Beach, California, October 24, to 27, 1960, inclusive, with an expense allowance of $56.25, was read. It was moved by Poxon, seconded by Anderson, that the request of the Superintendent, Water & Sewer Systems, dated October 13, 1960, be approved and authority granted to issue warrant to R. H. King in the amount of $56.25. Motion carried. Communication from J. S. Colton, Building Engineer, dated October 13, 1960, requesting authority to attend the Western Conference on Prestressed Concrete Buildings to be held in Los Angeles, California, on November 14 & 15, 1960, with an expense allowance of $34.00, was read. It was moved by Anderson, seconded by Poxon, that the request of the Building Engineer, dated October 13, 1960, be approved and authority granted to issue warrant to J. S. Colton in the amount of $34,.00. Motion carried. Communication from G. G. Skalsky, Assistant Director of Civil Defense, dated October 11, 1960, requesting authority to purchase five (5) explosion-proof portable flood lamps, together with projector lamps, receptacle boxes, etc., for use by the Fire Department, Police Department and Public Works Department, at an approximate cost of $791.G8, was read. It was moved by Anderson, seconded by Poxon, that the request of the Assistant Director of Civil Defense, dated October 11, 1960, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 11, 1960, recommending that Officer Donald E. Ross be reimbursed the sum of $11.50 from the Education and Training Budget appropriation for tuition and books in connection with his studies at East Los Angeles College in Police Science, was read. It was moved by Mailliard, seconded by Malburg, that the recommendation of the Police Chief, dated October 11, 1960, be approved and authority granted to issue warrant to Donald E. Ross in the amount of $11.50. Motion carried. Communication from L. C. Husted, Fire Chief, dated October 13, 1960, requesting that Fireman Paul Pribble be allowed the sum of $19.82 from the Education and Training Budget appropriation for tuition and books required for classes he is attending at Los Angeles Harbor Junior College, was read. It was moved by Mailliard, seconded by Malburg, that the request of the Fire Chief, dated October 13, 1960, be approved and authority granted to issue warrant to Paul Pribble in the amount of $19.82. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated October 11, 1960, submitting Contract No. 247 for reconstruction of traffic signals at the intersections of Soto Street with 26th Street, Vernon Avenue, Leonis Boulevard and Fruitland Avenue, and installa- tion of new signals at Soto Street and 37th Street, and recommending that said contract be approved and that authorization be granted to advertise for bids, was read. I I -5- 10/18/60 Resolution No. 2387 - A Resolution of the City Council of the City of Vernon approving-contract No. 247 and Plans Nos. TV 6005 to TV 6009 for the installation of traffic signals at five inter- sections of Soto Street, and determining the general prevailing rate of per diem wages, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2387 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Poxon, that Resolution No. 2388 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Poxon, that the report of Police Department activities be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 17, 1960, requesting permission to promote Sgt. James C. Jordan to the rank of Captain, Grade 3, effective as of November 1, 1960, was read. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief, dated October 17, 1960, be approved. Hotion carried. Communication from the Central Basin Water Association, dated October 14, 1960, extending an invitation to attend the next regular meeting of the Board of Directors of said Association to be held at the Huntington Park Elk's Club, 3355 East Gage Avenue, Huntington Park, at 6:30 p.m. on Thursday, November 3, 1960, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the Central Basin Water Association, dated October 14, 1960, be received and filed. Motion carried. Communication from the Los Angeles County Boundary Commission, dated October 13, 1960, giving notification that the attached proposal has been filed with the Secretary of the County Boundary Commission, was read. It was moved by Anderson, seconded by ~mlburg, that communication from the Los Angeles County Boundary Commission, dated October 13, 1960, together with attached proposal, be received and filed. Motion carried. I I -6- 10/18/60 Communication from Kovas Jewelers requesting a license to conduct a business of selling jewelry on credit at various industrial plants in the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that the request of Kovas Jewelers be referred to the Police Department with power to act. Motion carried. Communication from L. C. Husted, Fire Chief, dated October 14, 1960, advising that it was found necessary to suspend Fireman Donald A. Melker, without pay, for a period of one day, was read. It was moved by Anderson, seconded by Poxon, that the action taken by the Fire Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated October 17, 1960, requesting authority for Loyd A. Harris to attend the Fall Technical Section Meeting - Far Western Section, International Municipal Signal Association, Inc., to be held in Laguna Beach on October 22, 1960, with an expense allowance of $29.16, was read. It was moved by Anderson, seconded by Poxon, that the request of the Fire Chief, dated October 17, 1960, be approved and authority granted to issue warrant to Loyd A. Harris in the amount of $29.16. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, D. D. Grayson, Traffic Engineer, and A. E. Nelson, Jr., City Engineer, dated October 17, 1960, advising that Mr. Ivan W. Scott passed away on October 16, 1960, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the Superintendent, Water & Sewer Systems, Traffic Engineer and the City Engineer, dated October 17, 1960, be received and filed. Motion carried. Discussion was held with reference to certain problems that may arise when the annexation of property to the City of Vernon, knovm as llVernon-Riverside Annexation No. 211, becomes official. It was moved by Anderson, seconded by Poxon, that the City Clerk be authorized to waive the fees for business licenses in the "Vernon-Riverside Annexation No.2" until January 1, 1961, and that a letter of welcome and general information be sent to all companies in the area as soon as said annexation becomes official. Motion carried. Ordinance No. 733 - An Ordinance of the City of Vernon approving the annexation of certain uninhabited territory, designated 'Bandini Annexation No. 2 I to the City of Vernon, was read in full fer a first reading. It was moved by Anderson, seconded by Malburg, that Ordinance No. 733 receive and pass a first reading. Motion carried.
